Contemporary Australian Indigenous policy changes rapidly and regularly fails to deliver its stated aims. Additionally, political and social relationships between Aboriginal and Torres Strait Islander peoples and the Australian state remain complex and contested. This article draws on critical Indigenous theory, alongside the increasingly influential scholarly paradigm of settler colonialism, to draw these two elements together. It highlights the ongoing nature of colonial conflict, and the partisan nature of state institutions and processes. While policy is usually framed as a depoliticised, technical practice of public management for Indigenous wellbeing, I suggest that it also seeks to ‘domesticate’ Aboriginal and Torres Strait Islander peoples, perform their dysfunction and demonstrate state legitimacy. This is especially the case in Australia, which has a long tradition of framing domestic welfare policy – rather than legal agreements – as the ‘solution’ to settler colonial conflict.  相似文献

The paper uses an account of ‘tradition’ by the philosopher, Alisdair MacIntyre, to argue for the view that local Aboriginal culture that has been through extensive change is nonetheless still specifying for the Aboriginal people involved. Therefore these local traditions must be taken into account in discussions about ‘contracts’ or ‘policies’ concerning Aboriginal people today. ABSTRACT

Much has been written about the history of the Queensland Native Mounted Police, mostly focussing on its development, its white officers, how much the Colonial Government genuinely knew about the actions of the Force, and how many people were killed during the frontier wars. Far less attention has been given to the Aboriginal men of the force, the nature of their recruitment, and the long-term traumatic impacts on Aboriginal peoples’ and communities’ psyches rather than broadscale changes to Aboriginal culture per se. This article examines the historical and ongoing psychological impacts of dispossession and frontier violence on Aboriginal people. Specifically, we argue that massacres, frontier violence, displacement, and the ultimate dispossession of land and destruction of traditional cultural practices resulted in both individual and collective inter-generational trauma for Aboriginal peoples. We posit that, despite the Australian frontier wars taking place over a century ago, their impacts continue to reverberate today in a range of different ways, many of which are as yet only partially understood.  相似文献

Cultural Heritage Management in Victoria has bonded archaeologists and Aboriginal people to the logic of profitability. In this article, I argue that this approach to heritage neutralises and/or discourages any political or social interpretations relevant to aboriginal peoples, and undermines subsequent protest movements. I advocate that archaeology, as it is framed in Victoria, is participating in making the heritage ‘industry’ a profitable activity for Aboriginal communities, giving them an illusion of empowerment, ironically achieved through the destruction of their own non-renewable heritage. This process of commodification is consented to in exchange for financial compensation, presented as the key to emancipation. I intend here to demonstrate that this belief might in reality be detrimental to Aboriginal Australians.  相似文献

In settler colonial societies such as Australia, both Indigenous and non-Indigenous people have turned to constitutional reform as a means of addressing historical exclusions and colonial injustice. In practice, however, the promise of constitutionalism has revealed clear limits. This article explores these limits in the context of the current Australian campaign for the constitutional ‘recognition’ of Aboriginal and Torres Strait Islander peoples, where the loudest dissenting voices have come from Indigenous people themselves. In light of this, this article proposes a more agonistic engagement of diverse and dissenting opinions, with a view to opening up a more radical, decolonising space for constitutional politics.  相似文献

This contribution offers a response to Melissa Leach's paper ‘Earth Mothers and Other Ecofeminist Fables: How a Strategic Notion Rose and Fell’, published in an earlier issue of Development and Change. Leach's article examined the rise and fall of the figure of ‘woman as natural environmental carer’ in environment and development discourses. Specifically, it appeared concerned with the role of ‘the northern ecofeminist’ in popularizing this figure, and the notion that women have a special relationship with the environment. This response points to the reliance on the figure of the ‘northern ecofeminist’ as a foil to gender and development (GAD) discourses, and situates this anxiety over the figure of ‘woman as natural environmental carer’ in the context of some key feminist debates of the 1990s. Conflicts between GAD scholars and ecofeminists can be understood as one manifestation of tensions over essentialism in feminism. Attending to how conflicts over essentialism have been worked through in feminism could productively inform efforts to think through the nexus of gender, environment and development.  相似文献

