Summary

This article offers a novel and comprehensive account of Walter Bagehot's political thought. It ties together an interpretation of Bagehot's liberal commitment to norms of discussion and deliberation, with an analysis of Bagehot's extensive arguments about the institutions of representative government. We show how Bagehot's opposition to American-style presidentialism, to parliamentary democracy, and to proportional representation were profoundly shaped by his conceptions of government by discussion, and the rule of public opinion. Bagehot's criticisms of English parliamentarianism, both of its pre-1832 and post-1832 varieties were also motivated by those principles, as was his own proposal for parliamentary reform. By examining the whole range of Bagehot's writings on representative government (not merely his preference for parliamentarianism over presidentialism) and by connecting his institutional recommendations to his liberal principles, we are also able to better clarify Bagehot's position in Victorian political thought. The article concludes with a discussion of the debate leading up to the Second Reform Act, in which we elucidate Bagehot's disagreements with other prominent exponents of liberalism including John Stuart Mill, the “university liberals,” and Robert Lowe.  相似文献

The analysis of neoliberalism has become a key point of departure in critical urban studies and political geography. Its application in theorising new forms of residential environments is no exception. Common interest developments, gated communities and, in the Australian case, masterplanned residential estates (MPREs) are cast as vehicles of neoliberalist privatisation, extending private property rights and embedding market logics and neoliberal modes of privatised governance. This paper is a critical theoretical and empirical engagement with the interpretation of these residential developments as iconic expressions of urban neoliberalisation. We bring poststructuralist thinking on neoliberalism as an assemblage of diverse practices and projects together with poststructuralist conceptions of the public and private as contextual and enacted political constructions, to provide an alternative analytic—an analytic of assemblage—for investigating putative pathways of neoliberal privatisation. We suggest the purchase of this extended framework through an exploration of MPRE development by Sydney's largest MPRE developer. In this framework, MPREs become contingent productions in which multiple and overdetermined projects, practices and paradigms of governance are at work including, amongst others, social sustainability and interventionism. Rather than producing neoliberal privatisation, we explore how MPRE developments involve the complex constitution of new forms of public and private that exceed coding as neoliberal. We conclude that the framework engaged with here can enable productive advances for urban theorising. Its emphasis on practice, enactment, multiplicity and assemblage can resist a tendency to reify urban neoliberalism and nurture the development of new conceptions and discourses of urban governance less bound to the neoliberal imaginary.  相似文献

ABSTRACT

The poll tax was a key episode in British politics. The widespread opposition campaign has been described as an important expression of Scottish political and national opposition to Thatcherism. The historiographical focus on Glasgow has been influential in this interpretation. By broadening the focus to other Scottish geographies, this article challenges this portrayal and highlights the lived experience of poverty that underpinned resistance and gave political discourses their power. By reframing the argument through the lens of poverty it develops an alternative understanding of the causes of the tax, inverting the narrative that suggests political discourses drove resistance.  相似文献

During the 20th century, the forest area in Scotland expanded threefold, after many centuries of decline. Similar trends of forest expansion following deforestation have operated in many other developed countries. The passage from net deforestation to net reforestation is defined as the forest transition, and over the last few years a body of theory relating to its drivers has evolved. The case of Scotland is considered in order to contribute to this growing body of theory.  相似文献

In the context of the epistemological and methodological debates about rational choice (RC) sparked by Green and Shapiro and the subsequent rejoinders, Hindmoor made the theoretical claim that there is now an opportunity for RC to be enhanced and for past debates to be set aside by incorporating different theoretical perspectives into RC. This article presents an example of one context in which this can be done: the study of illegal private protection (IPP) produced by organised criminals and corrupt officials. It extends a rational theory of criminal protection to enable the simultaneous analysis of corrupt protection and augments this approach with theories of social capital (SC). Both positive and negative forms and effects of SC are considered. This approach highlights a middle ground between advocates and critics of RC, demonstrating a capacity to explain patterns in the production of IPP between organisations and across countries.

Central city heritage quarters are a major response to the development of the urban fringes, and have developed an internationally recognisable form. It underscores and analyses the wide variety of contexts in which such incidents took place and examines the ramifications for the history of the mendicant orders and medieval urban society generally. Urban conflict in Jerusalem has mainly been studied through the lens of spatial and functional segregation and discriminative fragmentation between Israeli and Palestinian localities. This article adopts a governmentality approach to the study of the politics of urban infrastructure and services in urban conflict, and argues that a governmentalization process of East Jerusalem by Israel has evolved in the last two decades that has been enacted mainly through the control and management of Palestinian urban infrastructure and services. Since, as manifestations of resistance to Israeli occupation, many of the Palestinian urban functionalities historically operated separately from Israeli state apparatuses, this new development and its consequences indicate an increasing dependency and forced adaptation of Palestinians in Jerusalem to Israeli rule. Based on analysis of Palestinian public transport and education systems, the article demonstrates how the “soft” power of governmentality – mediated through the control and management of urban infrastructure and services – diffuses among the Palestinian population and in space, restructuring them as objects and subjects of Israeli administration and governmental order. In this light, urban infrastructure and services appear in the course of urban conflict as an arena of governmentality and counter-governmentality. On the one hand they serve as a site where identities are practiced and defended; on the other, they may mediate and facilitate the restructuring of political subjectivities and normalization of political structures and hierarchies.  相似文献

The concept of the Daily Urban System (DUS) has gained relevance over the past decades as the entity to examine and explain the functionality of the urban landscape. Daily Urban Systems are usually defined and measured by the strength of commuter or shopper flows between the nodes of the system. It is important to realize that these Daily Urban Systems are the accumulated pattern of individuals making frequent, recurring trips to other localities than their own. Understanding the microeconomic decisions behind these spatial interactions will help in assessing the functional and spatial structure of DUS. In this paper is explored how, based on Dutch empirical data, the individual household’s spatial interactions shape the daily urban system and how the destination of these interactions correlates with personal and spatial variables and motives for interaction. The results show that the occurrence of non-local spatial interactions can be explained by the size-based Christallerian hierarchy of the localities of residence, but that it is the regional population – or market potential – that explains and moderates the sorting of households and the intensity and direction of their spatial interactions in the DUS, matching agglomeration theory.  相似文献
