Despite the growing interest in the use of child images in humanitarian contexts in the last few years, there has been no transverse study of the iconography of famines in contemporary times. On the contrary, this iconography has been analysed in a scattered way, in disciplinary boundaries that prevent a more global understanding of the birth and use of these images. By comparing the approaches of the history of humanitarianism and childhood, as well as of social photography and media analysis, the purpose of this article is to show that visuals of starving children eventually find their roots at the end of the nineteenth century, at a time when charitable organisations are using photography as a tool to mobilise civil society and governments as well as to internationalise the humanitarian response. This analysis of Western visual strategies and media mobilisations throughout the twentieth century helps to put into perspective the so-called rupture between a first and a second age of humanitarianism. It shows first how young generations have become a privileged form of representation since the nineteenth century, using an aesthetic universe that is morally compelling; then, later, how the depoliticisation of the victim’s figure engages a political message.  相似文献

This article examines the influence of the Biafran humanitarian crisis on British and Irish conceptions of the Third World. Drawing on evidence from non-government organizations (NGOs) in both countries, it argues that the explosion of non-governmental activity in this period, combined with the unprecedented attention afforded to the relief effort, crystallized a popular vision of the Third World that was rooted in western internationalism and the legacies of the imperial world. The model of humanitarian action pursued by Oxfam, Save the Children, Africa Concern and others transformed non-governmental actors into key mediators between the west and the Third World. Yet, this article argues, the image they presented and the tactics they pursued can only be understood as part of a broader adjustment to a decolonized world. From very different beginnings (British postcolonial responsibilities versus a strong anticolonial narrative in Ireland) considerable similarities emerged between British and Irish NGOs. The response to Biafra was an extension of the missionary and colonial service ethos, and generated a model of relief that privileged humanitarian action over local political and human agency. That paternalistic approach further reinforced traditional attitudes to the Third World through renewed emphases on donation, dependency, expatriate volunteers and western concepts of ‘needs’ and ‘development’. This article concludes, therefore, by arguing that Biafra played a vital role in the shift from imperial humanitarianism to neo-humanitarianism and the rise of liberal humanitarian governance. The vision of an inclusive ‘common humanity’ the NGOs espoused was in practice rooted in a very western understanding of humanitarian responsibilities and a very western image of the Third World.  相似文献

The civilization of the children of the "savages" in the colonial world was seen as a crucial issue from early on was an inherent part of the colonization project in Africa, America and Oceania in the 19th century. The idea of civilizing "the savages," today's South, through children has continued in the post-colonial era with the development of mass-schooling systems and various child-focused development projects. This has led to an export of internationally defined standards for a "good childhood" through various foreign funded development programs in South. While many NGOs, legitimizing their work on the basis of the Convention on the Rights of the Child (CRC), are genuinely working for an improvement of children's conditions, they have also taken on the role as a second guardian in order to cultivate "proper" children and parents who can live up to the supposedly universal ideals of a "good childhood." The article adopts a critical view on the child rights movement by shedding light on the crucial role, which NGOs play as civilizing institutions in the South. The article specifically draws attention to the double-sided patronization of children and parents, and "infantilization" of nations in South, which implicitly lies beneath CRC and the child rights movement.  相似文献

Apart from altruistic reasons, NGOs may engage in developing countries under conditions of conflict and war in order to secure funding and survive in the ‘market’ of humanitarian relief and development assistance. Applying difference‐in‐differences approaches, this article analyses empirically whether the presence of US‐based NGOs in Afghanistan and Iraq improved their chances of external funding. While there are some indications that NGOs active in Afghanistan had better access to official funding, the authors do not find statistically compelling evidence that it pays for NGOs to engage where the United States intervenes militarily.  相似文献

Non‐Governmental Organizations (NGOs) are increasingly challenged to demonstrate accountability and relevance, with reporting, monitoring and evaluation arguably having become development activities in their own right. Drawing on interviews and observation research, this article examines the impact of intensified monitoring and evaluation (M&E) requirements on a number of South African NGOs. M&E — and the types of expertise, vocabularies and practices it gives rise to — is an important area that is usually neglected in the study of NGOs but that significantly impacts on NGOs’ logic of operation. By focusing on three areas — data that are considered appropriate to conduct M&E, staffing and organizational cultures, and NGOs’ reformist relationships with other civil society organizations (CSOs) — M&E is revealed as a central discursive element in the constitution of NGOs appropriate to neoliberal development. By engaging a neo‐Foucauldian framework of governmentality, M&E practices are thus understood as technologies through which governing is accomplished in the trans‐scalar post‐apartheid development domain.  相似文献

