As the Medicaid programs become increasingly important payers of AIDS-related care, state governments will face difficult policy choices in allocating limited Medicaid resources among many competing health needs. The state legislatures will play a critical role in these allocation decisions. This research presents the results of an analysis of attitudes concerning Medicaid coverage of AIDS-related care among state legislators serving on health-related committees in all 50 states. The model employed includes characteristics of the state legislators, their districts, and their states to explain the legislators' allocation choices and attitudes relating to Medicaid coverage of AIDS-related care. The relationship of these factors to the actualization of AIDS-related state policy also is examined. The model identified political ideology, party affiliation, and sex of the state legislator as the most important predictors of attitudes about AIDS-related Medicaid policies. AIDS prevalence, constituency characteristics, and legislator attitudes are the most important predictors of actual state policies.  相似文献

State legislative decision making on natural gas policy has become a balancing act, as legislators are forced to grapple with tensions between economically beneficial policies and environmental impacts. Despite increased public attention to the benefits and costs related to hydraulic fracturing, there has been little scholarly attention paid to how policy framing affects legislator behavior on this issue. We analyze recorded votes on bills relating to natural gas policy in Wyoming, Colorado, and New Mexico between 1999 and 2008; a time period spanning the recent boom. Using a novel database of bill frames, we create a ratio measure that accounts for the proportion of environmental to economic arguments within each piece of legislation. We find status quo–challenging, anti‐development policies can receive bipartisan support, as long as economic frames balance or are greater than environmental frames. Framing natural gas as a win‐win scenario where economic benefit and environmental protection can be achieved simultaneously is an effective legislative strategy. Using the case of natural gas policy, this study demonstrates bill framing substantively affects state legislator vote choice and implies bipartisan compromise is possible given the right balance of frames.  相似文献

This paper suggests that the findings of the literature on gender differences in legislator policy priorities in advanced industrial democracies very well may be generalizable to nations in the developing world, particularly those in Latin America. Previous studies of gender differences in legislator policy priorities have been confined to a small number of advanced industrial democracies. These studies have found women legislators to give a higher degree of priority than men to policies in the thematic areas of women's rights and children and families. Employing data on bill introduction, this paper tests for and finds similar gender differences in the Argentine Chamber of Deputies and the United States House of Representatives. Significant gender differences were found in both national legislatures in the areas of women's rights and children and families. No significant gender differences were found in other areas widely considered to be of traditional interest to women.  相似文献

E-mail has changed the policy process in state legislatures because political actors now have a new way to present their message to state legislators. What little research has been conducted on this topic examines e-mail communication generally and does not compare results by policy actor. Using an original survey of state legislators in eight states, we test for systematic effects of variables on general e-mail views and for effects specific to particular policy actors. We find that legislators have a nuanced approach to e-mail usage in the policy process with their assessment of its impact differing significantly for constituents, intermediary groups, and policy insiders. Only gender consistently shapes legislators' beliefs about e-mail with all groups, but institutional features, legislator characteristics, and legislator beliefs shape views on e-mail with different target groups. Clearly, legislators are attuned to the audience communicating via e-mail, and they value e-mail with each group differently.  相似文献

Renewable energy policy has far‐reaching implications for national and international economic, environmental, and political sustainability, but thus far within the United States it has been almost entirely the province of state governments. This article examines the factors motivating state‐level policymakers to adopt different forms of a renewable portfolio standard (RPS), highlighting the distinction between degrees of policy stringency, ranging from entirely voluntary participation to rigorous and strictly enforced targets. In the process we introduce a new metric for assessing stringency, more precise and reliable than the various proxies used previously, and analyze its relationship to drivers of policy adoption. We find that policies of different stringencies are motivated by systematically different underlying factors. State‐level citizen political ideology is a significant predictor of RPS policy adoption, particularly for “voluntary” and “weak” policy designs. “Strong” policy designs, on the other hand, are best predicted by ideology at the government level, i.e., the degree of institutional liberalism. These findings may inform current implementation and program evaluation efforts, and potentially point the way toward more effective policy choices if and when an RPS moves forward on the national policy agenda, while the stringency metric central to this analysis can be of use to other policy scholars concerned with topics both within and beyond the realm of energy policy.  相似文献

The politics of American public policy recently have transformed in response to changing power relationships between levels of government in the United States. Certain policy choices now are made in different arenas–for example, state and local government institutions often make policy decisions that previously had been within the jurisdiction of America's national government. At the same time, new policy relationships between states also are altering previous political patterns. This article highlights and explains this phenomenon, and focuses particularly on the changing power relationships between levels of government in the United States–national, state, and local–and the resulting policies and politics. More specifically, it closely examines two 20th century innovations in government and public policymaking within the context of a discrete case study. One of these innovations is institutional–the rise of public authorities or public corporations as highly insulated, governmental entities. The other is procedural–the environmental impact statement process. Together, these innovations, in concert with broader international and global trends, have played a large role in the shifting power structure and politics underlying American public policymaking activities.  相似文献

