ABSTRACT. This article presents a (critical realist) constructivist critique of both consociational and civil society/transformationist approaches and their crude understandings of politics and the prospects for political change. Consociationalism's primordialist or essentialist foundation leads it towards a world‐weary, pessimistic, conservative realism about how far ‘divided societies’ may be transformed. Advocates of the civil society approach, in contrast, take an instrumentalist view of identity and are optimistic that a radical transformation can be achieved by mobilising the people against ‘hard‐line’ political representatives. The constructivist approach can provide a framework in which a more complex and nuanced understanding of identities is possible. This better equips us for understanding the prospects of bringing about desirable political change. The first part of this article is a critique of Nagle and Clancy's consociationalism. The second part provides a brief outline of a constructivist critique of both the consociational and civil society understandings of politics and their contribution to understanding the politics of managing conflict.  相似文献

This article considers the meanings attached to refugeehood, repatriation and liberal citizenship in the twentieth century. Refugees are those who have been unjustly expelled from their political community. Their physical displacement is above all symbolic of a deeper political separation from the state and the citizenry. ‘Solving’ refugees’ exile is therefore not a question of halting refugees’ flight and reversing their movement, but requires political action restoring citizenship.

All three ‘durable solutions’ developed by the international community in the twentieth century – repatriation, resettlement and local integration – are intended to restore a refugee's access to citizenship, and through citizenship the protection and expression of their fundamental human rights. Yet repatriation poses particular challenges for liberal political thought. The logic of repatriation reinforces the organization of political space into bounded nation–state territories. However, it is the exclusionary consequences of national controls over political membership – and through this of access to citizenship rights – that prompt mass refugee flows. Can a framework for repatriation be developed which balances national state order and liberal citizenship rights?

This article argues that using the social contract model to consider the different obligations and pacts between citizens, societies and states can provide a theoretical framework through which the liberal idea of citizenship and national controls on membership can be reconciled.

Historical evidence suggests that the connections in practice between ideas of citizenship and repatriation have been far more complex. In particular, debate between Western liberal and Soviet authoritarian/collectivist understandings of the relationship between citizen and state played a key role in shaping the refugee protection regime that emerged after World War II and remains in place today. Repatriation – or more accurately liberal resistance to non-voluntary refugee repatriation – became an important tool of Cold War politics and retains an important value for states interested in projecting and reaffirming the primacy of liberal citizenship values. Yet the contradictions in post-Cold War operational use of repatriation to ‘solve’ displacement, and a growing reliance on ‘state-building’ exercises to validate refugees’ returns demonstrates that tension remains between national state interests and the universal distribution of liberal rights, as is particularly evident when considering Western donor states’ contemporary policies on refugees and asylum. For both intellectual and humanitarian reasons there is therefore an urgent need for the political theory underpinning refugee protection to be closely examined, in order that citizenship can be placed at the centre of refugees’ ‘solutions’.  相似文献

Since the coup of May 2000 an estimated 24,000 Indo‐Fijians have left Fiji, the majority of them moving to Australia, New Zealand, Canada and the US. Those who remain in Fiji have faced increasing marginalisation as the government of Prime Minister Qarase has proposed significant reforms to both the administration of land and Constitutional arrangements of political representation. The situation has been further compounded through Qarase's recently proposed ‘Unity Bill’, which would grant amnesty to some of those responsible for the 2000 coup. These reforms are all part of an effort to ensure the ‘paramountcy’ of indigenous Fijians as well as to limit Indo‐Fijian participation in Fijian national politics. In this paper, I employ Greenhouse's concept of ‘empirical citizenship’ to analyse Indo‐Fijian responses to their political marginalisation in Fiji. After considering how national identities and sentiments of belonging are expressed in Indo‐Fijian discourse through the symbolic inter‐connection of the land and the Indo‐Fijian body, I argue that even if Indo‐Fijians are openly willing to recognize indigenous Fijian supremacy in national politics and the project of nation‐making, assertions of their right to live and labour on Fijian land constitute claims to ‘citizenship’ that are highly contestable in Fiji's current political climate.  相似文献

