Emerging and future climatic change across the Australian continent has been identified as a significant threat to the successful sustainable management of the nation's water resources. However, the impacts of climate change must be viewed within the context of past, present and future climatic variability and human agency. A qualitative screening‐level risk assessment was undertaken for Australia's 325 surface water management areas by aggregating a suite of six relevant risk indicators. Four indicators addressed the antecedent conditions upon which future climate change will act. These included 50‐year trends in rainfall, the status of surface and groundwater development, and catchment condition. Two indicators addressed future drivers of supply and demand; specifically, projected changes in runoff and population. The results indicate that the management challenges currently experienced in Australia's population centres and key agricultural areas such as the Murray‐Darling Basin are likely to increase in future decades. Furthermore, the geographic distribution of net risk, inclusive of multiple biophysical and socioeconomic drivers, is more extensive than is suggested by consideration of surface water development and availability alone. Comparison of at‐risk catchments with the spatial distribution of various social and environmental assets identified a high degree of overlap among catchment risk and human populations, water storages, irrigated agricultural land, and wetlands of international significance. This suggests that the catchments of the greatest value are also those judged to be at greatest risk. Though considerable work remains in evaluating the security of Australia's water resources to climatic and other stressors, this study provides a first‐order scheme for prioritising the risks to which catchments are exposed and an assessment of how some key drivers are likely to interact to drive risk.  相似文献

Does environmental regulation vary over poor and minority communities? An uneven governmental response may follow from regulators' varying incentives to negotiate enforcement challenges. We argue that regulators confront two in particular. Regulators can pursue political enforcement, responding to mobilized interests, regardless of environmental risk, or they can pursue instrumental enforcement, responding to at‐risk communities, regardless of political mobilization. To examine these competing strategies, we use an original dataset from the EPA's Risk‐Screening Environmental Indicators model to develop a geographic “riskscape” combined with census tract community data and facility‐level enforcement data. We find that state regulatory agencies pursue a mixture of political and instrumental enforcement, but that these tactics are applied unevenly across traditional environmental justice communities. Specifically, state agencies devote more attention to facilities in communities with relatively higher risk, but less attention in the area of punishment for violations for facilities located in Hispanic communities. Importantly, this lack of attention to Hispanic communities is not mediated by the relative level of risks that they face, but it is to a significant extent in communities in which environmental justice advocacy organizations operate.  相似文献

For more than 50 years, rural municipalities across the developed world have struggled to redefine themselves in the face of declining primary sector employment. In some places, this struggle has led to the creation of landscapes that provide heritage‐seekers with tangible commodities and intangible experiences reflecting a by‐gone past. Recent research suggests that these post‐productivist heritage‐scapes may evolve into leisure‐scapes of mass consumption, if profit or economic growth are the key motives underlying development ( Mitchell and Vanderwerf 2010 ). This article questions whether a dominant ideology of preservation can prevent this scenario. We studied Salt Spring Island, British Columbia: (i) to determine if the island displays the characteristics of a heritage‐scape, (ii) to discover if a preservationist ideology has contributed to its current state, and (iii) to ponder if this state can be maintained, in light of recent regional and provincial discourse. Our analysis reveals that the creation, and maintenance, of this heritage‐scape has been guided largely by public discourse underlain by a preservationist ideology. This prolonged state, however, may be drawing to an end. Recent provincial directives to double tourist revenues suggest that local (and regional) discourse soon may be overshadowed by the province's mandate to promote economic growth. The response of local stakeholders will ultimately dictate the Island's ability to maintain its present state as a post‐productivist heritage‐scape.  相似文献

