Community‐based forestry management is emerging as an important component of forest policies in the developing world. Using the Philippines as a case‐study, this article critically examines the way in which community‐based forestry is constructed and understood among government policy makers. The author suggests that the new policy discourse of community‐based forestry policy in the Philippines is still shaped by efforts to maintain centralized control over forest management and a political economy orientated towards commercial timber production using the principles of ‘scientific management’. While timber production and the technical aspects of forest management are emphasized, social and environmental considerations remain neglected.  相似文献

The construction of the Ivdel'—Ob' railroad has opened up the rich timber resources of the Sos'va section of the Ob' River basin. Fifteen logging centers are in operation along the rail line, shipping 3.5 million cubic meters of timber, mainly as roundwood. Selective logging practices used at the present time tend to deplete timber reserves more rapidly than planned. To preserve the Sos'va region as a long-term supplier of timber for the industrial regions of the USSR, sound forest management is recommended, including multipurpose utilization of felled timber and reforestation. The forest products industry will be more economical if about 70 percent of the felled timber is converted into marketable wood products in major mill complexes planned for the region, leaving 30 percent for shipment as roundwood (pitprops, pulpwood, shipbuilding timber). The proposed Lower Ob' hydroelectric power project, even with the lower normal headwater surface now under consideration, would prevent economic development of the region by flooding valuable resource lands.  相似文献

The people of the Rural Federation of Zambrana-Chacuey, in the Dominican Republic, are engaged in complex and multivalent struggles over resources in a forest and farm landscape subject to rapid land use change. Acacia mangium, a fast growing tree recently introduced as a timber cash crop, has become an object, a site and a tool of struggle in conflicts between local and state interests, and between women and men. Until recently, tree cutting has been illegal, so the government-approved acacia has reversed the role of trees from liabilities to assets in land tenure. The acacia has also begun to alter the pattern of land use, land cover, and the species composition of the region's forests, gardens, and fields, and could replace women's diverse gardens with single species blocks of timber.  相似文献

Many believe that Amazonian communities could benefit from the growing market for timber through self‐governed approaches to forest management. However, there is no clear understanding of how communities are to develop such approaches given logging frontiers that are characterized by informal negotiations with loggers and community forestry initiatives that are promoted by development agents. This article reports on research from four study areas in Bolivia, Brazil and Peru which reveals that external players exercise considerable power over communities. First, loggers and development agents impose forest management schemes directly on communities, hindering them from developing their own approaches. Second, paternalistic relationships with loggers and development agents prevent communities from identifying common interests and expressing these through their representative organizations. Finally, loggers and development agents use powerful discourses to shape acceptable schemes in forest management, silencing communities’ voices in debates. Through these different power mechanisms, external agents thwart the emergence of self‐governed community management approaches.  相似文献

Timber plantations make up nearly half the Japanese forest area. However, in recent decades domestic timber has been displaced by imports. The decline of Japanese forestry forms the background to the emergence of forest tourism whereby domestic forests become important sites for the recreational leisure of Japan’s urban middle class. This article describes the ways in which the Japanese forest is exploited as a tourist resource, and examines the problems that arise in this process of recommoditizing a timber forest into a tourist forest.  相似文献

The Redwood Timber Region of Northern California has experienced a gradual decline in its natural resource base combined with intensified struggles over preservation and conservation. This region is used as a case study for examining the historic pattern of resource decline, the ambiguous roles of environmentalist pressure, the failure of public regulation, and a range of regional responses to economic decline. In this case, more intense forest management techniques (herbicides, fertilizer, thinning), more public investment in timber regeneration programs, and the emergence of an underground economy in marijuana growing are core elements of the response to resource decline. Theoretical, political, and environmental problems with these approaches are examined.  相似文献

About 80% of the population in Soviet logging and rafting areas is non-urban and lives in 6000 lumbering settlements assigned to the rural category. The majority of these places are small, crude settlements without adequate services that exist for periods of about 20 years until the surrounding timber stands have been depleted. It is suggested that area planning and diversification of forest utilization can improve the settling pattern, working and living conditions and the provision of services through the concentration of population in larger, modern central settlements supplemented by mobile dormitory camps in timber-felling areas situated beyond an optimal commuting distance. Existing and proposed settling patterns are illustrated with particular reference to a logging area in the western Urals.  相似文献

The city of Herculaneum (Naples, southern Italy), buried by the volcanic eruption of Mount Somma-Vesuvius in 79 ad, is a key site for understanding the timber economy during the Roman period. In this paper, the results of charcoal analysis of different building element types are presented. Beams, joists, poles, planks and door and window frames were investigated allowing us a view of which timber the Romans preferred for building in this area. We also fit the taxonomic results into the reconstruction of the ancient Campanian landscape, and finally, we discuss the knowledge that the Romans had about the technological properties of the wood that they used for building and the possible selection criteria that they followed in choosing them. Coniferous timber is the preferred material for building purposes. Abies alba is especially used, this fact confirming its stronger presence in southern Italian woods during the past and suggesting that its decline is mainly due to human overexploitation. The large presence of Cupressus sempervirens, selectively used for the production of poles, confirms that this tree was cultivated in plantations for timber production in the Vesuvius area. Furthermore, it might indicate that cypress could have been present as a natural tree in the local vegetation, suggesting a forest type that nowadays almost completely disappeared from this area and from the entire Italy. The findings of Juglans regia, Pinus pinea and Olea europaea, typical elements of the Mediterranean cultural landscape, show that their use was not limited to fruit production and that Romans also appreciated their timber. Beside these local resources, the presence of Picea abies and Picea/Larix indicates the importation of timber from northerly regions, probably the northern Apennines and the Alps.  相似文献

