Abstract: In recent years, portrayals of neoliberalism in Dubai have often hinged on narratives about the hyper‐exploitation of migrant workers in the city. In this paper I interrogate these narratives by exploring the governance of lower‐waged construction migrants and their recent role in market‐led processes of urbanization. Through a focus on the recent growth of private worker welfare initiatives and dozens of illegal labour strikes led by migrant builders, I draw attention to the fraught and contradictory character of autocratic neoliberalism that operates in the governance of these workers, and point to workers’ bodily capital and the construction labour camp as two emergent sites in which these labour politics are unfolding. I argue that these social reproductive realms of the body and the mass‐worker household have offered a temporary spatial fix to the limitations of autocratic rule in a neoliberalizing city, while also conjuring moments of political possibility for construction migrants.  相似文献

Abstract: This paper examines the transformations of urban labour markets in two central European cities: Bratislava, Slovakia and Kraków, Poland. It highlights the emergence of in‐work poverty and labour market segmentation, which together are leading to a reconfiguration of the livelihoods and economic practices of urban households. The focus of the paper is on the growing phenomenon of insecure, poor‐quality, contingent labour. It examines the ways in which those who find themselves in, or on the margins of, contingent and insecure labour markets sustain their livelihoods. We ask how such workers and their households negotiate the segmentation of the labour market, the erosion of employment security and the emergence of in‐work poverty and explore the diverse economic practices of those who cannot rely solely on formal employment to ensure social reproduction. Further, we assess the articulations between labour market participation and exclusion, and other spheres of economic life, including informal and illegal labour, household social networks, state benefits and the use of material assets. We argue that post‐socialist cities are seeing a reconfiguration of class processes, as the materialities and subjectivities of class are remade and as the meaning of work and the livelihoods different forms of labour can sustain are changing.  相似文献

It has been estimated that about 700,000 Poles moved to the UK after Poland joined the European Union in 2004, with London receiving a large portion of Polish immigrants. In agreement with the British perception of migrants from Eastern Europe, the majority of Polish immigrants can be generally classified as labor migrants with close cultural and national ties to Poland. However, Polish migration to the UK also includes a growing group of professionals and social and financial elites who are often overlooked by academic research. This paper analyzes the migrant experiences of Polish professionals and elites in London, and the relationships between their transnational identities and immigrant spaces such as ethnic enclaves, private and social spaces. Furthermore, this paper uses Polish elites in London as a foundation to explore concepts of cosmopolitanism and transnationalism, suggesting that global elites can maintain strong national affiliations, and their global ambitions can be fueled by local contexts and standards.  相似文献

This paper deals with the question of how oppositional movements can adapt their protest strategies to meet recent socio-spatial transformations. The work of Lefebvre provides several clues as to how an alternative discourse and appropriation of space could be incorporated in such protest strategies. One of the central themes in Lefebvre's work is that the appearances, forms and functions of urban space are constitutive elements of contemporary capitalism and thus that an alternative narrative of urban space can challenge or undermine dominant modes of thinking. What exactly constitutes the "right" kind of alternative discourse or narrative is a matter of both theoretical and practical consideration. The paper analyses one case: the May Day protests in London in 2001, in which a protest group, the Wombles, managed to integrate theoretical insights into their discourse and practice in a highly innovative manner. Since cities, and global cities in particular, play an ever more important role in maintaining the consumption as well as production practices of global capitalism; they potentially constitute local sites where global processes can be identified and criticised. It is shown that the Wombles effectively made use of these possibilities and appropriated the symbolic resources concentrated in London to exercise a "lived critique" of global capitalism. Since the Wombles capitalised on trends that have not yet ended, their strategies show a way forward for future anti-capitalist protests.  相似文献

This paper explores the characteristics of post-war Polish historiography on the working class and relates it to current trends in global labour history. Although, in Poland, labour history never existed as a separate field, many historians focused their studies on either working-class history or the history of the workers’ movement. After 1945, Polish historiography was circumscribed by political and ideological considerations; however – except during the brief Stalinist period (1951–56) – Marxist methodology was not imposed or applied uncritically. In fact, discussions about the role of the working class in history that began after 1956 generated research interest in new groups of workers and labour relations. Much of this research concerns recently highlighted aspects of labour history, such as marginal groups of workers or free versus unfree labour. Polish historians’ reinterpretation of Marxist orthodoxy proceeded from their empirical studies of nineteenth-century Polish lands – at the periphery of Western capitalist development – as well as from their theoretical influences. This article argues that some aspects of the Polish historiography on the working class qualify it as part of labour history’s heritage, despite the historiography’s significant limitations.  相似文献