Elected leaders adopt “anticipatory feedback strategies” in designing public policies that generate support and forestall opposition. This contention is at the core of a social construction theory of feedback. Officials anticipate approval when policies allocate benefits to powerful groups socially constructed as deserving and allocate costs or punishment to groups viewed as undeserving, particularly if these groups lack political power. Designs for powerful groups that are widely viewed as unworthy provide mainly benefits in ways that are hidden from the general public who would not approve. For politically weak groups regarded as deserving, legislators generally design policies that provide promises, but not much in terms of material benefits. Often, deception will be used to protect or enhance this particular allocation pattern, including the reinforcement, perpetuation, or change in the social constructions along with the stereotypes, labels, stigma, and accompanying narratives. Using data from legislation introduced by the 2016 Arizona Legislature, we find that most policy is directed toward providing benefits to positively viewed target populations, as expected by the theory, and legislators employ deceptive feedback strategies that protect themselves. Feedback from the general public, which otherwise might be expected, may be precluded by the deceptive strategies being used.  相似文献

In 1961, at the height of the Berlin crisis, the United States and Great Britain simultaneously struggled to adopt effective policies toward the first meeting of the Non-Aligned Movement in Belgrade. While the John F. Kennedy administration initially adopted a policy of standoffishness toward the conference, the government of Harold Macmillan engaged in a campaign of quietly encouraging moderate attendance. Moderate British expectations led to sound policy, whereas the Kennedy administration's inability to develop a coherent outlook and response cost it a priceless opportunity to understand the emerging phenomenon of nonalignment.  相似文献

From the Truman presidency through that of Carter, the United States worked fitfully toward the development of an energy policy. Now, consistent with the “free market — get government off the backs of the people” philosophy of the Reagan Administration, the 1981 National Energy Policy Plan proposes that “individual choices” and “reliance on market decisions” replace regulations and subsidies in the nation's strategy for energy. This paper starts from the assumption that the Spring, 1982 oil “glut” may turn out to be a rather temporary thing. If one therefore wants to pursue a policy strategy that will protect us in the case of sudden short-term supply disruptions and also work toward long-term energy supply diversification, how far will market reliance carry us? What is a range of policies and programs that might usefully supplement the market? What are the externalities for which compensatory actions may still be needed if one would like to employ the market strategy as a basic thrust? The scope of the paper includes contingency planning, synthetic fuel development, renewables (especially solar energy), conservation, equity issues, environmental externalities, and the conceptualization of policies differentiated as “energy,”“environmental,” or “economic.”  相似文献

Australia has often been identified as a middle power in foreign policy terms. This article assesses the worth of the concept in understanding the role of Australia in global environmental governance. Using a case study of the role played at the World Summit on Sustainable Development, it assesses whether Australia conformed to a classic middle power role, building coalitions as a ‘good international citizen’ or whether its role was more like a veto state, preventing positive change. This is done via a reflection of Australia's Summit priorities and an assessment of its impact over the Summit outcomes. The article shows that Australia was able to offer leadership in certain specific areas, but overall domestic policy preferences, a growing mistrust of multilateralism, and a strong defence of the national interest meant that Australia played the role of a veto state, often in coalition with the United States of America.  相似文献

States have increasingly taken leading roles in U.S. environmental policymaking over the past two decades. As laboratories of democracy, states have developed different levels and mixes of policies to address climate change, nonpoint source pollution, alternative energy, and other challenging environmental issues. Policy scholars have sought to explain variation in state environmental policy through two primary theoretical lenses: internal determinants and regional diffusion. While our understanding of state environmental policy adoption has grown to identify which variables are most important, less is known about how these variables interact in particular states to influence policy adoption. This study examines the interactions of variables from both theories to explain how state policies for small‐scale wind energy promotion were adopted in three U.S. states. Our results highlight the nuanced role of citizen ideology, which may be important in contexts at either end of the ideological spectrum but less important in the middle—where economic development is more critical. Results also indicate that interstate competition may be over environmental as well as economic leadership. Interestingly, strength of the wind resource is not necessarily correlated with policy adoption for small‐scale wind energy promotion.  相似文献

Under the 1987 revisions to the Great Lakes Water Quality Agreement between Canada and the United States, Areas of Concern (AOC) were designated around the Great Lakes to target the remediation of environmental impairments. Local governments have the potential to play an important role in Great Lakes restoration and protection efforts in AOCs, though the scope of their engagement in remediation efforts is not fully understood. This case study investigates the St. Marys River AOC, which spans the border between Canada and the United States. Through the theoretical lens of the ecology of games, the case study explores the strategic choices of local governments to engage in environmental policy networks in Canada and the United States. The case illustrates the importance of intergovernmental aid and collaborative institutions for ongoing environmental remediation efforts and cross-border coordination.  相似文献

