In 1999 NATO heads of state invited three states to join the alliance and are set to invite yet more states to join in November 2002 at the Prague summit. At present there are ten states that have declared their interest in gaining accession to NATO councils, and the prospect is that even more states will most likely be interested in joining in the years to come. The question for NATO is no longer whether to enlarge but how to manage enlargement. This article argues that NATO should invite seven of the ten currently declared aspirant states to join the alliance, on the condition that before actual accession occurs, each state must subsequently meet political, military, economic, security and legal standards that are set forth in an annexe to the official invitation. Furthermore, NATO should determine to hold a summit meeting of the North Atlantic Council triennially, for the purpose of assessing the candidates' membership progress in meeting the criteria, and to this end establish a mechanism, in the form of identified bodies, for the assessment of the candidate members' progress. Such a formal process sets forth a graduated yet assured process that aspirant states must progress through that will result in guaranteed accession to NATO councils and protection. A formal process such as this will ameliorate many of the problems that will almost surely arise from proceeding in a more ad hoc, piecemeal manner, while at the same time keeping the door open to other states who may want to join in the future.  相似文献

This article analyses new trends in the assessment of Russian–Ukrainian relations by representatives of the Russian elites in the late 1990s. It sees a discussion of the historic roots of Ukrainian separatism in the Russian media and attempts to identify the origins of the ‘Russian national homeland’ outside Kyiv Rus as the first steps towards a revision of traditional Russian perceptions of Russian–Ukrainian relations. The article argues that the new trends have become particularly visible following the signing of the Russian–Ukrainian inter‐state treaty in May 1997, which it regards as an important landmark in Russia's acceptance of the independence of Ukraine.  相似文献

This article provides an overview of the New Partnership for Africa's Development (NEPAD) in the context of Africa's current economic and governance crises, the attempt to establish an Africa Union, and the interest in Africa displayed by the G8 leadership and in particular by the UK's prime minister Tony Blair.
NEPAD has to be seen simultaneously as a 'big idea', a new way of doing business, and a comprehensive development framework. The 'big idea' is to put Africa's concerns on the table of the G8 and seek a much better deal for Africa in terms of international aid, debt relief and access to markets. The new way of doing business is a new form of 'enhanced' development partnership that makes both donor and recipient mutually accountable for development outcomes. The development framework is a long—and expanding—list of programmes and projects, akin to those that have been tried before.
The heart of NEPAD is a commitment to good governance, operationalized through a radical plan for 'peer review' of governance performance. This promises a radical new approach to development partnership, but it also faces political hazards. The governance component is also analysed in the context of the pan–Africa institutions envisaged by the African Union. There is a need for coordinating and rationalizing peace and security initiatives. NEPAD may unlock additional financing for development, but it should not be seen as a cash cow.
The challenges for NEPAD include opening up the process to make it more participatory, including greater focus on HIV/AIDS. NEPAD faces the real danger of being over–sold and of raising unrealistic expectations among Africans. It is, nevertheless, an outstanding opportunity for Africa's development.  相似文献

Numerous reports of successful radiocarbon dating of cremated bones have emerged during the last decade. The success of radiocarbon dating cremated bones depends on the temperature during burning and the degree of recrystallisation of the inorganic bone matrix. During cremation bones undergo major morphological and mineralogical changes which have raised some interesting questions and discussion on the origin of the carbon source in archaeologically cremated bones. Recent laboratory experiments reveal that the properties of the combustion atmosphere play a significant role regarding the source carbon in cremated bones. Thus radiocarbon dating cremated bones is potentially dating the wood used for the cremation fire. Here we compare a high precision radiocarbon dated human bone with an associated dendrochronological age from an oak coffin. We find that the age discrepancy between the dendrochronological age and the cremated bone of 73 ± 26 14C yr is best accounted for by the so called ‘old wood’ effect.  相似文献

For several decades, the field of nationalism studies has seen an extended debate about explanations of nationalism and about the process of nation formation. An impressive set of labels has been coined to describe alternative approaches. One of the theories that has enjoyed unusual longevity is the approach known as primordialism, which stresses the deep historical and cultural roots of nations and nationalism and assumes their quasi‐objective character. This resilience is surprising because of the difficulty of marshalling evidence to support such a theory, and because of the line‐up of critics who dismiss it. This article explores the recent debate about primordialism. It suggests that authentic versions of primordialism are extremely hard to find in the academic literature, and that primordialism may better be viewed as an ingredient in nationalism than as an explanation of nationalism.  相似文献

