Recent scholarship on transnational immigration restriction have tended to frame British policies in opposition to those of white settler colonies, emphasising the frustration of British officialdom at the explicitly racist exclusions in South Africa, Canada, New Zealand and Australia. While acknowledging these, this paper interrogates the British position, by locating synergies between the deployment of examinations as a form of racial gatekeeping at the height of the empire, with reference to discourses of equity and access emanating from Britain, Australia and India. It reads British attempts to ameliorate the harsh exclusions of the White Australia policy – administered through the apparently neutral device of the Dictation Test – alongside remarkably similar constraints embedded in the exams for the Indian Civil Service that were designed to limit the numbers of Indians in the ICS. Race-based immigration restriction was consistent with – not repugnant to – imperial sensibilities, contrary to so many protestations. The prevalence of racially discriminatory immigration legislation in settler societies had the effect of projecting the worst forms of racism to the peripheries of empire, exposing the contradictions of the colonial project in India.  相似文献

For more than a decade, climate change has been identified as an important emerging issue for protected areas. Utilising outputs from two equilibrium global vegetation models (GVMs) forced with six climate-change scenarios, this study assessed potential terrestrial biome-type change in Canada's protected area network (2,979 national parks, national wildlife areas, migratory bird sanctuaries, Ramsar sites, ecological reserves, wilderness wildlife areas and provincial parks). Vegetation-modelling results project that 37–48 percent of Canada's protected areas could experience a change in terrestrial biome type under doubled atmospheric carbon-dioxide conditions. Park and protected area planning in Canada have traditionally been founded upon enduring-feature analysis and ecoregion representation frameworks. These conservation-planning frameworks are based on climatic and biogeographic stability; assumptions that what these modelling results for Canada's protected areas and other vegetation-modelling studies indicate are untenable in an era of global climate change. Implications for protected area policy and planning in Canada are also discussed.  相似文献

The purposes of this paper are to discuss the historical emergence of academic geography in Canada, and how it has been tied closely to the nation-state. Canadian geography is not simply a slice from a pre-existing disciplinary block but has been actively formed and moulded by a set of evolving national imperatives determined and coordinated by the state. Justification for this larger argument derives from science studies which aver that context, in this case the national one of Canada, enters into the very lineaments of knowledge. The paper is divided into three main sections. The first is a conceptual discussion drawn from science studies of the relation between national context and disciplinary knowledge. The second sets out the historical development of Canadian geography from the seventeenth century until the inaugural meeting of the Canadian Association of Geographers in 1951. The final section reviews the subsequent 50 years of Canadian geography by focusing on four important moments within the discipline's history, each of which reflects in various forms the nation-state: the quantitative revolution, humanistic geography, the development of GIS, and immigration and the Metropolis project.  相似文献

随着全球化的不断推进,跨境流动成为一种常见的地理空间现象,塑造着城市空间和景观,同时作用于族裔社区及族裔经济等,由此带来的多元文化协商进而成为城市发展和城市治理的重要话题。本文通过梳理国内外关于跨境流动和跨国族裔社区的相关研究,发现:①国内外关于移民族裔的人文地理学研究仍较倾向于关注跨国空间的特征、演变以及脉络;②西方人文地理学界的移民或是跨国族裔研究已展现出较为鲜明的“文化转向”印迹,而国内的相关研究仍处于起步阶段;③中国城市族裔空间的研究仍以具体的描述性和解释性研究居多,多尺度、多地方的对比研究较为缺乏。研究立足于国内外移民研究进展,以期更多的跨境流动研究为城市综合治理提出“中国经验”。  相似文献

This paper investigates the conceptual overlaps between transnational return migration and immigration by drawing on a qualitative study of Mainland Chinese return migration from Canada. The paper argues that reframing return migration as a distinct type of immigration draws attention to the citizenship vulnerabilities experienced by “middling” returnees who are not privy to the preferential treatment given to highly skilled returnees. They come to be considered as “foreigners” in their homeland because they have naturalised elsewhere. The paper also explores the double diasporic identifications of Mainland Chinese returnees from Canada; it highlights the tensions and fissures manifested in secondary diasporas, particularly in light of China’s growing prominence in international business, foreign diplomacy and cultural exchanges. The paper suggests that social encounters that marginalise such migrants in Canada are reproduced in China. The returnees navigate such encounters by mobilising their transnational affiliations to different national contexts.  相似文献

