In 2003, three proposals were being mediated through the planning system in the peri‐urban environment of St Andrews, Fife: a large housing development, a rail link, and a Green Belt. Using questionnaires and semi‐structured interviews with key stakeholders, we investigate the ways in which diverse conceptions of ‘the environment’ shaped public reactions to these proposals, and evaluate the fit between these and the respondents’ stated environmental perceptions. 98% of local residents surveyed describe themselves as ‘concerned about the environment’. However, large majorities conceive of the environment as a local rather than a global phenomenon, and regard it primarily in terms of personal benefits (such as landscape aesthetics or traffic considerations). By exploring the environmental perceptions in the light of the planning proposals, the study supports the contention that the ‘local environment’ is a socially constructed phenomenon which can be fashioned and re‐fashioned according to local perceptions of threats and opportunities.  相似文献

The DFG, short for ‘Deutsche Forschungsgemeinschaft’ (German Research Foundation), was founded in 1920 and re‐founded after the 2. World War in 1949. This article concentrates on the activities of the DFG in the period between 1949 and the end of the sixties and on the two major programmes (the so‐called ‘Individual Grants Programme’ and the so‐called ‘Priority Programme’) because until now it has not been known, how many — and more importantly — which studies in which disciplines had been financed by the DFG. All together almost 54.000 studies (36.500 in the ‘Individual Grants Programme’ and 17.400 in the ‘Priority Programmes’) were accomplished with the support of the DFG, whereas — in the ‘Individual Grants Programme’ — less than 3.000 proposals were declined (there are no figures for the ‘Priority Programmes’). Till the end of the seventies the whole amount of money allocated for the ‘Individual Grants Programme’ was not fixed for the different disciplines in advance. Consequently every proposal submitted in the ‘Individual Grants Programme’ had to compete against all others for the overall allocated funds. Who — in other words: which of the disciplines — won this competition? The analysis shows a clear result. With regard to both, the number of successful proposals and the money received, the winner was medical science (with 23 percent of all successful proposals in the ‘Individual Grants Programme’). Chemistry finished second with 15 percent and then biology a distant third (9 percent), followed by physics (8 percent) and agronomy (8 percent). Coming to the ‘Priority Programmes’, which were instituted in the middle of the 1950s, it must first be stated that here the topic is fixed in advance. The broad issue of investigation is devised by the DFG itself or — to be more precise — by the Senate of the DFG. In contrast to the ‘Individual Grants Programme’ the ‘Priority Programme’ can therefore be seen as an important instrument of the politics of research support. This leads to the following question: Which programmes did the DFG establish between 1954 and 1969? In other words: Which research topics or fields were, in the view of the DFG, the most important ones? The database again shows a clear result. Almost 50 percent of the money distributed overall and more than 50 percent of all programmes were benefitted to natural science, another fifth part to engineering technology (which didn't play an important role in the ‘Individual Grants Programme’). Medical science which was the most successful discipline in the ‘Individual Grants Programme’ received 16 percent of the funds. With regard to — first — the number of successful proposals within a Programme, — second — to the money received and — third — to the duration there were three frontrunner programmes: nourishment research, research on water and hydraulic engineering, and aeronautical research. And the humanities? The DFG didn't grant much relief giving only 7 percent to these disciplines.  相似文献

This study takes a critical look at mainstream efforts to protect and rehabilitate the environment in Central America. Despite some notable successes, many forest protection and tree planting schemes have not been effectively implemented and have even contributed to further environmental degradation, social inequality and impoverishment. It is argued that the trade-off between environmental protection and human welfare which characterizes many schemes to protect forests and promote tree planting undermines not only local livelihoods but also the possibility of achieving basic environmental objectives, given the nature of local responses and their effects on project implementation. There is a need for a more integrative and socially-aware approach to environmental planning which addresses two fundamental problems: the failure to locate environmental protection initiatives within a broader development framework and the failure to integrate concerns for environmental protection with the needs and rights of local people. Addressing these two problems of ‘macro-’ and ‘micro-coherency’ in environmental planning requires not only dealing with the many technical, administrative and financial constraints which typically characterize environmental programmes and projects, but also changes in the balance of social forces.  相似文献

