This article aims to defend responsibility-sensitive egalitarianism by arguing for the rational capacities-based principle of responsibility as a plausible conception of an agent's responsibility for inequalities caused by his or her choice in responsibility-sensitive egalitarianism. I show that the rational capacities-based principle of responsibility is not only philosophically defensible as a conception of genuine choice, but also promising enough to ward off two common worries which cast doubt on responsibility-sensitive egalitarianism (qua luck egalitarianism): first, the rational capacities-based principle of responsibility allows the assignment of differential degrees of responsibility to rational agents in proportional terms, which may make it echo the adverse effects of their childhood environments. Second, its proportional construal essentially allows that nobody possesses a full degree of rational capacities. This enables responsibility-sensitive egalitarianism to refute the harshness objection.  相似文献

This paper examines recent urban regeneration plans for inner city Newcastle, in New South Wales, Australia. The focus is on recent plans to rejuvenate the historical commercial centre of the city—the Hunter Street Mall. Recent plans for the city are positioned as post‐political efforts by planning and development agents to limit antagonistic politics and secure consensus around a future planning vision. Core to this new vision is high‐rise development. Formal and technocratic consultation processes are central to efforts to secure consensus and limit conflict. Yet, conflict nevertheless arises as local residents, community groups, and politicians oppose the planning vision pursued by planning and development agents. Debates about the need for regeneration and the form of regeneration surface as central points of contest. Likewise, the material configuration of the city and wider political context frame both post‐political planning efforts and oppositional politics. The paper contributes to a growing body of work by scholars who question the presence of a dominant, overarching post‐political condition. Rather, post‐political efforts emerge as contextual and fluid processes to secure the planning and development objectives of urban elites. As the case study illustrates, such post‐political efforts are rarely unchallenged, as contest and antagonistic politics emerge, allowing citizens to resist the efforts of state and development actors and help shape their cities.  相似文献

Over the past forty years the Tasmanian Aboriginal people, long marked as an iconic case of extinction, have revitalized many elements of their ‘lost’ culture. Palawa kani, the constructed Tasmanian Aboriginal language, is an example of such efforts. The construction and utilization of palawa kani is one element of a broader Tasmanian Aboriginal cultural politics working to strengthen the Indigenous status, authenticity, and presence in Tasmania specifically and Australia more generally. In this article I recount the historical documentation of Tasmanian Aboriginal languages and analyze the process through which multiple historical languages were utilized in the construction and consecration of a single ‘official’ Tasmanian Aboriginal language. Rather than existing strictly as a tool for communication, I argue palawa kani is a cultural artifact that, like an emblem, works to distinguish the Tasmanian Aboriginal community, one that lacks many of the stereotypical components of Australian Aboriginality, within Tasmanian society. As such, it is best understood in relation to Clifford's ‘indigenous articulations’ (2001) and Cowlishaw's mythopoeia of Aboriginality in Australia (2010, 2011). Community renewable energy (CRE) represents a growing empirical and academic turn towards community‐based sustainability and climate change interventions. This paper brings together postcolonial theory and CRE for the first time to outline fundamental tensions in the conceptualisation and application of the idea of community. The understanding of community within the CRE discourse is largely: (1) location‐based; and/or (2) a community of choice that is consciously opted into. Driven by postcolonial theory, this paper counterpoises both as a form of community as contract against an idea of community as solidarity. Its central thesis is that actually existing community, contrary to how the bulk of CRE literature commonly understands it, is a combination of bonds of solidarity and emergent purposes. The paper conceptualises community as fluid bonds of solidarity that align and realign differently around different purposes.  相似文献

