ABSTRACT. This article critically investigates the social construction of ‘identity talk’ in relation to the Irish Question in the 1980s. Our contention is that the utilisation of ‘identity’ imagined people as bounded groups in a particular way – as the two traditions or communities in Northern Ireland – and that this way of imagining people was deployed against ‘will’‐based conceptions of politics. The first part of the article places the emergence of ‘identity’ as a concept in its historical context and suggests four phases in the use of ‘identity’. The second part focuses on ‘identity’ as a concept and locates its emergence within the meta‐conflict regarding Northern Ireland. The article concludes by reflecting on Brubaker and Cooper's (2000) analysis of ‘identity’ as a category of analysis in light of our case study of ‘identity’ as a category of practice regarding the Irish Question.  相似文献

Accounts of the easy, painless childbearing of ‘primitive’ non‐white women in comparison to their ‘civilised’ white counterparts were ubiquitous in early modern travel literature. In the nineteenth‐century United States, such narratives were increasingly taken up in medical and scientific literature, catalysing the production of new forms of knowledge about race and bodies. This article analyses several key medico‐scientific theories produced to explain racialised parturient pain and argues that this knowledge dynamically interrelated with both racial ideas and racial practice in nineteenth‐century society. The shifting character of this knowledge implicated changing ways of defining race, including the anchoring of racial identity in the physical body; the role of the physician as an arbiter of racial truth; and the imbrication of gender in racial classifications. Moreover, knowledge produced to explain racialised parturient pain – for instance, about race‐specific sensory physiology, muscular mechanics and skeletal anatomy – circulated within numerous social institutions, among them slavery; gynaecologic and obstetric care; medical experimentation; anti‐abortion crusades invoking the spectre of ‘race suicide’; and eugenic projects. In this way, medical discourse on the gendered body of the parturient was enrolled in the changing articulation of race across the nineteenth century.  相似文献

The entry into force of the Lisbon Treaty invites and enables Europe to develop elements of a common foreign policy. Europe should resist the tendency of listing all issues calling for attention, and be aware that it will have to address three agendas, not just one. The first agenda is the Kantian one of universal causes. While it remains essential to European identity, it presents Europe with limited opportunities for success in the 2010s as could be seen at the 2009 Climate Summit in Copenhagen. The ‘Alliance’ agenda remains essential on the security front and would benefit from a transatlantic effort at rejuvenation on the economic one. Last but not least, the ‘Machiavellian’ agenda reflects what most countries would define as their ‘normal’ foreign policy. It calls for Europe to influence key aspects of the world order in the absence of universal causes or common values. While Europe's ‘Machiavellian’ experience is limited to trade policy, developing a capacity to address this third agenda in a manner that places its common interests first and reinforces its identity will be Europe's central foreign policy challenge in the 2010s. A key part of the Machiavellian agenda presently revolves around relations with Ukraine, Turkey and the Russian Federation, three countries essential to Europe's energy security that are unlikely to change their foreign policy stance faced with EU soft power. Stressing that foreign policy is about ‘us’ and ‘them’, the article looks at what could be a genuine European foreign policy vis‐à‐vis each of these interdependent countries, beginning with energy and a more self‐interested approach to enlargement. The European public space is political in nature, as majority voting and mutual recognition imply that citizens accept ‘foreigners’ as legitimate legislators. At a time when the European integration process has become more hesitant and the political dimension of European integration tends to be derided or assumed away, admitting Turkey or Ukraine as members would change Europe more than it would change these countries. Foreign policy cannot be reduced to making Europe itself the prize of the relationship. What objectives Europe sets for itself in its dealing with Ukraine, Turkey and Russia will test whether it is ready for a fully‐fledged foreign policy or whether the invocation of ‘Europe’ is merely a convenient instrument for entities other than ‘Europe’.  相似文献