This contribution offers a response to Melissa Leach's paper ‘Earth Mothers and Other Ecofeminist Fables: How a Strategic Notion Rose and Fell’, published in an earlier issue of Development and Change. Leach's article examined the rise and fall of the figure of ‘woman as natural environmental carer’ in environment and development discourses. Specifically, it appeared concerned with the role of ‘the northern ecofeminist’ in popularizing this figure, and the notion that women have a special relationship with the environment. This response points to the reliance on the figure of the ‘northern ecofeminist’ as a foil to gender and development (GAD) discourses, and situates this anxiety over the figure of ‘woman as natural environmental carer’ in the context of some key feminist debates of the 1990s. Conflicts between GAD scholars and ecofeminists can be understood as one manifestation of tensions over essentialism in feminism. Attending to how conflicts over essentialism have been worked through in feminism could productively inform efforts to think through the nexus of gender, environment and development.  相似文献

This article presents a new analytical framework for studying cities in the developing world based on the ‘political settlements’ approach. This has a dual purpose: to enrich comparative urban research by bringing new theoretical ideas to bear on this field, but also to use capital cities as a lens to better understand national political settlements. The central argument is that urban built environments and their transformations in situations of late development reflect the workings of different varieties of clientelism, and by analysing the former we can better understand the latter. Specifically, issues such as the nature of urban land use and land allocation, the pace and form of construction, the effectiveness of environmental regulation and the provision of housing for different income groups are all revealing of political settlements and their broader development implications. The potential of this approach is explored through three narrative ‘sketches’ of contemporary urban development in Eastern Africa: the ‘city as marketplace’ (Kampala), the ‘city as expo’ (Kigali) and the ‘city as construction site’ (Addis Ababa). In presenting this framework, the article seeks to advance debate on epistemological and analytical approaches to the study of both power relations and differential patterns of urban development.  相似文献

This exploration of controversies over environmental regulation in the Indonesian province of Bali traces the relationship between the media, environmental attitudes and Balinese identity, focusing on the religious dimension of that identity and the ways in which this has become bound up with conceptions of environmental imbalance and a popular critique of capitalist development on the island. The fusion of cultural and environmental metaphors of ‘erosion’ and ‘preservation’ in public discourse is striking in the Balinese case, since sites of great spiritual significance are also attractive to investors for their aesthetic appeal and heritage value (Verschuuren et al. 2010). From the earliest emergence of environmental conflict on the island, the emotive power of cultural identity became intimately connected with environmental politics. This article traces several of the pervasive and interconnected dichotomies ‐ sacred and profane, cultural value and economic interest, environmental preservation and use (exploitation), certainty and uncertainty (risk) ‐ that characterise debates surrounding environmental regulation and development on the island.  相似文献

There is a widespread perception amongst the community of Ingham and surrounding areas that the Herbert River in tropical Queensland has aggraded since the time of European settlement. Yet this perception is not supported by such evidence as historical accounts of the river and river trade, changes at the Ingham gauging station since 1940 and comparison of channel cross-sections surveyed since 1968. No reason has been identified for this divergence, but experience elsewhere teaches us that ignoring local perception is likely to result in an incomplete understanding of environmental issues. Unless the challenge of reconciling popular perception and deductive interpretation of the evidence is met, the potential for conflict will remain. Community proposals for strategies will struggle for support from the ‘rationalists’ and the community will oppose ‘rational’ strategies if they are not seen to be addressing the ‘real’ problems.  相似文献

