Abstract: By exploring the shifting and uneven power relations among state, market and civil society organizations in US environmental foreign aid policy‐making, this article forges new ground in conversations about conservation and neoliberalism. Since the 1970s, an evolving group of non‐governmental organizations (NGOs) has lobbied the US Congress to support environmental foreign assistance. However, the 1980s and 1990s rise of neoliberalism laid the conditions for the formation of a dynamic alliance among representatives of the US Congress, the US Agency for International Development, environmental NGOs and the private sector around biodiversity conservation. In this alliance, idealized visions of NGOs as civil society and a countering force to corporations have underpinned their influence, despite their contemporary corporate partnerships. Furthermore, by focusing on international biodiversity conservation, the group has attracted a broad spectrum of political and corporate support to shape public policy and in the process create new spaces for capital expansion.  相似文献

The evident failures of international peacebuilding and statebuilding interventions (PSBIs) have recently prompted a focus on the interaction between interventions and target societies and states. Especially popular has been the ‘hybridity’ approach, which understands forms of peace and governance emerging through the mixing of local and international agendas and institutions. This article argues that hybridity is a highly problematic optic. Despite contrary claims, hybridity scholarship falsely dichotomizes ‘local’ and ‘international’ ideal‐typical assemblages, and incorrectly presents outcomes as stemming from conflict and accommodation between them. Scholarship in political geography and state theory provides better tools for explaining PSBIs’ outcomes as reflecting socio‐political contestation over power and resources. We theorize PSBIs as involving a politics of scale, where different social forces promote and resist alternative scales and modes of governance, depending on their interests and agendas. Contestation between these forces, which may be located at different scales and involved in complex, tactical, multi‐scalar alliances, explains the uneven outcomes of international intervention. We demonstrate this using a case study of East Timor, focusing on decentralization and land policy.  相似文献

The history of political and economic inequality in forest villages can shape how and why resource use conflicts arise during the evolution of national parks management. In the Philippine uplands, indigenous peoples and migrant settlers co‐exist, compete over land and forest resources, and shape how managers preserve forests through national parks. This article examines how migrants have claimed lands and changed production and exchange relations among the indigenous Tagbanua to build on and benefit from otherwise coercive park management on Palawan Island, the Philippines. Migrant control over productive resources has influenced who, within each group, could sustain agriculture in the face of the state's dominant conservation narrative — valorizing migrant paddy rice and criminalizing Tagbanua swiddens. Upon settling, migrant farmers used new political and economic strengths to tap into provincial political networks in order to be hired at a national park. As a result, they were able to steer management to support paddy rice at the expense of swidden cultivation. While state conservation policy shapes how national parks impact upon local resource access and use, older political economic inequalities in forest villages build on such policies to influence how management affects the livelihoods of poor households.  相似文献

This article explores attempts to construct ‘regulatory capacity’ in developing countries, focusing on the work of the Organisation for Economic Co‐operation and Development (OECD) and its role as an international standard‐setting institution in regulatory governance. The article explores how the construction of specific forms of regulatory capacity, and attempts to orchestrate the adoption of regulatory reform agendas in emerging economies, reflect broader processes of political‐policy transfer that impact state capacity and the ability of developing states to manage economic development. By analysing the OECD's engagement practices with third party organizations such as APEC (Asia‐Pacific Economic Cooperation organization) and ASEAN (the Association of Southeast Asian Nations) and its specific engagement with emerging economies through country ‘reviews’ and ‘audits’, the author explores the implications for state capacity in terms of the adoption of regulatory systems of governance.  相似文献

