We explore the interrelationships between the concepts of fictitious commodities, fictitious capital and accumulation by dispossession. We do so through a detailed examination of the dynamics of land reclamation in the Kingdom of Bahrain during the years 2001–2014. Particularly, we dissect in‐depth the ensemble of social relations and chain of events involved in two specific real estate projects, Norana and Bahrain Financial Harbour, that have come to symbolize Bahrain's neoliberal era. Reclamation was a unique process in which land was explicitly produced as a commodity for market purposes. Primary material of land deeds, company registration documents, and news articles were used to map out the social relations across the state–finance–real estate nexus. We emphasize that our understanding of accumulation by dispossession involving land is greatly enhanced if we view it as a process of reconfiguring the ensemble of social relations using fictitious commodification and fictitious capital formation.  相似文献

Taking the case of defining “talent,” a term that has been widely used but its definitions differ by discipline, organization, policy sector, as well as over time, we demonstrate how the basic definition of a policy subject may affect policy design and the assessment of policy outcomes. We review how “talent” is defined in two sets of literature, talent management and migration studies, and find that definitions fall under one of two categories: binary (“talent” as qualities) or composite (“talent” as a relational concept). The implications of our findings are epistemological and ontological; the findings point to diverse epistemological effects of definitions through developments of indicators, as expected, and they also reveal the policy designers’ ontological starting points. Ontological perspectives are significant because they ultimately determine whether the policy assessments carried out differ in degrees or in kind. In the case of defining “talent,” this means determining which objectives the designers would set (e.g., recruiting vs. cultivating vs. introducing competition), the policy instrumentation for achieving the goals (migration measures vs. education vs. lifelong learning vs. human resource policy), and the type of assessment for measuring policy outcomes (single vs. multiple indicators, qualitative vs. quantitative).  相似文献

Abstract: In response to the growth of private sector involvement in water supply management globally, anti‐privatization campaigns for a human right to water have emerged in recent years. Simultaneously, alter‐globalization activists have promoted alternative water governance models through North‐South red‐green alliances between organized labour, environmental groups, women's groups, and indigenous groups. In this paper, I explore these distinct (albeit overlapping) responses to water privatization. I first present a generic conceptual model of market environmentalist reforms, and explore the contribution of this framework to debates over ‘neoliberalizing nature’. This conceptual framework is applied to the case of anti‐privatization activism to elucidate the limitations of the human right to water as a conceptual counterpoint to privatization, and as an activist strategy. In contrast, I argue that alter‐globalization strategies—centred on concepts of the commons—are more conceptually coherent, and also more successful as activist strategies. The paper concludes with a reiteration of the need for greater conceptual precision in our analyses of neoliberalization, for both academics and activists.  相似文献

Abstract: The “mobility turn” claims that conceding analytical priority to the study of mobility is the best way to overcome methodological approaches based on fixed and stable categories argued to be unviable in a world that is increasingly mobile. In this paper I argue that the mobility approach, far from reaching this goal, in fact reifies the cleavage between mobility and immobility, relegating immobility to a passive, undertheorized position, and collapsing the complex workings of power, thus foreclosing a dialectical understanding of the contradictory albeit co‐produced processes of mobilization and immobilization. Drawing on an ethnographic analysis of the impacts of changing patterns of accumulation of the tourist industry on the urban space of Palma (Majorca, Spain), I suggest a relational approach attentive to the dialectics of mobility and stability, continuity and change.  相似文献

In their provocatively titled book, Living Together Separately, Michael Romann and Alex Weingrod argue that the shared terrain of Jerusalem obscures deep divisions in the physical and social lives of its Arab and Jewish ethnic communities (Romann & Weingrod, 1991). Multiple divisions exist not only among peoples sharing a common space; they are also found among communities of scholars sharing common intellectual interests. This has certainly been the case of Political Science and Political Geography during much of the twentieth century. Members of both disciplinary communities seek insights into the role of politics and political structures in human society, yet until recently they have pursued their work within orbits that only rarely intersected. They attended different conferences and symposia, they employed different methodological tools, and they did not draw heavily on each others published work.Recent theoretical and empirical developments have begun to erode the barriers separating Political Science and Political Geography, and a discussion of the relationship between the disciplines is thus both timely and welcome. Professor Elazar is an appropriate person to place at the center of this discussion, for his work as a political scientist is unusual sensitivity to geography. Professor Elazar's comments about research orientations and career constraints provide an interesting point of departure for such a discussion, but to understand the nature and depth of the divide between the disciplines it is important to consider the core intellectual constructs and practices that have characterized Political Science and Political Geography during the twentieth century. These have fostered theoretical orientations and research approaches that are sufficiently different from one another to create significant barriers to interdisciplinary contact.  相似文献