The role of the state in landscape production has been little theorized in geography. In this paper, I examine the role played by state institutions in determining landscape morphology by focusing on the activities of the California Commission of Immigration and Housing as it attempted to mitigate the conditions that led to the violent Wheatland “riot” of 1913. This rebellion by radicalized migratory workers was central to the creation of the abundant agricultural landscape of California in the years before the United States entered World War I. By telling the story of Wheatland and the state responses it induced, I hope to move discussions of landscape geography beyond both traditional concerns with landscape as a reflection of “culture” and contemporary concerns with metaphors of landscape as text.  相似文献

This article investigates the creation of Natal's 1897 Immigration Restriction Act and traces the legislative connections between southern Africa and Australia. It describes Natal's anti-Indian agitation of 1896–97 and argues that the colony's government initially sought to solve the ‘Asiatic question’ by adopting a racial immigration bill passed in New South Wales in 1896. However, the threat of violent extra-legal action by white settlers convinced the Natal government to replace this bill with one that made no direct reference to race. Natal ministers realised that racial legislation would face constitutional obstacles and were anxious to enact a restrictive immigration law without delay. The new Act was partly modelled on American immigration legislation and, though not explicit on race, its educational test was primarily designed to restrict Indian immigration. The Natal law was in turn used as the basis for Australian immigration legislation. Given these transnational connections, Natal's response to the ‘Indian question’ should be placed in a global context.  相似文献

Immigration is predicated on the centrality of the nation‐state. The authors argue that analyzing settlement patterns and successful integration within a strictly national context is insufficient to understand the political, social, and economic relations which shape the lives of refugee immigrants in Canada. To support this claim, a less state‐centric theoretical framework of transnational migration is outlined. The paper examines methods emerging from transnational migration, focussing in particular on research with Burmese refugees who have settled in the Greater Vancouver Area. Based on 50 personal interviews conducted with refugee newcomers from Burma who are now settled in the Lower Mainland, the authors use the case study as a basis to raise methodological and theoretical questions about immigration research. We argue that the very politics of doing research with this group of refugees and other immigrant groups are shaped by the relations of power experienced before arriving in Canada. Les auteures soutiennent que l'analyse des schémas d'établissement et d'intégration réussie dans un contexte strictement national s'avère insuffisante pour comprendre les relations politiques, sociales et économiques qui définissent l'existence des réfugiés immigrants au moment de l'arrivée. Dans le but d'appuyer cette proposition, nous définissons un schéma théorique moins axé sur l'état, c'est‐à‐dire le transnationalisme. La recherche examine ces facteurs en relation avec les expériences des ‘immigrants non‐traditionnels’ au Canada, en particulier les réfugiés Burmans installés dans la région de Vancouver. Basés sur 50 entrevues personnelles menées avec des réfugiés nouvellement arrivés du Burma et qui sont maintenant installés dans le ‘Lower Mainland’, les auteures utilisent l'étude de cas comme une base permettant de soulever des questions de méthodologie pour la recherche en immigration. Immigration and transnational adoption are both manifestations of the pervasive dislocations that characterize the contemporary era. Each illuminates as well the double movement of assimilation and internal exclusion through which racisms that are a heritage of colonialism are expanded and reactivated in the metropolitan centers of western Europe and North America. In this process, race is spatialized, different forms of migrant bodies are produced, and familiar logics of belonging that link person to place are transformed. The differential politics of adoption and immigration in late twentieth-century Sweden shed light on this process of racialization and the affective economies through which it is realized, as that nation pursues a multicultural project in which ‘Swedishness’ becomes ‘the measure of everything.’  相似文献