We demonstrate how international conservation practices in a rebel forest during ceasefire are shaped by and contribute to legacies of racialized political violence. Nature conservation has been shown in some cases to be implemented by armed forces and directly contribute to acts of “green violence” and the makings of “green war”. Less explored in the critical conservation literature, and the focus of our study, are the ways in which conservation projects can also be implicated in the continuation of counterinsurgency through “softer” non-militarized means. Based on ethnographic field research, interviews, and document analysis conducted by both authors, we present a field case study from the lowland forests of Tanintharyi Region in southeast Myanmar. The proposed Lenya National Park falls within territory contested by an ethnic Karen rebel group, who have been under a tenuous ceasefire since 2012 but who have not yet reached a political settlement to end armed conflict. We find that the mapping of Lenya during ceasefire by foreign conservationists legitimizes past forced displacements of Karen civilians by the Myanmar military during decades of war, and impedes the potential return of refugees and internally displaced persons to their customary lands now zoned for the park. Conservationists working to establish the park invoke and build upon racialized discourses of Karen forest dwellers as criminals, first as dangerous rebel supporters, and now as forest destroyers. The ceasefire has also opened up political space for Karen leaders to challenge the making of state forests, who envision an alternative model of community-led conservation based on indigenous rights.  相似文献

The key concerns in work on the politics of the Middle East in the past decade have been economic and political liberalization/democratization (or the absence thereof) and security, both domestic and international, along with a continued focus on the Arab‐Israeli conflict. There has been an increasing recognition that these issues are strongly interrelated. Europe cannot avoid concerns over economic and political stability in the region affecting its own interests. Together with economic reasons for engagement with the region, this has brought about a desire to see economic and political reform take place. The Euro‐Mediter‐ranean Partnership Initiative (EMPI) is one result of this. The background against which these policies, concerns and hopes are evolving is ‘globalization’, both of the discourse of ‘democracy’ and in the growing hold of liberal market economics internationally. Recent research on the politics and political economy of the region, and on EMPI, however, shows that a combination of political‐economic and related political‐cultural factors, along with the Arab‐Israeli conflict, continue to hamper political and economic reform in the Middle East, and that European policy as currently conceived is unlikely to affect this greatly. Yet such recent work also shows that aspects of globalization are changing the environment in which Middle Eastern regimes are having to function, while at the same time offering civil society new tools. Middle Eastern societies do, to varying extents, possess the necessary ‘spaces’ and traditions for human ‘agency’ to escape the constraints of domestic and international ‘structures’ and evolve new political cultures‐including democratic ones. Existing judicial or legislative institutions may acquire volition of their own and reinforce this process. There is nothing in ‘Islam’ that necessarily obstructs such possibilities. And supposedly ’obsolete‘ monarchies might yet be among the most successful types of regime in coping with such change.  相似文献

In 2013 there was a spike in the illegal export of rosewood, a highly‐valued tropical hardwood, from Belize. Hewn by Maya workers at night, logs were sold to Chinese buyers. Although protected by international conservation agreements, container‐loads of rosewood were exported unprocessed, unmarked and untaxed. This article examines the rosewood exports, providing a critical analysis that seeks its underlying causes and lessons for development. Drawing on extensive archival research, interviews with multiple actors, and data on China's rosewood imports, the authors show that the exports reflect a long‐standing pattern: the extraction and export of unprocessed primary commodities from Belize's forests. However, contemporary patterns are not simply repeating colonial history. On the demand side, the recent rosewood boom was triggered by a rapid rise in demand from urban, middle‐class consumers in China, stimulating a new commodity chain. On the supply side, the ‘rosewood crisis’ was facilitated by a peculiar legal‐political conjuncture: it occurred during a period after the Maya communities had won legal rights to their forests through the courts, but before the state had recognized those rights. Thus the incomplete recognition of indigenous land rights collided with long‐standing patterns of forest extractivism and explosive demand in China.  相似文献

