This article explores the governance of Houston, the archetype laissez-faire city in the USA. The research examines the complexity of Houston's minimal government intervention rhetoric, which in practice involves extensive federal, state and local government involvement in economic development in combination with a disinterest in social service and income maintenance programmes. This governance strategy is outlined through an examination both of regional public policy and local public finances. The analysis illustrates that Houston's local governance has historically been based on a management approach that attempts actively to minimize costs for potential investors to locate in the City, through public intervention, while at the same time generating an unattractive urban environment for the socially marginalized — hence the disinterest in social services. Thus, despite the local laissez-faire rhetoric, government intervention in Houston's growth has been vital and has produced the extraordinary impacts usually expected from public involvement in local economic development. The foundations of this local governance strategy are both predicted and advocated by the public choice approach, a theoretical framework whose emphasis on inter-municipal competition advances management tactics based on maintaining low taxes and low expenditures on public welfare. The research also shows, however, that Houston is unique, when compared to other economically successful US cities, in following such an extreme approach of this management strategy.  相似文献

ABSTRACT This paper considers a two‐community model with free mobility, public expenditures set by majority voting, amenities that differ across communities, and two types of taxpayers sorting across communities according to different preferences. Residents pay local taxes, consume public services, and have the right to vote. Vacationers cannot vote, yet pay local taxes, and consume amenities. Amenities attract vacationers whose tax payments produce rents reducing the costs of public spending for permanent residents. These extractable rents produce stability in otherwise unstable equilibria. Relatively wealthy communities are generally less able than poor communities to extract rents.  相似文献

ABSTRACT This paper develops a spatially explicit model to examine how urban and suburban communities evolve differently with changes in local economic fundamentals such as rising income or falling commuting costs in the metropolitan area. The model highlights the importance of environmental amenities and the economy of scale in the provision of public services as determinants of urban spatial structure. Results suggest that urban sprawl, income segregation, and jurisdictional disparities are driven by the same economic conditions and thus tend to co‐exist. Rising incomes or falling commuting costs for high‐income households in a metropolitan area tend to increase land prices and public services in every community, while rising incomes or falling commuting costs for low‐income households can have the opposite effects.  相似文献

利用2018年来自北京的问卷调查数据,本文探讨了公共服务设施可达性、个人社会资本及其交互作用对居民心理健康的影响。研究发现:公共服务设施可达性对心理健康具有显著的正向影响,且对新市民的影响更突出。个人社会资本中密切交往的网络规模、从社会网络中获取经济支持两个维度对其心理健康有显著正向作用,但在新市民和本地市民群体间不存在显著差异。个人社会资本能够强化公共服务设施可达性对心理健康的正向影响。本文验证了社会生态学的健康促进模型的相关假设,即外部环境特征和个人社会资本相互嵌套共同影响个人健康水平。鉴于此,健康城市规划需兼顾“硬件”与“软件”层面,既要构建公平正义的空间环境,还需加强社会资本和社会组织培育。  相似文献

Abstract. This paper investigates the effects of local fiscal policy on the location decisions of 3,763 establishments that began operations in Maine between 1993 and 1995. Empirical results, estimated from Poisson and negative binomial regression models, indicate that businesses favor municipalities that spend high amounts on public goods and services, even when these expenditures are financed by an increase in local taxes. This suggests that a local fiscal policy of reduced government spending, to balance a tax cut, may attract fewer new businesses than a policy featuring additional spending and higher taxes.  相似文献

以山东省Q市为例,从公共服务满意度视角探讨城市空间正义问题及其作用路径。研究发现,近年来我国城市存在公共服务视野下明显的空间不正义问题,临近省市政府能享受更多、更好的公共服务,而区政府并不显著,且远离政府权力中心的边缘地带更加严重。不过,这种空间不正义问题更多源自省市政府权力的空间资源配置失衡,区政府没有足够话语权;主要在市辖区层面,街道尺度并不显著。受制于公共产品属性不同,不同公共服务的空间不正义问题有明显差异,弱排他性或弱竞争性的问题较小。另外,权力空间化通过公共产品配置数量和质量影响空间不正义问题,且质量层面远大于数量层面。新时代城市要从提高公共产品质量入手实现空间正义。  相似文献

Spatial inequality refers to unequal access to local public services between high‐ and low‐income households in relation to their residential locations. We examine two hypotheses regarding the role of income sorting and land‐use conditions in shaping spatial inequality in Chinese cities, where residents have little direct influence on local public service provision. First, in the presence of resource indivisibility, travel cost, and location‐based rationing, scarcity of public‐service resources in a city makes access to public services more uneven across neighborhoods, thus exacerbating income sorting and spatial inequality in the city. Second, the exacerbating effect of resource scarcity is mitigated by land‐use conditions that limit income sorting. Estimates of willingness to pay by households of different income levels for public‐service resources across cities corroborate both the exacerbating effect of resource scarcity and the mitigating effect of inclusive land‐use conditions.  相似文献

