In this article, we analyse the social reproduction of post-Soviet migrant labour. Our inquiry builds on artwork by Olga Jitlina and Anna Tereshkina and by Mahpora Kiromova dealing with the effects of migration on family relations in Central Asia and the South Caucasus. We have braided the artwork with strands of social reproduction theory to examine the transnational household as a set of relationships that enables post-Soviet and global capitalism to draw value out of unwaged work and to reproduce the differentiated (i.e. gendered and racialised) labour force. Our focus is on the tropes of family, weddings, love, and violence. The analysis of these tropes draws attention to the intersecting effects of globalised capitalism, local structures of value, the state, and patriarchy in post-Soviet political economy. Through them we detail the fundamental co-constitution of production and social reproduction, but also show that practices of social reproduction can be reservoirs of resistance and potential change.  相似文献

Cultural resources are today the object of considerable attention in regional economics. Ground for new forms of innovation these resources have given rise to numerous works aiming at understanding the emergence and organisation of culture based economic activities and at identifying the role of these activities in regional development and urban planning. The objective of this article is to explore the way in which resources, and in particular cultural resources, are incorporated into production processes on the one hand, and the consequences on the resources of doing so on the other hand. Becoming an economic resource, a cultural “object” (symbol, image, cultural heritage, traditional know-how, etc.) becomes embedded within commercial relationships. The question we address here is what are the causes and consequences of this commodification of culture for the production systems, the customers and for the local communities which put a certain number of their constitutive elements into play.  相似文献

Abstract

China, Japan and Korea’s international relations are shaped by the fact that all three are significant importers of resources. This Introduction proposes two conceptual frameworks for understanding the politics that is taken up in the papers of this Special Issue. The first is to consider the extent to which there is an East Asian model of resource procurement. We find that there are some similarities in the approaches taken by all three countries; for example, their development assistance shares a focus on infrastructure building and a reticence to purposefully influence domestic politics. There are, however, also significant differences due in large part to the individual nature of the states as international actors. The second conceptual framework is the broad contemporary theme of the end of Western dominance of the world order. The main way this affects the international politics of resources in Northeast Asia is through the belief that the activities of those countries are threatening in some way. In some cases Northeast Asian approaches to resources are seen as a problem because they are not sufficiently liberal, whereas in others the problem is that Northeast Asian powers are seen as replacing Western powers in exploiting resource-rich developing countries.  相似文献

This paper sets out the need to conceptualise labour internationalism in the public sector, given its distinct political character and orientation. Our analysis adds to a literature on labour internationalism that hitherto has mainly depicted strategies of unions in private sector industries. To better understand the reasons for upscaling trade union efforts in a sector where the main employer remains the institutional apparatus of the nation-state, we have interviewed office bearers in the most important global union federation organising across different public services – Public Services International (PSI) – asking them to explain their political and strategic considerations. We find that the distinct role of the nation state as an employer, the public character of work and specific relations between public sector workers and the users of services, are all determinants in shaping labour transnationalism in the public sector. This in turn leads to a greater emphasis on alliances with social movements and oppositional campaigns, representing a radical global political unionism. Neoliberal austerity and privatisation measures have reinforced the importance of such political relationships and power, but also challenged their organisational foundations. However, alliance-building is not PSI's sole strategy. We find that office bearers at the transnational level combines three strategic rationales through orientations that we have labelled the political-institutional, the movement-popular and the industrial-corporate. We also suggest that employing these sensitising concepts can bolster the scholarly treatment of understanding labour internationalism and its strategy repertoires more generally.  相似文献

Abstract:  The accession of the new European Union (EU) member states of Eastern Europe has highlighted ambivalence towards migration within the older member states. That same ambivalence has been less frequently discussed in the new. The former Soviet republic of Latvia serves as a case study of a new member state facing intensified pressure to accept inward migration to meet labour shortages, in part, a consequence of EU accession. Confounding appropriate political and policy responses is the sensitive issue of "ethnic balance", a troubled "legacy" of Latvian history. This has been characterised as comprising a "regime of discrimination" against the Russian-speaking minority. In the context of changes in the global migratory landscape, the potential for a renewed of regime of discrimination is emerging, based on an ethno-politics that has wider European resonance.  相似文献

During the ‘crisis years’ in Solomon Islands from 1998–2003, Guadalcanal militants and the Guadalcanal provincial government showed resentment to the ‘foreign’ Solomon Islanders, mainly Malaitans, who lived there and forcefully claimed that the indigenous people of Guadalcanal suffered economic disadvantage on their own island. Malaitan counter-justification related to the need to protect their families in Honiara and stabilise the crumbling central government. This paper looks at the historical reasons why Malaitans left their island in the first place. The answer involves complex causes going back to the 1870s. Because Malaita has always been heavily populated, it drew labour recruiters from Queensland, Fiji and within the Protectorate, but for various reasons never attracted traders or planters. Unthinkingly encouraged by the British Protectorate administration and all post-independence governments, a pattern developed of ‘Malaitan muscle for hire’. Malaitan males became primarily a labour force for development projects elsewhere, and little attempt was made to introduce similar projects on Malaita. The paper also explores issues relating to resource development in Malaita Province and concludes that the problems there are no more difficult than on other large Melanesian islands.  相似文献

It has been a feature of the past 30 years or so that individual sovereign states have been increasingly willing to partially set aside their own interests in favour of international treaties on pollution control and wildlife protection. It is the political will of the government signatories to such agreements that is the key to successful implementation as that political will provides the legitimate enforceable authority that is necessary to ensure compliance. This paper examines a trilateral agreement made by the Governments of Denmark, Germany and Holland for the protection and management of the Wadden Sea—one of Europe's most important wildlife sites. The examination of that agreement explores the key mechanisms used for its implementation and, in the case of the Wadden Sea, those mechanisms include the operation of key European Union environmental Directives. The paper finds major differences in approach and application of the Birds, Habitats and Environmental Impact Assessment Directives across the Wadden Sea region and argues that these differences undermine the trilateral agreements made by the three governments.  相似文献
