This article historically assesses Canada’s role in developing new constitutional mechanisms in the global economy. Drawing on the literatures of International Political Economy and analyses of Canadian foreign policy, a reassessment of Canada’s position in the international economic order is proposed. As a consequence of the geostrategic advantages afforded Canada between successive global hegemons, Canada’s path-dependent development has situated the country to benefit and insist on disciplinary mechanisms for all states. Canada’s defense of a rules-based order demands the country adopt an increasingly unfamiliar role as crisis threatens the stability of the global economy. Consequently, Canada has become a primary defender of the new constitutional order of global capitalism, a position that seems opposed to traditional cooperative visions of Canadian foreign policy. Moreover, as the Canadian state becomes an active global proponent of neoliberal economic reforms it undermines the intermediary role of the Canadian state in its own markets, potentially undermining one of the historical purposes of Canadian federalism.  相似文献

Canadian identity is threatened. Canada is first and foremost a state, an institution before being a socio-cultural reality. The country needs the state to survive. Its viability is based both on a healthy economy which ensures prosperity and on the critical role that such prosperity allows the state to assume by redistributing wealth. In the future, the ability of the state to pursue these ends may be seriously reduced and the unique character of Canadian society thus diminished. The dilemma associated with the Canadian-American, free-trade agreement issue is revealing in this light. While free trade seems to be the only solution to maintain a strong Canadian economy, it could at the same time, threaten the very existence of Canada.  相似文献

This article examines the language used to justify a criminal prohibition on commercial surrogacy in Canada and Australia. I demonstrate that legislators in each country framed commercial surrogacy as an area over which there was national ‘consensus’ because of uniquely Canadian and Australian values. This was an effective political strategy, but for different reasons in each country: in Canada, because it fit with frames surrounding healthcare and anti-commercialisation, and in Australia, because the distinction between ‘altruistic’ and ‘commercial’ surrogacy mapped onto broader themes of altruism in Australian society. This suggests that the political use of national frames is especially successful when it taps into pre-existing narratives of what constitutes unacceptable behaviour in a given polity, and when it is attached to criminal prohibitions.  相似文献

More Americans now reside in Canada than at any time since the Vietnam War. This article documents and analyzes the migration, settlement, and identity of US-born residents in three Canadian cities. My work helps fill the gap in the scholarly literature on issues related to international migration at the Canadian–US borderlands. The article's overarching goal is to illustrate that transnationality, as exhibited by US immigrants in Canada, is far more complex than prior studies of transnational identity have indicated. Findings from this study indicate that transnational linkages and identities are geographically and temporally contingent and are, as such, a reflection of both time and place. My comparison of the shifting identities of American migrants who reside in three different metropolitan areas in Canada allows a more critical analysis of the ever-shifting terrain of transnational identities as they are expressed in different contexts. Data analyzed for this study were compiled from the Canadian census for the years 1961 through 2006, survey questionnaires, unstructured and structured interviews, and on-site field work.  相似文献

Netflix has gained significant attention in Canada because it exemplifies the challenge posed by digital technology to Canada’s long-standing cultural policies. It is increasingly evident that such policies are limited in their ability to encourage foreign investment while safeguarding Canadian cultural expression. Indeed, the policies proposed thus far have generated “Canadian discontent” across the political spectrum, notwithstanding their promised benefits. This article uses Netflix to explore the cultural politics of cultural policy: the historical and political underpinnings that drive ongoing discussions about state intervention in culture. These politics include the debates about the effect of foreign investment on Canadian cultural sovereignty, and the ideological tensions within the notion of sovereignty itself, namely those between state and consumer and between center and periphery. Using a historiographical approach, this article investigates the controversy surrounding recent government responses to the disruptive force of foreign digital multinationals, such as Netflix.  相似文献

This paper concerns the negotiation of cultural categories embedded in and informing the ongoing nation formation of Canada. It discusses the construction of cultural identities by health care professional students as they participated in a qualitative study concerned with health care practice in an increasingly culturally diverse society. The study methodology, embedded in layers of narrative about «difference», fostered a negotiation of «self» and «other» on the part of the students and provided an intense site for reflection on cultural identities and social categories in a period of rapid demographic change in Canada. As the students defined and interpreted cultural issues during their fieldwork placements they interrogated and contested various dimensions of difference, including their own sense of Canadian-ness as this played out in «lived» multiculturalism in a specific Canadian city. It is argued that the students» negotiations of boundaries of the cultural «self» were closely linked to a changing place narrative and identity of Canada, expressed in discourses and material practices around difference at local and national scales.  相似文献

