Abstract: To achieve a world‐class city capable of attracting business in a competitive global market, the municipal government of Cape Town, South Africa, like many cities of the global North, has adopted a model of urban revitalization popularized by New York City: business or city improvement districts (BIDs or CIDs). By examining CIDs in city center Cape Town, the paper casts light on the socio‐spatial relationship facilitating the neoliberal post‐apartheid regime and its governance. Analyzing discursive and spatial practices of Cape Town Partnership, the managing body of downtown CIDs, from 2000 to 2006, the paper reveals its difficulties in stabilizing the socio‐spatial relations of a transnationalizing urban revitalization strategy and rejects the view of CIDS as simply a global roll‐out of neoliberal urban policies. It highlights how CIDs are challenged from both within and outside of their managing structures by contentious local issues, and in particular by vast social inequalities and citizens' historical struggle for inclusive citizenship and the right to the city. Whether and how CIDs' inherent limitations can be overcome to address socio‐spatial inequalities is an open question.  相似文献

The arrival of the Museum and Old and New Art (Mona) in the disadvantaged municipality of Glenorchy was heralded as the beginning of significant social change in Australia's island state of Tasmania. These expectations were premised on a local place discourse known as the “Tasmanian gothic,” and, in this article, our aim is to illustrate the importance of place specifications in culture‐led change, including in relation to how place discourse constitutes such change. To do this work, we illustrate a Mona effect that comprises a critical account of the Tasmanian gothic informed by an empiric of tourist movement to and from Mona. We demonstrate that tourist movements follow existing socio‐spatial patterns, with tourists from higher socio‐economic backgrounds bypassing Glenorchy and those from lower socio‐economic backgrounds more likely to stop in this disadvantaged municipality. This socio‐spatial account unsettles the characterisation of Tasmania and Tasmanians provided by the Tasmanian gothic and we conclude by observing (1) a lack of significant social change resulting from Mona, in part explained by well‐established socio‐economic patterns; (2) signs of more subtle change that warrant further investigation; and (3) how local place discourse can act to curtail culture‐led change by reinforcing existing socio‐economic patterns.  相似文献

Current approaches to rural community development in Australia provide for limited government intervention. Such intervention is usually housed within programmes that seek to build the internal capacity of communities to achieve long term socio‐economic sustainability. A fundamental implementation strategy for capacity building has been developing local leadership. The underlying assumption of this approach is that good leadership will result in existing resources being mobilised for a more sustainable function and new resources attracted. What though is good leadership in terms of building the capacity of rural communities to develop sustainable socio‐economic futures? This paper compares the conceptualisation of leadership within rural development policies and leadership training programmes with the nature of local leadership as it exists in on‐ground community building projects. From an in‐depth review of the role and nature of local leadership within six Australian rural communities it was found that local leadership could result in improved adaptive capacity if the leadership is similar in nature to Burn's (1978 ) transformational model of leadership. Within policy, local leadership was most often conceptualised as being similar to this transformational model. However, rural leadership training programmes tended to conceptualise leadership as a top‐down process, similar to Burn's (1978 ) transactional model. While this study of leadership within rural communities revealed that transactional skills, as taught in leadership training programmes, were important for successful project management, such skills did not necessarily result in improved community adaptive capacity. It is suggested that, while transactional leadership can have an important role in influencing the development of rural communities, greater attention needs to be given to developing strategies to support transformational leadership.  相似文献

This article focuses on one of the most disturbing features of life on the Tibetan grasslands today: intractable, violent conflicts over pasture. The author argues that understanding spatial and historical dimensions of the process through which Amdo was incorporated into the People's Republic of China (PRC) helps us make sense of these conflicts. State territoriality attempts to replace older socio–territorial identities with new administrative units. However, histories remain inscribed in the landscape and lead to unintended consequences in the implementation of new grassland policies. The author draws on Raymond Williams’ insight into residual formations to theorize the relationship between range conflicts and secular state officials’ lack of authority. At the same time, dispute resolution by religious figures challenges both triumphalist readings of state domination and romantic notions of Tibetan resistance.  相似文献

This article identifies spatial dimensions of educational outcomes using maps of the 2016 Grade 5 reading results for Australia's National Assessment Program–Literacy and Numeracy for all Australian schools. A geographical information system (GIS) was used to overlay schools' results onto suburbs' advantage or disadvantage to visualise spatial patterns. We then examined the extent to which school results “cluster” in socio‐economically advantaged and disadvantaged suburbs and considered the consistency of spatial patterns for results across major cities. That work illustrates both how GIS can foreground educational inequality and how “the spatial” is more than corollary for student socio‐economic status. Results show substantial differences between urban and remote areas and towns of different size. Maps of cities visualise spatial “clustering” patterns of school results, with most schools in advantaged suburbs having high results and almost no schools in disadvantaged suburbs having high results. Educational outcomes strongly align to local socio‐demographic characteristics, and parallel host communities’ levels of advantage or disadvantage. Differences between public and private schools are less significant than within‐sector differences for schools in advantaged or disadvantaged locales. Patterns in all cities are consistent—schools in advantaged suburbs predominantly have high results, whereas non‐government schools generally perform better than government schools in disadvantaged suburbs. Most concerning is the persistent and increasing trajectory of results in advantaged, and more so in disadvantaged suburbs, of all cities since the first National Assessment Program–Literacy and Numeracy in 2008. Ameliorating spatial inequality between primary schools is one of the greatest challenges for Australians.  相似文献

