Can Russia Break the "Resource Curse"?

A noted European economist argues that the Russian economy and its post-2000 growth have been heavily dependent on natural resources, especially hydrocarbons, and are bound to remain so for some time to come. Given that many economists have come to view rich natural resource endowments as a "curse" that undermines development, the question arises as to whether Russian economic development is doomed. The author argues that while the challenges posed by resource dependence are serious, they can be overcome, or at least substantially mitigated, if accompanied by the right economic policies as the examples of Australia, Canada, and the Scandinavian countries demonstrate. He analyzes what these economic policies are for Russia, and how to set up Russian economic and political conditions to facilitate their implementation. "In need of care and attention" Local authorities and the implementation of the Scottish NHS Act, 1948–1960

Abstract

This article looks at the influence and reaction of Scottish local authorities in the implementation of the NHS (Scotland) Act, 1947. It examines the implementation of the Act through local authorities and the problems encountered in co-ordinating the NHS. Furthermore, it considers the problems encountered through the lack of clear dividing lines of responsibility between the three administrative areas of the NHS. It proposes that local authorities were seen as service providers within the NHS and were unable to assert any influence over the implementation of the NHS, apart from within their own health service sphere. The implementation of the Scottish NHS Act was full of inconsistencies and problems and was not as smooth as many historians would argue. The impact on patient care was the provision of an uneven service throughout Scotland.     

"God bless General Péron": DDT and the endgame of malaria eradication in Argentina in the 1940s

This article explores the politics of malaria eradication in Argentina during the first government of Juan D. Perón. The article develops the theme of historical convergence to understand the rapid mobilization and success of the climactic battle against malaria in Northwest Argentina. The nearly complete eradication of malaria in Argentina resulted from a combination of three factors. First, Carlos Alvarado, the director of Argentina's Malaria Service, had already developed a solid but flexible organizational base that allowed a dramatic change in control strategy. Second, an infusion of new technologies, especially DDT but also motor vehicles, was instrumental. Lastly, a radical reorientation of national public health policy in the 1940s, under the direction of Perón and his health minister, Ramón Carrillo, encouraged eradication. These figures embraced and refashioned long-standing organicist ideologies that hitched the strength of the nation-state to the health and vigor of its ordinary citizens. This ideological orientation was reflected in bold, populist political strategies that showcased swift, massive, and expensive public health campaigns, including malaria eradication. In the conclusion, the article explores the ambiguous connections between malaria eradication and an ecological perspective on the disease.     

"How" Does the Bible Mean? The Bible and Dalit Liberation in India

Abstract

This essay analyses the role of the Bible in Dalit liberation in a context where Dalit theology, despite being increasingly recognized as an academic theology, hasn't been effective practically in either sustaining the Dalits in their struggles for liberation or in challenging the perpetuation of caste discrimination within the Indian churches. In the light of the Dalits' own reception of the Bible as a potential source of Dalit liberation the essay critically revisits some of the defining biblical paradigms articulated by Dalit theologians, using as its epistemological tool the tensions between "epic" and "emic" forms of theological conceptualizations, in order to identify the reasons for the lacunae between Dalit theology and its practical viability for Dalit liberation. In the light of this analysis the essay explores and offers the synoptic healing stories as a viable biblical paradigm which can animate the Dalit struggles for liberation and thus enhance the practical efficacy of Dalit liberation.     

"A matter of physical health and strength”: disciplining the female body and reproducing the Czech national community in the mid-nineteenth century

An 1850 article “Uzavírání sňatku” (“Marriage”) by Czech physician Jan ?pott outlined the requirements for those who considered themselves part of the Czech national community. ?pott stressed that those concerned with the future national existence had to educate themselves and each other to create healthy offspring. I examine ?pott’s article with regard to contemporary ideas about fitness, the role of women, the need to discipline the female body, as well as the importance of education in reproducing the community. This article’s analysis - set in the broader context of the history of women, medicine, and nationalisms - shows that nation-oriented education could be perceived as a way to ensure the nation’s future existence while simultaneously emphasizing the responsibility of individuals, and particularly women, for the reproduction of the community. ?pott’s propositions are significant to other nineteenth-century national movements and to postnational contexts where national fitness is a concern.     

Were the Miao Kings "Prophets of Renewal"? The Case of the 1795-1797 Hunan Miao Revolt

This essay considers the concept of "prophets of renewal" introduced by James Scott in The Art of Not Being Governed:An Anarchist History of Upland Southeast Asia (2009),as seen in the context of the 1795-97 Miao revolt along China's Hunan-Guizhou border.The appearance ofa "Miao King" and four "Wu kings" centering anti-Qing resistance in an intractable highland-utilizing native legends,spirit possession,investment of officials,and multi-ethnic recruitment-suggests a case of"Zomia" (the vast Southeast Asian Massif) prophets in action,as Scott himself suggests.Closer examination,however,reveals a more complex and uncertain picture,characterized by division between rival lords and an overall dearth of institutional,ideological,or cosmological elaboration,all further obscured by a paucity of historical sources.The Miao kings might be seen as prophets of renewal in a general sense,but the fit is inexact.There is still value,however,in considering Scott's model in the study of this event.It enables a sharper conceptualization of the agency of the Miao people,while offering a case for comparison with analogous instances of religiously-based native resistance on other Qing frontiers.     

Verbs,Voyeurism, and the Stalker Narrative in Cortázar's "Continuidad de los parques"

Julio Cortázar's "Continuidad de los parques" can be described as a stalker narrative in two different senses. Not only is it a story about a stalker with murderous intentions, it is also a story in which the reader is turned into a stalker.

Modalization in verbs, or the use of the subjunctive and qualifiers, has been discussed by critics such as Tzvetan Todorov as a characteristic of the fantastic in literature. What has not been studied is the alternating use of aspect in the past, here between the verb tenses the preterite and the imperfect, as a technique that aids in the subtle creation of the reader as a stalker. Cortázar uses these two verb tenses to form and shape the narrative, moving it in the desired direction and, in the process, aiding in his creation of the image of the stalker. Both the careful manipulation of the preterite and the imperfect and the careful interplay between the two are the vehicle of invasion, an invasion perpetrated by the stalker, in which the reader is made complicit.     

"The Civil Rights Movement of the 1990s?": The anti-abortion movement and the struggle for racial justice

In 1964, Claude and Jeanne Nolen, who were white, joined an interracial NAACP team intent on desegregating local restaurants in Austin, Texas as a test of the recently passed Civil Rights ACt. Twenty-five years later, the Nolens pleaded "no contest" in a courtroom for their continued social activism. This time the issue was not racial segregation, but rather criminal trespassing for blockading abortion clinics with Operation Rescue. The Nolens served prison sentences for direct action protests that they believe stemmed from the same commitment to Christianity and social justice as the civil rights movements.Despite its relationship to political and cultural conservatism, the anti-abortion movement since Roe v. Wade (1973) was also a product of the progressive social movements of the turbulent sixties. Utilizing oral history interviews and organizational literature, the article explores the historical context of the anti-abortion movement, specifically how the lengthy struggle for racial justice shaped the rhetoric, tactics, and ideology of the anti-abortion activists. Even after political conservatives dominated the movement in the 1980s, the successes and failures of the sixties provided a cultural lens through which grassroots anti-abortion activists forged what was arguably the largest movement of civil disobedience in American history.
