Industrial policy would appear to be fertile ground for the application of evaluative comparison, that is, the use of comparative methods to elicit principles for policy improvement. Comparative methods have been used, although often on a highly selective basis, to support or rebut arguments about targeted government intervention in industry. This paper argues that it is only when industrial policy is reconceptualised as a system of incentives rather than as a set of allocative decisions that evaluative comparison comes into its own. By developing and applying the 'most different' method of comparison, it is possible to discern the key elements of successful industrial policy in a form which can be used to bring about practical improvement in any given country.  相似文献

What happens to people's concept of the person when their ‘dividuality’ engages with the Christian concept of the ‘individual’? According to Vanua Lava kastom, when people die they go to sere timiat, the place of the dead. But do they still go there when the person had been a Christian during their life time? Where is the Christian heaven and hell? Is there a separate Christian ‘soul’? Will the dead be eternally separated from each other and their ancestors? Can kastom and Christian concepts be reconciled? Depending on denomination and degree of conversion (devout, nominal, or ‘back‐slider’) people have found multiple answers that help them conceptualise their final resting place. Their answers are of relevance for theoretical debates in anthropology about dividuality, individuality and engagement with modernity.  相似文献

This article examines the changes that have taken place in Russian domestic and foreign policy after the Beslan hostage crisis of early September 2004. The terrorist attack has had two immediate effects in Moscow: it shook new convictions about the apparent consolidation of Russia and it reinforced old beliefs in the need to strengthen the Russian state. In order to analyse recent changes, the article discusses the policy framework put in place during Putin's first term to strengthen the state and to build a more favourable external environment. Putin's response since the Beslan attack is founded on the premise that the only effective response to the terrorist threat is to reinforce the 'organism' of the state to withstand further attacks and to manage their consequences. The article examines the limits of the policy framework in place since 2000, where a circular logic is at work, in which terrorist attacks produce greater efforts by the government to strengthen the state but with measures that do little to prevent further attack, which, in turn, stimulate a further securitization of policy. The terrorist attack at Beslan has accelerated this logic, which sits uneasily with Putin's twin vision since 2000 of domestic modernization to revitalize the country and external engagement to create a predictable external setting.  相似文献

Since the adoption of UN Security Council Resolution 1325, the woman‐in‐conflict has emerged as a central figure in the discourse of the UNSC Women, Peace and Security policy community. She is an ever‐present referent in discussions, the person in whose name critique is launched or action demanded. This figure is a representation of the needs and interests of the uncountable, faceless and nameless women affected by and living through war; a representation that takes place through imbuing her with particular meaning or characteristics. These meanings shape how the figure is understood in Women, Peace and Security discourse, which, in turn, constructs the horizons of possibility for both current and future policy and its implementation. This article explores how this figure is produced as a subject through layers of representation and is deeply embedded in the practices and relationships of power in the policy community. It suggests that accounting for these will offer an opportunity for feminist advocates to engage in this institutional space in more considered and effective ways.  相似文献

The Second World War had a profound impact on British Agriculture, with state intervention at an unprecedented level cementing the idea of a ‘National Farm’ in both the popular and the governmental psyche. Critical attention has recently begun to refocus on this period, adding to the somewhat celebratory meta-narratives written in the official histories. Drawing from the practice of micro-historical research and recent work in geography that seeks to understand the production of the landscape ‘from within’, this paper explores how ‘small stories’ can afford an appreciation of the ‘complications of everyday existence’ and bring greater depth, nuance and understanding to these ‘larger’ historical events and their influence on the British countryside. Utilising oral histories from farms in Devon (UK), the paper explores the micro-geographies which shaped as well as destabilised the national farm message as it was translated into the local context.  相似文献

Christian Democracy is often championed as a romantic means of bringing ethical considerations for the common good into the daily life of politics. Public choice theory, on the other hand, reveals that the search for the common good is quixotic amidst divergent policy preferences within a nation. While there may be a handful of values that are accepted by nearly all citizens (e.g., prohibitions on murder), more mundane policy choices will likely promote differences of opinion. Given the often arbitrary nature of voting procedures, the ability of one faction to manipulate the vote choice, and the self-interested behavior of politicians to be re-elected, political parties will inevitably alienate some portion of the citizenry. Attaching Christianity to short-term political outcomes serves to undermine its long-term goal of promoting God's mission. Nonetheless, the Catholic concept of subsidiarity is congruent with many of the findings of public choice theory and offers a way for Christians to engage in public life without tainting themselves in the political partisan arena of political partisanship.  相似文献

