The article explores how political tensions developed around the issue of Canadian water export, how policy solutions and alternatives to the problem were offered, and how finally it came to be recognized by the national government. The water export issue reached the formal agenda after a lengthy period of being denied serious consideration. However, it is arguable that agendas are set if an issue receives attention from policy decision makers. This is because an issue's ascension to agenda status is not an indication of how it is actually going to be decided upon. The case of water export demonstrates that the government adopted a policy solution consistent with assumptions prevalent at the time and acceptable among elected decision makers. Yet, the solution was contrary to the expectations of those who demanded a complete water export ban in Canada.  相似文献

When and where did the environmental movement begin? To understand how a public endued with the principles of laissez-faire reversed in such short order a century-old policy of government land disposal, this paper examines how public ownership of land came to be celebrated, with a newly defined professional corps of government foresters such as Dietrich Brandis and Gifford Pinchot feted as popular heroes. Hard-headed environmentalists and legislators found in empire forestry a ready-made model to construct vast areas of the public domain as a utensil for not only environmental but state purposes—industrial, settlement, and budgetary. The empire forestry matrix of government reservations, fire protection, and revenue-enhancing forests solved the tension between romantic preservationist notions and laissez-faire ideals and gave the compromise from which modern environmentalism emerged: it posed environmental problems and solutions as a means to construct the state. This article traces the international trail of modern environmentalism from India, under Lord Dalhousie's forest charter, to the British colonies in Africa and Australasia where it matured, and finally to Canada, the United States and other parts of the globe where environmentalism permanently entered the pantheon of democratic political creeds.  相似文献

How political actors choose which politics to focus on helps shape the outcome of the policy process. While the policy agenda of the federal government has received widespread attention, there is much less known about the policy agendas of the U.S. states. In this paper, we describe how and why states choose to have similar agendas. We rely on the Twitter activity of every state legislator in America to measure the attention that states pay to the categories developed in the Policy Agenda Project (PAP). We develop machine learning tools to measure the proportion of tweets from every state legislature from 2017 in each of the PAP policy topics. Our results show that states that the public-facing policy agenda of a state legislature is correlated with the level of legislative professionalism and the partisan and ideological politics of the state. These results further our understanding of state policymaking and agenda setting.  相似文献

The Royal Society of Canada coordinates the International Geosphere-Biosphere Program (Global Change) in Canada. Currently, a research agenda that will extend beyond the next decade is being developed. It includes the use of remote sensing and geographical information systems in support of Global Change research, and the study of issues related to change and variability in the Canadian Arctic.
This paper reviews the use of remotely sensed data to study the nature of atmosphere-cryosphere interactions in the Polar Basin and how they contribute to an understanding of climate change and variability. A conceptual framework for aspects of atmosphere-cryosphere interaction is presented through a discussion of feedback scenarios. The role of remote sensing in understanding these scenarios is explored through an examination of the several studies over the past 15 years. Finally, the remote sensing capabilities for crysophere monitoring proposed for the satellite systems of the mid-1990s will be discussed.  相似文献

Policy entrepreneurship is often used to explain agenda setting through reference to the behavior of individual “change agents.” But there are still gaps in our understanding of what motivates entrepreneurs. Rational choice theory emphasizes the importance of material and nonmaterial incentives; however, it remains unclear what role institutions play. This article aims to empirically examine the relationship between incentives and institutional encouragement of innovation. Using a case study of the federal government of Canada, I find evidence that incentives matter. Government agencies with many incentives are more likely to encourage innovation than agencies with few incentives. These results underscore the importance of institutions in determining the motivations of policy entrepreneurs, and suggest future research should focus on the interplay among individual, political, and institutional factors.  相似文献