ABSTRACT

This paper examines how Canadian political science portrays Atlantic Canada, along with some of the consequences of persistent misrepresentations. I first explore traditional portrayals of Atlantic Canada as well as arguments challenging those conceptions, demonstrating that it is no longer appropriate to treat Atlantic Canada as primarily defined by either economic processes or common political culture. I then survey the Canadian Journal of Political Science, Canadian Public Administration and Canadian Public Policy to determine the extent to which discussions of Atlantic Canada still, (a) emphasize economic phenomena, and (b) assume a common Atlantic political culture. I find that, while political scientists are now less likely to study the region in terms of economic phenomena, they still perpetuate outdated depictions of Atlantic political culture. This tendency results in a certain degree of methodological imprecision and reinforces problematic assumptions about Atlantic political life.  相似文献

ABSTRACT. Although researchers have deconstructed the myth of stark social differences between the various North American sub‐societies, an assimilating American melting pot and an ethnically oppressive monocultural Québec are still popular representations within Canadian majority discourses, such as the English‐language mainstream media and parts of academia. In this paper, I argue that images of ‘America’ and ‘Québec’ play important roles for the multicultural reconstruction of Canadian nationhood. Examining selected op‐ed articles from two Toronto‐based mainstream newspapers during the 1990s, I develop and exemplify a theoretical understanding of how national identities are constituted and transformed within inter‐ and intra‐national relations of power and alterity. I pay special attention to the particularisation of Canada through the confrontation with American nationhood, the ambiguities of recognising the distinctiveness of Québec inside Canada, and the consequences of projecting Québec's supposedly ‘ethnic’ nationalism outside the boundaries of Canadianness.  相似文献

Besides the largely ignored fact of general Canadian support for the Southern Confederacy during the American Civil War, the consociational dimensions of Canadian Confederation, as something opposed to American unionism in cultural terms, finds its historical roots legitimized in the Southern conservative writings of John C. Calhoun. It is the tension between an institutionally entrenched foundation of consociational pluralism and growing urban cosmopolitanism within Canadian history that has defined the debates and divides over the meaning of the Canadian identity, just as it is. Alternatively it is the tension between enforced constitutionalist unionism and consociational cultural tradition within the American South that has largely defined their historical experience. Both Canada and the American South find the tensions of their cultural identities rooted in the consociational values originally laid out by nineteenth century Southern conservative political thought.  相似文献

ABSTRACT. The aim of this article is twofold. First, it examines whether devolution fosters the rise of dual identities – regional and national. Second, it considers whether devolution encourages secession or, on the contrary, it stands as a successful strategy in accommodating intra‐state national diversity. The article is divided into three parts. First it examines the changing attitudes towards Quebec's demands for recognition adopted by the Canadian government from the 1960s to the present. It starts by analysing the rise of Quebec nationalism in the 1960s and the efforts of the Canadian government to accommodate its demands within the federation. It then moves on to consider the radically new conception of Canadian unity and identity embraced by Prime Minister Pierre Elliott Trudeau and its immediate impact upon Quebec. The paper argues that Trudeau's ‘nation‐building’ strategy represented a retreat from the pro‐accommodation policies set in place to respond to the findings of the 1963 Royal Commission on Biculturalism & Bilingualism (known as the B&B Commission). Trudeau's definition of Canada as a bilingual and multicultural nation whose ten provinces should receive equal treatment alienated a significant number of Quebeckers. After Trudeau, various attempts were made to accommodate Quebec's demand to be recognised as a ‘distinct society’– Meech Lake Accord, Charlottetown Agreement. Their failure strengthened Quebec separatists, who obtained 49.4 per cent of the vote in the 1995 Referendum. Hence, initial attempts to accommodate Quebec in the 1960s were replaced by a recurrent confrontation between Canada's and Quebec's separate nation‐building strategies. Second, the article explores whether devolution fosters the emergence of dual identities – regional and national – within a single nation‐state. At this point, recent data on regional and national identity in Canada are presented and compared with data measuring similar variables in Spain and Britain. The three modern liberal democracies considered here include territorially circumscribed national minorities – nations without states ( Guibernau 1999 ) – endowed with a strong sense of identity based upon the belief in a common ethnic origin and a sense of shared ethnohistory – Quebec, Catalonia, the Basque Country and Scotland. Third, the article examines whether devolution feeds separatism by assessing support levels for current devolution arrangements in Canada, Spain and Britain. The article concludes by examining the reasons which might contribute to replacing separatist demands with a desire for greater devolution.  相似文献