The paper explores how creole categories of people who have constituted a small but influential minority in Guinea‐Bissau for centuries contributed to a countrywide, integrated national culture since the eve of independence in 1974. Since independence, several cultural representations previously exclusive to creole communities have been – driven by the nationalist independence movement and the early postcolonial state – transformed into representations of a new national culture, crossing ethnic and religious boundaries. The fact that creole identity and culture had been transethnic – i.e. creole identity brings together individuals of heterogeneous cultural, ethnic and geographic descent – during the colonial period, has fostered in postcolonial times the countrywide spread of previously exclusively creole cultural features. I argue that this ‘transethnicisation’ of creole cultural representations has unified Bissau‐Guineans across ethnic lines, causing a strong commitment with their nation ‘from below’.  相似文献

Abstract. This paper aims to develop a model for the ethno‐nationalist incorporation of the space and time – that is of the geography and history – of ethnies considered as ‘others’ by the ethno‐nationalist core of an emerging nation‐state. It contends that one of the reasons for the recurring power and emotive force of nationalist discourse and practice stems from the disjunction between the complex history of a locality – exemplified in its material culture – and the homogenised present, which various strategies of ethno‐nationalist incorporation have brought about. Based on the analysis of the empirical evidence of the case of the city of (Sanli) Urfa in Southeast Turkey, it argues that a ‘spatial perspective’ focusing on the locale might facilitate unveiling hitherto understudied aspects of local nationalisms, as well as the rather dark sides of most nation‐building projects such as large‐scale population exchanges or ethnic cleansing.  相似文献

Abstract. The article examines the re‐articulation of national identity in Macedonia since its independence in 1992. Both ethnic Macedonian and ethnic Albanian political identities have been engaged in a complex process of redefinition. Two ethnic groups had previously been strongly influenced by the Marxist paradigm and its Yugoslav official interpretation. During the 1990s, the elements of the old paradigm were combined with elements of the new – liberal democratic – concepts of nationhood. While some of the concepts developed within the old Yugoslav framework are still in use, the new liberal‐democratic political paradigm finds it difficult to include them into an official discourse on nationhood. At the same time, introduction of the concepts inherent to the liberal‐democratic paradigm has disturbed the fragile balance achieved through the old Yugoslav narrative. In new circumstances, the ethnic Macedonians transformed themselves from the ‘constitutive nation’ to ‘majority’. However, the ethnic Albanians found it more difficult to accept the status of ‘minority’, which was once (in Yugoslav Marxist narrative) considered to be politically incorrect. Thus, they insist on being recognised as a ‘nation’, equal to ethnic Macedonians. In its essence, the conflict in Macedonia is – to a large extent – a conflict between two different concepts of what is Macedonia and who are Macedonians. The questions posed are: is the minority (ethnic Albanians) part of the nation? Could two nations exist peacefully within one state? The article maps out differences between two different discourses on the identity of the new Macedonian state.  相似文献

Islamic finance signifies more than a projection of religious affiliation. The importance of Islamic finance is increasing in central Asia, both as a source of capital and as a form of post‐colonial market‐building. In central Asia, it is an important facet of the new phenomena of ‘nation‐branding’ and a means of reinvigorating the economy. In identity politics, Islamic finance projects an attitude of religious tolerance allowing states in the region to reposition their geopolitical identity relative to the Islamic community. This creates a ‘performance’ of Islamic finance that facilitates the creation of legitimacy for the state. Adopting Islamic finance projects images of the state's religious tolerance and diversity without changing the underlying structures; it suggests an ‘Islamicness’ that is useful to the development and post‐colonial goals of the state. As such, it creates opportunities for geopolitical alliances with Muslim countries. Economically, it appeals to rising financial‐industrial elites seeking new investment‐opportunities, which reduces pressure on the state to democratize. Meanwhile, in Russia, Islamic finance is an alternative source of capital for the sanctions‐hit state and a useful identity marker with which to connect to the increasingly wary Caucuses and Commonwealth of Independent States countries, lending it a wider significance across Eurasia.  相似文献