This themed section brings together five articles focusing on distinct urban sites: Berlin/Munich, Oslo/Bergen, Belfast, Bologna and Barcelona. While there has been extensive research on Polish migrants in cities such as London, this themed issue presents a unique opportunity to explore the experiences of Polish women and men across a range of different cities. In so doing, these articles address key questions concerning implications of the specific structures and opportunities of localities where Polish migrants settle for their gendered everyday life experiences. In providing a short introduction to the themed sections, we begin by introducing some of these questions and consider the ways in which the section can contribute to on-going debates about how migrants experience and navigate place in gendered ways. We argue that gender relations and dynamics are significant to processes of migrant adaptation within particular cities. The ways in which migrants navigate their new locations are shaped not only by institutional structures but also by gendered, classed and racialised power dynamics enacted in and through those spaces. By examining the experiences of Polish migrants across various city spaces in different national contexts, we consider how migrants may adopt particular strategies to negotiate these specific ‘spaces of encounter’.  相似文献

Female labour force participation has been increasing in recent decades, in part encouraged by state policies to raise the employment rate to encourage economic competitiveness and combat social exclusion. Social provision for care, however, has lagged behind this increase, creating practical and moral dilemmas for individuals and for society, facing parents with complex choices about how to combine work and care. In this paper, we draw on a qualitative study in London to explore the extent to which the large-scale entry of women into waged work is altering women's understandings of their duties and responsibilities to care for others. We conclude that their decisions are influenced by class position, entrenched gender inequalities in the labour market, varying abilities to pay for care and complex gendered understandings of caring responsibilities.  相似文献

The interplay between intensifying labour market precarity and gentrification constitutes a hitherto under‐researched topic in the fields of labour and urban geography. To rectify this lacuna, we argue that gentrification and labour flexibilisation are both socio‐spatial manifestations of capital's efforts to confront crises of accumulation. Distinguishing between what we call “weak” and “strong” links between them, and drawing upon the concepts of “gentrification‐supporting” and “gentrification‐fostered” labour flexibility, we outline a framework for connecting gentrification and precarity. This allows us to make links between the restructuring of the built environment and the reorganisation of work in the post‐industrial city; it also allows us to show how workers, through their agency, can shape rent gaps in the contemporary city.  相似文献

Many professional and skilled Canadian immigrants suffer from de-skilling and the nonrecognition of their foreign credentials. Consequently, they are underrepresented in the upper segments of the Canadian labour market. Rather than accepting this devaluation of immigrant labour as a naturally occurring adjustment period, I suggest that regulatory institutions actively exclude immigrants from the upper segments of the labour market. In particular, professional associations and employers give preference to Canadian-born and educated workers and deny immigrants access to the most highly desired occupations.
Pierre Bourdieu's notion of institutionalised cultural capital and his views of the educational system as a site of social reproduction provide the entry point for my theoretical argument. I find that the nonrecognition of foreign credentials and dismissal of foreign work experience systematically excludes immigrant workers from the upper segments of the labour market. This finding is based on data from interviews with institutional administrators and employers in Greater Vancouver who service or employ immigrants from South Asia and the former Yugoslavia.  相似文献

Cities are considered to be the major drivers of the global economy for many reasons, including their creative and innovative potential in generating sustainable economic growth. Istanbul is one of the global cities searching for a long-term growth strategy. This paper starts with a modest effort of composing an index to be used in the evaluation of the creative potential of cities. Our proposed index, “global creative index”, consists of five main criteria: (1) creativeness, (2) innovativeness, (3) intellectual development, (4) global network connectivity and (5) world cityness emphasizing multinational corporate economy, international division of labour and high intensity of producer and financial services. The use of the index is illustrated through the comparison of nine cities: Hong Kong, Istanbul, London, Los Angeles, Moscow, New York, Shanghai, Singapore and Toronto. The analysis of these nine cities shows that Istanbul is building an innovation environment, but it still lacks research and development infrastructure, technical support and investment in higher education. This comparison offers guidelines for policy-makers to sketch the growth of Istanbul along the lines of creativity and innovativeness.  相似文献