The Policy Agendas Project collects and organises data from official documents to trace changes in the policy agenda and outputs of national, sub-national and supranational governments. In this paper we use the policy agendas method to analyse the changing contents of those Australian Governor-General's speeches delivered on behalf of incoming governments between 1945 and 2008. We suggest that these speeches provide an important insight into how the executive wishes to portray its policy agenda as it starts a new term of government. In mapping the changing agenda in this way we address four questions: which issues have risen or fallen in importance? When and in relation to what issues have there been policy ‘punctuations’? How stable is the Australian policy agenda? How fragmented is the policy agenda? We find evidence of a number of policy punctuations and one turning-point: the election of the Whitlam government.  相似文献

In this article, we trace the evolution of punctuated equilibrium theories of the policy process to the development of a full theory of government information processing. Noting that punctuated equilibrium is one realization of a larger theory of government information processing, we outline a research agenda for the study of agenda setting, policy dynamics, and information flows in the policy process. In doing so, we relate the study of government information processing to such important features of American government as inter-institutional dynamics and delegation in the policy process.  相似文献

Community involvement is arguably a key component behind sustainable heritage management. Under strict government control, however, local community-led initiatives are difficult to find in China. Nonetheless, through remittances and philanthropic contributions to their respective communities, the Chinese diaspora have long been seen as an important source of foreign capital and a driving force behind homeland development. A transregional study (mainland China, Hong Kong and Canada) was carried out to explore the relationship between local communities in China and the diaspora, how each party was involved (or not) and the factors that affect their engagement in a government-initiated clanship heritage project in post-reform China. Investigating how different ‘associated people’ perceive, construct and even manipulate heritage, this study found that participation is not only related to wealth, success or status, but also to residential orientations, self-perceptions of the motherland and notions of authentic and/or symbolic roots. The study offers insight into the nature and politics of heritage management in contemporary China. Furthermore, it contributes to our understanding of how multiple homes can affect diasporic interpretations of, and connections with, the homeland.  相似文献

To what extent do mining environmental assessments in British Columbia (BC) consider gendered impacts? How are they considered? And how are these considerations shaped during the environmental assessment process? To answer these questions we undertook a systematic review of all completed BC mining environmental assessments between 1995 and 2019 (n = 37). Through a careful reading of documentation archived in the BC Environmental Assessment Office registry, we found that 60% of projects did not consider the gendered impacts of mining development; the remaining 40% of projects inconsistently assessed gendered impacts. While noting an increase in gender considerations in environmental assessments since 1995, also quantified in our results is what has not changed. Even where gender is considered, the assessments often collapse this concern into one of “women's issues,” obscuring intersectional impacts and downplaying violence along racialized and gender diverse lines, including those experienced by Indigenous women, children, two-spirit, trans, queer and non-binary people. Environmental assessment is a regulatory tool designed to adjudicate the impacts of mining projects, yet our results lead us to conclude that it is also a tool of environmental injustice, compounding and further sedimenting heteropatriarchal and racialized patterns produced through generations of settler colonial resource extraction in BC.  相似文献

In this paper we draw on the concept of governmentality to examine the relationships between donors and northern non‐governmental organisations (NGOs) during moments of policy change. Our case study comes from New Zealand/Aotearoa where a change in government has seen aid policy shift from poverty alleviation to sustainable economic development. We detail three mechanisms through which the government sought to normalise this change: changes in language and fields of visibility; institutional reform; and funding delays and cuts. Far from being complete, however, we also trace how some NGOs contested the new agenda through engaging in the practice of politics and how, at least temporarily, new more politicised development subjectivities were created. While our study raises awkward questions about the autonomy of NGOs within current funding environments, we also emphasise the productive possibilities and openings that emerge as one set of development ideas and techniques, or developmentalities, shifts to another.  相似文献