In recent years, there has been a resurgence of interest among political and media analysts in the value and utility of online activism. This article seeks to shed new light on this debate by thinking through popular responses to orangutan causes on social media. Rather than focusing on the (in)efficacy of such responses, the author describes a pervasive, public ethos of small acts – one built around the interactive affordances of social media – that frames self‐consciously ordinary, non‐professional supporters’ efforts to help save the orangutan. She suggests that taking these activities seriously as projects of ‘helping’ and doing ‘good’ can also push the anthropology of social media beyond its current focus on ‘activism’ towards a more nuanced appreciation of the different shades and scales of ‘acting’ online.  相似文献

This paper traces the history of ‘caring for country’ tropes in writing about indigenous Australian land and land management. While ‘caring for country’ initially referred to dynamic land use and ownership practices, it progressively became a less historical, more primordial, conception of indigenous land ownership, use, and management. In reviewing constructions of ‘land’ in scholarly literatures and policy debates, I seek to explain how they interact with local indigenous practices and idioms. Drawing on examples from the cultural and linguistic fields of A?angu, speakers of Pitjantjatjara and Yankunytjatjara, I examine a variety of concurrent uses of ‘country’, ‘caring’, or ‘nurturance’ and ‘caring for country’. A cross‐linguistic perspective on these objectifications – in English, Aboriginal English, and central Australian indigenous languages – shows how they may attend selectively to the historical specificity of indigenous experience. But this, I argue, may be the key to their efficacy in intercultural projects. Coded messages in bilingual documents reflect a kind of agency whereby A?angu choose to leave equivocal histories unstated and thereby reconstitute government projects in terms that work for them. The referential flexibility around idioms of land and nurturance is a kind of alchemy in language and social life that is the condition of the success of actual land management activities. Terms including ‘country’ and ‘caring for country’ elide the socio‐political dynamics that otherwise complicate actual rights and uses of land. That is why they can form the social basis of common activities, the production of ‘congeniality’ both within A?angu social life and at the interface with outsiders, in land management and other fields.  相似文献

Abstract. How are national identities and the ‘imagined communities’ ( Anderson 1991 ) upon which they are based linked? This article demonstrates that Q‐methodology, which allows each participant to express his or her own ‘personal nationalism’ ( Cohen 1996 ) while simultaneously highlighting how these individual assessments aggregate into coherent, shared types of national identity, provides a means of empirically assessing the linkage between the micro‐ and macro‐components of national identity. When applied to the cases of Scotland and Wales, the six types of national identity – three each in Scotland and Wales – highlight distinctions that reflect, as well as challenge, the ubiquitous academic division between civic and ethnic national identities. They also illuminate the differing natures of contemporary Scotland and Wales, with particular emphasis on the observation that the Welsh imagined community appears to be fundamentally more contested than the more easily forged Scottish imagined community.  相似文献

Events in Ukraine in 2014 are likely to transform the presence and role of western institutions such as NATO in the post‐Soviet area. The crisis has starkly revealed the limits of their influence within Russia's ‘zone of privileged interest’, as well as the lack of internal unity within these organizations vis‐à‐vis relations with Moscow and future engagement with the area. This will have long‐term implications for the South Caucasus state of Georgia, whose desire for integration into the Euro‐Atlantic community remains a key priority for its foreign and security policy‐makers. This article examines the main motivators behind Georgia's Euro‐Atlantic path and its foreign policy stance, which has remained unchanged for over a decade despite intense pressure from Russia. It focuses on two aspects of Georgia's desire for integration with European and Euro‐Atlantic structures: its desire for security and the belief that only a western alignment can guarantee its future development, and the notion of Georgia's ‘European’ identity. The notion of ‘returning’ to Europe and the West has become a common theme in Georgian political and popular discourse, reflecting the belief of many in the country that they are ‘European’. This article explores this national strategic narrative and argues that the prevailing belief in a European identity facilitates, rather than supersedes, the central role of national interests in Georgian foreign policy.  相似文献