In the late 19th century, political debates emerged in Sweden and Norway as well as in Finland concerning Travelling families in this article defined as indigenous itinerant families whom the settled population pejoratively designated with terms such as ‘tatere’ (Norway), ‘tattare’ (Sweden) or ‘zigenare’ (Finland). In this article, these debates are compared, and the transfer of ideas and proposals between the three countries is analysed. It is argued that, on a local level, similar politics of ‘territorial exclusion’ were enacted in all three countries. This was, however, challenged by ‘liberal social politics’, a strategy aiming not at exclusion but at forced assimilation by means such as, for example, removing children from their parents. This strategy was proposed in all three countries, and socio-political agents were well aware of the debates in the neighbouring countries. But it was only in Norway that the most far-reaching proposals were realized. This is explained mainly by pointing at the way in which leading agents chose to act when trying to implement their proposals. The article also problematizes some conclusions drawn in earlier research, where the emergence of debates on Travelling families has been explained by pointing at the rise of ethnic nationalism. Instead, the article argues, the emergence of the so-called ‘social question’ in Western Europe in the 19th century should be considered as an at least equally important background factor.  相似文献

Data from the 1990 and 1993 Australian Electoral Studies are used to investigate whether public concern about the environment has declined in Australia over recent years. Questions of the ranking and structure of environmental concerns and of levels of support for environmental organisations are addressed. The data show that public concern about the environment remains high on an ‘agenda of long‐term issues’, that environmental concerns form two distinct clusters (termed ‘brown’ and ‘green') and that active support for environmental organisations correlates only with the green cluster. It is argued that these findings give no more than partial support to the ‘organisational’, ‘postmaterialist’ and ‘risk society’ perspectives on environmental issues.  相似文献

Discussions on the politics of Chinese engagement with African development have been marked by increasing concern over Chinese use of aid in exchange for preferential energy deals. Normative liberal discourse criticizes the Chinese for disbursing ‘rogue aid’ and undermining good governance in the African continent. These criticisms not only ignore the longer‐term motivations and modalities of Chinese aid and the historical diversity of Chinese relations with Africa, but also uncritically assume ‘Western’ aid to be morally ‘superior’ and ‘more effective’ in terms of development outcomes. This paper consists of three parts. First, it will discuss the debates surrounding Chinese engagement in Africa, especially around aid and development issues. Second, the paper maps the historical development of China–Africa engagement and investigates the impacts of the changing modalities of Chinese aid with reference to case studies of two countries: Angola and Ghana. It then offers a comparative analysis of the similarities and differences between these two cases. The principal argument is that Chinese and Western donors employ different ideologies and practices of governance to conceal their own interests and political discourses in the African continent.  相似文献

The declaration of the ‘United Nations Decade of Education for Sustainable Development’ (ESD), Resolution 57/254, February 2003, provides the best yet occasion for higher education institutions (HEIs) to ‘green’ their curricula. The idea for the Decade emerges from a progression of high-level international conferences, beginning with Stockholm, 1972, that have seen ESD thinking move from general statements of intent to increasingly detailed specifications for action. There has also been a growth in awareness that the changes to the curriculum for sustainable development must suffuse all areas of education provision. They cannot be restricted to the environmental disciplines or ‘ecoliteracy’ modules or even to the classroom, but must be demonstrated by the whole of an HEI's approach to the world. Obstacles to implementation include: funding and perverse subsidies, departmental and disciplinary barriers, ivory-tower traditions in teaching that externalize and objectify the subjects studied and persistence of the obsolete mind-sets of the ‘industrial age’. These barriers may mean that change in HEIs will have to be driven by external processes, such as the transformation of primary and secondary education where the fragmentation of knowledge is less entrenched. However, there now seems to be growing agreement that HEIs should equip all their students with ‘environmental literacy’ and that sustainability should be central to concerns both in HEI curricula and in operational practice.  相似文献

Taking the Jharkhand region of India as a case study, this article uses empirical data to intervene in ‘women, environment and development’ and ecofeminist debates regarding women’s environmental knowledge. The article first outlines the adoption of gender/environmental issues into development planning and considers the dangers of overestimating women’s agroecological knowledges and assuming that they can easily participate in development projects. It then highlights the local complexities of environmental knowledge possession and control with reference to gender and other variations in agricultural participation, decision‐making and knowledge transfers between villagers’ natal and marital places. Particular emphasis is placed on the economic, socio‐cultural and ‘actor’ related factors that supplement gender as an influence on task allocation, decision‐making, knowledge distribution and knowledge articulation. The article concludes that given the socio‐cultural constraints women face in accumulating and vocalizing environmental knowledge, simplistic participatory approaches are unlikely to empower them. Instead, more flexible, site‐specific development initiatives (coupled with wider structural change) are required if opportunities are to be created for women to develop and use their agroecological knowledges.  相似文献