Whether public opinion should be expected to play a role in the shaping of abortion legislation in the states is a debatable question. Representation is a difficult task, especially if legislators receive mixed cues from the public, activists, and the political parties. In this study, we find that grass-roots activism and public opinion tend to match, and both are reflected in state abortion policy. In addition, more Pro-Life policies are found in states with a tradition of conservative policies in other areas, Republican majorities in the state legislature, more Catholic residents, and fewer women legislators. These patterns hold true for a composite index of abortion policies and for the specific policy area of government funding of abortions. Slightly different patterns occur for parental consent laws, though these statutes also tend to reflect general preferences on abortion and interest group activity in a state.  相似文献

This study extends previous empirical work on corporate political activity by examining which foreign-owned firms provide campaign contributions to United States legislators. While numerous studies have examined which domestic firms make campaign contributions, little is known about the propensity of foreign-owned firms to make contributions. Using logit and Tobit analyses, the findings suggest that firm size, legislative issues, foreign ownership, and cultural characteristics are important determinants of a foreign-owned firm's political strategy. The findings also suggest that there are strong parallels between the political strategies of foreign-owned firms and domestic firms.  相似文献

Having been adopted by legislatures in over a dozen states, postsecondary merit aid programs are largely concentrated in the southeastern United States. The observed clustering pattern seems to support previous evidence that policies spread between proximate states, a phenomenon referred to by political scientists as policy diffusion. Often, however, policy diffusion is not complete, and one or more states in a region fail to adopt. By interviewing policymakers throughout the southeastern United States—including actors in the three states in the region without merit aid—the study addresses the following question: Why do diffusion pressures lead to adoption in some states but not in others? Studying state “hold‐outs” promises not only to uncover the reasons for failed legislation in specific state contexts but also to better our understanding of the limits of diffusion theory.  相似文献

Past research on problem definition and public policy primarily focuses on the macro-system level. In this study, we propose a micro model of problem definition and policy choice at the individual level. We argue that while individual citizens' problem definitions and policy preferences are rooted in and filtered through their predisposition characteristics (such as socioeconomic status, political orientation, and informational base), their policy choices also strongly depend on how they define public issues, particularly how they perceive the image of an issue at hand and how they associate the issue with other public issues. Our empirical analyses, based on data from a national public survey on energy and power plant issues, support the key propositions derived from our theoretical model. Key contributions to and implications for policy studies are discussed in conclusion.  相似文献

The rapid growth of the immigrant population in the United States, along with changes in the demographics and the political landscape, has often raised questions for understanding trends of inequality. Important issues that have received little scholarly attention thus far are excluding immigrants’ social rights through decisive policy choices and the distributive consequences of such exclusive policies. In this article, we examine how immigration and state policies on immigrants’ access to safety net programs together influence social inequality in the context of health care. We analyze the combined effect of immigration population density and state immigrant Medicaid eligibility rules on the gap of Medicaid coverage rates between native‐ and foreign‐born populations. When tracking inequality in Medicaid coverage and critical policy changes in the post‐PRWORA era, we find that exclusive state policies widen the native‐foreign Medicaid coverage gap. Moreover, the effect of state policies is conditional on the size of the immigrant population in that state. Our findings suggest immigrants’ formal integration into the welfare system is crucial for understanding social inequality in the U.S. states.  相似文献

According to the status of forces agreement signed by Iraq and the United States in November 2008, US troops are to be withdrawn entirely from Iraq by the end of 2011. A few days later it was also revealed that the British force in Iraq, numbering about 4,100 troops, will be reduced to a contingent of just a few hundred military advisors by summer 2009. The counterinsurgency campaign in Afghanistan, on the other hand, is to be intensified in the form of a ‘surge’ in military and political effort. Counterinsurgency operations in both Afghanistan and Iraq have long been at the centre of the security policy debate in the United States and elsewhere; a debate which seems unlikely to be resolved in the near future. But what exactly is counterinsurgency? This article offers some reflections on the practice and the politics of an especially complex form of military engagement. All military activity should be understood through the prism of politics, and counterinsurgency particularly so.  相似文献

To understand why environmental federalism is different in Canada and the United States, one might begin with the initial strategic realities that faced the Fathers of Canadian Confederation and the Framers of the Constitution of the United States. This essay examines federalism from a game-theoretic point of view, to integrate and expose the rational properties of the decision to federate and the logical entailments of that choice for environmental policy within two specific strategic contexts. Specifically, I suggest that American environmental federalism has arisen in response to the strategic reality of a Prisoner's Dilemma, while Canadian environmental federalism can be analyzed as an effort to regulate confrontations within a game of Chicken. As state governments increasingly turn to the process of quantitative risk assessment to set environmental policy, the question of what state lawmakers know and believe about risk and the risk assessment process has become critical. The perceptions of state legislators may affect their decisions about a wide range of environmental conflicts, from funding water treatment facilities to siting hazardous waste incinerators. This article reports the results of a nationwide survey of state legislators and their staff that explored their intuitive understanding of environmental risk and risk assessment. The survey revealed strong support for the use of risk assessment by most state lawmakers, but significant differences, by gender and political affiliation, in perceptions of the risks from chemicals, the value of risk assessment for setting environmental policies, and the environmental risks faced by racial minorities.  相似文献