Summary. Ancient medical discourse conveys a mainly negative view of children's bodies. From Hippocrates to Galen, newborn children are defined as imperfect and ugly beings, associating an excessive softness and weakness with various anomalies. Aristotle links their physical disproportions with those of dwarfs and animals. These disproportions induce physiological troubles and mental incapacities. Hot‐tempered and moist, children are dominated by their emotions and sensations. Often authors group them with other beings regarded as inferior, such as women, the old, the sick, the insane, the drunk. How are mythical and human children rendered in iconography? Do their characteristics correspond to the medical discourse? The image of children's bodies changes with the passing of time; the miniature adult of archaic Greece gradually turns into the plump toddler of the Hellenistic period. How can we interpret these transformations? Does the evolution of iconography reflect the transformation of society or does it mirror the progress of medical knowledge?  相似文献

ABSTRACT. It has become common for scholars of nations and nationalism to use banknotes, coins and postage stamps as passing examples of everyday objects expressive of nationalism. Until recently, however, it has been less common for these objects to form the focus of empirical enquiries that substantiate their contribution to the creation and transmission of national symbolism. This article addresses this lacuna through an empirical investigation of over 300 years of Scottish banknote iconography. In their symbolic content, banknotes are shown to be amenable to the service of both national and non‐national political agendas. To explain this phenomenon, we advance three interrelated arguments. First, we contend that variations in banknote iconography reflect the different political contexts in which notes were produced and the distinctive loyalties and customer constituencies of the banks that issue them. Second, we argue that changes in banknote imagery reflect changes in the scale of their circulation. Third, we argue that Scottish banknotes have always included iconography that constructs the image of the bank and advertises its reliability, often through association with national images. The article concludes by addressing Scotland's place in wider understandings of the iconographic power of banknotes.  相似文献

ABSTRACT

China’s engagement within the South Pacific has increased dramatically in recent years mainly through significant increases in development assistance. Development assistance is provided to address humanitarian needs but to also secure national interests of the donor. This paper examines the extent and nature of Australia’s and China’s influence in Vanuatu from the perspectives of the Ni-Vanuatu people using new data. China is perceived as having the most influence in the country despite Australia’s development assistance being viewed far more positively. Support for infrastructure is the most important factor contributing to a positive image for both countries. Perceptions of land grabbing are the main factor contributing to negative images. Regional differences in perceptions of Australia and China across Vanuatu also exist.  相似文献

This article examines the results of, and the prospects for, the declared shift of NGOs from relief operations to development activities in the Red Sea Province of eastern Sudan. Statistical and qualitative information contained in the reports of NGOs themselves provides the main data source on which the analysis is based. Although NGOs have been successful in conducting massive relief operations in the area, the article asserts that they have not yet and are not expected to achieve any tangible results on the development front. The main reason for this is the apparent misconception of development on the part of the NGOs as an isolated, localized activity which they can perform; another is the NGOs' failure to recognize the difference in the methods, means and prerequisites necessary for relief and for development; a third is the failure of NGOs to equip local institutions to absorb and/or sustain any achieved ‘development’, since most NGOs operate in complete isolation from governmental and traditional Beja institutions.  相似文献

Human rights-based approaches (HRBAs) can challenge the underlying structures and power relations that perpetuate poverty. They have thus emerged in the development field as a prominent instrument for addressing development issues. Access to clean water and sanitation are now internationally acknowledged as human rights, and have become a stand-alone Sustainable Development Goal of the international community’s commitment to international development. This paper analyses the potential use of HRBAs by local Non-Governmental Organisations (NGOs) working on sanitation issues in slums in Mumbai. It is argued that it is more productive for local NGOs to build (i) partnerships with duty-bearers (in this case the state and the Municipal Corporation of Greater Mumbai) and (ii) the capacity of rights-holders, in particular women, than to rely on litigation strategies to create momentum for change. HRBAs are more useful as a political tool for NGOs for establishing good working relationships with government agencies rather than as a legal instrument, which can be counter-productive to the poverty reduction objectives of NGOs.  相似文献