This study examines, from a spatial perspective, both direct consumer costs and those indirect costs relating to public welfare, as well as the resource costs necessary to realize an efficient emergency medical services (EMS) system. General systems and central-place theories provide the background for the analysis. Based on a sample of forty-eight contiguous Texas counties, a planning range was identified and primary EMS facility locations that exhibited a high level of stability were noted.  相似文献

优化农村救护车资源的配置有助于缩短急救服务的响应时间,对于维护重症伤(病)员的生命安全具有重要意义。本研究以河南省郸城县为例,将15分钟作为急救车路上所需响应时间,研究了该县当前救护车资源布局下农村居民的可达性;应用ArcGIS中的p-中位模型优化了郸城救护车布局点,并运用SPSS16中的配对样本t检验对比了优化前后郸城居民救护车服务可达性变化;应用ArcGIS中的最小覆盖面模型求解了覆盖郸城县域所需的最少救护车布局点数。研究显示,通过优化能有效提高居民的救护车资源可达性,在县域范围内布局13个左右的救护车资源能基本覆盖所有居民点。这一数量对与郸城具有相似自然社会背景的黄淮海平原县域具有借鉴意义。最后,文章还讨论了研究存在的局限。  相似文献

以1994-2013年中国县域公共图书馆数据为研究基础,运用数理统计和GIS空间分析方法揭示了中国公共图书馆的时空格局及其演变规律,采用多元回归分析和地理探测器分析其时空分异的影响因素及强度差异,并探究其影响机制。结果表明:①中国公共图书馆的整体发展水平持续提升,不同等级公共图书馆的数量结构特征展现出由“金字塔型”向“哑铃型”演变的态势;②中国公共图书馆在空间上的等级扩散效应较为显著,其集聚水平逐步下降,趋向空间均衡分布方向发展;③中国公共图书馆密度分布总体上呈现出逐年提高的趋势,但区域间公共图书馆发展水平的差距在进一步扩大,表现出“东高西低、南高北低”的空间分布格局;④中国公共图书馆时空分布格局是经济、社会、文化、政策等诸多因素共同作用的结果,不同时期和不同地区公共图书馆时空分异的主导因素及其作用强度存在差异。  相似文献

ABSTRACT Construction costs account for the bulk of the price of new houses in most markets, but their study has been relatively neglected. We document that there are economically large differences in construction costs across U.S. housing markets. We also estimate a very elastic supply for physical structure; hence, differences in construction activity across markets do not explain the variation in costs. Supply shifters that collectively do account for differences in building costs include the extent of unionization within the construction sector, local wages, local topography in terms of the presence of high hills and mountains, and the local regulatory environment.  相似文献

The Kaplan–Meier and Nelson–Aalen estimators are universally used methods in clinical studies. In a public health study, people often collect data from different locations of the medical services provider. When some studies need to consider survival curves from different locations, traditional estimators simply estimate the marginal survival curves using stratification. In this article, we use the idea from geographically weighted regression to add geographical weights to the observations to get modified versions of the Kaplan–Meier and Nelson–Aalen estimators which can represent the local survival curve and cumulative hazard. We use counting process methods to derive these modified estimators and to estimate their variances. In addition, we discuss some general spatial weighting functions which can be used in computing these estimators. Furthermore, we present simulation results to illustrate the performance of the modified estimators. Finally, we apply our method to prostate cancer data from the SEER cancer registry for the state of Louisiana.  相似文献

The difficulties involved in assessing the meaning of municipal expenditures are examined in view of the fact that dependency upon municipal services varies among and within jurisdictions. A cross-sectional analysis of spending in the five largest cities in Connecticut illustrates how considerations of human needs can affect the interpretation of spending (although they do not alter legal obligations or the financial reality of fiscal conditions). The possibilities and limitations associated with this approach to municipal expenditures are conveyed in terms of questions of public policy.  相似文献

Abstract. This paper deals with the impact of migration on wages. We introduce a spatial dimension into the job search framework, so that the agent faces neither the same job offer distribution nor the same search costs when looking for a job inside his local labor market. This is in comparison to the agent searching outside his local labor market, where migration costs are a factor. We estimate wage equations in which we introduce the decision to migrate as a binary choice, and later as a polychotomic choice (stayer/mover from provinces to Paris/mover from provinces to provinces). We find no selection effect for people with low levels of education, and a positive selection effect for highly educated migrants. When we distinguish the migration destination for highly educated from provinces, we find a hierarchical effect, that is, the selection effect is higher for men who migrate to Paris than for those who migrate to other provinces.  相似文献

基于基本公共服务的内涵,从教育服务、文化服务、卫生服务、基础设施服务、社会保障服务、生态环境服务和信息服务7个方面构建了基本公共服务质量评价指标体系,运用熵值法对2003-2011年辽宁省城市基本公共服务质量进行综合测度,并以此为变量,利用差异系数和基尼系数对辽宁省各市基本公共服务质量差异的演变过程与空间格局进行定量分析。结果发现:辽宁省各市基本公共服务质量整体为上升的趋势,表现出较为明显的规模特征,沈阳市和大连市两极突出;2003-2011辽宁省城市基本公共服务质量区域差异总体扩大的基础上,呈现先扩大后缩小的演变趋势,且以文化服务、卫生服务和基础设施服务的差异为主;空间上,公共服务质量空间提升极化作用不断增强,表现为不断向"沈阳-大连、盘锦-本溪"的"十字"轴线紧靠。  相似文献