The essay introduces public risk and destructive events in Canada, their conceptual and policy implications. The discussion is developed in four main steps. First, some widely held, if contradictory, perceptions of public security are identified. A relatively high level of personal safety for most Canadians is attributed to large government and private investments. But these have not prevented recurring disasters, nor singular vulnerability for certain groups and parts of the country. Meanwhile, some novel dangers of modern living compromise the safety of all Canadians. The second section examines evidence of losses from a broad range of hazards, and related, risk‐averting investments. The national geography of dangers is shown to have been transformed and reorganized by post‐World War II developments. Losses, even from natural hazards, are identified with common, nationwide behaviours and infrastructure, especially motorised mobility and consumer products. A fourth section looks at some appropriate conceptual frameworks. Charles Perrow's idea of ‘organizational society’ is considered, and Ulrich Beck's of ‘risk society’, including his view that late modern societies shift towards a ‘catastrophic’ condition. In general, the Canadian scene and these ideas support a human ecological view of modernity, but challenge an agent‐specific and extreme event approach that had prevailed in hazards geography. ‘Manufactured’ vulnerability is a neglected but decisive element. The social space of risks is shown to be recast around changing priorities for, and social justice in, public security and emerging crises of personal safety. Risk aversion turns upon questions of the acceptability of risks, acceptance for and by whom, and how it is achieved. For academic work, this suggests a reexamination of risk knowledge and its ‘social construction’. La dissertation aborde le sujet des évènements destructifs et du risque public au Canada, leurs implications conceptuels et de principe. La discussion est développée en quatre étapes principales. Premièrement, certaines perceptions de la sécurité publique tenues par beaucoup, non sans être contradictoires, sont identifiées. Un niveau relativement élevé de sécurité personnelle pour la plupart des canadiens est attribuéà un gouvernement de grande taille et aux investissements privés mais ceux‐ci n'ont pas empêché des désastres de se reproduire, ni une vulnérabilité singulière pour certains groupes et certains endroits du pays. Entretemps, de nouveaux dangers de la vie moderne compromettent la sécurité de tous les canadiens. La deuxième section examine la preuve d'une perte à partir d'une gamme étendue de risques et d'investissement risqués et apparentés. II est montré que la géographie nationale des dangers a été transformée et réorganisée par des développements de l'après seconde guerre mondiale. Les pertes, même provenant de risques naturels, sont identifiées avec des comportements et infrastructures en commun et dans tout le pays, spécialement la mobilité motorisée et les produits de consommation. Une quatrième section examine les supports de travail conceptuels appropriés. L'idée de Charles Perrow d'une ‘société structurelle’ est prise en considération, et celle d'Ulrich Beck d'une ‘sociétéà risque’ comprenant sa vue que les dernières sociétés modernes s'accélèrent vers une condition ‘catastrophique’. En général, le monde canadien et ces idées soutiennent une vue humaine et écologique de la modernité, mais défie un agent spécifique et une approche extrême des évènements qui avait prévalu dans la géographie des risques. La vulnérabilité‘fabriquée’ est un élément négligé mais décisif. II est démontré que le rôle de l'espace de risques social est redistribué selon des priorités qui changent pour, et la justice sociale dans, la sécurité publique et les crises qui émergent dans la sécurité personnelle. L'aversion des risques révolve autour des questions d'acceptabilité des risques, risques acceptés pour et par qui, et la façon dont cela est accompli. Land degradation is the result of the intersection of a complex set of biophysical and socio‐economic factors. The capacity of an individual or community to address land degradation is likewise constrained. While it is quite possible for professionals and learners to grasp the main issues around land degradation from a theoretical perspective, internalising the reality of what it means to be the resource degrader is more difficult. We have developed two active learning methods that aim to address this problem. The first is the African Catchment Game, a role‐playing game based on Graham Chapman's Green Revolution Game, adapted for the southern Africa context and incorporating a land degradation component. In this game participants play out the complex dynamics of rural‐urban‐global linkages against a background of environmental hazards. The second is based on Save the Children Fund's RiskMap computer simulation that models risk in terms of rural livelihoods for different income groups. Ethiopia is used as the example. This paper evaluates the two active learning techniques as tools for exploring the relationships between land degradation and poverty through an evaluation of participants’ experiences. The analysis shows clear potential for developing alternative teaching curricula that are aligned to our theoretical understanding.  相似文献

Abstract: In this essay I look at the contemporary production of surplus life in liberal democracies, and how it manifests a new type of sovereign spatial power. This power operates through the capacity to exile individuals and populations who are defined—in advance—as risk failures. I investigate further the ways that these pre‐known risk failures are determined through historical and geographical processes of racial formation, arguing that certain kinds of bodies have become vessels for concepts of risk formed in anticipation of an inevitable future. This “inevitable future” involves the formation of populations, which I term Pre‐Black, who are projected as outside of the enabling web of pastoral power. Moreover, as a consequence of this pre‐failure, individuals and populations can be forcefully and, more importantly, “justifiably” removed from commonly held spaces and resources in a contemporary liberal form of sovereign dispossession.  相似文献