Muslim scholars writing about the legal situation of Muslims living under non‐Muslim rule during the seventh/thirteenth and eighth/fourteenth centuries were primarily concerned with whether Muslims should be allowed to live under non‐Muslim rule or whether they should emigrate (or go on hijra) from it. Two ?anbalī legists, Ibn Qudāma (d. 620/1223) and Ibn Mufli? (d. 763/1362), both of whom lived and wrote in Damascus (Ayyūbid and Mamlūk, respectively), address this issue in their legal works (fiqh). Their scholarship, when compared with that of the ?anbalī scholar Ibn Taymiyya (d. 728/1328), is instructive, particularly when one considers differences between these scholars’ experiences of non‐Muslim rule. A guiding question is how experience may shape (or fail to shape) a jurist's position on hijra, since the events of the time (the Crusades and, later, the Mongol invasions) forced Muslims living under non‐Muslim control to decide whether they must leave such lands. Loyalty to one's school (taqlīd) appears to have influenced the jurists most in their thinking, but experience shaped how they justified their positions on whether a Muslim must emigrate from lands under non‐Muslim control.  相似文献

The recent crisis in the Solomon Islands is reviewed in the context of historical and regional antecedents. In the past two decades political and ethnic disputes have flared in several parts of Melanesia and nearby parts of the ‘arc of instability’. Tensions and violence in the Solomon Islands, based on social, economic and political issues, exemplify regional development concerns. The collapse of the economy and civil order resulted in the Solomon Islands being characterised as a ‘failed State’. Localised warfare brought external military intervention, with a regional assistance mission led by Australia, which paralleled other involvement in the region. Involvement has emphasised renewed Australian interest in the region, in the light of global geopolitical shifts, and a more controversial approach to regional security and development.  相似文献

Abstract. The article discusses whether principles of territorial or non‐territorial jurisdiction ought to guide the future distribution of decision‐making power between the Norwegian Sami Parliament and the Norwegian Parliament. It argues that an acceptable distribution of powers must satisfy two normative criteria: first, decision‐making power ought to be distributed on the basis of individuals' desire to be politically associated with some people rather than with others. Second, a normatively defensible distribution of decision‐making power must ensure that those who are subject to the jurisdiction of a particular body have the right to vote in elections for, and thus have the possibility to affect the composition of, that particular body. The article concludes that a non‐territorial principle for distribution of decision‐making power provides a more fruitful point of departure for discussions of the future status of the Sami Parliament in the Norwegian political system than do notions of territorial jurisdiction.  相似文献

Lithic artifacts from the lowest strata of the Debra L. Friedkin site, located on Buttermilk Creek in central Texas, have been interpreted as an undisturbed pre-Clovis assemblage (Waters et al., 2011a). Stone tools and debitage were recovered from sediments stratified just below diagnostic Clovis artifacts and dated by OSL to between 13.2 and >15.5 cal kya. Invoking commonly observed cultural and natural site formation processes, we offer an alternative explanation of the “Buttermilk Creek Complex” as a Clovis assemblage in secondary association with the dated sediments.  相似文献

Abstract. This paper examines the construction of a sense of Israeli identity which is not deducible from the public political discourse. It analyses common verbal representations of ‘being an Israeli person’, namely, what people in contemporary Israeli culture repeatedly say about Israelis, and how they position themselves vis‐à‐vis the commonsensical agreements they exchange, assuming that the massive use of such clichés in certain contexts creates a discursive routine that has ‘a life of its own’, through which people constantly negotiate their self‐images and their sense of belonging. It investigates the ways these representations create solidarity or demarcation and how such current popular representations relate to canonical veteran images of Israeli identity, notably that of the pre‐state ‘Native Israeli’ (Sabra) archetype. The analysis is based on 295 anonymous open responses to the question ‘What makes one an Israeli?’ published weekly in the Weekend Supplement of Maariv, the second largest newspaper in Israel, between 1996 and 1998. The analysis has led to the following observations: (1) Instead of the most expected grand ideological (ethnic, national, religious, etc.) issues of conflict, the responses reveal a ‘pursuit of culturedness’, using an implied scale of mastering good manners and possessing a ‘genuine culture’ which form the dominant parameter of judging the ‘Israeli person’. (2) A tension between mainstream and marginalised groups is shaped by a ‘chase and flight’ dynamic of embracing and rejecting the mythological Sabra image (in asymmetry with these groups' assumed political stances), which image is believed to be a symbol of the once hegemonic veteran elite. (3) This tension paradoxically contributes to the persistence of the canonical image of the Sabra that is currently delegitimised by much intellectual discourse.  相似文献

