Britishness or Englishness? The Historical Problem of National Identity in Britain

Abstract. The dominant ‘modernisation’ perspective on the nature of nations and national identities characterises these phenomena as purely modern artefacts which function as sociological cement for complex industrial societies. In opposition, Anthony D. Smith has elaborated an ‘ethno-symbolist’ framework which posits the possibility of pre-modern antecedents to modern national identities. According to Smith, modern states which have been able to establish their official cultures on the ethnicity of a demographically dominant and cohesive ethnic core are likely to be more stable than states that are divided by the rival histories and traditions of competing ethno-national communities. This paper evaluates Smith's ethno-symbolist thesis by applying his work on the relationship between states and ethnic cores to the historical example of Britain. What is Britishness? Is it just a transnational state patriotism, or is it a secondary form of national identity constructed largely in English terms?

The Regional Allocation of Public Investment: Efficiency or Equity?

In this paper we examine the effect of public investment on the regional economies of Japan. The efficient policy for regional allocation of public capital is to invest in highly productive regions, whereas the actual policy pursues equity goals by allocating more public investment to depressed regions. We determine the effects of this equity- oriented allocation by estimating the aggregate regional production function and calculating the productivity of public capital stock for each region, using a cross-sectional time-series data set. Our results show that the marginal productivity of public capital has recently declined in most depressed regions, whereas the productivity in developed regions (e.g., Tokyo, Osaka) has increased slightly. We compare alternative policies of allocating public investment and their effects on the regional and national economies using numerical simulations. We then quantitatively describe the trade-off between the efficient and the equitable allocation of public investment.

Commemoration of the Great War: A Global Phenomenon or a National Agenda?

During the First World War, people from all over the world were present in Flanders Fields. On the eve of the centenary of the Great War, it is striking that the war is not commemorated as strongly in every country that was involved. This article explores the specific national sensitivities related to the commemoration of the First World War and the reasons why some states commemorate it more strongly than others. The data for this article were obtained through desk research and expert interviews. In addition to focusing on the main conclusions, this article briefly explores some theoretical insights on memory and commemoration. The particular history of a nation’s involvement in the war, the extent to which the war contributed to the nation-building process of the state in question, the extent to which a military tradition existed and the extent to which civil society was involved in the commemorative events are all factors that influence the intensity and the way that the war is commemorated. Another remarkable difference is that the emphasis of commemorative events is on a contemporary peace message in some states while other nations focus on the memory as such. Remembrance of Flanders Fields in particular is only important to some nations. The commemoration of the First World War is, as well as much other expressions of heritage, a historic and social construct.     

The future of the Arctic: cauldron of conflict or zone of peace?

The forces of climate change and globalization are transforming the Arctic, tightening the links between this seemingly remote region and the world at large with regard to matters of environmental protection, sustainable development, and the pursuit of peace. This has triggered an explosion of both popular and scholarly interest in the far north. Much of the resultant literature is marked by persistent expectations that the Arctic will become the scene of escalating jurisdictional conflicts, resource wars, a new great game and even armed clashes during the coming years. Yet as the books considered in this review article make clear, these expectations are greatly exaggerated; there is much to be said for the proposition that armed conflict is less likely to occur in the Arctic than in most other parts of the world anytime soon. What is needed is an alternative paradigm to provide a basis for understanding the significance of the profound changes now eroding the old order in the Arctic and establishing a basis for framing innovative governance arrangements capable of ensuring the future of the Arctic as a zone of peace.     

National identity in Northern Ireland: stability or change?

ABSTRACT. This article addresses a set of fundamental, long‐term factors associated with the Northern Ireland conflict: the pattern of underlying values and attitudes, especially those related to identity, that have helped to shape the nature of intercommunal competition. Using all generally available public opinion data, the article explores in particular the nature of national identity and of related forms of belonging for political behaviour. It notes the mutually reinforcing character of political loyalties within the Protestant community (where national identity, communal affiliation, constitutional preference and party support tend to coincide in a ‘Protestant‐unionist’ package) and the failure of this to be matched within the Catholic community (where the components of the ‘Catholic‐nationalist’ package are less closely interrelated). It concludes by speculating about the implications of these value configurations for political development, suggesting that they are unlikely to contribute to any fundamental political change in Northern Ireland in the short or medium term.