The realities of the ethno‐sectarian conflict have dominated the analysis of social problems within the context of Northern Ireland (NI). As a result of this, issues such as non‐conflict related childhood risk have received less attention than in the remainder of the UK. However, with the rapidly changing agenda of the Peace Process there is now the momentum to take a broader approach to examining Northern Irish society. This paper examines children's own experiences of growing up in rural NI and explores their own and adults' perceptions of the risks that they encounter and the resulting constraints placed on children's activity outside the home. It is evident that the legacy and reproduction of ethno‐sectarian conflict still influences notions of fear and mistrust of ‘an ethno‐sectarian other’. However, as shown within this paper these fears run in parallel with other fears that are constructed around concerns over ‘everyday’ risks that are evident in the range of outdoor play practices reported by the children involved in the study.  相似文献

Recent studies of elevated carbonate boulder deposits on several rock islands near Bangkok have indicated that Thailand's capital city may not be as protected from typhoon strikes as previously thought. Here, new evidence is presented for past high‐energy wave (HEW) events in the form of statistically significant patterns of boulder alignment on exposed rocky shorelines of Ko Larn island. The long‐axis orientations of 193 coastal sandstone boulders were analysed across four study sites. Several scenarios for the unimodal, bimodal, and polymodal patterns found can be envisaged. Either the most recent HEW event was the strongest—in which case most clasts were rearranged unimodally (one observation site), or the strongest HEW event was earlier and subsequent weaker ones realigned only smaller boulders to produce bimodal or polymodal patterns (three observation sites). Inferred northeastward or eastward onshore flow directions are consistent with palaeo‐typhoons penetrating into the Bay of Bangkok on northwestward curving tracks. The calculated minimum flow velocities required to transport all sampled boulders are 5.5–7.8 m s?1, similar to other findings throughout the Asia‐Pacific region. It was observed that the absence of a fitted boulder geomorphology lends credence to the earlier proposed time frame of 150–200 years between typhoon phases in the upper Gulf of Thailand. The current work has provided additional insights into the characteristics of past HEW events that have a possibility of reoccurring again at some time in the future. Our findings continue to raise awareness for a reassessment of the risks of coastal hazards for the Chao Phraya River delta and densely populated Bangkok, for which storm surge modelling should be an urgent priority, so as to give better perceptions on how typhoon‐driven marine incursion would impact the city.  相似文献

This paper investigates reactions to a proposed municipal solid waste facility in Southern Ontario supposed to be a low-level, low probability risk using the risk society framework, developed independently by Beck (1992a, 1992b) and Giddens (1990, 1991). Residents often view risk from environmental hazards as high despite expert assurances that risks are low. The appeal of risk society as a general framework is that it connects quantitative risk assessment (QRA) and the social construction of risk (SCR) to show how individuals and social structures reflexively alter and are altered by conflicts over (actual/potential) technological hazards. The analysis involves 30 in-depth face-to-face interviews with residents in Caledon, Ontario, contextualized by interviews with proponent experts (n=4) from the government organization responsible for conducting the siting process. The risk society framework, although developed primarily to describe the effects of high-consequence global hazards, seems well suited to describing local level, low-consequence hazards. The siting process involved a series of fateful moments which upset people's security in particular ways of life. The proposed landfill and the process itself threatened the very nature of what people valued and expected from their community. However, this study raises a concern that the risk society played out at the local/regional level may exacerbate inequalities in the distribution of risks relative to benefits from technological environmental hazards. This stands in contrast with Beck's (1992a) notion that the risks from hazards are equitably distributed within the risk society.  相似文献