Markets for ecosystem services are being promoted across the developing world, amidst claims that the provision of economic incentives is vital to bring about resource conservation. This article argues that equity and legitimacy are also critical dimensions in the design and implementation of such markets, if social development goals beyond economic gains are to be achieved. The article examines this issue by focusing on two communities involved in a project for carbon sequestration services of forests in the state of Chiapas, Mexico. The perceived legitimacy of the activities and the distribution of economic outcomes and project‐related information are found to be mediated by organizational allegiances and the history of social relations regarding access to property and forest resources. Political affiliation determines the project's legitimacy, while the poorest farmers and women have been excluded from project design and implementation. The authors argue that pitfalls such as these contribute to reinforcing existing power structures, inequities and vulnerabilities, and suggest that this is a product of the nature of emerging markets. Markets for ecosystem services are, in effect, limited in promoting more legitimate forms of decision making and a more equitable distribution of their outcomes.  相似文献

This article considers how environmental problematics are produced and interpreted, using case material from West Africa’s humid forest zone. Examing the experiences of several countries over the long term, it is possible to identify a deforestation discourse produced through national and international institutions. This represents forest and social history in particular ways that structure forest conservation but which obscure the experience and knowledge of resource users. Using fine‐grained ethnography to explore how such discourse is experienced and interpreted in a particular locale, the article uncovers problems with ‘discourse’ perspectives which produce analytical dichotomies which confront state and villager, and scientific and ‘local’ knowledges. The authors explore the day‐to‐day encounters between villagers and administrators, and the social and historical experiences which condition these. Instances where the deforestation discourse becomes juxtaposed with villagers’ alternative ideas about landscape history prove relatively few and insignificant, while the powerful material effects of the discourse tend to be interpreted locally within other frames. These findings present departures from the ways relations between citizen sciences and expert institutions have been conceived in recent work on the sociology of science and public policy.  相似文献

In this paper, interpretations of sustainable forestry are investigated against the historical background of transformations in the industrial utilisation of forests. Three distinct forest policy regimes in Finland since the 19th century are identified. First, the introduction of the German forestry model, with the central notion of sustained yield, and the establishment of the Finnish Forest Service took place simultaneously in the latter half of the 19th century. These actions aimed at changing patterns of local forest use considered detrimental to long-term forest utilisation. Second, a national forest sector was established during the 20th century. Industrial forestry was seen as a guarantee of economic independence for the new nation-state. Third, during a recent phase the influence of non-governmental organisations and international forest industry companies has increased, and traditional power relations have changed as issues such as biodiversity, forest certification and global investments have been introduced to the debates. It is concluded that the recent transformations in forest management should be read as transformations in industrial forestry rather than as abandonment of industrial forest use models; the legacy of the 19th century German forest science still prevails in forest management.  相似文献

Two sets of power relationships have emerged in the political system of the Islamic Republic of Iran: official, institutional relationships outlined in the Constitution, and unofficial, informal ones existing between and within groups and clusters of powerful individuals and institutions. The juxtaposition of informal factional alliances with the formal institutions of power has resulted in the development of a precarious balance within the state, as 'hardliners' and 'softliners' vie for greater influence and the adoption of their agendas as official state policy. The ensuing results have been two-fold. On the one hand, the emergence of multiple centers of power has enhanced the extent and reach of the state in relation to various social strata, thus bestowing it with considerable durability and staying power. On the other hand, the existence of multiple official and unofficial venues for competition has sharpened the tenor and substance of factional rivalries. For the most part, each of the factions has so far been able to balance out the influence and agendas of the other. At the same time, however, since the 'softliners' by and large advocate greater political liberalization, these very factional rivalries have had some modest consequences in opening up the Iranian polity. Ultimately, the pace and direction of political liberalization in Iran will depend on the outcome of the ongoing rivalry that is currently being played out within official state institutions and unofficial power-cliques.  相似文献