An accumulation of evidence suggests citizens with low incomes have relatively little influence over the policy decisions made by lawmakers in the United States. However, long before elected officials are asked to cast a final vote on a bill's passage, an equally important decision has already been made: the decision for government to focus its limited attention and agenda space on the issue at all. Therefore, it is possible that political inequality is infused earlier in the policymaking process at the agenda‐setting stage if the issues held important by some citizens are given attention while the issues held important by others are not. To investigate this question, we develop novel state‐level measures of citizens' issue priorities and find sizable differences in which issues poor and rich citizens think are most important and deserving of government attention. We then use bill introduction data from state legislatures to measure government attention and uncover evidence that state legislators are less likely to act on an issue when it is prioritized by low‐income citizens as compared to affluent citizens. These findings have important implications for our understanding of political equality and the functioning of American democracy.  相似文献

In early 2016, Canada quietly announced the delay of its new electronic travel authorization (eTA) system, which will transform how millions traveling to Canada are screened. As with other parts of the developing Canada–US security perimeter, the announcement received little attention in the public sphere, which is problematic on at least two counts. First, it inhibits a better understanding of the distinctive regional governance structures that define North American integration. Second, it limits awareness of how the perimeter—by pushing decision-making from ports-of-entry in to points-of-departure beyond North America—enables interdiction, preventing asylum seekers from seeking protection from persecution in Canada and rendering them “out of sight, out of mind.” This article explores these gaps and effects through an analysis of policy developments and public debates (reflected in government and media documents) surrounding the perimeter’s emergence, consolidation, and—with the eTA—expansion since 1995.  相似文献

In this essay, we highlight the intellectual context that shaped our initial conceptualisation of political forests as dynamic spaces and political ecologies, and how our fieldwork and comparative approach shaped our subsequent elaboration of the concept and its empirical manifestations. Of particular significance was our emphasis on incorporated/relational comparison and our multiscale analysis. These approaches allowed us to locate subjects and processes in specific field sites within an emergent global forestry network produced through multiscale interactions and movements within and among colonial and FAO forestry empires. We revisit the key processes through which we learned to see common and contrasting mechanisms that have made forests inherently political in our six research sites in Indonesia, Malaysia, and Thailand, linking these “classic” mechanisms to concepts in wide use today. These concepts include understanding political forests as co-produced, the significance of expertise in their reproduction, and the interactions between politics and the lively materialities of political forests. Among other conclusions, we suggest that the political forest is being replaced by what could be called “political conservation”, which has its own knowledge networks and expertise that displace but also build on political forestry. Finally, we reflect on how these ideas are being further developed by the authors in this symposium, whom we gratefully acknowledge for demonstrating that the politicisation of forests continues to be significant today.  相似文献

Recent work in critical geography describes the neoliberalization of urban social service provision through a transition from state provision to civil sector delivery. The concept of a ‘shadow state’ is deployed by some social theorists to describe this process by which nonprofits with government contracts increasingly adopt a state-oriented agenda for the execution of social entitlement programs. Possible linkages between the neoliberalization of urban environmental service provision and a shadow state are lacking by comparison. I, therefore, use qualitative data concerning three organizations in Milwaukee, Wisconsin to demonstrate that civil sector groups are stepping up as local government diminishes its markets for municipal environmental labor. However, the diverse compositions of these shared governances potentially complicate the efficacy of a shadow state thesis for describing environmental provision in inner-city Milwaukee. Instead, I argue that a Gramscian interpretation of shared governance better accounts for the neoliberalization of environmental service provision as government agencies and civil sector groups relate to one another through hegemonic market logic. I argue that this provides a more nuanced picture of how governance concerning the urban environment is constructed by the government, market, and civil sectors to further shape human social reproduction.  相似文献

This paper contributes to a discussion on networks as political spaces by examining the work of an environmental activist group in Kaliningrad, Russia. Drawing from geographic work on communication and from literature on organizational structure and communication technology provides a useful means of understanding and conceptualizing computer networks from a social science perspective. The case study of grassroots activism illustrates how computer-based communication may support a unique space of political activity. Electronic mail (e-mail) communication can be a channel through which activists may overcome the constraints of location as an information container in order to create spaces of interaction and action appropriate to their political agenda. This case study is an example where organization members use e-mail communication to connect their activities, information sources and collaborative partners at different scales to create a viable space for environmental activism and information distribution within a shifting political context.  相似文献