In this paper, we assume that learning to comprehend the geospatial environment would be significantly facilitated by developing a multi‐level task ontology that identifies various levels and complexities of geospatial concepts. We suggest that, apart from four spatial ‘primitives’– identity, location, magnitude, and space‐time – all geospatial concepts involve ‘inheritance’ characteristics. The more complex and abstract the concept, the larger the inheritance links that need to be appreciated to enhance concept understanding. For example, many basic geospatial concepts – such as direction and distance – are first‐order derivatives from the ‘location’ primitive, whereas concepts such as spatial association, map projection or interpolation are high‐order concepts that require several layers of geospatial concepts in their derivation. Having offered a five‐level ontology for concept organisation, we suggest sets of tasks that could establish an understanding of concepts, thus directly making the environment more legible in a spatial sense. We develop this framework in the context of the teaching of geography in grades from kindergarten to the final years of high school (grade 12 in the United States system). Our conceptualisation is grounded in the US school system – in which geography is usually absent in the curriculum.  相似文献

ABSTRACT. New nationalism differs from classical nationalism in terms of its content and focus. Whereas classical nationalism distinguishes itself from other nation‐states in defining its national identity, new nationalism distinguishes the ‘native’ national identity from that of its current and prospective citizens of migrant origin. The terms of integration thus become conditions of membership in the national community. Citizenship and integration policies emerge as central arenas where the discourse of new nationalism unfolds. This study looks into the discourses of cultural citizenship by studying the content of the official ‘citizenship packages’ – materials designed to welcome newcomers and assist them in their integration – in three Western European countries: The Netherlands, France and the UK. What images are depicted of the nation‐state and the migrant in citizenship packages, and (how) do these images freeze the nation?  相似文献

Abstract. Two cross‐national women's organisations, one in Northern Ireland the other in Bosnia‐Herzegovina, are observed here in interaction with each other. The article explores the connection between their ability to sustain such cross‐community alliances and their choice to be women's projects. In so doing, it addresses the question ‘are feminism and nationalism compatible?’ Not all the women are ‘anti‐nationalist’ in philosophy, but they draw distinctions between variants of nationalism, and may be described as ‘anti‐essentialist’. The article distinguishes between variants of ‘feminism’, recognising it, too, as a plurality of movements. An anti‐essentialist understanding of ethnicity and nation is partnered in both the Network and Medica by an anti‐essentialist feminism, in which a woman's family role is minimised and value placed instead on her autonomy and agency. Certain forms of feminism and nationalism are thus compatible – but the configuration may be progressive or retrograde.  相似文献

The naming of streets is part of the ongoing process of mapping the boundaries of the nation. This article examines three sets of Arab‐Palestinian street names – pre‐1948 Haifa and Jerusalem and post‐1948 Umm el Fahm – as locally constructed ‘texts of identity’ in the historical and political context of their official creation. The investigation aims at charting the ideological orientations represented and the political messages entailed in these three different textual manifestations of Arab‐Palestinian national identity. The analysis focuses on notions of historical and cultural heritage as expressed in the choice of street names. Finally, it offers an interpretative evaluation of this process, placing it within broader ideological and historical contexts.  相似文献

In 1957, the United States government provided funding for Pan American World Airways to purchase a 49% share in Afghanistan’s national airline, Ariana Afghan Airlines. While unusual in its scope, the arrangement was part of a broader program of US technical assistance, administered jointly by government agencies and private corporations, to newly formed airlines in Asia, the Middle East, and Africa. Between 1955 and 1965, technical assistance for commercial aviation was critical to the USA’s Cold War strategy to win ‘hearts and minds,’ and to contain Soviet influence, in the developing world. Using Ariana as a case study, this article examines what was at stake for the USA – politically, economically, and culturally – in aviation technical assistance projects. However, the article also argues that such projects should be seen as instances of ‘co‐production,’ in which recipients of technical assistance exploited superpower rivalries and actively shaped the airplane’s uses and meanings.  相似文献