After a decade of relative neglect post‐Soviet Central Asia has become a foreign policy priority for the transatlantic community. Both the United States and Europe have engaged with the region in recent years in pursuit of new strategic interests, including maintaining military basing access in support of coalition operations in Afghanistan and securing the export of Central Asian oil and gas to the West. Despite this period of renewed engagement, however, the quality of democratic governance within the region remains poor, especially in comparison with other post‐communist regions that successfully completed their political transitions. In fact, the United States and the European Union have often tempered promoting their Central Asian democratization agendas in order to maintain access to these strategically important fixed assets. The transatlantic struggle to balance the pursuit of strategic interests and democratic values has been rendered more difficult by Russia's recent resurgence as a regional power. Backed by the Central Asian governments, Moscow has challenged the purpose and influence of western‐based international and non‐governmental organizations in the region, thereby further diminishing the transatlantic community's capacity to promote sustained democratic reforms.  相似文献

The greater part of regional development theory and thinking focuses most attention either upon spatial structure within nation states or upon inherent tendencies/free market forces within capitalist social formations/domestic economies. The great significance that is attached to the nation state is entirely understandable in terms of the historical specificity of the re-emergence of regional development studies in the post-war era. It is, however, no longer a sufficiently adequate basis for analysis Rather, it is necessary to commence analyses with a consideration of shifts in the global capitalist economy. Whilst the significance of the impacts of the growth in the internationalisation of production have been noted, more attention needs to be devoted to shifts from public to private economic power and from order to disorder in international finance markets. These shifts are not accidental They can be traced to internal weaknesses and inconsistencies in the Bretton Woods arrangements which eroded their ultimate foundation, that of monetary stability. As one consequence, the unregulated growth of private economic power, endemic instability and extreme volatility in international finance markets have all directly and indirectly undermined and eroded the extent of control over domestic economic policy on the part of the nation state  相似文献

Following the Asian economic crisis of the late 1990s, some scholars predicted that the introduction of neoliberal ideas and policies would result in the definitive passing of the Korean developmental state. Despite these predictions, Korean state elites have retained their influential position as economic managers by, for instance, practicing a revised form of industrial policy. Neoliberal reform has, however, had significant social implications. Rather than neoliberalism acting as a democratising force that curtails the power of the state, this article illustrates that the Korean state has used the reform agenda to justify an expansion of its powers. The state presented itself as an agent capable of resolving long-standing economic problems, and of defending law and order. By doing so, the state reduced the political space available to non-state actors. The article concludes that for some states, neoliberalism is a means of retaining economic and political influence, and that former developmental states may be particularly adept at co-opting elements of civil society into governing alliances.  相似文献

The analysis of ‘ambiguous lands’ and the people who inhabit them is most revealing for understanding environmental deterioration in Thailand. ‘Ambiguous lands’ are those which are legally owned by the state, but are used and cultivated by local people. Land with an ambiguous property status attracts many different actors: villagers hungry for unoccupied arable lands in the frontiers; government departments looking for new project sites; and conservation agencies searching for new areas to be protected. This article shows, first, how two types of ambiguous land — state‐owned but privately‐cultivated land, and communal lands — were created. It then examines how the Karen, one of the hill peoples living on the ambiguous lands, have been struggling to survive between the forces of capitalistic development and forest conservation. Using a detailed study of forest use and dependency conducted in two Karen villages, I argue that the state’s efforts to reduce the Karen’s forest dependency, or even to evict them from the forests, are not leading to the stated objective of conservation. Finally, I draw some wider implications with reference to James Scott’s thesis on state simplification.  相似文献

The traditionally coercive and state-controlled governance of protected areas for nature conservation in developing countries has in many cases undergone change in the context of widespread decentralization and liberalization. This article examines an emerging “mixed” (coercive, community- and market-oriented) conservation approach in managed-resource protected areas and its effects on state power through a case study on forest protection in the central Indian state of Madhya Pradesh. The findings suggest that imperfect decentralization and partial liberalization resulted in changed forms, rather than uniform loss, of state power. A forest co-management program paradoxically strengthened local capacity and influence of the Forest Department, which generally maintained its territorial and knowledge-based control over forests and timber management. Furthermore, deregulation and reregulation enabled the state to withdraw from uneconomic activities but also implied reduced place-based control of non-timber forest products. Generally, the new policies and programs contributed to the separation of livelihoods and forests in Madhya Pradesh. The article concludes that regulatory, community- and market-based initiatives would need to be better coordinated to lead to more effective nature conservation and positive livelihood outcomes.  相似文献

