Industrial policy in the EU: old dilemmas and new options

Industrial policy is highly controversial. Supporters claim it is necessary to address market failures. Critics argue that the danger of government failure is often higher and that such failure may lead to greater welfare loss. The EU justifies its industrial policy by pointing to the existence of transnational problems and to its unique ability to counter them. The EU has the capacity to coordinate national policies, to reduce redundancies, to control and limit national subsidies to industry. It also has a mandate for managing EU foreign trade and competition policy. There are five major industrial policy arenas. Technology policy has been relatively successful in certain fields like telecommunications or traffic‐control systems. In other fields, such as micro‐electronics and computers, the results have been mixed at best. Regional policy has had a limited developmental impact. On foreign‐trade policy, anti‐dumping measures have largely been a failure, though they have stimulated Japanese direct investment. A division of labour between the EU Commission and national, regional and local governments should be advanced with a view to formulating and implementing industrial policy. The regional and local levels should formulate policies aimed at strengthening specialized factors. The EU should concentrate primarily on fostering and shaping new lines of technological development and managing capacity reduction in declining industries.     

The Islamic State,the Kurdistan Region and the future of Iraq: assessing UK policy options

The fall of Mosul in June of 2014 was followed in July by the establishment of a self‐proclaimed Caliphate by the Islamic State of Abu Bakr al‐Baghdadi. Since then, the Islamic State has continued to expand its operations, persistently pushing into Sunni‐dominated parts of Iraq and Syria, nearly defeating the Kurds of Iraq, and moving against the Kurds of Syria, in Kobani, as well as army units of the Syrian state. By doing so, it has maintained an astonishingly high tempo of operations and has shown itself capable, agile and resilient. It has also proved itself to be adept at utilizing social media outlets, and in pursuing brutal tactics against civilians and prisoners that have been aimed at shocking adversaries—potential or actual—and observers both in the region and beyond. The rise of the Islamic State poses a challenge not only to the security of Iraq and Syria, but to the state system of the Middle East. Western powers have been drawn into a conflict in a limited fashion—through air strikes and advising ground forces; the UK, while engaging slightly later than other countries against the Islamic State, has followed this pattern, though targeting Islamic State forces solely in Iraq. This article considers the nature and scale of the threat posed by the Islamic State, and assesses three possible areas of further policy engagement that they UK may, or may have to, follow.     

'That Beijing Thing': Challenging transnational feminisms in Kampala

How does the representation of gender in the transnational 'gender and development' discourse shape lived social relationships? This article draws on research carried out in Kampala, capital of Uganda, a site of extensive development initiatives over the last 15 years. Analysing the way gender is discussed within the local print media and in a series of interviews and focus groups, the article shows how Ugandans interpret the 'gender and development' discourse as a European feminist agenda. The article demonstrates that middle-class Ugandans localise these 'transnational feminisms' by rejecting overt labels such as 'activist' or 'feminist'. Insisting that a 'Ugandan' approach to gender issues should be based on the principle of consensus rather than conflict, women and men negotiate appropriate masculinities and femininities in response.     

From rural life to transnational wife: agrarian transition,gender mobility,and intimate globalization in transnational marriages in northeast Thailand

Popular and academic discourses of globalization are often gender biased, focusing on formal and impersonal realms of the market, politics, and technologies. This article explores an intimate dimension of globalization by analyzing the transnational marriage trend among women in northeast Thailand (Isan's) villages. The phua farang (foreign husband) phenomenon in Isan epitomizes the intimate link between the global political economy and individuals' desires, aspirations, and imagination in the private realm of personal and marital relationships. The phua farang phenomenon is embedded in a context of spatial and economic inequalities at the local, national, and global levels, and manifests classed and gendered strategies by which marginalized subjects attempt to transcend the limited opportunities for upward social mobility available to these women.     

Queering the transnational turn: regionalism and queer Asias

In recent years, queer studies has increasingly interrogated the racial and colonial unconscious embedded in the earlier studies of non-normative genders and sexualities through the critical frameworks of queer of color critique and queer diaspora studies. This article aims to ‘queer the transnational turn’ by considering what critical edge ‘regionalism’ might bring to the investigation of queer modernities in Asia from both contemporary and historical vantage points. The introductory section of the article provides a broad overview of the ‘transnational turn’ in queer studies, what we diagnose as the ‘area unconscious’ of queer studies in its exclusive critique of Western colonial modernity, and the related binary of cultural particularism versus Eurocentric universalism. Alternatively, we argue that the concept of regionalism can be productively mobilized in order to study the various scales of queer sexualities that traffic within and circulate across Southeast Asia, Australia, imperial China, and contemporary Sinophone cultures (Sinitic-language communities on the margins of or outside mainland China). Through a paired reading of Johann S. Lee’s Singaporean queer novel, Peculiar Chris (1992), and Su Chao-Bin and John Woo’s Sinophone martial art film, the Reign of Assassins (2010), our inquiry accounts for how the spatial–temporal telos of global queering get materially translated across multiple regional hubs of sexual differences. Queer regionalism in Singapore, China, and the Sinophone worlds encompasses relational dynamics, power differentials, and subnational and supranational linkages. Finally, queering regionalism can open up new analytical frameworks for the study of sexualities and corporealities across transcolonial relations and wider temporal and spatial connections.     