ABSTRACT Morgan and his informants' interpretation of Australian social categories as ‘marriage classes’ has survived in Dumont's (and Viveiros de Castro's) distinction of a ‘local’ (Dravidian systems) and a ‘global’ (Australian systems) formula. This paper explains that the ‘global formula’ is neither a necessary nor an applied device in Australian kin category determination, even when genealogical memory is short and when there is a non‐limitation of range in the extension of categories. Instead, a heuristic model, which is called the relational triangle, is proposed. This model depicts the procedure through which Australian people pragmatically determine and extend kin categories. Moreover, it also offers a visualisation of the cognitive schema and processes framing discourse and behaviour in relation to kinship and draws some parallels with Greenberg's hypotheses on markedness in kinship classes.  相似文献

In universities, as in everyday life, there is a fundamental need for geographical knowledge, even when no formal departments exist to provide instruction. This need was true in the University of Toronto during the decades before Griffith Taylor was appointed in 1935 to the first university Chair in geography in English‐speaking Canada. Using matriculation and annual university course examinations, university calendars and the papers of President Falconer and Professors James Mavor and Harold Innis, I trace the development of geography at the University of Toronto from the mid‐nineteenth century to the arrival of Taylor. Courses taught in selected aspects of physical and human geography in the Departments of Geology, Political Economy and History are particularly significant. Underlying this instruction, and also the desire to establish a geography department, was an acute awareness of the fundamental importance of geography to help understand a large regionally complex homeland, and a wider world.  相似文献

Traditionally, the Balearic so‐called ‘quicklime burials’ of the Iron Age have been considered to be inhumations in quicklime. The general appearance of the bones, however, resembles more closely that of cremated bones. Laboratory tests reveal that the observed features of the bones from these burials, including cracks, thumbnail fractures and warping, cannot be explained by an inhumation in quicklime. The δ 13C value, Fourier transform infrared spectra, SF values and the low carbon content of the apatite moreover indicate a thermal manipulation of the bones. The 14C content is depleted with regard to the accepted archaeological age of the sample, which can best be explained by carbon exchange between bio‐apatite and fossil CO2 released during the heating of limestone. This implies that the Balearic ‘quicklime burials’ must be interpreted as an elaborate cremation practice in presence of limestone. Copyright © 2013 John Wiley & Sons, Ltd.  相似文献

ABSTRACT. In the wake of the 2006 ‘Cartoons Affair’ which saw international protests by Muslims against the publication of cartoons depicting the Prophet Muhammad, it is clear that identity based on membership in the Islamic ummah goes far beyond simple religious affiliation. This essay presents a novel argument for treating the ummah (the transnational community of Muslim believers) as a nation. I begin with a theoretical treatment of the ummah as nation which employs historic and current interpretations of what constitutes nationhood. I then turn to the current state of the ummah; my findings present a potent nexus of information and communications technology (ICT), emergent elites, and Muslim migration to the West that has facilitated a hitherto impossible reification of the ummah. I also discuss how globalisation, Western media practices, and the nature of European society allow ‘ummahist’ elites to marginalise other voices in the transnational Muslim community. Based on the global events surrounding the Danish cartoons controversy of 2005–06, I conclude that there is need to recognise ummah‐based identity as more than just a profession of faith – it represents a new form of postnational, political identity which is as profound as any extant nationalism.  相似文献

