Arguments for reshaping political agendas invariably begin from an appraisal of past errors and achievements. Paul Kelly's notion of the ‘Australian Settlement’ attempts such a task. Kelly identifies a particular ideological and institutional tradition in Australian politics that dominated much of the twentieth century and that is now deemed to have broken down. This article accepts that the notion of a Settlement provides certain insights into the evolution of Australian political thought. Nonetheless, the paper takes issue with the specific content of Kelly's version of the ‘Australian Settlement’ and indicates how it may be reformulated. It argues that, to the extent that we can speak of a ‘Settlement’ in Australia, it was one reached on a wider range of key conflicts or cleavages than those to which Kelly refers.  相似文献

Scottish peatlands are now recognised as important habitats for conservation, and are increasingly protected by both national and international designations. This paper examines peatland conservation in north‐east Scotland, using recently published data to assess habitat quality, and relating this to longer‐term historical trends in attitudes towards peatlands, and their utilisation. The historical data indicates that peatland losses in northeast Scotland have been extensive, and occurred rapidly during the 18th and 19th centuries, when peatlands were regarded as fuel sources, or wastelands which could be converted to agricultural use. Threats have lessened in the second half of the 20th century, and many sites are now protected by conservation designations. However, historical attitudes towards peatlands often persist, and this can pose problems which must be addressed if conservation management is to be successful.  相似文献

The inter-Korean summit held in Pyongyang between 13 and 15 June 2000 was an unprecedented event. It was the first time the leaders of North and South have met face to face since the formal partitioning of Korea in 1948. This article examines the main reasons why the 2000 summit occurred, what the summit produced, and its implications for inter-Korean relations in the early part of the 21st century. Although the summit could well be an important step towards breaking down the long-standing barriers of suspicion and mistrust between Pyongyang and Seoul, it is premature to conclude (as some observers have) that the summit has heightened the prospects for reunification on the Korean peninsula. Instead of grandly portraying the 2000 summit as heralding a transition to reunification, it is far more accurate to view it as a positive step towards the more modest objective of longer-term reconciliation between the two Koreas.  相似文献