The Altai Republic is a poor mountainous region of Russia squeezed between Kazakstan, China and Mongolia. A project to build a road connecting Russia with China through the Altai has been conceived within a quadripartite regional co‐operation project, supported by Western development organizations. Yet while at the Chinese side of the border road construction went ahead, in Russia, a coalition of globally connected ecologists, romantic ‘Eurasianists’, nostalgic conservationists and anti‐Chinese xenophobes turned the road into a political hot potato. This case study, in which production and investment are the focus on the Chinese side and environmental protection is key on the Russian side of the border, shows the inadequacy of approaches that pit global capital/international (read: Western) organizations against local (read: non‐Western) resistance or adaptation. China's entry into the politics of international development may be a setback for development critics who have helped engineer a ‘cultural turn’ in institutions such as the World Bank.  相似文献

Competition between metropolitan areas and old regions is one of the most visible results of the ‘new regionalism’ policy in the EU. The aim of this paper is to explain the newly emerged tensions between the regions and the cities within the EU in the context of the ‘new regionalism’. The newly introduced ‘Integrated Territorial Investments’ (ITI), a potentially powerful instrument of the cohesion policy of the EU was presented as ‘a flexible mechanism for formulating integrated responses to diverse territorial needs’. However, this flexibility produced a competitive relationship between cities and regions in their chase for money. Based on interviews with sub-state officials, the study focuses on two countries: Czechia and Slovakia. They are both major recipients of EU structural funds and the ITI tool is being implemented in both of them, however with different outcomes. Three variables have been identified as major factors causing the tensions: insufficient administrative capacity, political challenges and lack of shared understanding of priorities of regional development among sub-state actors.  相似文献

Abstract. This article analyses a public discussion held in Palestine during the last months of 1929 over proposals for a particular Palestinian flag. Based on readers' reactions published in the daily newspaper Filastin and on letters sent to the Arab Executive, the article examines the character of Palestinian identity as it was imagined by a certain segment of the Palestinian elite. The three main leitmotifs of the flag proposals – the four colors of the Arab flag, the color orange and the ‘Cross in the Crescent’ emblem – serve as a starting point for discussing the tensions between Palestinian particularism and pan‐Arabism, as well as the status of Muslim‐Christian partnership in a period of increasing Islamisation of Palestinian identity. The second part of the article incorporates a comparative discussion that aims to explain the failure of the color orange and the ‘Cross in the Crescent’ to be accepted as emblems in the national flag. By comparing the unsuccessful proposals with the Arab flag (that eventually became the official Palestinian flag) and with the Lebanese flag, the article suggests their failure was due to three main reasons: (a) they reflected the interests of relatively marginal social groups; (b) they were not raised at a time of sweeping change in the socio‐political order; and (c) they lacked a profound basis in local tradition and the potential to be attached to an ancient past.  相似文献

The analysis of ‘ambiguous lands’ and the people who inhabit them is most revealing for understanding environmental deterioration in Thailand. ‘Ambiguous lands’ are those which are legally owned by the state, but are used and cultivated by local people. Land with an ambiguous property status attracts many different actors: villagers hungry for unoccupied arable lands in the frontiers; government departments looking for new project sites; and conservation agencies searching for new areas to be protected. This article shows, first, how two types of ambiguous land — state‐owned but privately‐cultivated land, and communal lands — were created. It then examines how the Karen, one of the hill peoples living on the ambiguous lands, have been struggling to survive between the forces of capitalistic development and forest conservation. Using a detailed study of forest use and dependency conducted in two Karen villages, I argue that the state’s efforts to reduce the Karen’s forest dependency, or even to evict them from the forests, are not leading to the stated objective of conservation. Finally, I draw some wider implications with reference to James Scott’s thesis on state simplification.  相似文献