Thai wives in Singapore and transnational patriarchy

International marriage migration is a fraught terrain of gender and power relations. Based on research among Thai women married to Singaporean men, we argue that patriarchal outcomes – a distinctive system of transnational patriarchy – result from a complex interaction of women, men and nation-states. We draw on Deniz Kandiyoti's insights into patriarchal bargains as a productive framework through which to identify key elements in the making of transnational patriarchal relations. This article provides a detailed account of conditions in Thailand, Singapore and the contact zones in which Thai women and Singaporean men negotiate marriage migration. Relating this case to previous research, particularly among Filipina migrant women, demonstrates points of commonality while also highlighting the importance of attending to difference and diversity among transnational contexts.     

Containment and territorial transnational actors: Israel,Hezbollah and Hamas

Containment has been salient in intellectual and policy debates for 60 years. It informed US foreign policy towards the USSR and, later, the so‐called rogue states. The endurance of containment beyond the Cold War suggests that it possesses the quality of transferability, the capacity of a grand strategy from the past to transcend the circumstances that gave rise to it, to suggest what should be emulated and what avoided in future policies. Drawing on the notion of transferability and on the method of structured, focused comparison, this article uses Israel's foreign policy towards Hezbollah and Hamas to argue that containment is transferable from the state level to a state/territorial transnational actor (TNA) relationship, albeit with permutations. This argument is examined in relation to four issues: the circumstances under which containment arises; its applicability to territorial TNA; the objectives sought by implementing containment; and the role of legitimacy as a component of containment. In so doing the article seeks to make a contribution to the debate on containment. While there is a rich literature on state containment, research on containing territorial TNA has been extremely limited.     

Bilateral trade agreements as drivers of national and transnational benefit from health technology policy: implications of recent US deals for Australian negotiations with China and India

This article compares controversial health technology provisions in two important United States free trade agreements with developed nations: Australia and with South Korea. It examines the multinational corporate forces behind the medicines and medical devices components of these texts and their likely impacts upon Australian trade negotiations with China and India. It also examines the implications of some recent changes to US trade policy for this area in subsequent bilateral deals such as that with Peru. This article argues it is important that the Australian government change policy and, like the present Congress in the United States, now systematically approach such impending trade agreements with a view to assisting the partners’ regulatory frameworks to maximally enhance national and transnational benefit from their medicines and biotechnology industries.     

"Adapt,adjust, accommodate": The production of yoga in a transnational World

The Divine Life Society (DLS) is a spiritual organization founded by Swami Sivananda of Rishikesh, India. Sivananda's DLS, including associated centers across India and abroad, has figured prominently in expanding the role of yoga as a tool for the development of modern India. In this paper, Sivananda's own poetry and the many pamphlets and books produced by this noted swami, his contemporaries, and his successors through the 20th century in India serve to highlight ways that the promotion and practice of yoga has contributed to the ongoing Indian nationalist project. In addition, yoga is viewed from the perspective of the transnational and global forces that have become dominant in the latter half of the 20th century.     

No and after: options for Europe

The French and Dutch ‘no’ votes in referendums on the European Union Constitutional Treaty have thrown the EU into turmoil. The messages from both referendums are that public dissatisfaction with European integration is widespread and there is a disjuncture between the views of citizens and those of elites. The original purpose of the process that produced the Constitutional Treaty was to bring the EU closer to its citizens. However, the text that was negotiated was an unwieldy document intended to satisfy diverse requirements but difficult to explain concisely. After the completion of negotiations some governments, for reasons of political expediency, took decisions to hold referendums on the treaty, but the future of The Treaty establishing a Constitution for Europe that took three years to complete is now uncertain. Furthermore, member states are divided about whether to press ahead with ratification after the two recent ‘no’ votes. What is the range of alternatives to member states if they wish to salvage the treaty or component parts? Finding a way through this current situation is the task the British government faces as it takes on the EU presidency from 1 July 2005.     

Working Without a Net: Recent Trends in Ceramic Ethnoarchaeology

This paper reviews ceramic ethnoarchaeological research conducted subsequent to Kramer's (1985) seminal stock-taking. Among current trends are a continued interest in the relationship between ceramics and economic specialization, the degree to which manufacture constitutes a technological style, and the link between pots and formation processes as represented in assemblage sizes, use-lives, and recycling. At the same time, some pesky theoretical issues continue to be sidestepped in the current literature. Despite its reputation as a pleasant break from the real business of archaeology, this paper argues that ceramic ethnoarchaeology can and should play a more substantial role in archaeological investigations.