Scholars studying migration processes through the transnational prism have expanded the concept of ‘diaspora’ with a new meaning as a transnational, hybrid identity and condition, which has displaced the classical interpretation constructed around ethnicity and territory. By analyzing the activities of the Ukrainian Canadian Congress, which represents the organised Ukrainian community in Canada, an old‐type diaspora, this paper argues that transnationality and hybridity have always been the inner attributes of diaspora identity and experience and stresses the importance of an essential characteristic of diaspora: the conscious effort to maintain a distinctive collective identity. Only if a community succeeds in maintaining its collective identity throughout multigenerational change can it qualify as a diaspora. These two dimensions – the self‐consciousness of diaspora as a distinctive group and the survival of its distinctive identity through multigenerational change – set diasporas apart from transnational communities.  相似文献

Heritage is important for the social and cultural health of communities, whilst local stewardship of cultural heritage has the capacity to empower and recover cultural identity. This paper describes a recent project in Lakhnu – a small rural village in Uttar Pradesh, India – to restore a nineteenth century villa formerly used as the village school as an educational facility. In this discussion, we draw attention to the right of groups to manage their culture. The loss of cultural heritage is linked to a loss of identity. We argue that heritage projects have the capacity to empower communities to sustain their heritage and identity and provide useful places for social and material advancement through the concept of a shared ‘symbolic estate’. At Lakhnu, we plan to evoke grass-root conservation where local communities become the rightful stakeholders and decision-makers who are encouraged and facilitated in the realisation of their right to cultural heritage and to stimulate growth and build capacity for the community.  相似文献

The Late Bronze Age is a period characterized by chariots and riders, spearheads, bows and battle axes. Such are the assemblages of grave goods attributed to the Seima‐Turbino, Timber‐grave, Abashevo, Sintashta, Pokrovsk and other cultures of the Eurasian forest‐steppe and steppe belt. Although hoard deposits are comparatively rare in this context, this category of finds has also provided some extraordinary examples of metalwork. This paper reports on the analysis of three such artefacts, namely the gold‐ornamented silver‐alloy spearheads from the ‘treasure’ recovered near Borodino in Ukraine at the beginning of the twentieth century. The high‐ resolution technological study of these items presented here includes experimental research to produce similar decorative patterns and a comparison of the resulting traces and imprints with the original archaeological artefacts. The results help to identify use‐wear traces and reveal new information about casting and crafting techniques, tool sets and individual technical styles. Although the spearheads share some basic decorative features such as a gold plate attached to the silver, variations in the tools used and the technical repertoire – chasing, punching, and cutting – suggest that the spearheads were decorated by different hands. The study inevitably leaves many questions about the ‘life history’ for these objects unanswered, but takes the first steps towards a more complete understanding of this remarkable assemblage.  相似文献

This article examines the evolution of the nuclear enterprises in Russia and Ukraine after the break-up of the USSR in 1991 to the present and contributes to better understanding of interrelation between large-scale technologies and politics. It compares how economic crises and recovery, political considerations, and nuclear imaginaries – visions of the role that nuclear power will play in conceptions of a national future – have determined the direction of nuclear energy policy. It explores institutional, legal, and other developments surrounding the 34 operating power reactors in Russia and 15 in Ukraine including promotion and regulation; operation; license life extension; decommissioning and spent fuel and waste handling. Russia and Ukraine are connected by history, Soviet reactor technology, and nuclear fuel and waste disposal agreements that shape and constrain the countries’ behavior, and leave great uncertainty for the future given the ongoing conflict between the two nations. Yet both nations hope for some grand nuclear ‘renaissance.’  相似文献