In this article I explore the ways in which concerns over nation, ‘race’, gender and sexuality shaped late nineteenth and early twentieth century debates on whether Canada should exclude or include female migrants from China, Japan and India in the emerging nation-state. In the late nineteenth century, Canadians began to debate whether to allow female migration from China, Japan and India. The vast majority of those who participated in the debate argued that female migrants from Asia should be excluded, as their exclusion would insure that male migrants from Asia would be rendered as temporary residents. On the other hand, there was a small but vocal minority who argued that female migrants from Asia should be allowed into Canada. As the presence of single male Asian residents raised the specter of inter-racial sexuality, these Canadians suggested that it would be prudent to include female migrants from Asia within the nation-state. These debates raise important questions for scholars who study the relationships between nation, ‘race’, gender and sexuality. First, they point once again to the importance of gender in constituting the racialized practices of the nation. Second, as most scholars have focused on the exclusionary aspects of nationalism, they complicate our understanding of race, gender and nation by illustrating that racialized politics of nation can lead to not only exclusionary but also inclusionary practices.  相似文献

Canadian cities are at a crossroads. The neoliberalization of governance at multiple scales, inadequate re-investment in urban infrastructure, increasing reliance on continental and international trade, and the restructuring of the space economy have combined to weaken Canada's cities just as the global economic system is undergoing transformation. Canadian urban geographic scholarship has much to offer under current conditions, and is already making significant contributions in key areas. In particular, research on what might be called the contours and impacts of urban restructuring and the neoliberal city, immigration and cities of difference, and urban environmental justice show much promise and are likely to define the core of Canadian urban geography into the future.  相似文献

The last decade has witnessed more changes in protected area systems in Canada than any other. The area set aside has more than doubled, and almost 7 percent of Canada's ecosystems are now protected compared with 3 percent in 1989. Several high-profile reports have indicated a decline in ecological integrity of protected area systems. Major changes in legislation and policy have followed with a new National Parks Act, National Marine Conservation Areas Act, a Parks Canada Agency Act and a revised national park's policy. The paper describes these major changes and their implications, provides understanding of why they occurred and suggests ongoing challenges facing protected area systems in Canada in the future.  相似文献

For over a decade the Science Council of Canada has argued with increasing conviction that Canada's industrial dilemmas stem from technological weaknesses that result primarily from high levels of foreign ownership (e.g. Cordell, 1971; Bourgault, 1972; Britton and Gilmour, 1978; Shepherd, 1980). Indeed, the council urges that only by adopting an industrial strategy explicitly based on the concept of technological sovereignty can Canada hope to ensure the international competitiveness of its economy and offer the employment opportunities appropriate to its stage of development. If such pleas are to be translated into comprehensive and coherent action, however, there is an admitted need for more sectoral studies to detail the effects of foreign ownership and provide an evaluation of existing capacilities necessary to the formulation of effective policies. In this paper, therefore, I will briefly compare research and development (r & d) in the forest product sectors of Canada and the United States. Since Canada's forest industries have long attracted foreign, and especially American, direct investments, such a comparison is considered to be particularly appropriate (Marshall et al., 1936: 35–55; Hayter, 1981a).  相似文献

Transnational ties add new complexities to the continuous and dynamic processes of identity formation. Based on self‐reflexive narratives, this paper examines the authors' identity transformations associated with their respective transnational experiences. We are two Asian women from India and China, respectively, who are international students pursuing doctoral degrees in Canada. Although we share similar demographic and economic backgrounds, we perform distinct transnational acts. Focusing specifically on social and cultural linkages, we have identified reasons that have influenced our cross‐border involvements. Based on our findings, we present an emergent conceptual framework that highlights interactive psychological, sociocultural and economic processes that influence the formation of individual transnational identities. We also share with our readers some methodological lessons learnt along our path of self‐expression, analysis and representation .  相似文献