Women's movements, understood as variant forms of collective action in pursuit of common goals, have been analysed in both feminist political theory and development studies. This article aims to combine these two discussions to provide a theoretical account of the emergence and character of such movements through the identification of three different forms of collective action, termed ‘independent’, ‘associative’ and ‘directed’. The article considers the relation of such movements to projects of general political import, be these of an authoritarian or democratic character, and returns to the debate over the usefulness or otherwise of conceptualizing women's interests. It concludes with an assessment of the place of women's movements in the contemporary politics of citizenship.  相似文献

This paper examines how high school-aged young people from New Zealand are crafting their everyday political subjectivities within the liminal status and liminal spaces they occupy in society. With a specific focus on schooling and the citizenship education curricula in New Zealand, three vignettes are introduced which examine young people's less reflexive and ‘everyday’ forms of political action in the interstitial liminal space between Public/private, Formal/informal and Macro/micro politics. These vignettes underline how young people's everyday politics were embedded within spatial and relational processes of socialisation with adults within their schools and communities, yet, also showed both agency and resourcefulness with these spaces. Young people's liminal status and occupation of liminal spaces provided them with unique perspectives on social issues (such as bullying, racism, water conservation, and obesity) and enabled them to respond in ways that were ‘different’ to adults' Politics, yet nonetheless showed their political and tactical selves (de Certeau, 1984). A focus on young people's political practices in liminal spaces allows for new possibilities and understandings of the political.  相似文献

This article uses the concept of ‘political society’ as unfolded by the ‘subaltern studies’ in India to shed new light on present‐day political actors and democratic transitions in Africa. It discusses the political practices and discursive terrains of organizations within ‘really existing’ civil society that are based on identities and regarded as outside legitimate civil society. It looks at politics from below, taking the example of the 2007 elections in Kenya, and the role of Mungiki, an organization characterized by the intersection of class, generation, religion and ethnicity. Mungiki builds on Kenya's history and rich archive of indigenous popular culture. It originated in the early 1990s’ turmoil of ‘ethnic clashes’ and population displacement and now operates in rural and poor urban areas, providing income opportunities, service delivery and extortion/protection. During elections, sections of Mungiki have been recruited by political leaders and functioned as violent militia; concurrently, it seeks representation in formal and parliamentary politics. The organization is distinct from ‘respectable’ segments of Kenya's civil society who participate in NGO activities and mainstream churches. The article ends by calling for an inclusive and non‐normative approach to the study of state–civil society engagement that recognizes culturally based discourses and organizations when analysing the transitions to and the broadening of democracy in post‐colonial societies.  相似文献

ABSTRACT. The repressive mechanisms of collective memory have received due attention in the social sciences, with scholars examining the ethics of remembering and forgetting and their political implications. This study focuses on episodes that took place in a Northern Greek town in 2000 and 2003, when an Albanian student was twice denied the right to hold the Greek flag during a commemorative national parade. It is argued that this line of action against the student, representative of Greek attitudes towards immigrants in Greece, asserted the locality's participation in the Greek ‘imagined community’. This was made possible through a process of ‘forgetting’ the locality's history and the analogies this presents with the experience of contemporary immigration. Questioning the ethical implications of this collective decision, the article links regional micro‐politics to nationalist discourses that originate in the European project itself.  相似文献

Famously derided as the ultimate ‘anti-politics machine’, international development has increasingly sought to integrate a stronger political perspective within its ambit. This includes devising new forms of political analysis to inform development interventions and efforts to support forms of politics that are deemed to be ‘pro-poor’. However, this engagement with pro-poor politics remains limited and the agenda of advanced liberalism that international development agencies remain embedded within tends to draw its understandings of politics from ideology rather than evidence. Case-study analysis of the politics associated with successful social protection interventions in eight countries suggests that the political modes preferred within advanced liberalism – including civil society representation, inclusive policy spaces, and securing ownership – have been much less important in securing poverty reduction than more deeply political institutions and processes, particularly efforts from within political society to re-embed capitalism and extend social contracts to previously marginal groups. Deeper forms of political, political economy and political geography analyses are required to capture the politics of reaching the poorest groups, which needs to be understood in terms of processes of capitalist and political development that have important spatial dimensions, and which can be conceptualised in terms of extending the ‘social contract’ between states and citizens.  相似文献