A significant body of work examines the presence and strength of territorial political identities (either subnational, national or supranational). A common assumption of this literature is that the presence and strength of these political identities are invariant over time. Given the importance of political identity, it is surprising that this assumption has not been empirically tested. We address this omission by testing this assumption through considering the question of who is most likely to exhibit variation in the reporting of territorial identities and why. We posit that one source of instability in territorially based political identity is rooted in cognitive dissonance which emerges through the interaction of partisanship and electoral outcomes. We explore these questions using panel data from the British Election Study (1997–2001), the Canadian Election Study (2004–2008). Results reveal that the territorial identities of Labour and Liberal partisans, in Britain and Canada respectively, are compatible with expectations.  相似文献

ABSTRACT

One of the most persistent themes in the debate on Canadian foreign policy over the past few decades concerns the influence Quebec is thought to possess over the design and implementation of Canadian foreign and defense policy. Our purpose in this article is to situate this general debate within a more specific context, of Canada’s grand strategic choices as they principally involve the country’s security and defense relations with the US. To do this, we adopt somewhat of a “counterfactual” tack; to wit, we inquire whether, in the absence of Quebec from the Canadian confederation, we should expect to have seen a fundamentally different grand strategy fashioned by Ottawa, one with different significance for relations with the US. We focus on two specific cases, both of which have figured prominently in recent Canadian–American strategic relations: the war in Afghanistan and the invasion of Iraq. We conclude that while there is something to the claim that Quebec can and does boast of a certain “specificity” in the matter of Canada’s grand-strategic preferences, it is hardly the same thing as arguing that the country without Quebec would have adopted policies on both Afghanistan and Iraq that were fundamentally different from the ones it chose to follow.  相似文献

Despite cultural similarities between Canada and the United States, some observers contend that significant differences remain in attitudes and values between the two countries. For example, Lipset has observed that “efforts to distinguish Canada and the United States almost invariably point to the greater respect for law and order and those who uphold it north of the border”. Lipset’s argument is that Canadian values are based on the nation’s founding principles of “Peace, Order and Good Government” while American values stem from the country’s revolutionary origins and are based on the values of “Life, Liberty and the Pursuit of Happiness.” We test Lipset’s observations, and those of some of his critics, using parallel surveys administered to university students in two institutions on either side of the Canada–US border. This is a very demanding test of his arguments so the supportive evidence we uncover for his arguments is significant.  相似文献

Using depictions of ‘Miss Canada’ in editorial cartoons and political campaign posters published in English Canada between 1867 and 1914 as a case study, this article argues that the repetitive deployment of feminised and eroticised images of the nation summoned particular gender, sexual and political identities into being and entangled viewers’ psychic investments in masculine, heterosexual and nationalist subjectivities. It also considers how Miss Canada's normative representation as white conflated racial whiteness and Canadian‐ness, and how images hailed viewers into racial subjectivities that were leashed to national identity. Rather than querying how or why the woman‐as‐nation trope elicited nationalist sentiment in an already‐constituted subject, this analysis examines how imagery provoked viewers’ identification with subject positions that were co‐constituted with nationalism. Impassioned and even violent nationalism becomes more comprehensible when we consider that the woman‐as‐nation was capable of producing attachments to national identity that, for some, were inseparable from and tantamount to psychic investments in gender, sexual and racial identities. While Canadian scholars have recognised that Miss Canada was a significant popular culture icon during the long nineteenth century and acknowledged this icon's embeddedness in gender, sexual and national discourses, studies have tended to describe Miss Canada's role in consolidating hegemonic ideologies and power relations and underestimate visual culture's constitutive capacities. The extent of Miss Canada's hetero‐erotic coding has also largely escaped historians’ notice. Although a few scholars have explored visual culture's role in Canadian national identity formation during this era, this study makes a unique contribution by foregrounding the productive work of popular imagery in co‐constituting and entwining national and sexual subjectivities.  相似文献

