The defining element of island regions is their isolation, the separation of the islands from the mainland; there is an inherent notion of natural border. This condition has preserved ecosystems and protected against outside threats, stimulating ‘coevolution’ between man and the environment, a fundamental ingredient of sustainability. But insularity also means the evident added costs of access to markets which, together with territorial limits and the scarcity of basic resources, especially on small islands, hinders their socioeconomic development. These costs are even greater in the case of outlying islands, which suffer from a ‘double insularity’ in the form of both external and internal borders. For this reason, it is common for governments to establish various forms of support, from tax exemptions to the creation of permanent aid funds, like those implemented by the European Union for the outermost regions. This article discusses these aspects in the case of the Canary Islands, an example of a European outermost island region. The findings show that the support measures have not always been favourable for all the islands.  相似文献

Abstract

The Maldives resort islands are a type of tourist enclave subject to a dual form of borderization. The islands have an external border that coincides with each island’s coastline and with the limits of the private property of the resort; this border regulates the movement of tourists and locals. The islands also have an internal border that separates the outer edge of the island from the inner edge. The outer edge, which is supposed to represent the perfect landscape of the ‘tropical island,’ houses all of the tourist facilities, while the interior contains the structures dedicated to the metabolic activities of the resort. The frontline staff members and the tourists share the ‘dreamscape’ of the outer edge, whereas the maintenance workers live in the secluded space inside the island, where they are typically hidden from the sight of tourists by high walls, and their movement is usually restricted from staff designated areas to their location of work. For maintenance workers, these spaces, necessarily limited due to the small size of the coral islands, risk becoming ‘islands within islands.’ Recently, the Maldivian government has begun to promote projects and initiatives in support of territorial integration between the resorts and communities of neighboring islands. Thus, the outer limits of the resort islands are, today, more porous. Their internal borders, in contrast, remain very difficult to cross.  相似文献

During the ‘crisis years’ in Solomon Islands from 1998–2003, Guadalcanal militants and the Guadalcanal provincial government showed resentment to the ‘foreign’ Solomon Islanders, mainly Malaitans, who lived there and forcefully claimed that the indigenous people of Guadalcanal suffered economic disadvantage on their own island. Malaitan counter-justification related to the need to protect their families in Honiara and stabilise the crumbling central government. This paper looks at the historical reasons why Malaitans left their island in the first place. The answer involves complex causes going back to the 1870s. Because Malaita has always been heavily populated, it drew labour recruiters from Queensland, Fiji and within the Protectorate, but for various reasons never attracted traders or planters. Unthinkingly encouraged by the British Protectorate administration and all post-independence governments, a pattern developed of ‘Malaitan muscle for hire’. Malaitan males became primarily a labour force for development projects elsewhere, and little attempt was made to introduce similar projects on Malaita. The paper also explores issues relating to resource development in Malaita Province and concludes that the problems there are no more difficult than on other large Melanesian islands.  相似文献

In the late 19th century, political debates emerged in Sweden and Norway as well as in Finland concerning Travelling families in this article defined as indigenous itinerant families whom the settled population pejoratively designated with terms such as ‘tatere’ (Norway), ‘tattare’ (Sweden) or ‘zigenare’ (Finland). In this article, these debates are compared, and the transfer of ideas and proposals between the three countries is analysed. It is argued that, on a local level, similar politics of ‘territorial exclusion’ were enacted in all three countries. This was, however, challenged by ‘liberal social politics’, a strategy aiming not at exclusion but at forced assimilation by means such as, for example, removing children from their parents. This strategy was proposed in all three countries, and socio-political agents were well aware of the debates in the neighbouring countries. But it was only in Norway that the most far-reaching proposals were realized. This is explained mainly by pointing at the way in which leading agents chose to act when trying to implement their proposals. The article also problematizes some conclusions drawn in earlier research, where the emergence of debates on Travelling families has been explained by pointing at the rise of ethnic nationalism. Instead, the article argues, the emergence of the so-called ‘social question’ in Western Europe in the 19th century should be considered as an at least equally important background factor.  相似文献