This paper explores how territorial economic governance is discursively constituted in a globalising and neoliberalising world. It acknowledges both the increasingly recognised formative role of spatial imaginaries in economic interventions and the workings of co‐constitutive political projects that link particular imaginaries with political ambitions and policy strategies. Embracing recent calls for comparative ethnographic urban research at the local‐global interface, it explores currently dominant spatial imaginaries across the four Australasian cities of Auckland, Sydney, Melbourne, and Perth. Based on multiple qualitative methods, this study claims that a considerable number of actor's spatial associations and reference points can be related to particular city‐specific governmental projects; Auckland's Super‐City, Sydney's Global and Green City, Melbourne's Liveable City, and Perth's Vibrant City. It is demonstrated how discursive governance techniques such as ‘story‐telling’, benchmarking, and policy transfer have been pivotal in the activation, circulation, and performance of those spatial imaginaries and their transformation into temporarily dominant visions for strategic urban interventions aimed at repositioning urban actors, spaces, and activities. While spatial imaginaries can be related to differently framed global aspirations, the effects of spatial political projects on urban governance and investment trajectories differ significantly across space. Theoretically, the paper stresses the importance of particular conceptions of territorial relations and time‐ and place‐specific institutional mediation in shaping context‐dependent discursive material governance alignments.  相似文献

Osteosarcoma is a rare type of malignant neoplasm that is most frequent in adolescents and young adults although it can develop at any age. It can metastasize from a primary site in bone to other bones and soft tissues. Usually the disorder causes a single bone‐forming lesion (unicentric) but some cases have multicentric, bone‐forming lesions. Some of these lesions develop at different sites at different times. In a second variant of multicentric osteosarcoma, synchronous bone‐forming lesions develop at multiple sites. Distinguishing between these two types of multicentric osteosarcoma is challenging in a clinical context and the criteria for doing so are unlikely to be met in an archaeological burial. Wolverhampton burial HB 39 was excavated from an early‐nineteenth century cemetery site in England. It consists of the incomplete skeleton of an adult male of at least 45 years of age with multicentric osteosarcoma. The individual represented by this burial also had diffuse idiopathic skeletal hyperostosis (DISH). Three of the bone‐forming lesions associated with osteosarcoma developed on the bony outgrowths related to DISH. Copyright © 2010 John Wiley & Sons, Ltd.  相似文献

This article sets out to capture and describe individual transnational mobility from a long‐term, biographical perspective. The purpose is to discuss the use of a time‐geographical form of notation to represent people's transnational mobility as paths in time and space, and to demonstrate how such representations can contribute to explaining some of the dynamics of longdistance mobility. An advantage of using time‐space paths is that several aspects of an individual's travel biography can be represented in a single image: intensity and extensity are immediately evident, and the temporal and spatial relationships between the various mobility actions are made visible. Using data describing all transnational trips taken during childhood and adolescence by sixty‐two Swedish youth with different backgrounds, three aspects of how trajectories develop over time are discussed in more detail. The first concerns overall change in travel pattern with time. A dominant pattern of increase in travel with increasing age is observed, indicating the importance of further investigating how travel behaviour is related to experience and life‐course transitions. Second, sequential relationships between migration and temporary mobility are examined. In spite of the relatively small number of respondents, a wide range of such relationships are disclosed in the material. Third, regularity and repetition in long‐distance travel patterns is discussed as an increasingly important aspect of contemporary transnational mobility. Among these young people, highly regular travel is often motivated by enduring long‐distance social relationships, but is also generated by leisure or holiday travel alone.  相似文献

In Malaysia, bangsa, a term blending race and ethnicity, structures modes of social and political‐economic organization that reflexively challenge and reinforce the significance of race, not just to the country's three main groups but to the construction of risk as well. Tracing this reflexivity, the author bridges a historical rendering of Malaysia's colonial‐capitalist incorporation with an ethnographic unpacking of its social artifacts: notions of space, place and race that confer on factories a high‐risk label for HIV/AIDS. It traces how multinational corporations, as landscapes of multiracial modernity, are both the quixotic trophies of Malaysia's global integration and a source of social dread. Risk is ethnographically shown to be more a sociohistoric dynamic than a statistical probability, reflecting ideas of racial individuation and ideals of social stability and cultural immiscibility anchored in colonial governance structures of nineteenth‐century Malaya and operative in contemporary Malaysia.  相似文献

This study examines the impact of microcredit on male and female time use, and draws on this analysis to explore the linkages between credit and women's empowerment. A study of time use can help understand these linkages, because if credit is intended to improve women's livelihoods, it can also be expected to influence the way women allocate their time. Its other advantages are that it does not suffer from much time lag and can be objectively measured. Using household survey data from rural India, the findings show that while microcredit has little impact on women's time use, it helps their husbands move away from wage work (associated with bad pay and low status) to self‐employment. This is because women's loans are typically used to enhance male ownership of the household's productive assets. Further, it is found that it is only women who use loans in self‐managed enterprises who are able to allocate more time to self‐employment. If credit is intended to increase the value of women's work time, it follows that it is not access to loans but use of loans that matters. Ensuring women's control over loan‐created assets must therefore be a critical policy objective.  相似文献