Abstract: This paper develops multi‐dimensional analyses of socio‐spatial relations. Building on previous research, we identify some tensions associated with different dimensions of socio‐spatiality and introduce the theme of compossible and, more importantly, incompossible socio‐spatial configurations. Two short studies are deployed to highlight the socio‐spatial implications of the principle that not everything that is possible is compossible. The first shows the power of thinking varieties of capitalism compossibly (via the concept of variegated capitalism) and then examines the successive strategies adopted by the European Communities and European Union to address the significance of changing patterns of variegation for approaches to European integration, spatial strategies, and economic and social policies. The second case discusses some related problems for state spatial projects, starting in the 1980s with spatial planning, promotion of a Europe of the Regions and/or of Europe and the regions, and then turns to examine city‐regional development strategies.  相似文献

This article examines popular politics under precarious conditions in the rapidly expanding port‐city of Buenaventura on Colombia's Pacific coast. It begins by identifying the intersecting economic, ecological, and political forces contributing to the precarity of life in Buenaventura's intertidal zone. Focusing on conflicts over land in the waterfront settlements of Bajamar (meaning “low‐tide”), it then describes the efforts of Afro‐Colombian settlers and activists to defend their territories against threats of violence and displacement. In doing so, they must navigate historical legacies of ethno‐racial politics as well as formations of liberal governance and their multicultural and biopolitical logics of vulnerability and protection. The socio‐material conditions of the intertidal zone, and in particular the figure of submergence, are used to illuminate forms of political life in Colombia's future port‐city. The struggles of Afro‐Colombians to contest violent dispossession in Buenaventura reflect the racialized politics of precarity under late liberalism.  相似文献

This article analyzes the mechanisms through which metropolitan governance is established in Montreal's aeronautics sector, one of the most important and innovative industries in the region. The article also examines the role of lead firms, socio‐economic actors, and public agencies from a territorial point of view. It is established that on the one hand the existence of a small number of prime producers at the local level facilitates productive linkages among businesses through subcontracting, and on the other hand, the intensive participation of intermediate socio‐economic agencies and organizations ensures a metropolitan anchoring of the sector and creates a strong territorial identity among the players.  相似文献

Many cities around the world are redeveloping their neighbourhoods as arts and cultural precincts. Urban industrial zones and lower‐income residential areas have taken on new life as arts neighbourhoods in a bid to attract high‐yield visitors, propel their creative industry and brand themselves as attractive to investors and residents. This article has two aims. Conceptually it explores the notion of arts urbanization – the creation of arts spaces in cities and the socio‐spatial dynamics which they embody. Empirically, the concept is tested using the case of Singapore's Arts Housing Scheme. Under this scheme, historic ethnic precincts take on new roles as arts and creative belts. While the scheme has yielded some success by way of fostering spaces of identity and inspiration for artists, it has also generated social concerns and spatial challenges. Singapore's Little India offers an empirical setting to explore this concept. The paper argues that geography matters to the arts and that arts‐led urbanization creates distinct spatial configurations in cities. For this reason, a greater understanding of and research into arts neighbourhoods and their socio‐spatial dynamics are essential if we are to aspire to sustainable and sensitive development of cities and their creative communities.  相似文献

Abstract: Subsequent to the Brundtland Report (World Commission on Environment and Development 1987, Our Common Future), sustainability has been set up in many countries as a mission statement of cross‐sectoral policies. Sustainable development carries the normative notions of equity, empowerment and environmentally sensitive economic development. Thus, it seems to suggest a fundamentally different vision to neoliberal dogma, which is at the same time described as dominating all socio‐political processes. This paper intends to explore the relation between these two discursive framings of contemporary policies through the example of German spatial planning guidelines. More precisely, it addresses social justice as one pillar of sustainability and how it is operationalised in spatial planning policies in Germany. This may exemplify how the seemingly opposing discourses interact in policy practices. The empirical analysis suggests that the ways in which the German spatial planning report focused on social space in territorial terms promotes an economistic and truncated view of social justice, one which fosters the neoliberal idea of regional competition for global capital and reduces socio‐spatial justice to territorially equally distributed economic inclusion.  相似文献