ABSTRACT

This article compares the development of specialty food in Denmark, Norway and Sweden using a number of quantitative indicators as well as a qualitative analysis of government policy. The analysis shows that specialty food has increased in importance in all three countries over the last twenty years, but there are important differences in the kind of specialty food that has developed and the nature of government intervention and governance structures. Overall, Sweden appears to have the largest production of specialty food and drink and is particularly strong in organic production and consumption, farm processing and farm shops. Norway has a large number of products with protected origin and also leads in the number of farmers’ markets. Denmark lags behind the other countries on most indicators, but has witnessed the fastest growth in microbreweries over the last five years. Theoretically, the article challenges the ‘negative’ definition of specialty food as ‘non-industrial’ or ‘alternative’, and suggests a more nuanced approach. Empirically, it points towards the possible existence of a ‘Scandinavian model’ of specialty food governance with extensive interaction between central government, local government and private firms to stimulate the growth of specialty food.  相似文献

Against the backdrop of the contemporary crisis of faith in modern reasoning, work on islands and with island cultures has come to the fore in the development of alternative, non-Eurocentric, non-modern, ways of being and knowing. Much attention has surrounded a wide range of critical work associated with the ‘ontological’ or the ‘relational’ turn, highlighting interstitial, entangled, post- and more-than-human creative encounters of becoming. This paper examines the emergence of what we call ‘abyssal thought’, a related but distinctly different analytical approach drawing largely from critical Black studies. Central to abyssal approaches is the understanding of the world as ontologically inseparable from its violent forging through antiblackness. In putting coloniality at the heart of the modernist problematic, abyssal work turns to the Caribbean in particular as a gateway, door or ‘punctum’, a space of ‘abyssal geographies’, inviting a deconstruction or unmaking of the world. Exploring how, this paper draws out three key aspects of the abyssal analytic: (1) the abyssal ‘subject’ forged through the ontological violence of the making of the modern world, (2) the abyssal as a refusal of impositions of spatial and temporal fixities, and (3) the methodological approach of ‘paraontology’. Thus, its key concerns are those of refusal, deconstruction and ‘suspension’ rather than of creative becoming. In distinction to relational ontologies of interstital island work, the desire is not to save or to remake understandings of the human and the world but rather to negate them.  相似文献

The Anthropocene is deployed as incontrovertible fact, yet its foundations merit strong critique to challenge how particular voices and locations are absented, silenced, or enrolled in the fallacies that attend this epochal framework. Other placed, grounded, and scale-sensitive explanations exist for present and future state scenarios, including on islands—often the focus of apocalyptic thinking. Dealing with historical and contemporary struggles to decolonise is more powerful than engaging with a reified framework that is part of ongoing colonial-imperial excesses, uneven development, and racial capitalism. This work considers how four of us, as instigating authors, worked with five others, as collaborating authors, to understand academic works, activism, and artistic expressions of island life and concerns. Our aim was to learn about how and why their efforts to prioritise decolonisation is at the heart of what is needed to shore up island peoples’ futures.  相似文献

Puerto Rico became a territory of the United States in 1898 with the end of the Spanish-American War. In 1952, the island became a ‘Commonwealth’ through the development and approval of a local constitution. While this political status allows Puerto Rico some degree of autonomy, it nevertheless continues to subject the island to United States federal authority. For the last 60 years, discussions on whether Puerto Rico’s Commonwealth status is a permanent or transitional status has fuelled much of the political debate and public policy of the region, and has been highly influenced by political status ideologies: to become a state of the United States, to maintain the current status, or to become independendent. Budgetary, legal, and commercial dependence on the United States causes constant conflicts in the design and implementation of Puerto Rican public policy in areas such as education, law, and economic development. Likewise, culture has not been exempt from these debates. In fact, cultural differences have caused conflict at all levels – from the theoretical conceptions of culture, to cultural policy and arts management. Moreover, the implementation of cultural policies has also been subject to political ideologies and the concept of culture has variably been seen as an obstacle or strength for specific political purposes. In the midst of a sustained economic crisis, the current Puerto Rican government has proposed the development of a comprehensive cultural policy through a participatory process. The objective of this paper is to present this process as a means of analyzing Puerto Rico’s experience through the challenges in designing and implementing cultural policy within a ‘postcolonial colony’ scenario. This paper will place emphasis on the government’s role, cultural public institutions, and cultural production.  相似文献

