New Zealand's participation in the League of Nations in the 1920s and early 1930s was greatly influenced by the issue of money. Though an original member, New Zealand regarded the League as a distraction at best and at worst a threat to the British Empire. Unsympathetic conservative governments begrudged the cost of membership, in both representation and dues. Obliged to send delegations to the annual League Assemblies, New Zealand governments handicapped their delegates by refusing to give them the resources to represent their country adequately. However, once at Geneva, the dominion's delegates led campaigns to control the League's budget with the aim of reducing the amount the members had to pay as annual contributions. Ironically, New Zealand's determination to keep its distance from Geneva led to its obsession with the League's finances.  相似文献

The 2005 New Zealand election campaign saw the use by the opposition National Party of a racialised and highly divisive ‘wedge politics’. Tensions between Mäori and Pakeha that had previously been managed through care and compromise were inflamed by talk of a New Zealand mainstream and the need for ‘one law for all’. In the context of a difficult national debate about Mäori rights to foreshore and seabed, this talk had strong echoes of recent Australian political discourse. It also had the effect of dramatically increasing the National Party vote in the election, and this research note speculates that, in a different electoral system, this may have been enough to see National form government.  相似文献

The 1986 Queensland state election, though uncommonly noisy, did not take place in as dramatic circumstances as that of 1983. Nevertheless, its significance may be as potentially enduring. For years the Nationals had struggled for a metropolitan base, and had long coveted the opportunity of governing the state without the Liberals. Those achievements, secured in the special circumstances prevailing in 1983, were on trial in 1986, as was the record of the National party government The 1986 election provided an opportunity to confirm a political realignment amongst the state's conservative voters. Significantly, too, that election took place following a redistribution of seats and accompanying enlargement of the parliament.  相似文献

With the objective of exploring New Zealand women's part in imperialism, this article focuses on the history of the Victoria League. Through its activities during war and peace, the League promoted New Zealand's place as a loyal part of the British Empire. The League in New Zealand was part of a ‘female imperialism’ whereby elite women in the ‘white’ settler societies performed gendered work to promote the strength and unity of the Empire. Women's work considered suitable for empire friendliness and unity ranged from hospitality and socialising in the ‘private’ female world, to the support of immigration and education. Wartime saw patriotic ‘mothers of empire’ in full force. The article covers the League's work into the second half of the twentieth century when, despite the ‘end of empire’, imperial loyalty endured, entwined with emerging national identities. Maternal imperial identity slowly waned, the legacy of Queen Victoria lasting until local challenges to the process of colonisation became vocal.  相似文献

New Zealand's fourth Labour government, elected to power in 1984, has become known most generally for two of its policies: a refusal to accept nuclear warships in New Zealand waters, and the vigour and consistency with which it has pursued market orientated economic policies. A post‐election near‐national survey of 1013 respondents is employed to measure the extent to which the two policies may have aided Labour's re‐election in 1987. Contrary to most interpretation hitherto, we find that defence and economic policy opinion were at least of equal importance. But there is further evidence to indicate that defence policy opinion was the more important It is concluded that the expression of “post‐materialist” values through anti‐nuclear politics may have perversely allowed a new materialism to conquer New Zealand politics.  相似文献

In December 1989 Queensland voters changed their government from National Party to Labor Party. Labor had been out of office since August 1957, a record period of opposition for a major party. How is that very lengthy Labor period in the wilderness to be explained? The orthodox interpretation is that there has been a gerrymander in Queensland. This article argues, however, that Queensland's electoral system is the same as that of other mainland states. While it is true that electorates are malapportioned in Queensland (and in Western Australia), nevertheless the method of single member electorates with preferential voting is in use for all mainland states. Such a system does not translate a party's percentage of votes into a similar percentage of seats in the Legislative Assembly. The elections of 1956 and 1989 each saw Labor getting a first preference vote in excess of 50 per cent— with which Labor won in excess of 60 per cent of the seats. At no election between these dates did Labor secure a majority of votes, either first preference or two party preferred.  相似文献

Political marketing is a growing phenomenon and few political parties would seek to compete in an election without utilising at least some of its tools to help them understand their market and compete more effectively. The current range of tools available includes pre-election strategy, branding, e-marketing, opposition research, multiple forms of direct marketing and GOTV utilising market segmentation, tangibility tools, insights marketing and leadership re-marketing. New developments in practice transfer quickly between countries. In the 2008 New Zealand election, both major parties, Labour and National, utilised different aspects of political marketing with varied effects, showing the importance and limitations of global strategies, as well as the need for parties to utilise all aspects of political marketing for government and re-election.  相似文献