Rising inequality and polarization of employment earnings have been clearly documented in Canada and most other developed economies in the 1990s. Following a critical discussion of the use of the Cini coefficient as a measure of inequality in geography, the level of inequality and social polarization of household incomes at the census tract level is assessed for Canada's 22 largest Census Metropolitan Areas. The distribution of household income among metropolitan census tracts is generally becoming more unequal. In addition, the proportion of households in middle-income census tracts is declining in most metropolitan centres, lending further support to arguments that Canada's middle class is in decline .
L'augmentation des intégalité et la polarisation des revenus d'emploi a été clairement documentee au Canada et dans la plupart des autres pays industrialises durant les annees 90. Á la suite d'une discussion critique sur l'utilisation du coefficient Gini comme mesure d'inégalite en geographie, on evalue le niveau d'inegalitéet la polarisation sociale des revenus menagers au niveau du secteur de recensement pour les 22 plus grandes regions metropolitaines de recensement au Canada. La distribution du revenu des menages parmi les secteurs de recensement metropolitains devient en général plus idgale. De plus, le fait que la proportion des menages parmi les secteurs de recensement d revenus moyens est d la baisse dans la plupart des regions métropolitaines soutient l'idee que la classe moyenne est en diminution.  相似文献

This paper argues that geographical research on immigration and geographical research on race and racism in the USA must be explicitly connected. Geographic processes such as globalization and urban development already link immigration with race and racism and suggest a need to conceptualize research agendas around immigration and race in relation to each other. Not only are racialized groups spatially connected in many neighbourhoods, cities and regions of the USA, but they are also linked through policies structured by the state at various scales and narratives produced about subordinated and racialized groups. In making this argument, I attempt to highlight work in geography, in related social sciences and in ethnic studies that demonstrates the necessity and usefulness of this approach. Geographers are uniquely positioned to illuminate how the construction of space, place and scale overlaps with the construction of racial-ethnic and immigrant identities and with racism itself. The paper argues that these and other research questions also benefit from linking race and immigration to gender, as some feminist geography and feminist studies have done. Likewise, ethnic studies offer a wealth of theoretical, methodological and empirical insight into linking immigration, race and racism in geographical work.  相似文献

In this paper I explore what the development of an expedited border-crossing program called NEXUS reveals about the changing political geography of citizenship in contemporary North America. Developed after 9/11 as a high-tech solution to competing demands for both heightened border security and ongoing cross-border business movement, NEXUS and other so-called Smart Border programs exemplify how a business class civil citizenship has been extended across transnational space at the very same time as economic liberalization and national securitization have curtailed citizenship for others. The biopolitical production of this privileged business class citizenship is explored vis-à-vis the macroscale entrenchment of neoliberal policy through NAFTA and the microscale production of entrepreneurial selfhood. By examining how this transnational privileging of business class rights has happened in an American context of exclusionary nationalism, the paper also explores the relationship between neoliberalism and the development of new spaces of exception defined by exclusion from civil rights. Examples of such exclusion include ‘expedited removal’ and ‘extraordinary rendition’, two forms of American anti-immigrant control that have been developed in concert with expedited border-crossing programs. Examining these forms of expedited exclusion and comparing the carceral cosmopolitanism they produce with the soft cosmopolitanism of the NEXUS lane, the paper ends by offering an argument about the relationship between the neoliberal privileging of transnational mobility rights and its exclusionary counterparts.  相似文献

Tracing the impact of public consultation on policy development is vital to theories of the state. Without investigating how civic participation is transformed into policy outcomes researchers cannot adequately account for the interaction of state and civil society. In particular researchers need to refine their explanations of policy development by highlighting how identity and scale can alter both policy application and outcome. I develop this approach by tracing how the civic participation of immigrant women in Canada advanced the rights of women in the development of the Immigration and Refugee Protection Act, which came into law in June 2002. By tracing the consultation process between Citizenship and Immigration Canada (CIC) and Sahara and NAC, two women’s advocacy groups, I reveal how public involvement and concern with gender equity transmitted into policy change. The outcomes of this interaction do, however, present some contradictions. In particular policy changes attempt to limit one source of inequality, but in the process enforce greater state control of mobility. Despite this paradox, I conclude that this political involvement represents a partial victory for immigrant women since it succeeded in promoting concerns with gender within the ‘formal’ arena of national policy development.  相似文献