Reform in the forest sector in Peru resulted in a new forestry law, developed with substantial input from international conservation and donor organizations. While it incorporates the principles of sustainable forest management, biodiversity conservation and livelihood improvement, inconsistencies remain between the regulatory mechanisms and actual practices and outcomes in the field, leading some to consider the legal framework a failure. This article suggests that problems in the sector persist because the legal and regulatory frameworks do not incorporate existing local institutions, norms and practices — all of which are rooted in complex historical social, political and economic relationships. Based on information from interviews, data on movement of timber and analysis of secondary information, the authors examine the local structure, actors and dynamics of the concession forestry system in the Peruvian Amazon. The article focuses on how financial, social and political relationships in the network of actors, and particularly the patronage system, have helped actors in the sector adapt to the new policy framework. It is proposed that any further reform in the forest sector must be based on a keen understanding and appreciation of the praxis of timber extraction in the region.  相似文献

Core sampling is normally used for dendrochronological age determination of both timber and living trees. As core sampling can seriously damage artefacts, a photographic method was tried on 29 wooden objects made of Scots pine (Pinus sylvestris L.). These were photographed and tree‐ring sequences for dendrochronological analysis were measured on the photographs in the laboratory. Nine objects could be dated. The undatable objects had few tree‐rings or a non‐matching tree‐ring pattern. The region in Norway where the material had grown could be determined by matching against various regional chronologies.  相似文献

In Japan, a well-established, widespread system of local timber market auctions, featuring the exchange of privately owned logs, is increasingly threatened by imports organized according to mass production principles. This article assesses the evolution, rationale, and functions of Japan's timber auctions that were primarily created in post-war Japan to provide key roles linking small-scale (private) forest owners to flexibly specialized value chains that are consummated in Japanese homes. The conceptual point of departure for the analysis is flexible specialization theory's interpretation of industrialization as a contest between mass production and small-scale production. We extend this discussion by giving analytical priority to markets as an institution distinct from firms and by interpreting markets from the perspectives of transaction costs and embeddedness, concepts normally deemed antagonistic to one another. Empirically, four case studies of timber auctions located in central and southern Japan are analyzed based on personal interviews with auction managers and participants within the context of broader trends in forestry. Three auctions feature 'silent' bidding and one involves open bidding. While the auctions exhibit varying characteristics, they continue to be the fulcrum of localized forestry systems, even as they are threatened by declining prices driven by imported wood and by restructurings within the Japanese solid wood sector. The continued resiliency of the flexible specialization model, and the auctions that are at its core, has important implications for forestry throughout Japan.  相似文献

We overview the recent development of oak dendrochronology in Europe related to archaeology and art-history. Tree-ring series of European oaks (Quercus robur and Q. petraea) have provided a reliable framework for chronometric dating and reconstruction of past climate and environment. To date, long oak chronologies cover almost the entire Holocene, up to 8480 BC and the network over the entire area in which the two oaks grow is being improved. We present the main characteristics of oak ring series and discuss the latest methodological advances in defining the calendar year in which the tree-rings were formed and in interpreting such dating in terms of the age of a wooden object. Dendrochronology has established itself as a standard dating tool and has been applied in a wide variety of (pre-)historical studies. Archaeological wood, historical buildings, works of art (such as panel paintings and sculptures) have been successfully investigated. Recent advances in dendro-provenancing have helped to obtain more information on the timber trade in the past. Information on past forest structures, silviculture and timber use have become available through scrutinizing historical and contemporary ring-width patterns.  相似文献

Abstract: Recent years have witnessed increased geographical interest in the changing nature of forestry in the UK. Critical attention has been given to a transition from a previously dominant regime of industrial forestry, primarily concerned with the mass production of timber, to a post‐industrial regime, within which timber production sits alongside a broader range of social, economic and environmental objectives. Investigations of this transition, however, have been largely restricted to analyses of national policy discourse, with relatively little attention given to the implementation of post‐industrial forestry in regional and local spaces. In this paper, we argue that the emergence of this new forestry regime has been associated with a great deal of spatial complexity. Drawing on findings from recent research in the southern valleys of Wales, we highlight the complex geographies bound up with the implementation of national regimes of forestry in the UK, and the significant roles played by the local socio‐natural context in facilitating and resisting the implementation of new forestry regimes in particular spaces.  相似文献