Petrographic examination of prehistoric Pacific potsherds in thin section allows robust distinctions to be drawn between indigenous temper sands derived from islands where sherds were collected and exotic temper sands derived from other islands, except that calcareous temper sands of reef detritus are undiagnostic of origin. Ceramic transfer or movement of ceramic raw materials from island to island can be detected because small islands serve as virtual point sources of noncalcareous terrigenous sands, and local island geology is controlled by systematic and well-known geotectonic patterns. Prehistoric Oceanian pottery was made locally on multiple islands, rather than being dispersed from a discrete number of ceramic centers, but limited ceramic transfer was widespread within nearly all island groups. As temper analysis is independent of ceramic typology, sherd tempers in common with obsidian artifacts and other manuports provide unambiguous physical evidence for migration, trade, or exchange within and between island groups.  相似文献

During the 1980s, and with increasing speed, there have been major changes in the determination of wages in Sweden; changes which involve the substantial breakdown of the ‘Swedish model’ of social and economic policy which had developed since the 1930s. These changes are of much interest in themselves but have a special relevance to Australia because of admiration for the Swedish system within the Australian labour movement, exemplified by the major report Australia Reconstructed, published in 1987. Some of the complexities and difficulties involved in the Swedish system were not fully dealt with in this report, while others have become clear since its publication. Australians, as well as others, need to appreciate what has occurred. Centralised wage negotiation, essential to the Swedish model, has in fact survived better in Australia than in Sweden; though in Australia too it is potentially vulnerable to tendencies towards decentralisation. Those interested in the concept of ‘corporatism’ should also note these developments, Sweden having been thought of as a highly ‘corporatist’ polity.  相似文献

Tuvalu, a place whose image in the ‘West’ is as a small island state, insignificant and remote on the world stage, is becoming remarkably prominent in connection with the contemporary issue of climate change‐related sea‐level rise. My aim in this paper is to advance understanding of the linkages between climate change and island places, by exploring the discursive negotiation of the identity of geographically distant islands and island peoples in the Australian news media. Specifically, I use discourse analytic methods to critically explore how, and to what effects, various representations of the Tuvaluan islands and people in an Australian broadsheet, the Sydney Morning Herald, emphasize difference between Australia and Tuvalu. My hypothesis is that implicating climate change in the identity of people and place can constitute Tuvaluans as .tragic victims. of environmental displacement, marginalizing discourses of adaptation for Tuvaluans and other inhabitants of low‐lying islands, and silencing alternative constructions of Tuvaluan identity that could emphasize resilience and resourcefulness. By drawing attention to the problematic ways that island identities are constituted in climate change discourse in the news media, I advocate a more critical approach to the production and consumption of representations of climate change.  相似文献

The authors describe a complex of social, economic, and environmental problems on the Valaam Archipelago, associated with pollution of Lake Ladoga, heavy tourist pressure, and deteriorating residential/economic infrastructure for the small permanent population. The islands are known as the site of the architecturally and historically unique Monastery of the Transfiguration, situated on the main island of Valaam—now in disrepair from negligence, heavy visitor pressure, and use as residential quarters for all but a few permanent island residents. Island studies are a growing field of research. A relational turn has recently taken place in island studies alongside relational turns in associated fields of research, including oceanic and ship geographies (although not always in conversation with them). While all three now challenge the landlocked nature of geography and related disciplines, this paper suggests that islands, oceans and ships should not always be reductively conceptualized in isolation, because they are often bound together through complex and shifting relations and assemblages. After reviewing debates and conceptual gaps in the critical island, sea and ship literatures, the paper makes this argument by reference to an island dance performance and social institution that is not wholly of the island, the ship or sea, called the Barbados’ Landship.  相似文献

The use of islands as ‘model systems’ has become particularly relevant for examining a host of important issues in archaeology and other disciplines. As papers in this special issue of the Journal of Island and Coastal Archaeology demonstrate, islands can serve as critical and ideal analytical platforms for observing human populations in the past and their evolutionary histories within complex and insular human ecodynamics. In this paper we address the issue of how islands are also important models for future sustainability and as corollaries for the survival of humans generally. In a sense, island cultures and ecosystems can be seen as microcosms of the issues we have faced as humans, and provide important insights for understanding the fate of our species, particularly as it pertains to the exploration and colonization of new worlds.  相似文献