This article deals with the question of the relationship between the Italian Communist Party (PCI), the strategy of ‘riforme di struttura’ and reforms in Italy between the 1960s and 1970s, with particular reference to the construction of a modern welfare system. The goal of a universal social security system was set by the PCI from at least 1956. Later, the dialectic with the centre-left governments induced the Communists to strengthen and articulate their proposals on welfare, linking them to the overall design of an advanced democratization of the state and society. In the 1970s, and in particular during the ‘solidarietà democratica’, various proposals made by the Communist Party and the CGIL (Italian General Confederation of Labour) in previous years finally became law, beginning with the establishment of the National Health Service organized into local health units. The Communist Party insisted on performance quality rather than quantity. However, the welfare state is now suffering difficulties throughout the Western world.  相似文献

Debate on the ‘securitization’ of aid and international development since 9/11 has been anchored in two key claims: that the phenomenon has been driven and imposed by western governments and that this is wholly unwelcome and deleterious for those in Africa and elsewhere in the developing world. This article challenges both of these assumptions by demonstrating how a range of African regimes have not only benefited from this dispensation but have also actively encouraged and shaped it, even incorporating it into their own militarized state‐building projects. Drawing on the cases of Chad, Ethiopia, Uganda and Rwanda—four semi‐authoritarian polities which have been sustained by the securitization trend—we argue that these developments have not been an accidental by‐product of the global ‘war on terror’. Instead, we contend, they have been the result of a deliberate set of choices and policy decisions by these African governments as part of a broader ‘illiberal state‐building’ agenda. In delineating this argument we outline four major strategies employed by these regimes in this regard: ‘playing the proxy’; simultaneous ‘socialization’ of development policy and ‘privatization’ of security affairs; making donors complicit in de facto regional security arrangements; and constructing regime ‘enemies’ as broader, international threats.  相似文献

Abstract

Ecosystem management (EM) is a process for addressing environmental problems. It draws on research from multiple disciplines in order to ensure long-term maintenance of socio-ecological systems. The present study evaluates the definition of interdisciplinary work among researchers involved in generating data use (EM). The goal is twofold: to generate further discussions in research supporting EM, and to better situate this research in the broader context of interdisciplinary science. Using an online questionnaire, data was collected from 119 researchers. A cluster analysis identified both distinct and shared understandings of the concept. A logistic regression analysis identified the extent to which personal characteristics and researchers’ understandings of interdisciplinary theory determine definitions of interdisciplinary work. Researchers differ on the terminology but share an understanding about what it is: both a ‘way to do research’ and a ‘way of thinking about research’. Differences between researchers suggest a growing interest in developing deeper engagements with theoretical discussions of interdisciplinarity. Results are discussed in the context of the current state of development of research for EM and its contributions to sustainability.  相似文献

This article examines the agency of unrealized megaprojects in bolstering economic activity, legitimizing political regimes, and expanding designer’s portfolios. It argues that such proposals serve as a form of “Architectural Rumor,” providing politico-economic agency despite ultimate project infeasibility. Specifically, it looks at two case studies of proposed yet unrealized island megaprojects in the city of Baku, Azerbaijan: the 2009 Zira Island Master Plan and the 2010 Khazar Islands Plan. Spectacular urban design and architecture have long served as catalysts for development, investment attraction, and real estate speculation. As cities compete with one another to lure capital and boost their global status, many design proposals have become increasingly expensive, ostentatious, and technologically sophisticated. The high-risk financial nature of grand urban design proposals and their frequent associations with displacement or environmental destruction suggests that the megaproject model is becoming flawed. At the same time, there remain advantages for clients and politicians to proposing designs that are more spectacular than feasible. Using a mixed-methods approach, four key arenas in which unrealized proposals circulate are described. The various benefits and detriments of such an approach to architectural commodification are also discussed, foregrounding the broader societal costs.  相似文献