This study initiates a methodological critique of the state‐level immigration policy literature through the lens of the racial threat and group power perspectives. First, I highlight the conceptual problems related to the application of such theories to legislature‐level data analysis. Next, I demonstrate the methodological and analytical problems that raise concerns about ad hoc theorizing in this field. Using counts of hostile and welcoming immigration legislation (2005–2011), I demonstrate that outgroup size measures correlate positively with both dependent variables while measures of population growth rate yield null results unless used on their own. These results suggest that the use of legislature‐level models with demographic indicators does not allow us to gain a clear understanding of whether and how population dynamics influence immigration policymaking. Based on these findings, I recommend that when using demographic indicators as key explanatory variables, researchers provide evidence of result consistency across multiple model specifications and also test the models with both hostile and inclusive policy variables. Such protocols would help avoid ad hoc theorizing.  相似文献

This paper investigates the complex and continuously evolving processes of de‐democratisation evident in urban planning practice in Sydney between 2011 and 2017. New South Wales' successive rounds of planning reform, establishment of a metropolitan commission, and amalgamation of local governments over that period have aimed to reduce local democratic participation in planning decisions, but they have had uneven success. I argue that while New South Wales' efforts to streamline development and de‐democratise planning have evolved considerably in response to multiple forms of opposition, the success of the neoliberal project is still uncertain. The insights this story offers add complexity to theorists' claims about the inevitability of depoliticisation and the end of meaningful democratic engagement. The story also offers insights about how power is created, lost, and regained in particular local circumstances.  相似文献

Historians in the 1970s and 1980s explored the ways in which Victorian science characterised and caricatured the female intellect. As a core element of debates on the extension of the franchise, and on women in higher education, the scientific literature on the mental differences between men and women has been thoroughly explored. A key part of this literature dealt with the relative weights of male and female brains, and the assertions of evolutionists and anatomists that fundamental physiological differences explained any observable differences in psychology by natural law. The paper revisits this material with a new set of questions. To what extent did scientific discourse not only subordinate women, but also serve to reinforce a social hierarchy of men? How was manliness, as a natural mental quality, defined, and who did it exclude? Exploring the ways in which scientific literature mirrored discourses of racial, political and citizenship exclusions, substantial revisions to the existing historiography are suggested. The paper concludes by proposing a turn towards the image of the ‘animal’ as a fundamental category of analysis in Victorian thought, upon which constructions of gender, race and social hierarchy were constructed.  相似文献

The concept of emerging powers presupposes several features shared by the states in question including regional preponderance, aspiration to a global role and the contesting of US unipolarity. This article assesses the role of Russia as an emerging power. It asks how Russians interpret the international system, what kind of system they would prefer, what they are trying to do in the current system and why, and how these considerations affect their relations with the US hegemony, other centres of power such as the EU, and other emerging powers. The author discusses the structural, liberal and regional interpretations of state behaviour and how they relate to the Russian model, arguing that Russia's policy is strongly affected by its domestic economic and political context. Russia is highly responsive to trends in the former Soviet Union and regions it perceives to be in its own space (e.g. EU and NATO Europe and north-east Asia). In the larger international system, Russia's approach is a mix of partnership or acquiescence on matters of vital interest to the hegemonic power, and more competitive behaviour on issues deemed central to Russian but peripheral to US interests. The article concludes that Russia is not an emerging power in the conventional sense. Its foreign policy is dominated by efforts to reverse the decline of the 1980s and 1990s. This entails fostering international conditions conducive to allowing reconsolidation without external hindrance. Its second major priority is regional: to restore Russian influence over the former Soviet states. In essence, Russian policy aims to limit further losses and promote conditions that will allow it to re-emerge as a great power.  相似文献