She is one of the many poo protesters who, in June 2013, dragged containers of human waste from the shanty towns on the urban margins to the provincial legislature in Cape Town's city centre. By collecting this shit from the urban periphery and dumping it at the centre of provincial political power, the protesters powerfully enacted their refusal to accept the portable toilets that the authorities had provided for people living in these informal settlements. Rather than accepting what they regarded as second‐class ‘portaloos’ for second‐class citizens, they demanded modern, permanent, porcelain toilets, just like those in middle class homes in Cape Town. Similar to the case of the Great Stink of London of 1858, the politically powerful could not ignore the stench aroound Parliament. In his editorial in this issue, Steven Robins argues that a lack of in‐house, ‘modern’ toilets in shanty towns continues to plague its inhabitants, who have taken to imaginative protest in various ways. His study on the politics of shit in Cape Town represents a form of public anthropology on a largely private activity. This politics of human waste is not popular in the mainstream media and is considered to be irrational and unruly by the wider public. But, as developments in Cape Town show, when human waste becomes matter out of place, it can also become a potent substance when deployed in popular protest. Back cover FACE VALUES Villagers in Kanga, northern Mafia Island, Tanzania, watch a screening of part of the BBC/RAI series Face values (1978) in 1985. The film (at that time on a reel‐to‐reel system) was projected onto the white‐washed wall of the village dispensary. Prince Charles, shown here on screen, was Patron of the RAI at the time and had studied anthropology at Cambridge. He encouraged the making of this series and acted as the interviewer of the five anthropologists involved. It was argued by the RAI that the presence of royalty would ensure a large TV audience for the series in the UK, and indeed, this seemed to be the case judging by the BBC's audience figures. However, the series was much criticized both by the newsprint media critics and by anthropologists. In this issue, in the second part of her article, Pat Caplan considers why the making of ‘educational’ material for a mass audience about people and societies in other parts of the world is problematic and probably rather unlikely to achieve the aims set out by the Prince: ‘If more people could have the advantage of information and knowledge about other people's behaviour, customs, religion and so forth, then perhaps some of the prejudice against immigrants in UK could be slowly reduced’. Depictions of the politics of crisis in advanced societies (what crisis is and what can be done) continue to pit different strands of political science and heterodox political economy against each other. Economic sociologist Wolfgang Streeck's contributions to these controversies have emphasised ‘embeddedness’, or the need for economies to incorporate non-functional or deliberated elements which allow functional and market-focused processes to play themselves out. Streeck's recent writings on debt-induced crisis nonetheless accept too much orthodox liberal disquiet: most fatefully, a contempt for politics based on what seems to be an untenable assertion – that rich societies have hit the limits of their capacity to increase taxation. Capitalism has entered an ‘end point’, he claims. This article presents, again, contrary evidence and offers suggestions for a revised heterodox understanding of capitalism's current malaise.  相似文献

An under‐recognised cohort within Tasmania's forest communities is identified, one that shares the social and cultural background of Timber Communities Australia's constituency, but holding deeply antipathetic views toward current forest regimes. Deploying ethnographic data gathered in the upper North Esk country in Tasmania's North‐Eastern Tiers, where this cohort seems to predominate, the elements of a deep attachment to place are explicated: these include a desire to return to a past local economy based upon small but labour‐intensive sawmills with viable satellite hamlets, and a concern for water quality, for the integrity of forest ecosystems, and for the wellbeing of individual plant and animal species therein. Overwhelmed by a sense of powerlessness, lacking political skills, and distressed by the dramatic economic and environmental changes within their community, this cohort is unlikely to organise politically, and is likely to remain relatively voiceless within the fraught dynamics of local politics within riven forest communities. Nevertheless, this ‘third cohort’ suggests wider issues for the politics of place. Its worldview constitutes a potent contemporary articulation of ‘the moral economy’, as described in the 1970s by E.P. Thompson, and extended to a conception of ‘moral ecology’ by Karl Jacoby. It also suggests, contra Doreen Massey, that the identity‐based place theory of the phenomenological tradition is compatible with a conception of places as sites of conflicted meaning, and that it is wrong to assume the vector of change within place to be progressive; rather it is as likely to conduce to a loss of individual and collective agency.  相似文献