This article revisits the debate over whether and to what extent the cities of the United States and Canada can be understood as a common ‘North American city’ by reconsidering the role of the their common federal system of government. Drawing on a Marxist theory of the capitalist state and the municipal histories of New York State and the Province of Ontario, the article traces the institutions and patterns of urbanization in the two countries to a dialectic of political conflict between the sub-national states and the industrializing cities, conditioned by federal divisions of sovereignty and grounded in the expanding social property relations of capital. The final section connects this dialectic to historically new conditions for the expanded reproduction of capital, specifically in the constitution of land as a commodity form. It also speculates briefly on the implications of this analysis for a more spatially informed theory of the capitalist state.  相似文献

Abstract: The anarchist and geographer Élisée Reclus (1830–1905) argued for the idea of universal brotherhood for all the peoples of the world in his encyclopaedic work the Nouvelle Géographie Universelle (NGU) (1876–1894). The nature of Reclus' argument and its representations of Europe, otherness and colonialism, however, are contested today, and it is unclear what insights it might offer to contemporary students of colonialism and post‐colonialism. In this paper I engage with two emblematic cases—British rule over India and French occupation of Algeria—as they are presented in the NGU, considering Reclus' analysis of imperialism and his novel critique of colonial power. In doing so I wish to demonstrate that far from being conventional, the NGU is a radical and interesting resource for those struggling to construct a critical discourse on Europe, otherness and colonialism.  相似文献

Abstract: This article explores the ways that farmworkers, many of whom come from a culture deeply rooted in food and agricultural practices, cope with food insecurity by utilizing their agricultural and nutritional knowledge. Food assistance providers in the USA often treat farmworkers' inability to afford healthy food as a lack of knowledge about healthy eating, reinforcing racialized assumptions that people of color don't know “good” food. I argue that in contrast to food banks and low‐income nutrition programs, home and community gardens provide spaces for retaining and highlighting agricultural, cultural, and dietary practices and knowledge. This paper investigates the linkages between workers' place in the food system as both producers and consumers, simultaneously exploited for their labor, and creating coping strategies utilizing agrarian and culinary knowledge. I argue that food security and healthy eating, rather than being a matter of consumers making healthy “choices”, is a matter of class‐based and racial differences in the food system.  相似文献

Geospatial technologies are central to spatial decision making and governance, but gaining equitable access to these is still difficult for traditionally marginalized communities. We contend that the dominance of proprietary GIS software has contributed to this digital divide, as these are inherently disempowering to marginalized social groups. Their high purchasing cost and licensing fees pose access barriers to resource‐poor citizens. Design of proprietary software may also not be appropriate for marginalized groups who are neither trained in GIS, nor represent the needs of dominant market base. Therefore, “free and open source software for geospatial” (FOSS4G) and open GIS provide new opportunities in democratizing GIS, as these are open code and free of purchasing and licensing costs. This paper aims to discuss the role of open GIS in advancing the goals of public participation GIS (PPGIS). We first discuss the origins of the FOSS movement, and explore the ways it has shaped the FOSS4G and open GIS movements. Next, we examine how a community information system built with open GIS software is being successfully utilized by an environmental organization in Milwaukee, to contest urban poverty. Our research demonstrates that open source GIS offers unique opportunities in advancing PPGIS research and practice.  相似文献

Cartographies for “migration management” are part and parcel of controversial border practices far from conventional borderlines. Focusing on the i‐Map, this study renders how the European Union's current practices of remote border control are visualised among migration policy circles and expert security actors through a “mapping migration matrix”. The lines portraying migration flows in recurrent maps generate a shared expert language and a common geographical imaginary reinforcing practices of contention and classification of those assumed to move toward the European Union irregularly. It is argued that illegality is constructed in ways that target border crossing long before any border is crossed, making someone illegal at the very moment and place where s/he might decide to migrate. This paper analyses the cartopolitics and limits of cartographic expertise in the production of a “routes thinking” able to legitimise extra‐territorial interceptions and practices of remote border control.  相似文献

“Green‐grabbing”, in which environmental arguments support expropriation of land and resources, is a recognized element in neoliberal conservation. However, capitalism's strategic interest in promoting the neoliberalization of conservation is accompanied by attempts to exploit hitherto protected natures without any pretence at “greenness”. In this paper we explore the dialectics between “green” and “un‐green” grabbing as neoliberal strategies in the reconstruction of nature conservation policies after the 2008 financial “crash” in Greece and the UK. In both countries, accelerated neoliberalization is manifested in diverse ways, including initiatives to roll back conservation regulation, market‐based approaches to “saving” nature and the privatization of public nature assets. The intensification of “green” and “un‐green” grabbing reflects capitalism's strategic interest in both promoting and obstructing nature conservation, ultimately leaving for “protected natures” two choices: either to be further degraded to boost growth or to be “saved” through their deeper inclusion as commodities visible to the market.  相似文献