This article traces the restoration history of the Chief Vann House State Historic Site, a former Cherokee plantation owned and operated by the state of Georgia. The article explores the make-up of the restoration community in the 1950s and identifies aspects of convergence and divergence among this white, elite group in terms of both their visions for the site and their notions of how best to represent Indians. It argues that restorers used the restoration process as a route for personal and community identity enhancement, identifying with the storied Cherokee Indians and claiming "Indian" characteristics and the historical experience of Indian removal for themselves.  相似文献

This article will investigate the ways in which Polish illustrated press contributed to communicating and reporting the work of Polish émigré naturalists working in Latin America to the Polish general public living in the Prussian, Russian and Austrian partitions of the Polish-Lithuanian Commonwealth 1844–1885. It examines the ways in which illustrations were used to shape the public's opinion about the significance of these migrants’ scientific achievements. The Polish illustrated press, its authors and editors were instrumental in shaping the public's perceptions of the reach of Polish scientists, and exploring their impact on broader scientific debates, thereby situating Polish people and their work in a global context. The didactic and opinion-making role of the illustrated press was highly influential among Polish audiences during this period, at a time when the survival of Polish identity, culture, language, and education was uncertain. Illustrated weeklies were one of the vectors through which high science was made accessible to the Polish public. A study of pictures in Polish illustrated press will help to explain how they contributed towards shaping the images in the public eye of naturalists’ scientific work, and discourses about science and its actors more broadly.  相似文献

Bangalore, an aspiring “world city”, is rapidly transforming as factories and mills are sold to private developers. As their neighbourhoods now accommodate multi-million-dollar gated communities and post-industrial labour markets, residents experience an in situ displacement, staying in place while landscapes around them dramatically reconfigure. This paper makes sense of how old-time residents locate themselves within such urban growth through nostalgic invocations of the past. Emplaced within histories and geographies of neighbourhood change, nostalgia creates “affective landscapes” through which residents invoke their closeness to past landscapes of abundance and involvement in community-making. Such affective landscapes bring together embodied, sensorial, and more-than-human fields of action to shape an everyday politics in which residents narrate their marginalization within the world city and articulate their own value here.  相似文献

This article takes as its starting point the overwhelming concentration of Bangladeshi women in the homeworking sector of the clothing industry in London. This pattern forms a contrast to the large numbers of male Bangladeshi workers also concentrated in the garment industry but who are to be found mainly in the factories and sweatshops. The article uses the accounts given by the Bangladeshi homeworkers themselves for their concentration in this form of work to explore different theoretical explanations of female labour supply behaviour, focusing in particular on questions of choice and constraint, culture and economy. The study suggests that the ‘preferences' revealed by the labour market behaviour of Bangladeshi women cannot be attributed solely to them, but must be seen in terms of bargaining and negotiation with other, more powerful members of the family. Furthermore, the intra-household decision-making process is itself embedded within a broader institutional environment which determines the access enjoyed by different groups to socially-valued resources. For Bangladeshis, a key factor in this broader environment is the operation of racially-based forms of exclusion from the mainstream opportunities. Consequently, community solidarity and networks represent important symbolic and material resources for members. However, these resources are distributed in highly gender-specific ways, with very clear implications for women's place within the community. The article argues therefore that any attempt to explain Bangladeshi women's concentration in homework has to move beyond a focus on either individual circumstances or cultural norms to an exploration of the interaction of racism, community identity and gender relations in shaping women's labour market options.  相似文献

ABSTRACT

This article examines the structures of international relations that facilitate political violence in postcolonial states. It explores the intersections of patriarchy and imperialism in the contemporary political economy to understand how armed conflict and political violence in postcolonial states form an integral element of the global economy of accumulation in deeply gendered ways. By focusing on the structural level of analysis, this article argues that the siting of armed conflict in postcolonial contexts serves to maintain neo-colonial relations of exploitation between the West and non-West, and is made both possible and effective through the gendering of political identities and types of work performed in the global economy. I argue here that armed conflict is a form of feminized labour in the global economy. Despite the fact that performing violence is a physically masculine form of labour, the outsourcing of armed conflict as labour in the political economy is ‘feminized’ in that it represents the flexibilization of labour and informalization of market participation. So while at the same time that this work is fulfilling hegemonic ideals of militarized masculinity within the domestic context, at the international level it actually demonstrates the ‘weakness’ or ‘otherness’ of the ‘failed’/feminized state in which this violence occurs, and legitimizes and hence re-entrenches the hegemonic relations between the core and periphery on the basis of problematizing the ‘weak’ state’s masculinity. It is through the discursive construction of the non-Western world as the site of contemporary political violence that mainstream international relations reproduces an orientalist approach to both understanding and addressing the ‘war puzzle’.  相似文献