In the 25 years since Marilyn Strathern published The Gender of the Gift (1988) its signature concepts of the ‘dividual androgyne’ and ‘sociality’ have received almost no criticism in the anthropological literature and are now widely accepted as true. The ‘dividual’ is considered to be ‘a new, non‐unitary model of embodiment and … one of the most important theoretical accomplishments to emerge from Melanesian ethnography in the latter part of the 20th Century’ despite the fact that it erases affect, agency, identity and other essential features of human beings (Lipset 2008). The present critique of Strathern's concept of the androgynous ‘dividual’ challenges its legitimacy as a Melanesian or any other ‘premodern’ form of personhood and suggests that it expresses the wish of academic feminists in the 1970s and 1980s to locate an indigenous model for androgyny and to characterise patriarchy, misogyny and sexual segregation as peculiarly Western. The article explores aspects of Gimi myth, ritual and exchange which Strathern claims helped her to formulate the concept of the ‘dividual’ (especially those surrounding men's sacred bamboo flutes) and concludes that she mistook a virulently anti‐female ideology – including a fantasy in which men may subsume or incorporate certain aspects of female anatomy – for benign accommodation between the sexes. The ‘dividual’ does not correspond to social reality among the Gimi and paradoxically affirms Lévi‐Strauss' classic demonstration in the Elementary Structures of Kinship (1949) that ‘the gender of the gift’ is invariably female.  相似文献

By March 1977, the Labour government which had narrowly been re‐elected in the October 1974 election, had lost its parliamentary majority, and was facing a vote of confidence tabled by the Conservative opposition. Senior Labour figures thus desperately sought to secure support from one of the minor parties. Unable to broker a deal with either the Ulster Unionists or the Scottish National Party (SNP), largely due to ideological differences, the Labour leadership entered into negotiations with the Liberal leader, David Steel. The result was that the Liberal Party agreed to provide the Labour government with parliamentary support, in return for consultation, via a joint committee, over future policies, coupled with the reintroduction of devolution legislation, and a pledge to provide for direct elections for the European parliament (ideally using some form of proportional representation). There was some surprise that Steel had not pressed for more, or stronger, policy commitments or concessions from the Labour prime minister, James Callaghan, but Steel was thinking long term; he envisaged that Liberal participation in the joint consultative committee would foster closer co‐operation between Liberals and Labour moderates/social democrats, and eventually facilitate a realignment of British politics by marginalising both the Labour left, and the increasingly right‐wing Conservatives Party.  相似文献

This paper identifies external factors affecting the capacity of Australia's now‐formalised 56 regional natural resource management (NRM) bodies and their community‐based Boards to meet planning and management responsibilities. It demonstrates that little is known about the basic capacity‐related characteristics of NRM regions, despite the lengthy and elaborate process of regionalism that Australia has embarked upon, with its associated and substantial devolution of responsibilities and resources. A suite of indicators is used to develop an ‘exploratory’ capacity typology of NRM regions. The ten regional ‘types’ identified are found to attract varying budget allocations under the Natural Heritage Trust Extension and National Action Plan for Salinity and Water Quality. There are indications that State and regional interests within and outside NRM can significantly influence the distribution of resources. An examination of resources allocated to capacity‐building activities shows significant differences between regions in the scale of resources allocated (0–96% of total budget). The paper argues the case for intervention to reduce the gap between ‘have’ and ‘have not’ regions, and for further exploration of disparities in the allocation of resources to capacity‐building activities. Clarification is needed of the extent to which capacity‐building activities adequately target regional NRM bodies and their Boards.  相似文献

Popular interpretations of national identity often focus on the unifying qualities of nationhood. However, societies frequently draw hierarchical distinctions between the people and places who are ‘most national’, and those who are ‘least national’. Little attention is paid to these marginal places within the nation and the experiences of their inhabitants. This article helps to address this by analysing the ‘less Welsh’ British Wales region of Wales, a country that has traditionally possessed a hierarchical, regionally constituted nationhood. The article studies the British Wales region both ‘from above’ – considering how some areas develop as ‘less national’ – and ‘from below’, introducing empirical ethnographic work into ‘everyday Welshness’ in this area. Whilst previous work on hierarchical nationhood focuses on how hierarchies are institutionalized by the state, this article demonstrates how people at the margins of the nation actively negotiate their place in the nation. Whilst people in this area expressed a strong Welshness, they also struggled to place themselves in the nation because they had internalized their lowly place within the national hierarchy. The article demonstrates the importance of place and social class for national identity construction and draws attention to the role of power in the discursive construction of hierarchical nationhood.  相似文献