Abstract

Monitoring and understanding of land use/forest cover dynamics as well as the factors affecting the changes in land use/forest cover are necessary for the sustainable management of natural resources. This study analyzes the spatial and temporal changes in land use and forest cover patterns in a typical mountain forest area in the Torul State Forest Enterprise area of Northeastern Turkey. The investigation evaluates the temporal changes of the spatial structure of forest conditions through the spatial analysis of forest-cover type maps from 1984 and 2005 using GIS and FRAGSTATS. The evidence presented here showed that there were drastic changes in the temporal and spatial dynamics of land use/forest cover, and between 1984 and 2005 there was a net increase of 19.9% in total forested area. Productive forest area increased by 3161 ha, although degraded forest area increased 9216 ha. In examining the changes of crown closure and development stages of the forest ecosystem during the study period, the forest stand area with low crown closures increased. The regenerated area increased because of regeneration activities while the other development stages were left to grow to older development stages in the period. These results regarding the crown closure and development stage show that forest quality has increased, and this is partly due to emigration of the rural population in Torul. In terms of spatial configuration, the landscape structure in Torul, the State Forest Enterprise area, changed substantially over the 21-year study period, resulting in fragmentation of the landscape as indicated by large patch numbers and smaller mean patch sizes, owing to heavy timber subtraction, illegal cutting, and uncontrolled stand treatments.  相似文献

The Mediterranean ecosystem of Mt. Carmel, Israel, is subjected to an increasing number of forest fires of various extents and severities. The impacts of forest fires on runoff and erosion are widely documented and include increased peak flows and soil loss until the return of a vegetation cover. Most studies, however, treat fire as a single event, whereas the present study is aimed at exploring the long‐term effects of repeated forest fires on eco‐geomorphic processes. The study integrates the results of plot‐based, detailed analysis of post‐fire runoff and erosion with vegetation recovery analysis, at a temporal‐spatial scale which includes the effect of reburning. Our results indicate that forest fires lead to a significant increase in runoff and sediment yields, particularly during the first two years following the disturbance, up to five orders of magnitude higher than from the adjacent unburnt control plots.  相似文献

The term karst derives from the Kras plateau, which is in the northwestern part of the area now known as the Dinaric Karst. The landscape consists mostly of Mesozoic carbonate rocks and stretches along the Adriatic Sea coast for a distance of 600 km. Although the region lies parallel to the sea, the Mediterranean temperature influence is limited to a narrow coastal belt, except for the amount of precipitation, which can reach 5000 mm yr?1. Forests belonging to the Mediterranean and Euro‐Siberian – North American region, covered the primary Dinaric Karst. Human deforestation of the Karst began during the Neolithic period, 6500–6000 BC. Throughout history there have been two main reasons for deforestation; economic (the requirements of new land, pastures, timber use and trade), and social (local increases in population, mass migration, wars, raids). Mankind's perception of forest protection and preservation can be traced through documents going back to the 12th century. Reforestation is mentioned in some of them, but successful reforestation did not begin until the 1850s. Nowadays dense natural forests, extensive forest plantations, dry karst shrublands and also completely barren karst areas can all be found on the Dinaric Karst.  相似文献

The traditionally coercive and state-controlled governance of protected areas for nature conservation in developing countries has in many cases undergone change in the context of widespread decentralization and liberalization. This article examines an emerging “mixed” (coercive, community- and market-oriented) conservation approach in managed-resource protected areas and its effects on state power through a case study on forest protection in the central Indian state of Madhya Pradesh. The findings suggest that imperfect decentralization and partial liberalization resulted in changed forms, rather than uniform loss, of state power. A forest co-management program paradoxically strengthened local capacity and influence of the Forest Department, which generally maintained its territorial and knowledge-based control over forests and timber management. Furthermore, deregulation and reregulation enabled the state to withdraw from uneconomic activities but also implied reduced place-based control of non-timber forest products. Generally, the new policies and programs contributed to the separation of livelihoods and forests in Madhya Pradesh. The article concludes that regulatory, community- and market-based initiatives would need to be better coordinated to lead to more effective nature conservation and positive livelihood outcomes.  相似文献

In the recent political furor over disposition of the remaining old-growth forests in the Pacific Northwest, focus has been directed at the ecological shortcomings of the federal sustained yield forest management doctrine. This has occurred in part at the expense of evaluation of these policies based on social criteria. Yet the sustained yield paradigm and the post-war compact between private capital and federal forest agencies were justified in part to foster stable rural timber economies. Nowhere has this compact been more significant than in rural Oregon. And yet nowhere are its failings more apparent. The central argument of this paper is that the failure of federal sustained yield policies to sustain rural communities stems from an implicitly naive model of industrial capitalism. By ignoring the inherently destabilizing character of capitalist industry, by further failing to refine the notion of community stability, and by failing to take genuine steps to defend rural society from the upheavals of industrial change, the United States Forest Service and the Bureau of Land Management have allowed community stability to languish in the dogged pursuit of accelerated cutting rates. This paper explores industrial change in Oregon's forest products sector in the post-war era of federal sustained yield management, looking specifically at southwest Oregon's Illinois Valley.  相似文献