Although not fully conceptualized as such by geographers, children and concepts of childhood were focal points of colonialism. Well into the twentieth century, Aboriginal peoples in Canada were discursively constructed by colonists as child-like subjects in need of colonial intervention in order that they ‘grow up’ into de-Indigenized Canadian citizens. Further, an important aspect of the colonial project entailed confining Aboriginal children in institutions known as Indian Residential Schools wherein, through material and curricular means, efforts were made to transform the children and dispossess them of socio-cultural identities. Much of the literature on children's geographies contemplates the socially constructed nature of childhood and critiques the pervasive (yet under-evaluated) understanding that childhood is a clear and demarcatable state of being prior to adulthood. Little attention, though, has been paid to historic or social discourses that relegated groups of people to a perpetual state of truncated childhood while simultaneously removing their children in order that those children mature into adults who embodied radically different cultural traits than their ancestors. This paper explores how Aboriginal peoples were doubly confined; firstly, by colonial constructions about children, childhood, and Othered (Aboriginal) peoples and then, secondly, within the material geographies of colonial residential schools.  相似文献

Since the earliest days of the European Enlightenment, Western people have sought to remove themselves from nature and the ‘savage’ non‐European masses. This distancing has relied upon various intellectual techniques and theories. The social construction of nature precipitated by Enlightenment thinking separated culture from nature, culture being defined as civilised European society. This separation has served to displace the Native voice within the colonial construction of Nature. This separation has also served as one thread in the long modern ‘disenchantment’ of Westerners and nature, a ‘disenchantment’ described so adeptly by Adorno and Horkheimer (1973 ). Unfortunately though, this displacement is not only a historical event. The absence of modern Native voices within discussions of nature perpetuates the colonial displacement which blossomed following the Enlightenment. In his book entitled, Native Science, Gregory Cajete describes Native science as ‘a lived and creative relationship with the natural world ... [an] intimate and creative participation [which] heightens awareness of the subtle qualities of a place’ (2000, 20). Perhaps place offers a ‘common ground’ between Western and Indigenous thought; a ‘common ground’ upon which to re/write the meta‐narrative of Enlightenment thought. This paper will seek to aid in the re/placement of modern Native voices within constructions of nature and seek to begin healing the disenchantment caused through the rupture between culture and nature in Western science.  相似文献

From 1950, ‘ethnic dancer’ Beth Dean made her living on a lecture-demonstration touring circuit of the dance traditions of Australia, New Zealand, the Cook Islands and North America. To assert her expertise, she claimed to have studied Māori and Australian Aboriginal cultures for a number of years. This article investigates how Dean’s didactic performances drew on American traditions of ethnic dance to present apparently authoritative representations of Indigenous cultures, supported by Adult Education Boards in New South Wales, Victoria, Tasmania and Western Australia and national arts organisations. I argue that Dean exploited the symbolic potential of ‘corroboree’ as a performance of intercultural communication to establish her authority to speak about and perform Australian Aboriginal dance.  相似文献

Much is known about the meaning of Country to Aboriginal people living in northern Australia. Discourse abounds in various disciplines about how Country provides people in remote locations with a sense of belonging and place. Yet little is known about what Country means to Aboriginal people living in large urban locations such as Sydney, Australia. The two authors conducted a series of interviews with nine Aboriginal people about what Country and belonging mean for them in the city. A methodological relation between the two authors is explored as a means of reflecting on the role of mentoring in a research partnership, and on the transferal of research capacity through that collaboration. Older participants identify how listening and belonging are each governed by the other to the extent that there can be no belonging without listening. We draw on the frames of both human geography and philosophy to argue that listening depends on an ability to get yourself out of the way.  相似文献

In British Columbia, Canada's westernmost province, unresolved Aboriginal claims to land remain highly contentious. Since the early 1990s, a unique treaty negotiation process has sought to resolve questions about land ownership and establish a new relationship between Aboriginal peoples and the Crown. After almost two decades, the limitations of this treaty process are increasingly evident and answers to the land question remain elusive. This article examines this treaty‐making process through a property lens, focusing on how particular models of property are privileged by and produced through this approach to treaty. I argue that the treaty process, as currently structured, works to entrench dominant Western forms of property across Aboriginal territories in a highly separate and unequal manner, and as such, serves to reinscribe asymmetrical relations of power between Aboriginal peoples and the Crown. To a considerable extent, this asymmetrical approach to property making explains the lack of progress towards treaties. The final part of the article explores alternative approaches to treaty proposed by Aboriginal groups. I argue that these proposals, which reflect Aboriginal understandings of property, offer a new and more promising direction for treaty making. In particular, the emphasis on sharing lands and resources, as well as the wealth generated from these, provides a path to reconcile competing property interests and to build a new and more respectful relationship between the Crown and Aboriginal peoples. I suggest that the difficulties of treaty making in British Columbia reflect broader challenges associated with land restitution and reconciliation in settler colonies.  相似文献

