50 YEARS OF CENTRAL GOVERNMENT Aid to Tibet(Ⅳ)——62 Aid Projects

In July 1994,the CPC Central Committee and the State Council held theThird National Conference on Work in Tibet.During the conference, JiangZemin,General Party Secretary and State President,said that showing carefor,and providing aid to Tibet constituted the consistent policy of the Partyand the State,and the bounden duty of peoples of all ethnic groups in the country.     

TIBET'S DEVELOPMENT IN THE NEW CENTURY

From June 25-27, the CPC Central Committee and the State Council held their Fourth National Conference on Work in Tibet and General Secretary Jiang Zemin and Premier Zhu Rongji both spoke at the meeting. CPPCC Chairman Li Ruihuan made a summing up speech. Economic Development in 2002

Thirty-four out of the 117 aid-Tibet projects, undertaken according to the decision of the 4th National Conference on Work in Tibet held by the CPC Central Committee and the State Council, have been completed; they consumed an investment of 7.886 billion Yuan. This helps with local economic development.Agriculture and Animal HusbandryThanks to efforts made to optimize the production structure, both farmers and herders increase their income mainly through export of labor. Their net income in 2002 increased 9 percent     

40th Anniversary of the Founding of TAR Celebrated

The Tibet Autonomous Region celebrated its 40th anniversary on September 1,2005.From August 27 to September 3,2005,a 57-member Central Government Delegation headed by Jia Qinglin （member of the Political Bureau of the CPC Central Committee and Chairman of the CPPCC National Committee）were in Tibet for the celebration.     

Highway Transportation:Glorious 13 Years

In July 1994, when the CPC Central Committee andthe State Council held their third national conferenceon work in Tibet, it was decided that further effortswould be made for the whole country to support andaid the Tibet Autonomous Region. The fourth nationalConference on work in Tibet was convened in June 2001.

On September 1,2005, more than 20,000 workers, farmers, herdsmen, cadres and people of various ethnic groups gathered at the foot of the Potala Palace to celebrate the 40th anniversary of the founding of the Tibet Autonomous Region (TAR). The Chinese Communist Party Central Committee, the Standing Committee of the National People's Congress, the State Council, the Chinese People's Political Consultative Conference (CPPCC) and the Central Military Commission jointly signed a telegram of congratulations, warmly celebrating the 40th anniversary of the founding of the TAR.

Aid Projects Benefit Xigaze

Motivated by the thirdnational conference onwort in Tibet held by theCPC Central Committeeand the State Council meeting in July1994, Shanghai and Shandong provincedecided to provide aid to the Xigazearea from May 1995 onwards. Thefourth confernce on work in Tibet heldin May 2001 again established that theprovinces of Heilongjiang and Jilin, andthe Shanghai Baoshan Iron and SteelGroup and the China National ChemicalIndustrial Group should give aid to theXigaze area.

50 YEARS OF STATE AID TO TIBET

It has been almost 40 years since the founding of the Tibet Autonomous Region in 1965. To mark the 20th anniversary of the implementation of the PRC Law on National Regional Autonomy, on May 23, 2004, the State Council Information Office issued a white paper entitled ‘Regional Ethnic Autonomy in Tibet‘.
