At least from the standpoint of the steam‐engine industry, the nature of industrial relations between France and other countries underwent a significant change during the half century which elapsed between 1860 and 1910. Towards 1860, the major characteristics are dispersion and nationalism; on the other hand, at the beginning of the twentieth century, while there is a new concentration on the national level, it confronts a distinct cosmopolitanism on the international level. To give an idea of this evolution, we will refer to two French works on steam‐engines, dated 1861–62 and 1913 respectively. They are of an essential practical nature and describe a large number of engines which were actually available on the market. Below, we will successively examine the early manufacturers existing through 1861–62, then those dating from 1913 only, and finally the establishments which have endured throughout the whole period under consideration. This study aims at pointing out the clear decadence of the French industry which became increasingly dependent upon foreign sources in the areas of technical creativeness as well as production.

Starting from the analysis of the reactions of the Protestant groups to the Fontainebleau edict, this paper examines the development of two main concepts that are at the origin of political modernity, i.e. the distinction between religious and political domains on the one hand, and the popular sovereignty on the other. These two concepts emerged separately as a result of crossed and apparently paradoxal thoughts, whose coherence is to be sought in the anthropological positions underlying them. Therefore the study of the theological debates in the XVIIth century is a way by which the modern political concepts arose.

This article focuses on the themes of the two conferences organized by the League of Nations—“Modern Man” and “The Foundations of Modern Humanism”—which were held in Nice and Budapest in 1935 and 1936, respectively. It was a time of deepening crisis, when the pervasive belief was that European civilization was declining. The more specific questions discussed in these conferences included the relation of modern man to the state, the impact of irrational theories on modern life, and the need for free education for everyone. Renowned writers and academics of the period participated in the debates, among them Thomas Mann, Jules Romains, Salvador de Madariaga, Alfred Zimmern, and Johan Huizinga. I present a critical overview of their debates, beginning with Paul Valéry, the initiator and chairman of these conferences, who coined the intriguing slogan “La Société des Nations suppose la Société des Esprits.”

We have sought to identify an aspect of the repression of Enlightenment cosmopolitanism complementary to the creation of national identities in XIXth-century Europe and the intervening war period. The idea of a common civilization would be maintained by the reciprocal capacity of translating national languages, because of their Indo-European common origins. The utopia of the language would replace the material route of the Enlightenment. It is the failure of the construction of European Indianist myth and not its success which explains the ideological diverting of the relations between language and nation. The missed promotion of the Gypsy language in the academic world illustrates this failure perfectly. After the First World War, the transformation of the principle of nationalities in ethnopolitics removed even the memory of this common ambition.

This article examines Montaigne’s contribution to the sixteenth-century European debate about the utopia as a form of political thinking concerned with the creation of a better society. It argues that Montaigne participates in that debate, as he does in others, by retreating to the margins. It explores the form this retreat takes in book III of the Essais. The suggestion is that, by retreating to the margins of political debate, the author creates a textual space open to a virtual community of friends, among them the author and the reader, who have in common a mode of free and frank discussion as a truth-seeking and quarrelsome “exercise of minds”. Montaigne is thus able to conduct an unresolved quarrel with others, and with himself, as he weighs in the balance the value–and vanity–of utopias.

The history of the foundations of mathematics in the XXth century leads to a revision of the meaning of traditional philosophical notions such as «evidence», «experience» or «rationality». This paper focuses on the influence of Ferdinand Gonseth's «open philosophy» on Paul Bernays' philosophical interpretations of the technical results in the foundations. Familiar with the ideas of Jacob Friedrich Fries and Léonard Nelson, the logician Bernays turns at the middle of the century more and more towards Gonseth's ideas. Quite before Thomas Kuhn, Bernays considers the revisions under consideration not simply as a problem of truth and falsehood, but as a task requiring the introduction of a new conceptual system. Indeed, in opposition to Kuhn, according to Bernays, the necessary change is less the consequence from a change of paradigm and methodological incommensurability as a epistemological necessity.

Environmental Education (EE) is broadly discussed in the Federal Republic of Germany. The different conceptions may be classified as the cognitive, the emotive, the cognitive-experiential and the system-critical model. In the article, the role of institutions in the educational system, dealing with EE, is described. Current activities in empirical research work and some findings on EE in German schools are reported.

When it comes to making planning and development decisions, the concepts of small, medium-sized, or large cities are sometimes used to adapt public policies and instruments, or even to highlight challenges that are specific to certain categories of city. In this article, we take a look at the various dimensions that can be used to characterize cities, so as to empirically test a multi-criteria approach and build a typology of Quebec cities. Using an ascending hierarchical classification, we derive 11 classes of cities, whose conceptualization and graphic representation enable us to highlight their role and, in part, to localize their polarized area. This article complements and adds to works undertaken by other researchers over the last 20 years. Although it does not aim to propose specific changes to public policies and instruments, this article may serve to inform public decision makers in the development of such policies and instruments, and to enrich academic debates on the nature of small and medium-sized towns in particular.

This article offers a general classification of the ancient roulette-decorated pottery from the Great Lakes Region and from East Africa. A first pottery group, here named W, mainly characterised by twisted string roulette, appears as early asca 800 AD; this pottery might have been introduced to the interlacustrine area from the east and south of Lake Victoria. The hypothesis that the W group was associated with speakers of Southern-Nilotic languages is relevant to our view of the beginning of the Late Iron Age in interlacustrine Africa. This article suggests the establishment of pastoralist groups of Southern-Nilotic speakers in the interlacustrine zone and also examines their contacts with local populations, giving special attention to Rwanda. The X group (knotted string roulette) appears in Uganda in the first centuries of the second millennium, followed by the Y group (thin twisted string roulette). Fromca 1500 AD these groups replaced the W group in the interlacustrine area. In these last groups, which are associated with Western-Nilotes coming from the north, a distinction is made between three regional styles which are further correlated with the history of their makers.

The exhaustion of the controversy about realism in physics, which is an epistemological consequence of the radical discrepancy between quantum mechanics and relativity, indicates the irrelevance of the traditional opposition between realism and antirealism. Since its purpose is the reunification of microphysics and macrophysics by the means of fractal space-time and scale relativity, Laurent Nottale's theory of Scale Relativity gets over this opposition by postulating the ontological value of the physical relations. The physicist's relational realism hence confirms spontaneously the intuitions of Gilbert Simondon's philosophy of nucleation, which considers the necessary recognition of the ontological value of relations in order to establish the «great synthesis of relativity and quantum physics».

The paper strives to find the clue which links Leibniz' thoughts on parlour games to the mathematical theory of games in John Von Neumann and Oskar Morgenstern.Magna opera the way goes through the works of several XVIIIth century mathematicians on various games of chance to reach the research of some of the modern mathematics founders, as Ernst Zermelo for the sets theory and émile Borel for the theory of probabilities. The paper shows how a mathematical analysis of parlour games ends at a general framework to study the social phenomena. Its development also reveals how this research program has disappeared, all along the XIXth century, and suggests, in conclusion, some tentative explanations of this development.

Proposing a general framework for the study of the emerging transnational society, the article critically surveys predominant disciplinary perspectives in this field, and outlines an approach based on a core/periphery model with oligopolistic competition. Within this general framework, sociology finds its specific subject in the ties that connect human beings across national borders, directly or mediated by transnational institutions. An elaborated and amended version of this approach is illustrated, among others, by the dynamics of cultural globalization and the «world language system».