Recent treatments of environmental justice have highlighted the need to move beyond focusing upon inequalities in the distribution of environmental risks to address other aspects of environmental injustice, including unequal participation and recognition. While acknowledging the importance of extending environmental justice to include these other dimensions of justice, this paper argues that more, not less, analytical attention needs to be devoted to the diverse logics of distribution of environmental risks. In light of continuing dilemmas associated with whether environmental inequalities can be just or, alternatively, that environmental inequality and injustice are co‐extensive, this paper proposes to untangle some key connections between environmental inequalities and injustice through a critical confrontation of environmental justice with risk‐class analysis. Focusing on the positional or relational distribution of environmental bads as analysed in risk‐class analysis, this paper argues that bringing these two bodies of knowledge together can illuminate how relational inequalities have characteristics that make them particularly illegitimate from a justice perspective, thus making an advance in identifying key connections between environmental inequality and injustice.  相似文献

This short paper discusses Barry Morris's account of the ‘riot’ at Brewarrina, New South Wales, in 1987 and its legal aftermath, which continued for some years. An iconic event in Australian race relations, much can be learnt from its various dimensions, a fact that Morris amply demonstrates. Notwithstanding, this discussion questions a related narrative in his book, which interprets capitalism's impact on self‐determination simply in terms of neoliberalism's ‘political effects’. The paper seeks to broaden the discussion of the relations between the state and self‐determination, and between capitalism and race.  相似文献

In a nation‐state, where ethnic and territorial borders coincide, patriotism may easily have an exclusivist‐nationalist component, and be used to serve the goals of politicians hoping to mobilise the population for destructive goals. In a multinational state like Russia, the militaristic patriotism that Yeltsin's and Putin's administrations promote can also carry that risk. The Russian state leadership's use of a militaristic patriotism as a means to generate popular support risks unleashing ethnic chauvinism and the military domination of civilian institutions. Such phenomena cast doubt on the prospects for Russia's state‐building process to proceed along liberal democratic lines. Non‐governmental organisations, such as Russia's Committee of Soldiers' Mothers , however, have devised an alternative vision of patriotism, relying on rule of law and the observance of civil rights, and thereby hold out a slim hope for reframing Russian patriotism and building a peaceful democracy.  相似文献

ABSTRACT

Earthquakes have been responsible for the destruction of hundreds of monuments throughout human history. Due to their size, conservation state, and lack of seismic provisions, monuments are particularly vulnerable to the effects of geological hazards. The first step toward the mitigation of the earthquake threat consists of understanding the existing seismic risk and evaluating possible strategies to reduce it. This study presents a simplified assessment to evaluate the probability of damage due to ground shaking on UNESCO World Heritage cultural sites throughout Europe. The seismic hazard model (SHARE) has been employed to derive hazard curves, which were combined with a fragility model to calculate the annual probability of damage or collapse. These calculations were performed assuming different soil conditions, and the resulting risk metrics can be used for risk awareness, to inform the prioritization of the sites in need of structural interventions, and to support additional risk analysis.  相似文献

Past scholarship has offered varying explanations for why presidents choose to use executive orders. However, to this point, much of what we know of unilateral powers does not adequately address the role the bureaucracy plays in the president's decision. This research seeks to account for bureaucratic factors as a strategic presidential consideration in the employment of such directives. I classify executive orders from 1989–2012 based on which agency or agencies they apply to, and consider the importance of various characteristics (e.g. agency ideology, level of centralization, politicization, etc.) in determining which organs of the bureaucracy presidents will direct executive orders to generally. The results provide evidence that the White House directs fewer executive orders to agencies that have a politically independent leadership structure, and this result holds across a variety of measures judging an order's impact. The results demonstrate that the type of directive is crucial in determining a president's strategic decision to use executive orders, in line with previous research, and that agency centralization is one crucial component of this strategic calculation.  相似文献