In 1964, the New Zealand Department of Education withdrew and destroyed 38,000 copies of Washday at the Pa, a booklet depicting Maori family life, at the request of the Maori Women’s Welfare League. This essay explores the raced and gendered context of the ensuing uproar in the press, which debated aspects of New Zealand identity. It situates the Washday controversy in the context of post-war housing and differential standards of living experienced by Maori and pakeha. It argues that the League upheld claims to both modernity and tradition, while many pakeha used the occasion to express nostalgia for mother–centred domesticity.  相似文献

This essay explores the theme of the rise of the ‘modern campaign'—the electoral focus on polling, targeted appeals, and the professional, managed use of the media—as the strategic response by parties to the exigencies of electioneering in an era of increasingly fluid, weakly partisan electorates. Given New Zealand Labour's unparalleled policy‐reversals since 1984, which rocked a political system noted for its stable, loyal partisan politics, it is argued the 1987 campaign constitutes a threshold election in which Labour's executive consciously embraced the modern campaign to deflect reactions to its unorthodox policies, and to allow appeals to newly heterogeneous bases of electoral support. Interviews with key figures in New Zealand's Labour and National parlies afford the chance to examine this strategic tactic as a considered response to electoral uncertainty.  相似文献

The relationship between strategic culture and defence policies has not yet been much explored. Australia and New Zealand provide some evidence of the impact of strategic culture on defence policy. Australia has a dominant strategic culture which is strong enough to prompt both the major political parties to adopt realist defence policies, even though Labor has a traditionally ‘idealist’ outlook. Until the 1970s, New Zealand had a similar dominant strategic culture which influenced both major political parties, but it was always less strong than Australia's. In recent years, the Labour Party has rejected that culture, and allowed an alternative strategic culture based on its ideology to influence its defence policies. The result has been that on the last two occasions when Labour has been in government, New Zealand's defence policy has changed dramatically.  相似文献

A growing number of lower‐house seats at Australian State and federal elections rely on a distribution of preferences from Independent and small‐party candidates before seats can be awarded. Actors have attempted to gain political capital from this situation by claiming that the preferences of particular small parties have affected election outcomes. This paper uses the events of the Western Australian State election held in 2001 to explore the validity of such claims. More specifically, it investigates the widely propagated contention that the One Nation Party's anti‐sitting‐member preference strategy was a key determinant of the Coalition's electoral defeat. It concludes that the increased number of candidates contesting elections makes it difficult to assess whether the second and subsequent preferences of any particular small party were critical to the outcome.  相似文献

The regulation of political finance, including the funding of political parties and election campaigns, remains contentious in many democracies. A particular focus of debate has been the regulation of ‘parallel campaigners’– that is, non-candidate and non-party political actors – wanting to influence the election outcome by bringing to bear their economic resources. Drawing on both recent unsuccessful and current attempts at reforming the regulation of election spending by parallel campaigners in New Zealand, this paper explores the conflict between the democratic right to freedom of expression and the idea that all citizens should have a fair opportunity for effective political influence. It is argued that Joshua Cohen's principle of political equality, which entails the balancing of these two values, provides a justifiable framework for regulating political finance, including parallel campaign expenditures, in liberal democracies.  相似文献

The rapid expansion in support for the Scottish National Party (SNP) between the 2010 and 2015 general elections substantially changed the country’s electoral geography, as again did its relative decline at the next election in 2017. At that last contest, however, the SNP won many seats with fewer than 40% of the votes cast, a situation very different from that in the rest of Great Britain. That difference – which had a considerable impact on the formation of a government in June 2017 – came about because of the nature of the competition in individual seats.  相似文献

Sir Oswald Mosley established his New Party in early 1931. It proposed to cut across the party and class divides, with the objective of providing a ‘national’ solution to the economic crisis of the time. According to Mosley, the ‘old parties’– meaning the Labour, Conservative and Liberal Parties – had revealed themselves unable to adapt to the post‐war age. In their place, he argued, a modern organisation, based on youth, vitality and a scientifically reasoned economic plan, was needed to save Britain from terminal decline. Few heeded his call, and the party ultimately paved the way for the British Union of Fascists to emerge in 1932. Nevertheless, the New Party fought the general election of 1931, offering an unsuccessful but suitably intriguing challenge to the National coalition and Labour Party. This article will assess the New Party's election campaign, concentrating on those who briefly rallied to Mosley's appeal only to fall foul of the ballot box. In other words, it provides a case study of those who contributed to a dramatic electoral failure, and traces a significant stage along Mosley's journey to fascism.  相似文献