In the span of a few years, Premier Gordon Campbell transformed himself from a strong political critic of Aboriginal peoples in British Columbia to their apparent champion within a “new relationship.” The subsequent sudden collapse of Campbell's alliance with First Nations is a window into federal‐provincial relations, constitutional change, Aboriginal political organization, and the consequences of decisions made more than a century ago. Drawing on Nietzsche, we argue that Campbell's intentions, either to control or support Aboriginal peoples, were almost irrelevant; our focus should be on the “will to power” and efforts to stabilize power through territory. As a result of the collision of Aboriginal political mobilization, the expansion of natural resource development, and a series of court decisions, the unresolved nature of Canada's territorial claim to most of the land that is now British Columbia has finally reached a point where it can no longer be ignored, either politically or legally. However, the province lacks the legal authority to recognize or deny Aboriginal title, leaving the provincial government and indigenous peoples in British Columbia equally held hostage by the federal government.  相似文献

Globalization facilitates the movement of people, goods, ideologies and even diseases across borders and into local communities. This article explores the liminal space created by tourism in the rural Costa Rican community of Monteverde as a site where the movement of people, especially Western women (women from the global North), intersects, contests and even reinforces existing heteropatriarchal ideologies. Theories from feminist geography and anthropology provide a lens for understanding and interpreting how Western women and local residents (both male and female) perceive, construct and interact with each other. We argue that ‘liminality’ or the sense of being ‘betwixt and between’ – physically, socially and ideologically – allows Western women a space to both challenge the hegemony of heteropatriarchal ideology and reconstitute it in their sexual relationships with local men. We also explore the implications that sexual relationships between Western women and local men have for local women. We stress the urgency to understand and articulate the nature of these sexual relationships in light of the growing HIV/AIDS epidemic.  相似文献

ABSTRACT This two part paper considers the experience of a range of magico‐religious experiences (such as visions and voices) and spirit beliefs in a rural Aboriginal town. The papers challenge the tendency of institutionalised psychiatry to medicalise the experiences and critiques the way in which its individualistic practice is intensified in the face of an incomprehensible Aboriginal ‘other’ to become part of the power imbalance that characterises the relationship between Indigenous and white domains. The work reveals the internal differentiation and politics of the Aboriginal domain, as the meanings of these experiences and actions are contested and negotiated by the residents and in so doing they decentre the concerns of the white domain and attempt to control their relationship with it. Thus the plausibility structure that sustains these multiple realities reflects both accommodation and resistance to the material and historical conditions imposed and enacted by mainstream society on the residents, and to current socio‐political realities. I conclude that the residents' narratives chart the grounds of moral adjudication as the experiences were rarely conceptualised by local people as signs of individual pathology but as reflections of social reality. Psychiatric drug therapy and the behaviourist assumptions underlying its practice posit atomised individuals as the appropriate site of intervention as against the multiple realities revealed by the phenomenology of the experiences. The papers thus call into question Australian mainstream ‘commonsense’ that circulates about Aboriginal and Torres Strait Islander people which justifies representations of them as sickly outcasts in Australian society.  相似文献

We argue that a closer attention to the everyday visceral experiences of hearing and listening offers new insights into geographies of home and practices of sustainability. We suggest that this approach is significant to understanding how sound helps to assemble and reassemble the relationships that comprise home. We concentrate on a group of 10 amenity-led migrants in their ‘new coastal home’ in Bermagui, New South Wales, Australia. Each participant recorded a sound diary composed of their everyday sounds. Our interpretation explores the visceral connections in the processes of making bodies feel ‘at home’. First, we discuss how the rhythmic affordances of both human and non-human sounds help configure and reconfigure the spatiality and temporality of home. Second, our interpretation explores how sound is bound up with sustainability politics of homemaking. We investigate experiential practices and performativities of listening and hearing that may help constitute and reconstitute ‘a’ subject. This approach extends current thinking that encourages engagement with the corporeal, affective and emotional dimensions of home.  相似文献

