在国联会议召开前,英国确定了对李顿报告书的态度：赞同国联通过报告书;赞成报告书的意见,即“满洲”恢复原状是不可能的;模糊地表示不承认“满洲国”,但不承诺永远不承认。在国联会议审议李顿报告书期间英国的态度经历了从“袒日抑中”到对日让步、到基本主持“公道”的变化。英国的远东政策——积极维护和扩展在中、日的贸易利益和避免对日战争,是英国在国联会议上审议李顿报告书时所持上述态度的原因所在。