This article contributes to an emergent body of research that explores African immigrant women’s experiences in Western destination countries. Foregrounding these immigrant women’s voices in this research, we aim to better understand the challenges they grapple with as newcomers to Canada. Specifically, our study sought to explore the stressors they faced within and outside the family and how these stressors mediate their transition and integration into Canadian society. We conducted, audio-recorded, transcribed verbatim, and thematically analyzed two focus groups with twenty African immigrant women in Alberta, a Western province among Canada’s ten provinces. Three main themes emerged from our study: (1) Participants felt ill prepared to face the challenges of starting life anew in Canada, which included in particular navigating changes in economic wellbeing and gender roles; (2) Participants experienced a lack of community support, which was reflected in both mental/emotional health and parenting issues; and (3) Participants expressed frustration with the manner in which Canadian socio-legal systems manage immigrants’ family issues. Our findings underscore the need to actively engage African immigrant women and men in the development of policies and practices that mediate their everyday lives in Canada. Such policies and practices should consider the changing gender relations, cultural knowledge, and informal support channels within African immigrant communities.  相似文献

Debates about the future of small municipalities in Canada are set against a backdrop of economic, political, and social restructuring processes that have displaced former state investment policies in favour of neoliberal public policy approaches. Small municipalities struggle with outdated financial and governance structures and a provincial public policy agenda that asks them to become more creative, innovative, and “entrepreneurial” in their approach and responsibilities. Drawing upon key informant interviews with eight case studies in British Columbia, Canada, this research examines the tensions between municipal reforms mandated by the provincial government over the past 30 years and commensurate fiscal levers and capacities in place to address these broadening responsibilities for small municipalities in volatile staples-dependent regions. Our findings demonstrate how successive provincial governments have mobilized New Public Management objectives through a host of legislative and regulatory changes that have increased the responsibilities and requirements on local governments without commensurate fiscal or jurisdictional capacity.  相似文献

Abstract

Historians of the Commonwealth of Poland-Lithuania have identified the Sejm (Diet) of 1712–13 as a moment when, after the chaos of the Great Northern War, orderly government might have been restored and some political reforms enacted. Specifically, the efforts of August II to persuade the Sejm to pass wide-ranging fiscal and military reforms have been examined by Józef Gierowski, who argued that August II missed an opportunity at this Sejm to cement an alliance with the envoys (pos?owie) that might have curbed the powers of the hetmans, and gone on to enact further political reforms.

This focus on the king’s agenda, however, overlooks the reform programme pursued independently by the Sejm envoys. The envoys were hostile to the hetmans, but sought different reforms from the king. Examining their agenda allows a fuller understanding of this Sejm, as well as broadening our understanding of szlachta political thought more generally.  相似文献

The analysis of ‘ambiguous lands’ and the people who inhabit them is most revealing for understanding environmental deterioration in Thailand. ‘Ambiguous lands’ are those which are legally owned by the state, but are used and cultivated by local people. Land with an ambiguous property status attracts many different actors: villagers hungry for unoccupied arable lands in the frontiers; government departments looking for new project sites; and conservation agencies searching for new areas to be protected. This article shows, first, how two types of ambiguous land — state‐owned but privately‐cultivated land, and communal lands — were created. It then examines how the Karen, one of the hill peoples living on the ambiguous lands, have been struggling to survive between the forces of capitalistic development and forest conservation. Using a detailed study of forest use and dependency conducted in two Karen villages, I argue that the state’s efforts to reduce the Karen’s forest dependency, or even to evict them from the forests, are not leading to the stated objective of conservation. Finally, I draw some wider implications with reference to James Scott’s thesis on state simplification.  相似文献