This essay deals with active labour recruitment from Yugoslavia to Sweden at the end of the 1960s and early 1970s. It is a case study of recruitments of foreign-born workers to one particular manufacturing industry. It focuses primarily on trade-union actions and strategies in connection with the recruitments, analysed in the light of the power relations within the corporatist Swedish labour market model. This approach illuminates how the Swedish labour market model dealt with an issue involving both conflicting and coincident interests between labour and capital, with the state as an intermediary. But the recruitments are also analysed from the recruited workers' points of view. The essay reveals great union influence in the process of labour recruitment, and suggests that the national Swedish labour market authority only approved as many work permits for non-Nordic workers as the trade union concerned accepted. This power, in combination with the shortage of workers, could be used by the unions as a forceful instrument in their struggle to transform working life according to their members' interests. Accordingly, the labour recruitments to Sweden were framed by the power relations and the corporative practices within the Swedish labour market model.  相似文献

Most studies of women's work orientations are based on the attitudes and experiences of women with dependent children and conceptualise women's decision-making in terms of moral positions on the combination of paid work and motherhood. Thus, work orientations are understood within a ‘gender model’ (Dex 1988 Dex, S. 1998. Women's attitudes towards work, New York: St. Martin's Press.  [Google Scholar]), which assumes that women's family situation drives their attitudes towards paid work. This article draws on qualitative interview data collected from interviews with women in two age groups living in Oxford, UK, to explore generational differences in women's work orientations and labour market behaviour. Drawing on a Bourdieusian framework, it considers specifically how changing social, economic and moral geographies, incorporating expectations about women's economic and caring roles, have influenced the habitus of older and younger women. The results of the study suggest that whilst caring responsibilities clearly influence women's attitudes and employment patterns, paid work is more important to younger women's sense of themselves and ‘gender models’ of work orientations do not adequately describe their attitudes.  相似文献

The argument of exploitation of women workers in the labour market notwithstanding, this article examines whether women in India are unable to participate fully in the labour market because they are required to combine their household activities with income yielding jobs. They are constrained to work in the neighbourhood of their residence (the location of the residence having been decided upon by male family members), and can access jobs only through informal contacts (which usually means they end up in jobs similar to those of the contact persons), both of which reduce their bargaining power considerably. The tendency for specialized activities to be concentrated in different geographic locations of a city further restricts the possibility of women workers being engaged in diverse jobs and thus aggravates the situation of an excess supply of labour in a particular activity. Constrained choice, limited contacts of women and physical segmentation of the labour market perpetuate forces that entrap women workers in a low‐income situation with worse outcomes than those of their male counterparts. Consequently with greater intensity of work they still continue to receive low wages, while residual participation in the labour market restricts the possibilities of skill formation and upward mobility. All of these factors offer a substantive basis for policy recommendations.  相似文献

For years, the countries of east central Europe and the former Soviet Union were described as workers' states. The formal commitment of the governing parties to the construction of states run by workers for workers was reflected materially and ideologically in the landscape. The end of communism in 1989 brought new challenges for workers and workers' organisations in the region as the processes of transformation led these countries towards neoliberal and globalising economic and political systems. This paper explores these transformations in the case of Nowa Huta in southern Poland, mapping the role of workers in the shaping of economic landscapes. After considering the importance of labour in the construction of Nowa Huta, the paper considers the place of workers and workers' organisations, especially Solidarity, in shaping political and economic issues at both the local and national scale as socialism in Poland began to falter. The latter half of the paper explores the role of labour in shaping the experience of reforms after 1989. This discussion is set in the context not only of wider literatures on postsocialist transformations, but also of the growing body of work in labour geography. The paper argues that the particular development of labour movements and institutions in Poland presents opportunities for a community-based renaissance of worker influence, but that other historical and political factors—such as union support for marketisation and the divided nature of Polish labour politics—have, in practice, hindered the ability of Polish labour to shape the economic landscapes of postsocialism. The paper concludes on a note of optimism, recognising that the faltering of the Polish economy might open spaces for a successful labour intervention.  相似文献