Archaeological and historical investigation of WWII battles fought in the Micronesian archipelago of the Mariana Islands has generally concentrated on the fierce struggles for Saipan, Tinian, and Guam. Smaller islands that were neutralised during the U.S. thrust to establish air bases for the bombing campaign over Japan beginning in 1944 have received less attention, but were a strategic link in the Absolute National Defence Sphere. This paper examines the archaeological evidence of Japanese military planning for the defence of the island of Pagan situated north of Saipan, a battle that was never fought. The strategy based on an analysis of fixed weaponry emplacement appears to have been conceived in terms of engagement evolving from a ‘defence-at-the-waters-edge’ tactic in the southern Mariana Islands towards a ‘defence-in-depth’ posture faced in Iwo Jima and Okinawa.  相似文献

Following the majority verdict, on 22 October 2008, in the House of Lords, denying the Chagossians the right to return to their homeland, it is worth examining the origins of this issue. I touched on the extent to which the US was complicit in the expulsion of the Chagossians in an article in the March 2008 issue of the Journal of Imperial and Commonwealth History (‘Expulsion from Chagos: Regaining Paradise’). A common assumption is that the US pressured the UK to remove the population from the entire Chagos Archipelago of fifty-five islands, as a pre-condition for establishing a base on Diego Garcia. Although the US was looking for an uninhabited island to serve as a base, there is no available evidence that they insisted on the depopulation of all the islands. It was British officials who were the instigators of this policy, albeit with American concurrence.  相似文献

This article documents an attempt to decolonise our approach to methodology to explicitly show respect for islands and their islanders. Our twin starting points are an awareness of a turn to the Anthropocene in studies related to islands and an appreciation of the imperative to think outside colonial frames. The Anthropocene has been conceived as both an enduring colonising force and a significant moment in decolonisation, and islands have been viewed as emblematic of the Anthropocene, so the relationship between them is complex. These dynamic conceptions raise dilemmas for those wanting to apply methodologies to island research and negotiate ethical relations across multiple geographies and knowledge systems. For those whose cultures have been subjected to colonial oppressions, there are emotional and material costs and varied risks in participating in attempts to decolonise island research. Settler researchers seeking to ally themselves with others to advance such agendas and aspirations may slow or damage decolonising practices if they act without appropriate permissions, respectful commitments to support and understand decolonisation, and preparedness to engage in deep learning about what decolonisation of knowledge means. With these challenges in mind, we detail an approach to decolonising one of our own island research projects in ways that are enriched by a Tuvaluan concept, Fale Pili, which means treating a neighbour’s problems as your own.  相似文献

Although ‘counterurbanisation’ is very widely acknowledged and studied, certain elements of this migration-led phenomenon lack detailed scrutiny. These gaps need filling in order to appreciate the full flowering of the phenomenon in specific social-cultural, geographical and historical contexts; to enable comparison between these diverse expressions; and to examine their relationships with contemporaneous rural socio-cultural restructuring. One neglected element is counterurbanisation fairly directly informed by the late 1960s/1970s counterculture, a migration strand quickly stereotyped as the ‘hippie’ ‘getting her/his head together in the countryside’. This paper uses the example of British singer-songwriter Vashti Bunyan, notably through the gestation and content of her Just Another Diamond Day album of 1970, to illustrate and examine countercultural counterurbanisation. With an additional nod to affective aspects of rurality, it also suggests something of what the lengthy rural journey Bunyan made from London to the Scottish islands, a key inspiration for the 1970 album, provided for her at a difficult, challenging, yet ultimately rewarding period in her life. Indeed, her experiences of (trying to engage with) the countryside on this journey are described as heterotopic, an association which leads the paper to suggest a more general heterotopic status for rurality within counterurbanisation.  相似文献

Abstract

Poverty isn't an option for the poor so why should it be one for the Church? How do we relate to the experience of being poor in the UK, to the phenomenon of globalization which increasingly shapes all our experiences, and to the task of theological interpretation of the signs of the times? This article explores dimensions of poverty in the UK and in particular the phenomenon of the invisibility of the poor, offers some explanation as to why poverty has grown substantially in the UK over the past two decades and seeks to set this within the wider context of the debate about globalization and its victors and victims—the tourists and vagabonds. Finally, it suggests that much of what passes for modern theology is in fact a form of ‘tourist theology’ and explores ways of creating a new ‘vagabond theology’ for the twenty-first century.  相似文献