In 2011, Australia communicated a clear choice about its strategic future. It would continue to cleave tightly to the US alliance, expand its military links and work to advance the USA's conception of regional order. Given its economic interests, why has Australia bound itself to the US alliance? What lies behind this strong commitment and what would it take for Australia to change its relationship with the USA? This article presents an analysis of the current state of the US–Australia alliance and argues that Canberra's pursuit of close relations with the USA reflects the interaction of a rational calculation of the costs and benefits of the alliance with a set of resolutely political factors that have produced the current policy setting. The article first assesses the security cost and benefit behind the alliance. It then argues that the move also derives from the strong domestic support for the US alliance, a sharpened sense that China's rise was generating regional instability that only the US primacy could manage and the realisation that the economic fallout of such a move would be minimal. It concludes with a brief reflection on what it might take to change the current policy settings.  相似文献

Literal biblical interpretation advocates the view that at the outset of the paradise story Adam and Eve were only banned to eat of the tree of knowledge. The present paper challenges this view through an economic, ra-tional choice interpretation and the application of a self-interested decision calculus (model of economic man). I mount the thesis that, on grounds of a rational choice reconstruction, Adam and Eve must have been implicitly banned from the outset not to eat of the tree of life, despite no explicit ban be-ing stated in Genesis. The paper argues for the validity and insightfulness of such a rational choice analysis of the paradise story, which considerably clari-fies the conceptual logic and structure of the Eden story.  相似文献

On 27 June 2000, the Howard Government released a public information paper on defence which set in train a process of public consultation in which the people's views were sought on a range of defence and defence-related issues. This paper examines why the Government chose to go to the people, how and by whom the community consultation was conducted, who was consulted and listened to, and how what was heard at the public meetings component of the process was both interpreted and reported. The paper concludes that the public consultation process was more about politics than policy; it is inappropriate for the Government to claim or imply that it has heard from the 'Australian people' or even 'the majority of the community' on the issues raised; and the consultation process and its outcomes are not entirely risk-free for the Government and the defence establishment.  相似文献

Fossils of the Ediacara biota record the earliest evidence of animal communities and, as such, provide an invaluable glimpse into the abiotic and biotic processes that helped shape the evolution of complex life on Earth. A diverse community of Ediacaran macro-organisms is preserved with high resolution in a fossil bed recently excavated from north Ediacara Conservation Park (NECP) in the Flinders Ranges, South Australia. Many of the commonly described Ediacaran taxa from the Flinders Ranges are represented on the bed surface and include: Parvancorina, Rugoconites, Spriggina, Dickinsonia, Tribrachidium, Kimberella, Charniodiscus and Yorgia, including two new taxa. Numerous additional fossil-bed fragments from the same locality were analysed that preserve a similar suite of taxa and shared sedimentology. On all surfaces, preserved microbial mat appeared complex, both in topography and in texture, and the unique combination of fine grainsize, high diversity and trace fossils provide insights into the palaeoecology of the ancient organisms that lived during the Ediacaran Period some 550 Ma. Several trace fossils are overlapped by body fossils, indicative of successive events, and complex organismal behaviour. The complexity of this fossil surface suggests that the primordial community was relatively mature and possibly at late-stage succession.

Studying rural history and environmental history in Australian Historical Studies reveals a shared effort to challenge the colonial narrative of the settlement of rural Australia that continues to hold sway in popular representations of the national past. Rather than finding distinct spheres of urban and rural Australia, it reveals instead the processes by which these areas have been mutually constitutive, whether through cultural representations, economic exchanges, or the application of science and technology. Rather than confirming the dichotomy of nature and culture of the city and the bush, it highlights instead the wider cultural and ecological implications of settler Australians’ diverse engagements with an ancient and Aboriginal land. By transcending disciplinary and spatial boundaries, rural and environmental historians reveal the complexities of colonisation and the networks of exchange that have shaped Australians and their environments since 1788. In their hands, history becomes an important form of knowledge for making sense of rural and environmental change in the twenty-first century.  相似文献