References are often made in contemporary Indian discourse, both popular and academic, to the ‘new Indian woman’, a subject position that is seen as coterminous with the emerging identity of the Indian nation as modern – the ‘new India’. This article unpacks key discourses that construct the ‘new woman’ in the public imagination and suggests that the modernity of this imagined figure is founded upon a notion of autonomy that is deeply embodied. While the characteristics of this embodied modernity challenge influential feminist arguments as to the ‘shallow’ modernity of the ‘new Indian woman’, it nonetheless has problematic implications from a feminist perspective. The narrative shaped by these discourses around the question of what it means to be modern not only perpetuates an historically pervasive reductionism in which woman is seen to be defined and determined by the corporeal but also, and more problematically, constructs a boundary around the notion of modern womanhood that excludes women whose bodily autonomy has been compromised, for example through sexual assault. This narrative exclusion is perpetrated in at least three ways: through a discursive rendering of the woman as passive, the objectification of the woman, and a narrative structure that mimics the act of violation. Such erasure of the autonomy of sexually violated women is not inevitable, however, and an analysis of two ‘counter-narratives’ demonstrates how discourses of rape may both reinscribe the autonomy of such women and re-orient the reader to a position of empathy rather than opposition.  相似文献

This article identifies how the Australian legal system has generated knowledge about ‘traditional’ gender relations in Aboriginal Australia. Using a sample of artefact cases from the Australian judicial system, constructions of Aboriginal gender relations are mapped. By tracing knowledge production in these cases, it demonstrates how the non-Aboriginal Australian legal system has fabricated its own versions of ‘Aboriginal Customary Laws’, or Aboriginal ‘traditions’ about violence committed by Aboriginal men, against Aboriginal women. (Post)colonial understandings about the Aboriginal ‘other’ have occupied spaces in legal understandings and then been enforced in law. The Australian judicial system itself is therefore guilty of perpetuating and privileging the ‘colonial’ in these encounters.  相似文献

This paper examines the cultural representations of Aboriginal peoples at the Buffalo Nations/Luxton Museum in Banff, Canada. The museum has been part of the cultural landscape of the tourism industry in Banff since 1952. Using interviews, newspaper articles and analyses of the exhibits, I problematise the museum's representations of Aboriginal peoples by focusing on the challenges associated with navigating regional power relations while participating in forms of capitalist exchange. My findings suggest that the museum's representations engender complex readings of Aboriginal peoples that need to be interpreted considering the processes of production, but also the broader conditions that are embedded in this history. This paper puts cultural representations of Aboriginal peoples into socio‐economic, political, cultural and historical contexts in ways that may interest scholars and practitioners from diverse disciplines and specific fields such as museum, recreation, tourism, heritage and Indigenous studies.  相似文献

This paper investigates the working relationships that have emerged between Aboriginal and non‐Aboriginal people involved in the governmental project of ‘Aboriginal self‐determination’. I argue that these partnerships developed into significant sites of administrative and cultural mediation, both delineating and channelling the aspirations of Aboriginal people and government. As such, they facilitated the formation of various strategic forms of Aboriginal cultural and political subjectivity and thus helped operationalise the policies of Aboriginal self‐determination.  相似文献

This article considers the presence of three late-Victorian actresses (Mrs Patrick Campbell, Eleonora Duse, and Sarah Bernhardt) in the work of James Joyce. The first appears in Joyce’s short story ‘A Mother’ (Dubliners). The strong influence of the other two is also detectable in the characterization of Ulysses’ heroines, Gerty MacDowell and Molly Bloom, and in a seminal text of late modernism, Finnegans Wake. In ‘A Mother’, Joyce’s attention to the importance of fashion on the stage and to poor working conditions for female performers calls to mind the career of Mrs Patrick Campbell. In Ulysses, Gerty’s performance in ‘Nausicaa’ recalls the techniques of the Ibsenian actress Eleonora Duse, known especially for her blushing; I argue that, given this famous skill and Joyce’s fascination with her, Duse directly informs Gerty’s characterization. Finally, Molly Bloom’s repertoire of dramatic references, including Trilby, Lillie Langtry, Sarah Bernhardt, publicity photographs, and Pineroticism, suggests Joyce’s immersion in a late-Victorian dramatic world. After sketching these connections in detail, I show that his interest in these actresses encourages scholars to continue to question the validity of traditional periodization boundaries. I end by arguing that the appearance of these actresses in these examples of early, high, and late modernism indicates the cultural richness of the long nineteenth century for Joyce, which continues throughout modernism’s successive phases.  相似文献