Seventy thousand children were moved to Sweden from Finland during the Second World War with the purpose of giving them a break from the calamities of war. Moving children for this reason was common practice in the Western world during the twentieth century. Officially, the motives have always been humanitarian, but political motives have often played an important role — commonly, to foster suitable citizens within planned societies. Political goals were important in the moving of Finnish children, but in a different way. In this article, I suggest that the children were used as ‘commodities of compassion’ in a Swedish politics of indemnification.  相似文献

This article draws on research with resident action groups and other alliances in Sydney. It investigates the ways in which citizens work beyond the formal planning system to approach and achieve their urban development goals. The post‐political treatment of community voices in planning relies on the centrality of consensus politics in current participatory planning regimes. By providing a democratic outlet that is far removed from the actual development outcome, powerful urban actors can silence through inclusion. Planning theorists have posited that one pathway beyond this post‐political moment in urban planning is provided by Chantal Mouffe's critique of Habermasian communicative theory and consensus politics, which she bases on her theory of agonistic pluralism. Following Mouffe, to achieve a productive agonistic politics, any rigid antagonisms between “enemies” need to be moderated to more mutable “adversarial” positions. However, we have little knowledge of the conditions that might precipitate such a change in praxis. To address this gap between theory and praxis, we use focus group data to show how local resident action groups and urban alliances work through three modalities of antagonism to achieve their urban development goals. We add empirical weight to the idea that citizens can shift from rigid and fundamental antagonisms to the potentially more productive adversarial politics of agonistic pluralism but therein expose some limitations with how Mouffe's ideas are being applied to urban planning.  相似文献

This article uses a governmentality analytic to understand the efforts of indigenous leaders from the Ecuadorian Amazon to shape their organizations’ members over the past four decades, particularly efforts to promote collective engagement in market‐oriented activities. A close examination of one organization's history reveals that leaders’ subjectivity‐shaping efforts have been strongly influenced by collaborations with the state, NGOs and others. They have also been shaped by historical understandings of status and leadership. However, collaborative economic projects are also used by leaders as a tool for producing new kinds of indigenous citizens, ones that are actively engaged with larger communities of indigenous people beyond their kinship groups. Leaders see these new senses of citizenship as empowering, and as a critical precursor to planning land use and livelihoods. Thus, indigenous leaders are not simply conduits for the subjectivity‐shaping projects of the state and international development groups; nor are they simply acting in their own interest. Rather, they constitute and regulate new types of citizens to ensure the future viability of their organizations and political projects.  相似文献

ABSTRACT. This article argues that understanding national identity requires a reappraisal of friendship as a political sentiment. Although studies of nationalism underscored the transformation of face‐to‐face interactions into ties between ‘distant others,’ they failed to acknowledge how sentiments of friendship may be involved. First, following theorising in political philosophy, the Aristotelian paradigm of civic friendship is conceptually applicable to modern civil society based on characteristics such as volition, commitment and sentiment. Second, feminist scholarship has delineated how an implicit discourse of male fraternity underlies the historical realisations of the modern social contract and mediates the notions of both patriotism and nationalism. Finally, networks of male associations and transformations in collective affection from small settings to large‐scale societies contributed to the magnification of a politics of friendship. Consequently, rather than viewing fraternal friendship as a relic of traditional societies, it should be studied as a unique aspect of modern nationalism.  相似文献

This article presents a study of the micropolitics of dispossession for a proposed medium‐sized irrigation project in an Adivasi region of Central India. The article explores the complex micropolitics of dispossession and collective action in the project planning stage, long before the formal processes of land acquisition actually begin. It highlights the importance of training the researchers’ gaze on the functioning of the local state in the pre‐acquisition phase. It shows how the local state uses various powers of exclusion to fracture emerging cross‐class, multi‐caste alliances, while maintaining formal compliance with a range of social safeguard policies aimed at protecting vulnerable groups and fragile landscapes. The ‘everyday’ decisions of local state actors during the project planning stage produce site‐specific, differentiated and shifting matrices of risks and opportunities for the local people, who are already divided along class and caste lines. This, in turn, is likely to inform their political responses at the actual moment of enclosure. Thus the durability and success of anti‐dispossession collective action is likely to vary depending on the dynamic interactions of local state and non‐state actors, mediated by regional electoral politics and the overall safeguard policy regime governing land acquisition.  相似文献

