In winning the presidential and legislative elections of 2007–8, the Grand National Party and its leader Lee Myung-bak have attained a potentially unique opportunity to influence South Korea's political, economic and diplomatic trajectory. This paper reviews Korea's ‘once in a generation’ election and prospects for change under President Lee. Despite the political capital accrued from his party's landslide victories, Lee appears set to replicate previous incumbents of the presidency, each of whom has been overwhelmed by the high expectations of the public on the one hand, and the harsh constraints imposed by Korea's geopolitical position on the other.

An early election is likely: (a) when the elections for the two houses are out of kilter, (b) when the Parliament has met the technical conditions of section 57, and (c) when the government is in its first term of office. In other circumstances a parliament is likely to run its full term.

In terms of likelihood of winning an early election a prime minister would be well advised to call a synchronising early election if his government is in its first term (Deakin in 1903, Hughes in 1917 and Fraser in 1977) but should be advised against calling a double dissolution election if he is not in his first term. (There is no case of a prime minister winning a double dissolution election who was not in his first term.)

Generally speaking, synchronising early elections have been kind to governments while double dissolution elections have been unkind.  相似文献

This paper examines the role played by the engineering historian, biographer and pioneer of canal and railway preservation, L.T.C. Rolt, in the development of an appreciation of motoring heritage. It concentrates on his involvement with the Vintage Sports Car Club in the 1930s, in which he played a key role in defining what a vintage car was. It examines the way in which this helped develop many of the themes that ran throughout his writing and gave him the practical skills needed in his later campaigning for the preservation of industrial heritage.

It also looks at the way in which Rolt's views on the car's impact mirror those held by others, and at the difficulties this posed to someone who was passionate about engineering and yet was horrified by the consequences of industrialisation. His advocacy of the vintage car was the beginning of his lifelong campaign to uphold craftsmanship and skills and to commemorate the role of the engineer and the craftsman in Britain.  相似文献

Abstract

The relationship between religion and the presidency impacts both the viability of candidates and the manner in which decisions are made in the voting booth. Today we are living in culture where religion is front and center in politics. This article examines the role of religion in political discourse with special attention to the 2012 presidential election. It focuses on the manner in which religion and politics have become inextricably interwoven in the past sixty years. It begins by establishing the role of religion in the broader political arena. The article then turns to the manner in which religious identity and participation influence voting patterns, and how religious affiliation shapes the office of the presidency. The conclusion offers some reflections on the future of religion in presidential politics, an issue that will continue to be a significant factor in how and why voters support and marginalize particular candidates.  相似文献

Education was a major component of the platform and performance of the Whitlam governments. Under Fraser, projects were abandoned and overall growth ceased. The needs principle for aid to non‐government schools was undermined by the emphasis on unrestricted access to alternatives to the State system. Pressure grew for schooling to reflect and service the needs of the market place.

The 1983 election campaign scarcely mentioned education although special interests ensured that traditional commitments were secured. Once in power, the Hawke government tended to ignore these and maintained constraints on education spending.

Naive attempts in 1983 to implement the policy of reducing grants to wealthy private schools resulted, by 1984, in a bruised and shaken Hawke government having to placate the powerful private school/Catholic bishops lobby with a generously funded ‘historic settlement’ of the State Aid debate. The Participation and Equity Program was introduced to increase participation in post‐compulsory education, particularly by disadvantaged groups. Initially the depressed state of tertiary education was not addressed by the Hawke government which continued the neglect characteristic of the Fraser years. Hawke was returned to office in 1984 on a platform which had as little to say about education as it had in 1983.

The rhetoric and practice of the Hawke government has tended to reflect a view of education which is highly economic and instrumental in orientation. A crude nexus is seen to exist between educational spending and productive employment, a view which excludes any concern for the social benefits of education or a longer‐term perspective about the value of intellectual endeavour. Labor's traditional ideals and objectives of widening access to education and hence social and economic power are in danger of being ignored. If economic considerations alone continue to dominate policy, the legacy of the Hawke government may well be a set of educational policies which are destined, on balance, to increase rather than reduce inequalities in our society.  相似文献

This article examines strategic elements of voter behaviour in parliamentary elections where the voting method is a scoring rule other than plurality: the Borda Count, which is used for the election of ethnic minorities in Slovenia, and the Dowdall rule, which is used in the Pacific island state of Nauru in multi-seat districts. After first examining the general properties of scoring rules, and generating theoretical differences between the two rules, we look at empirical evidence from Nauru and Slovenia. This casts a doubt on predictions based simply on a voting rule's mathematical properties and on the accuracy of assumptions of sincere rank ordering.