Provision of public services by state governments rather than municipalities is considered an important urban governance factor preventing deeper levels of socio‐spatial inequality in Australian cities. The paper examines the spatial patterns of investment by the New South Wales state government in a wide range of services and infrastructure in metropolitan Sydney over 28 budget years from 1988/89 to 2015/16. We examined the relationship between volume and type of investment in infrastructure and services, and considered a local area's socioeconomic characteristics, distance from the central business district, and designation as a strategic site in metropolitan plans. Despite an overall redistributive approach favouring relatively disadvantaged areas, the most disadvantaged suburbs in metropolitan Sydney had significantly lower levels of investment. When funding was directed to the most disadvantaged suburbs, it was often in the form of new social housing development, reinforcing both the concentration of poverty and disadvantage in resource access. The findings suggest that this is a case of under‐investment by the state government in areas already populated by disadvantaged communities rather than a market‐driven process whereby disadvantaged households move into poorly resourced neighbourhoods.  相似文献

中国县域城乡和不同乡镇之间的发展存在较大差异,在卫生领域表现尤为突出。在偏远农区,医疗资源短缺、卫生服务落后和健康保障缺位现象普遍存在。本文以湖北省松滋市为研究区域,以包括行政村和居委会的聚落点为基本研究单元,将可达性分析与聚类分析相结合,评估并表达不同区域医疗服务均等化水平并探讨相关公共政策。结果表明:(1)在县域尺度,医疗服务均等化水平空间差异明显,呈现出中心城区向周边递减的情况;(2)医疗服务均等化水平与经济发展水平分布格局上存在空间同型特征;(3)聚落中心、交通沿线可达性较高,而交通的改善会显著降低空间阻抗系数,促进均等化进程。  相似文献

One important extension of the IAD framework has been to the study of local public economies. These are multi‐organizational, multi‐level arrangements defined as the set of governmental jurisdictions, public and nonprofit agencies, and private firms that interact in various patterns to provide and produce public goods and services within a specific locality or region. Commonly, the localities or regions studied from this perspective have been U.S. metropolitan areas, often defined as a central city and its surrounding or adjoining county. Localities can be delineated, however, on various terms, and in the IAD framework, it is the geo‐physical nature of a locality that, in substantial part, drives the analysis. One of the strengths of the approach is its capacity to explain local variations in public organization as a function of the geo‐physical diversity of localities, while at the same time developing empirical generalizations and normative principles that apply across diverse regions. What, for example, might the organization and governance of a complex metropolitan area have in common with the organization and governance of a complex protected area, such as the greater Yellowstone eco‐region or the Adirondack Park? Construing both sorts of regions as local public economies can enhance our overall understanding of public organization at the same time that it permits a more nuanced understanding of diverse localities. Such work contributes to the ongoing IAD project of “understanding institutional diversity.”  相似文献

Where policy goals can be achieved through regulation of private firms, private provision of public services allows governments to separate public policies from their political costs by shifting those costs to the private sector. Over the past three decades, financial decoupling has emerged as a regulatory strategy for promoting conservation, especially in the energy sector. Decoupling refers to the separation of a firm’s revenues from the volume of its product consumed, which allows companies to pursue resource efficiency free from financial risk. Similarly, when private firms provide public services, they separate public policies from their political costs. This political decoupling allows governments to pursue controversial policies while avoiding their attendant political risks. Applied to environmental policy, this theory implies that potentially unpopular conservation policies are more likely to be adopted and succeed when implemented through private firms. As an initial test of the theory, we analyze California water utilities and their responses to that state’s drought from 2015–2017. Analysis shows that, compared with those served by local government utilities, private utilities adopted more aggressive conservation measures, were more likely to meet state conservation standards, and conserved more water.  相似文献

Abstract

It is Swedish government policy to use information and communication technologies to increase sustainability. This has implications for planning and local organization of communities. In the municipalities where most public services are provided, there are growing numbers of local contact centres (CCs) aiming to meet citizens' needs for information and coordination of public services. The CCs localize public services and combine different services into a one-stop practice focusing on needs and demands of individual citizens and their unique situations. The municipalities hereby have to plan for service provision in new ways to meet more individualized needs that are also in line with improved sustainability. CCs are both local offices and advanced services on-line, as e-governmental services. E-government could be considered fast government, but this article aims to turn that obvious first impression upside down and discuss how e-government can slow down and make services more local, personalized and sustainable. Theoretically we take off from a time-geographical modelling of slow processes that has implication for slower, more sustainable development. Based on in-depth case studies of municipal CCs we argue that they are tools towards improved sustainability and localism, and that they are “slowing up” administrative processes. In particular, we point out that e-government has a potential to plan for, and promote, sustainability and slow local development.  相似文献