A recent exhibition staged by the National Gallery of Victoria Australia can be regarded as an expression of the international difficult histories boom. In large part, its representation in Colony of Australia’s black history is in keeping with the Manichean accounts that have come to dominate in the realm of popular culture and is a function of its decision to represent the past in forms that are primarily memorial and performative rather than historical and pedagogical. I argue that any serious attempt to come to grips with this nation’s difficult Aboriginal history requires its settler peoples to rethink rather than merely reject previous settler accounts of the past, and I contend that this task demands the practice of both scholarly history and local Aboriginal community history, which provide more complex accounts of the past.  相似文献

The heritage of the Cold War is attracting increasing international interest. Much of that revolves around technological legacies; less attention has been paid to the community infrastructure which supported defence research, weapons testing and military installations. Security and operational logistics meant that research and development was conducted not only in restricted settings but also in often geographically remote situations. An archetypal example is the Woomera Rocket Range in outback South Australia, where long-range weapons were trialled from 1947 under a joint project between the British and Australian governments. Woomera Village, established as a planned residential facility to support personnel employed on the Range, survives today in a similar role, but with a population greatly diminished from its late-1960s heyday. This paper introduces the Village against the backdrop of Cold War heritage and spatial planning ideology, surveys its raison d’être and growth as a Cold War town, and considers its modern-day status as a heritage place and sustainable community.  相似文献

The COVID‐19 pandemic has prompted renewed attention among health professionals, Aboriginal community leaders, and social scientists to the need for culturally responsive preventative health measures and strategies. This article, a collaborative effort, involving Yanyuwa families from the remote community of Borroloola and two anthropologists with whom Yanyuwa have long associations, tracks the story of pandemics from the perspective of Aboriginal people in the Gulf region of northern Australia. It specifically orients the discussion of the current predicament of ‘viral vulnerability’ in the wake of COVID‐19, relative to other pandemics, including the Hong Kong flu in 1969 and the Spanish flu decades earlier in 1919. This discussion highlights that culturally nuanced and prescribed responses to illness and threat of illness have a long history for Yanyuwa. Yanyuwa cultural repertoires have assisted in the process of making sense of massive change, in the form of past pandemics and the onset of sickness, the threat of illness with COVID‐19 and the attribution of ‘viral vulnerability’ to this remote Aboriginal community. The aim is to centralise Yanyuwa voices in this story, as an important step in growing understandings of Aboriginal knowledge of pandemics and culturally relevant and controlled health responses and strategies for communal well‐being.  相似文献

This article presents a case study aimed at identifying the success factors and the effects of a collaboration between architecture students and an Indigenous community. This exercise, which is part of a multi-year collaborative relationship, was carried out within the framework of an urban design workshop led by the School of Architecture of Laval University and the Innu community of Uashat mak Mani-utenam, which is close to the city of Sept-Îles, Quebec. The expansion of the community and the development of residential areas were at the heart of this collaborative effort. The analysis of the evolution of the different versions of the development plans, in the light of Innu development criteria, highlights the positive contributions of the workshop, particularly with regard to the community program and the tectonic symbolism. Nevertheless, the maintenance of the status quo is noted with respect to the location and respect for natural elements. Testimonials from key players involved in the project illustrate the authentic nature of the partnership between the research group “Habitats and Cultures” and the community. The quality of the relationship between the researchers and the Innu partners, the duration of the partnership over time, and the promotion of Innu cultural knowledge have favoured the success of the partnership.  相似文献

Using examples from his family and religious history, Patrick O’Farrell analysed the transition from Irish emigrant to assimilated colonial in what was perceived as vacant land. Like O’Farrell, this article will also use family history to address the issues of memory, religion, and assimilation. The Irish weaver Mary Belshaw (1879–1960) came to Australia in 1913 and was instrumental in the emigration of her family to Australia during the 1920s. She worked as a Protestant missionary among Aboriginal Australians from 1915, until her retirement in 1953. Although the grave she shares with her co‐worker May McRidge (1882–1943) bears the words “Ever remembered by what she has done,” her story was largely forgotten by her family. In 1986, the Nyungar people erected a memorial stone to Belshaw and McRidge and the thirty‐nine Nyungar families who lived at the Badjaling Mission in Western Australia from 1930 to 1954. This article will address the wider issues in twentieth‐century Australia which contributed to the neglect of the story by Belshaw's Irish Australian family and then led to its recovery. It will reveal how an Irish heritage was rediscovered because the story lived within a Nyungar community who had survived terra nullius and assimilation policies to return to their land at Badjaling.  相似文献