This paper examines how hockey is used to construct and demarcate the Canadian national community from external others, namely, the USA, Europe and Russia/USSR. The paper suggests popular nationalist narratives around the sport of hockey construct difference from external others in ways that place them in tension with state and corporate interests. Drawing on the concept of everyday nationalism, this article explores how the interplay between international competition, national identity and commercial sport has made hockey an ambiguous and contested national symbol in Canada.  相似文献

While the use of public policy to construct a Canadian identity has been established in the literature, what is less well understood is whether national identity, once established, might shape Canadians' feelings about these same public policies. This article examines the extent to which citizens' national identities influence their pride in Canada's social security system, and how this relationship may be changing over time. Using data from the International Social Science Programme's 1995 and 2003 National Identity Modules, the article argues that citizens' national identities help explain the contours of social security attitudes in Canada, and that this relationship persists despite significant policy change in the field. Additionally, the paper suggests that political actors may successfully increase public support for their social security policies by “framing” them in ways that appeal to citizens' definitions of Canada.  相似文献

Although not fully conceptualized as such by geographers, children and concepts of childhood were focal points of colonialism. Well into the twentieth century, Aboriginal peoples in Canada were discursively constructed by colonists as child-like subjects in need of colonial intervention in order that they ‘grow up’ into de-Indigenized Canadian citizens. Further, an important aspect of the colonial project entailed confining Aboriginal children in institutions known as Indian Residential Schools wherein, through material and curricular means, efforts were made to transform the children and dispossess them of socio-cultural identities. Much of the literature on children's geographies contemplates the socially constructed nature of childhood and critiques the pervasive (yet under-evaluated) understanding that childhood is a clear and demarcatable state of being prior to adulthood. Little attention, though, has been paid to historic or social discourses that relegated groups of people to a perpetual state of truncated childhood while simultaneously removing their children in order that those children mature into adults who embodied radically different cultural traits than their ancestors. This paper explores how Aboriginal peoples were doubly confined; firstly, by colonial constructions about children, childhood, and Othered (Aboriginal) peoples and then, secondly, within the material geographies of colonial residential schools.  相似文献

This article inquires into the difference between philosophy as a universal practice and philosophy as a cultural product; its aim is to establish a case for there being Canadian philosophy. Philosophy as a practice can exhibit a dialectical framework. The practice can pursue both universal truths and cultural variations in expressions of those truths. Each philosophical endeavor requires the other to be meaningful. No matter how abstract a “truth” may be, an example always creates cultural relevance. The article introduces the example of an early Canadian philosopher, whose work is documented in the book by Leslie Armour and Elizabeth Trott, The Faces of Reason: An Essay on Philosophy and Culture in English Canada, 1850-1950. John Watson (1847–1939) was the most prolific and well-known contributor to philosophy in early Canada, pursuing universal questions and yet responding to the circumstances of his new home in developing Canada and, in doing so, contributing to Canadian cultural interpretations of philosophical questions. This article uses his example to conclude that the study of philosophy in Canada must include Canadian philosophy.  相似文献

The purposes of this paper are to discuss the historical emergence of academic geography in Canada, and how it has been tied closely to the nation-state. Canadian geography is not simply a slice from a pre-existing disciplinary block but has been actively formed and moulded by a set of evolving national imperatives determined and coordinated by the state. Justification for this larger argument derives from science studies which aver that context, in this case the national one of Canada, enters into the very lineaments of knowledge. The paper is divided into three main sections. The first is a conceptual discussion drawn from science studies of the relation between national context and disciplinary knowledge. The second sets out the historical development of Canadian geography from the seventeenth century until the inaugural meeting of the Canadian Association of Geographers in 1951. The final section reviews the subsequent 50 years of Canadian geography by focusing on four important moments within the discipline's history, each of which reflects in various forms the nation-state: the quantitative revolution, humanistic geography, the development of GIS, and immigration and the Metropolis project.  相似文献

The first section of this two‐part paper describes my historical geographical career, particularly the topics and issues I have pursued and the changing intellectual environment in which they have been situated. The second section offers a summary interpretation of the emerging human geography of early‐modern Canada followed by some reflections on its contemporary implications. This interpretation stresses the extent to which boundaries and discontinuities marked early Canada, and contrasts a pinched Canadian experience with the land with a far more expansive American one. It shows how deeply difference was constructed and ingrained in the Canadian past, and suggests some challenges and opportunities that follow from this inheritance.  相似文献