Abstract: Recent scholarship grounded in strategic‐relational state theory has offered a compelling approach to state spatial restructuring under neoliberal capitalism. By drawing on Hungary's post‐1990 state spatial reforms, this paper discusses a major limitation of state theoretical frameworks. In particular, the paper seeks to challenge state theorists’ generally subtle but persistent bias to capitalist economic structures, and argues that the above bias impedes an adequate and effectively critical account of state spatial regulation. Finally, it makes a case for a perspective on new state spaces that acknowledges the wider socio‐historical embeddedness of state space production, as well as its inherently political nature.  相似文献

Neoliberal conservation schemes involving nature‐based tourism are implemented throughout the developing world to address rural poverty. Drawing on socio‐economic surveys and in‐depth interviews, this article uses the case of Uibasen Conservancy in Namibia to investigate social responses to neoliberal conservation. We find that people's aspirations for upward economic and social mobility lead them to participate in neoliberal conservation projects in an attempt to combine economic opportunities created by nature‐based tourism with traditional livelihood strategies. In this case, certain aspects of neoliberal conservation are perceived as a source of hope for non‐elites seeking to achieve economic self‐sufficiency and to ascend social hierarchies. We find that intra‐community power struggles dominate discourses of discontent and local‐level conflict which consequently masks the disruptive and anomic forces of the global tourism industry. We additionally provide insight into specific social contexts that may increase the allure of neoliberal conservation and explain why marginalized individuals may embrace some neoliberal logics despite — or, perhaps, because of — their disruptive tendencies.  相似文献

Fermented drinks have been socially and economically important since their advent, not only because they are functionally significant in preserving calories, but also as value‐added foodstuffs incorporated into symbolically important ceremonies and feasts to increase the social value of an individual or a group's status. Towards the end of the third millennium BC, just as wine was becoming an important commodity, the manifestation of this emphasis on the communal consumption of alcoholic beverages can be observed in the material culture of Anatolia and the Aegean with the so‐called ‘west Anatolian drinking set’ consisting of drinking cups with characteristically oversized handles and beak‐spouted pitchers. Against the backdrop of the socio‐economic reasons for the distribution of this particular drinking set over a wide geographical area, the focus of this article is on their impact upon the prevailing local pottery traditions and the local adaptation of these vessels into the traditional repertoire where the importance of the oversized handles is recognized.  相似文献

The purpose of this article is to investigate the value of the concept of embeddedness for economic geographers. Alongside the case study of the multichannel grocery retailing brand Migros in Turkey, the spatial impacts – in relational and physical terms – of digitalization and the integration of an online shop into the profile of a supermarket chain are investigated. In applying the concept of embeddedness the article seeks to understand these complex, diverse and uneven processes of (retail) restructurings that affect different dimensions and dynamics of networks, societies and spaces. In my case study I identify two dimensions of embeddedness processes: (1) embedding the online shop in the firm's routines and practices, whereby processes of transfer of knowledge and technology dominate; and (2) embedding online shopping in the customer's routines and practices, whereby processes of adaption to consumer culture dominate. These dimensions are reflexive and as such mirror ongoing negotiation processes between the two stakeholders. On one hand multichannel retailing thus not only alters where but also how people shop, and can result in new retail spaces like pick‐up stores. On the other hand it can be shown, that the “locations”, where online shopping of Migros is available, reproduce spatial variations of socio‐economic factors, such as income distribution or population density. As such, the concept of embeddedness is useful for economic geographers – also in the realm of e‐commerce – to unravel the interconnections of societal, organizational and spatial patterns as well as their variations across space. The goldmining project on Lihir Island in New Ireland Province, Papua New Guinea, has brought dramatic socio‐economic changes. In this matrilineal society, while women's economic contributions were substantial, their political status was not. Women's participation in decision‐making about the mine has been restricted, mainly because men have excluded them. The mining company established a women's section that has supported the development of women's organizations and a range of economic development projects. The women's organizations provide the context for new political roles for women but have experienced many setbacks that are common in such groups across Papua New Guinea. Through the Lihir experience in the first five years of the mine, this paper examines the tensions and divided loyalties that constrain women's organizations and often lead to the failure of income‐generating women's projects in Papua New Guinea.  相似文献

Australian cities have seen continued long‐term growth in private motor vehicle travel that has imposed increasing vehicle energy consumption and greenhouse gas emissions. This paper investigates the spatial patterns of vehicle energy consumption on urban areas through an analysis of vehicle travel and of vehicle fleet efficiency in Brisbane, Australia. This is achieved by combining motor vehicle registration records and Australian government's ‘Green Vehicle Guide’ of vehicle fuel efficiency database. The results of a spatial analysis of the private vehicle trip distances derived from journey to work data and fuel energy consumption associated with the private‐owned vehicles decomposed to local areas show that private vehicle energy use tends to increase with increasing distance from the city centre (e.g. central business district). This analysis demonstrates that differences in vehicle trip distances and lower proportions of high‐efficiency vehicles in the outer suburbs aggravate vehicle energy consumption in those locations. The paper further compares vehicle energy use results for Brisbane against spatial patterns of suburban socio‐economic disadvantage. The paper demonstrates that access to vehicle fleet technology may compound other forms of socio‐economic disadvantage and vulnerability.  相似文献