Crafts have recently been experiencing a renaissance. This revitalization sees craft increasingly recognised as a growing industrial sector with benefits linked to educational, cultural and economic development policy agendas. This paper engages with policy debates around the place of craft in the United Kingdom from 2010. Drawing on craft sector perspectives and UK government policy initiatives it situates the disciplines and practices of craft within their institutional support networks, organizational contexts and draws attention to the role of individuals in driving agendas. The paper focuses on the national facing crafts development organizations, the UK Crafts Council and the UK Heritage Crafts Association, alongside recent policy discussion emerging from the UK Department for Business, Innovation and Skills. Recognizing that the legacies of past practice often inform contemporary agendas, the paper explores how the advocacy of craft in the recent past has shaped the place and positioning of craft in contemporary UK politics.  相似文献

The growing private sector in the post-reform Vietnamese economy and its new forms of mobilisation have led to newly emergent social forces that have shaped internal state agendas and political deliberations. With a view to exploring the nature of institutional change in Vietnam, I argue that business associations have played a crucial intermediary role between the state and the private sector over past decades. These associations and the spaces of governance that they constitute are neither characteristic of autonomous actors as suggested by liberal theory nor a form of state corporatism. This paper adopts the “state-in-society” approach, which contends that the state and society should be considered through new governance spaces within the state. These spaces create institutional mechanisms for interaction between the government and business, and provide a framework for deliberative engagement between state and non-state actors. This framework will be tested through an examination of associations of small and medium enterprises in Ho Chi Minh City and their connections to the city authorities. I argue that business associations will be accommodated by the state and will coalesce with existing bureaucratic interests. This proposition contributes to the new research agenda that applies the state-in-society approach to post-socialist institutions.  相似文献

Transnational civil society has often been conceptualized as a third sector, buffered from the power politics of nation-states and global capital. The relative autonomy of this sector has been seen as key in empowering the voices of marginalized peoples and in advocating new counter-hegemonic agendas on the world stage. Recent research, however, has begun to explore power imbalances within the transnational civic sphere, and how different transnational NGOs' modes of articulation with political institutions and market actors inform those power dynamics. We suggest here that the concept of “entanglements,” recently introduced within political geography, can offer a useful spatial imagery in assessing the effects of these varied lines of influence. The article first traces the evolution of the Amazon Alliance, a transnational network of environmental and human rights NGOs and Amazonian indigenous federations. It then examines a countervailing nexus of governmental and corporate entanglements that have been drawing conservation NGOs away from indigenous eco-political engagement in recent years. To understand the waning salience of the eco-indigenous conservation agenda, we argue, requires analysis of the shifting terrain of civil society, and of the articulation of different NGOs with institutions beyond the frontiers of the third sector.  相似文献

Reform in the forest sector in Peru resulted in a new forestry law, developed with substantial input from international conservation and donor organizations. While it incorporates the principles of sustainable forest management, biodiversity conservation and livelihood improvement, inconsistencies remain between the regulatory mechanisms and actual practices and outcomes in the field, leading some to consider the legal framework a failure. This article suggests that problems in the sector persist because the legal and regulatory frameworks do not incorporate existing local institutions, norms and practices — all of which are rooted in complex historical social, political and economic relationships. Based on information from interviews, data on movement of timber and analysis of secondary information, the authors examine the local structure, actors and dynamics of the concession forestry system in the Peruvian Amazon. The article focuses on how financial, social and political relationships in the network of actors, and particularly the patronage system, have helped actors in the sector adapt to the new policy framework. It is proposed that any further reform in the forest sector must be based on a keen understanding and appreciation of the praxis of timber extraction in the region.  相似文献