We estimate the impact of internal migration on job‐match quality for recent Dutch university and college graduates. We find positive yet modest wage returns. After controlling for the self‐selection of migrants with an IV approach, this effect is no longer significant for university graduates and all graduates from peripheral areas. We also find that, for our alternative job‐match measures, where there is evidence of migrant self‐selection, controlling for self‐selection strongly reduces the effect of internal migration on job‐match quality. In some cases, the returns on internal migration are found to be negative, which may signal forced migration.  相似文献

Research is increasingly recognised as a generative and performative practice that contributes to shaping the world we come to live in. Thus part of the research “process” involves being explicit about the worlds we want our research to contribute to and reflecting on how the concepts we use might help or inhibit this agenda. This paper is based on our commitment to strengthening the contributions that grassroots renewable energy initiatives might make to a climate changing world. However, to detect the potential of these initiatives, familiar concepts of scale and markets have to be recast. This paper uses insights from the academic literature and research into grassroots renewable energy initiatives to show how scale and markets can be rethought, thereby making it possible to detect some of the ways that grassroots renewable energy initiatives are helping transform ways of living and working, and building hope in a climate changing world.  相似文献

This article explores how racially marked young women and girls are sought to be discursively and materially incorporated into markets and imperial economic and geopolitical strategies in spatially differentiated ways, through an examination of a series of media productions which portray the engagement of young racialised British citizens with their countries of heritage. I propose the term “diaspora girls” to refer to the protagonists of these media productions, who are understood as embodying “British” post‐feminist gender values and heroically carrying them to “dangerous” spaces of gender oppression and violence. In the context of current constructions of diasporas as agents of development, alongside the framing of migration as a “security threat” to the global North, these British citizens are viewed as ideally positioned to further the contemporary imperialist project. Their perceived empowerment is understood to be fragile and contingent, however, because of their affective connection with these spaces. Further, for those who are Muslim in particular, their perceived Britishness is understood as requiring continual reaffirmation and proof, thus reinforcing racialised structures of citizenship, and legitimising a border regime which reinscribes permanent North–South inequality.  相似文献

Abstract: This article seeks to shed light on the May 2008 violence against foreign Africans living in South Africa, and the issue of xenophobia more broadly, by examining the case of Khutsong, a poor township on the edge of Johannesburg that did not experience xenophobic attacks. Arguing against prevailing explanations that link xenophobia with poverty and deprivation, this study examines the opposition to xenophobia that developed in Khutsong. It highlights the centrality of a community‐based organization, the Merafong Demarcation Forum (MDF), in halting the spread of violence. In its recent struggle against municipal demarcation, the MDF nurtured a collective sense of place that granted primacy to provincial boundaries while downplaying ethnic and national divisions. The article argues for the need to examine local social struggles and their intersections with broader political‐economic trends when accounting for the presence or absence of violent xenophobia.  相似文献

Religious faith was pivotal to the personal ideologies and radical political activism of the Reverends Alf Dickie and Frank Hartley, both of whom were prominent in the Australian peace movement from 1949 until the early seventies. This article examines Dickie's and Hartley's self‐identification as prophets in the context of the optimism of the post‐war era and its subsequent retreat as the Cold War altered the political climate. It examines how their post‐war political activism was framed by a devout faith in the existence of an objective “truth” with regard to the Cold War, a “truth” based on a self‐styled notion of the “Will of God”. Further, it argues that suffering was understood by these self‐declared prophets to be inherent to their mission and was thus embraced, when ostensibly visited upon them, as an affirmation of the righteousness of their cause. For Dickie and Hartley, an active association with the radical Left was a natural expression of God's Will.  相似文献

This paper addresses the work of early critics of colonialism and Eurocentrism within Italian geography in the Age of Empire. At that time, a minority but rather influential group of Italian scholars, influenced by the international debates promoted by the anarchist geographers Reclus, Kropotkin and Me?nikov, fumed publicly at Italy's colonial ambitions in Africa. Their positions assumed, at least in the case of Arcangelo Ghisleri, the character of a radical critique of both political and cultural European hegemony. These approaches were linked to a similar critique of “internal colonialism”, both Austrian in the Italian‐speaking regions of Trento and Trieste, and Piedmontese in southern Italy. Based on primary sources, and drawing on the international literature on imperial geography and colonial and postcolonial sciences, this paper conjures up the Italian example to discuss how some European geographers of the Age of Empire were also early critics of racism, colonialism and chauvinism, and how these historical experiences can serve current debates on critical, radical and anarchist geographies.  相似文献