Diplomats are the face of their country abroad. One way that a country can represent and benefit from its diversity is through the diversity of its diplomatic representatives. Australia’s Department of Foreign Affairs and Trade (DFAT) has made a sustained effort to increase the diversity of its workforce and has improved the representation of some groups: for example, the increased number of women in senior positions in recent decades. A case study of DFAT’s Indigenous Recruitment and Career Development Strategy (2007–2015) identifies the following key factors needed for such efforts to succeed: sustained effort, high-level support, availability of peer support and a willingness to adapt programs over time. While there are challenges in implementing a diversity strategy, such as resource constraints and the broader organisational culture, the Indigenous Recruitment and Career Development Strategy provides a positive model of how to increase diversity among a country’s diplomats.  相似文献

Whether China is a responsible stakeholder is evaluated from employing three sets of standards: normative, ‘aspirational’ standards (i.e. those that make a good community member and an upstanding citizen); rational choice (is China acting in line with shared or complementary self‐interest?); and power analysis (whether China is upsetting an established world order or contributing to the formation of a new one?). During the 1980s, and with increasing speed, there have been major changes in the determination of wages in Sweden; changes which involve the substantial breakdown of the ‘Swedish model’ of social and economic policy which had developed since the 1930s. These changes are of much interest in themselves but have a special relevance to Australia because of admiration for the Swedish system within the Australian labour movement, exemplified by the major report Australia Reconstructed, published in 1987. Some of the complexities and difficulties involved in the Swedish system were not fully dealt with in this report, while others have become clear since its publication. Australians, as well as others, need to appreciate what has occurred. Centralised wage negotiation, essential to the Swedish model, has in fact survived better in Australia than in Sweden; though in Australia too it is potentially vulnerable to tendencies towards decentralisation. Those interested in the concept of ‘corporatism’ should also note these developments, Sweden having been thought of as a highly ‘corporatist’ polity.  相似文献

David Lewis presented Convention as an alternative to the conventionalism characteristic of early-twentieth-century analytic philosophy. Rudolf Carnap is well known for suggesting the arbitrariness of any particular linguistic convention for engaging in scientific inquiry. Analytic truths are self-consistent, and are not checked against empirical facts to ascertain their veracity. In keeping with the logical positivists before him, Lewis concludes that linguistic communication is conventional. However, despite his firm allegiance to conventions underlying not just languages but also social customs, he pioneered the view that convening need not require any active agreement to participate. Lewis proposed that conventions arise from “an exchange of manifestations of a propensity to conform to a regularity” (87–8).

In reasserting the conventional quality of languages and other practices resting on mutual expectations, Lewis comfortably works within the analytic tradition. Yet he also deviates from his predecessors because his conventionalist approach is comprehensively grounded in instrumentalism. Lewis adopts an extension of David Hume's desire-belief psychology articulated in rational choice theory. He develops his philosophy of convention relying on the highly formal mid-twentieth-century expected utility and game theories. This attempt to account for language and social customs wholly in terms of instrumental rationality has the implication of reducing normativity to preference satisfaction. Lewis’ approach continues in the trend of undermining normative political philosophy because institutions and practices arise spontaneously, without the deliberate involvement of agents. Perhaps Lewis’ Convention is best seen as a resurgent form of analytic philosophy, characterized by “a style of argument, hostility to [ambitious] metaphysics, focus on language, and the dominance of logic and formalization” that solves the dilemma of “combining the analytic inheritance…with normative concerns” by reducing normativity to individuals’ preference fulfillment consistent with the axioms of rational choice.  相似文献