The events of 11 September 2001 have prompted many states throughout the world to reinvigorate and strengthen their focus on countering terrorism. Surprisingly New Zealand, arguably a relatively unlikely target for terrorist action, already had in place a very comprehensive set of counter-measures both prior to this more recent event and even before the bombing of the Rainbow Warrior in the mid-1980s. This article investigates why and how a state as 'secure' as New Zealand has purposely created a comprehensive set of counter-terrorist measures over the years. Reasons of caution and prudence in the domestic arena are perhaps sufficient, but this article further asserts that various other 'international' elements have also been, and will continue to be, major factors in the development of legislative and substantive counter-terrorist measures in New Zealand.  相似文献

The 1929 New Zealand Committee of Inquiry into the Employment of Maori on Market Gardens affords insight into the ways in which masculine fears of racial degradation through miscegenation – of a ‘hybrid’ Chinese/Maori race – operated within a hierarchy of race, gender and Iwi (tribal) interests. The participation of Maori men in national politics contributed to a new articulation of ‘National Manhood’, in which Maori men and white men combined to express fears about women's work and sexuality and young women's potential to undermine a fragile and contested hierarchy of racial purity. Maori women, silenced in the cacophony of voices lamenting their plight, were at the centre of debates between Maori men, Pakeha (white New Zealander) employers, Chinese market gardeners, Anglican and Methodist interests and Pakeha women's groups. I argue that the Inquiry was about commerce, both in a business and a sexual sense. As a historical episode, it also serves to complicate the picture of New Zealand as a historically bicultural society, made up only of Maori and Pakeha, by signalling the importance of the Chinese in debates about national belonging.  相似文献

Theories of voter turnout assume that institutional arrangements can alter incentives for participation. Countries with proportional representation (PR) are assumed to increase the incentives to participate because they reduce the proportion of votes that are wasted, giving voters a stronger incentive to participate and parties a stronger incentive to mobilise voters. This paper departs from previous cross-national studies by employing individual-level data during a transition between electoral systems in one country. We used survey data collected before and after electoral reform in New Zealand to examine patterns of participation among political minorities. As a direct test of individual change, the analysis was supplemented with survey data from the last election held under first past the post (FPP) merged with validated participation data from the following election held under PR. We found that the adoption of PR in New Zealand has succeeded initially in fostering more positive attitudes about the efficacy of voting. In New Zealand's first election held under PR, voters who were on the extreme left were significantly more likely to participate than previously, leading to an overall increase in turnout.  相似文献

The South Australian election on 18 March 2006 saw the Labor Party; led by Mike Rann, storm out from the shadows of minority government to record a decisive victory which has the potential to set a platform from which the party could govern for at least the next eight years. Labor won 28 of the 47 seats in the House of Assembly gaining 45.2% of first preference votes. However, the decisiveness of its victory in the Lower House was not matched by the result in the Legislative Council. Voters turned away from both major parties giving 4 of the 11 seats contested to minor parties and independents. This continued a trend that has been evident in South Australian elections for the last two decades, although on this occasion its dramatic acceleration was explained by the extraordinary result of the ‘No Pokies’ independent Nick Xenophon who won 23.5% of the vote and easily secured two quotas. The election campaign itself marked new heights in the trend towards presidential style campaigning on the part of the Labor Party which used extensive television advertising to make the most of its popular leader. The Liberals, on the other hand, lacked both a leader to counter Rann and the funds to match Labor's advertising budget. The election also saw the confirmation of Family First as a significant player in South Australian politics, and may mark the beginning of the end of the Australian Democrats. The Democrats failed to make any impact and were effectively replaced by the Greens, who in winning a seat in the Legislative Council enjoyed their first South Australian electoral success.  相似文献

There has been considerable academic debate about the transition in Italian politics, which began in the early 1990s and has continued ever since. The most significant recent milestone in this transition has been the May 2001 general election and this article focuses upon one important outcome of the election - the sharp electoral decline of the Northern League. The League has been one of the principal forces of change in Italian politics, so its decline needs to be fully understood. Even though its support has declined considerably, the League is part of Berlusconi's government and therefore, somewhat paradoxically, it remains a potentially important force, raising questions about the direction in which the Italian transition is heading.  相似文献

In August 2001, in a constitutional reform of potentially far-reaching consequences, Papua New Guinea's parliament voted to change the country's electoral system. As a result of this decision, all elections held after 2002 will be conducted under a system of preferential voting. A similar system was used for Papua New Guinea's first three elections between 1964 and 1972, before the change to a first-past-the-post system at independence in 1975. This paper, drawing on a combination of historical records, election studies and recent observations, looks at the historical impact of both electoral systems in Papua New Guinea, and at the different kinds of political behaviour encouraged by them, including their divergent influences upon election campaigning, candidature rates, support levels for successful candidates, electoral violence and the party system. It concludes by examining the potential consequences of a return to preferential voting in Papua New Guinea.  相似文献