Saudi Arabia, homeland of Osama bin Laden and 15 of the 19 hijackers of September 11, 2001, experienced low levels of internal violence until 2003, when a terrorist campaign by ‘Al‐Qaeda on the Arabian Peninsula’ (QAP) shook the world's leading oil producer. Based on primary sources and extensive fieldwork in the Kingdom, this article traces the history of the Saudi jihadist movement and explains the outbreak and failure of the QAP campaign. It argues that jihadism in Saudi Arabia differs from jihadism in the Arab republics in being driven primarily by extreme pan‐Islamism and not socio‐revolutionary ideology, and that this helps to explain its peculiar trajectory. The article identifies two subcurrents of Saudi jihadism, ‘classical’ and ‘global’, and demonstrates that Al‐Qaeda's global jihadism enjoyed very little support until 1999, when a number of factors coincided to boost dramatically Al‐Qaeda recruitment. The article argues that the violence in 2003 was not the result of structural political or economic strains inside the Kingdom, but rather organizational developments within Al‐Qaeda, notably the strategic decision taken by bin Laden in early 2002 to open a new front in Saudi Arabia. The QAP campaign was made possible by the presence in 2002 of a critical mass of returnees from Afghanistan, a clever two‐track strategy by Al‐Qaeda, and systemic weaknesses in the Saudi security apparatus. The campaign failed because the militants, radicalized in Afghan camps, represented an alien element on the local Islamist scene and lacked popular support. The near‐absence of violence in the Kingdom before 2003 was due to Al‐Qaeda's weak infrastructure in the early 1990s and bin Laden's 1998 decision to suspend operations to preserve local networks. The Saudi regime is currently more stable and self‐confident—and therefore less inclined to democratic reform—than it has been in many years.  相似文献

Australia's metropolitan cities have undergone significant social, economic and demographic change over the past several decades. In terms of socio‐economic advantage and disadvantage these changes, which are often associated with globalisation, wider economic and technological restructuring, the changing demographics of the population and shifts in public policy are not evenly dispersed across cities, but represent a range of often contrasting outcomes. The current paper develops a typology of socio‐economic advantage and disadvantage for locations across Australian metropolitan cities. More specifically, the paper takes a range of Australian Bureau of Statistics data and uses a model‐based approach with clustering of data represented by a parameterised Gaussian mixture model and discriminant analysis utilised to consider the differences between the clusters. These clusters form the basis of a typology representing the range of socio‐economic and demographic outcomes at the local community level.  相似文献

This article uses Manchester as a case study to explore post‐war relationships in Britain between local rail networks and urban form. During this period, Manchester's rail network has been severely rationalized with only limited investment in new infrastructure, although local services have been underpinned by public subsidy. During the 1950s and 1960s, there was little formal land use planning policy with regard to the rail network, but in the late 1970s strategic policies crystallized which sought to steer major activity generators to nodalities generally well‐served by public transport. However, these policies were undermined in the 1980s by Thatcherite deregulation. The early 1990s has seen more positive trends with the opening of Manchester's light rail line and the development nationally of policies aimed at creating more sustainable urban form through synergy between local rail networks and urban development. But there is evidence of counter‐trends and the whole future of the rail system has been thrown into doubt because of rail privatization. Conclusions are drawn that focus on the need for changes in the institutional arrangements for transport planning and strategic town planning through the creation of a strong regional tier of government, as found in other EU countries.  相似文献

Local cultural policies in France became institutionalised essentially over two decades: the 1970s and the 1980s. This institutionalisation process comprised the cultural specialisation of local administrative services, the professionalisation of local cultural agents and the promotion of culture as one of the mains sectors for local public policies, from the political as well as financial point of view. Based upon the case study of a middle‐sized town, this article shows that this was a conflictual process. In the late 1960s and early 1970s, association activists from the new middle classes, politically and culturally close to the political mobilisations of the post‐1968 period, launched programmes of cultural action. At first, the municipalisation of their policy was a success for them. However, progressively, this local cultural policy was driven less and less by these former activists, who were replaced by new professionals, and earlier socio‐cultural and political ambitions (revolving, for example, around a culture of everyday life designed to promote greater local democracy) were replaced by a more technical orientation. Finally, this institutionalisation process also consisted of the dispossession and disillusion of those who had believed they could change social and political relations through cultural involvement.  相似文献