Donor‐funded development NGOs are sometimes portrayed as co‐opting, privatizing or depoliticizing citizen action or social movements. This much is implied by the term ‘NGOization’. Alternatively, NGOs can be seen as bearers of rights‐based work increasingly threatened by tighter regulation or substitution by corporate social responsibility models of development. This article engages critically with both perspectives. It traces the role of NGOs and their funders in agenda setting, specifically in bringing the previously excluded issue of caste discrimination into development policy discourse in the form of a Dalit‐rights approach in Tamil Nadu, south India. The authors explore the institutional processes of policy making and NGO networking involved, the alliances, entanglements of NGOs and social movements, and the performativity of NGO Dalit rights. But at the same time, the article illustrates how NGO institutional systems have constrained or failed to sustain such identity‐based claims to entitlement. In Nancy Fraser's terms, the article explores success and failure in addressing ‘first‐order’ issues of justice, that is rights to resources (in this case, land), and in tackling ‘second‐order’ injustices concerning the framing of who counts (who can make a claim as a rights holder) and how (by what procedures are claims and contests staged and resolved). This draws attention to the important but fragile achievements of NGOs’ discursive framings that give Dalits the ‘right to have rights’.  相似文献

The structure of aged-based education and the science of childhood development were introduced to China in the last decades of the Qing dynasty. Drawing on period textbooks, journal articles, and school documents for women and children, this study argues that the theory of childhood development helped shape socialized play and citizenship training in new schools. These new institutions followed scientific insights about childhood development in terms of both physical and emotional growth. Educators hoped to found schools that would inculcate respect for political authority within the classroom, and administrators took unprecedented steps in documenting and regulating children. Schools not only became places for disseminating learning, but also centers for gathering information about children and their families, as well as about childhood itself. The production of knowledge and the institutionalization of schools for preschool children helped usher in new trends that denaturalized childrearing outside of the family domain.  相似文献

Informed by Didier Fassin’s concept of humanitarian government, this article reveals a distinct pattern of secret care provisions imposed under Stalin by the secret police and its successor agencies (NKVD, MVD) first to the peasant children displaced by class war and the famine of 1932–33, and then to the children made homeless by the Great Terror and the 1940s’ national deportations. The article also identifies the under-researched reception centres as crucial sites for both administering emergency assistance and establishing the social classification necessary to apply these discriminatory measures. Affected by the decreasing faith in their possible socialist rehabilitation and lack of any official display of compassion, these children’s lives appeared even less worthy of saving in the course of major emergencies. These findings challenge the official Soviet view of the existence of a universal childhood worth protecting, which guided the first socialist country’s intervention to save other children nationally and internationally.  相似文献

ABSTRACT

This paper situates postcolonial asylum as a dominant global encounter between the West and the Rest. Rather than a humanitarian gift, the paper argues that discursive violence of asylum regimes forces the materialization of identities, spaces and structural conditions that encamp and re-colonise asylum-seeking bodies. It first examines the global instrumentalization of images and bodies of Third World women in refugee representations to act as a humanitarian alibi that re-signifies the white saviour discourse. Moving to the Irish context where childbearing bodies of African women were targeted in a political campaign that ended birthright Citizenship for children of non-EU parents in 2004, it examines the performativity and affective entanglements of visual representations of ‘Third World Women’ and illustrates how NGO policies and projects force performances of black female bodies that exploit their representational and affective labour. Meanwhile, the material labour—of waiting— is appropriated from bodies detained in Direct Provision (a form of open asylum detention) by the asylum industry. The paper argues that postcolonial asylum is non-performative of the promise it makes, but a colonial continuity that serves a number of uses for white Western states and preserves a humanitarian face while detracting critical attention from the root causes of forced displacement from the South—necropolitics in the South.  相似文献

Abstract

This paper has two primary objectives. First, it addresses the development of an iconography for electrical phenomena in the eighteenth century, showing how scientific progress influenced artistic images, and how, eventually, Franklin's revolutionary discovery that lightning is an electric discharge made it possible to use a zigzag line (already used at the time as the iconographic symbol for lightning) as a sign for electricity. Second, it investigates the creation and evolution of conventions for scientific illustrations. The following original argument is also introduced: that the stylistic ideals of Classicism influenced scientific illustration in the period around 1800.  相似文献

Abstract

Two Roman polychrome mosaics, depicting Europa and Orpheus, are preserved in their original settings in a town house of Roman Sparta. Discovered last century, they have been inventoried, but not studied in detail. Probably both were produced by the same local workshop in the third to fourth century, sharing characteristics peculiar to Greek mosaic. They appear to mirror each other. The depiction of Europa near Orpheus occurs rarely in the classical repertory. This collaborative research defines the pictorial originality of each mosaic. Europa, an archaic image, reflects the iconography of the Nereids. Orpheus may have copied a lost painting. The choice of motif and possible symbolic readings are examined. Perhaps the tenets of Orphic thought pervaded the images. Such a combination might bear witness to tastes and attitudes in Greece during the late Roman period.  相似文献