In the years and months prior to the May 2004 enlargement of the European Union, transitional periods of two to possibly seven years were imposed upon free movement of labour for immigrant workers from new (Eastern European) member states by a majority of ‘old’ member states. This article aims to scrutinize fear of mass migration from new member states by examining where (ir)rationality and political opportunism meet in the perception of this particular flow of labour migration as a cause for contemporary moral panic. To this purpose, the article starts with embedding the notion of fear of mass migration in literature on moral panics, risk society and the ‘othering’ of economic migrants as strangers and folk devils. By means of a case study narrative of the decision‐making process on the free movement issue in the Netherlands, it is subsequently demonstrated that ‘politics of fear’ are deeply rooted in the uncontrollability of mobilities of an unknown magnitude and an uncertain impact on, for instance, domestic labour markets. Beyond rationalizable concerns of job loss, however, labour migrants from new member states are also feared as threats to borders of morality and identity in Western European societies. The narrative's results are placed within a wider context of current boundary drawings with regard to migration in the enlarging European Union.  相似文献

Memory politics continues to define the socio‐political landscape of post‐colonial Namibia. Interpretations of the country's recent political history are used to contest and legitimize current social and political relations. This article examines these issues as they appear in the negotiation of recognition and benefits between ex‐combatants and state and ruling party actors. A dominant narrative of national liberation, associated with the ruling party Swapo, casts Swapo ex‐combatants as heroes. This has propelled recurrent ex‐combatant demands to the forefront and relegated those who fought on the South African side to a secondary category of ex‐combatant ‘reintegration’. At the same time, this frame constrains ex‐combatant remembrance, pushing aside contentious memories that might lead to a more critical historical consciousness. Although telling a story of the emergence of a unified nation, the liberation narrative actually is an example of a far more exclusionary form of nationalism that uses the vocabulary of national belonging to make distinctions between citizens, and thus justifies practices of inclusion and exclusion. Its strength lies in its ability to link current material politics with emotionally compelling narratives of identity.  相似文献

In Citizen and Subject (1996), Mahmood Mamdani denounced the ‘bifurcated nature’ of the African state which, in his account, imposed ethnic hierarchy and chiefly despotism on rural dwellers while reserving democratic citizenship for the urban minority. Have twenty years of ‘decentralized democracy’ in many countries washed away these distinctions? This article takes up this issue in an analysis of the politics of land allocation and landlord–stranger relations in Western Ghana. An analysis of historical trajectories, and our own field observations and interviews in two Western Region districts, suggest that at the local level, the bifurcated character of political authority that was identified by Mamdani persists in the domain of economic rights. The record also shows that state policies and institutions, rather than working to chip away at ethnic hierarchy and chiefly authority, work at least in part to reproduce these features of the local political economy. In both non‐democratic and democratic eras, Ghana's central government has played an important role in shoring up chiefly and ethnic privilege in the land domain. These local hierarchies influence the practical meaning of democracy and economic liberalization for rural citizens, and should be explored more systematically in future studies of democratic and electoral politics in Ghana and elsewhere.  相似文献

The Cofán people of Amazonian Ecuador are important players within global movements for indigenous rights and biodiversity conservation. Scholars, non‐governmental organizations, and donor agencies laud their efforts to protect more than 430,000 hectares of forestland from an expanding colonization front, the transnational petroleum industry, and the spillover of violence from the Colombian civil war and drug trade. In this article, I examine how a set of discourses surrounding indigenous politics enable and constrain Cofán projects. In the context of an ethnographic account of Cofán political practice, I differentiate between the ‘expressive’, ‘instrumental’, and ‘obstructive’ nature of ‘conservation’, ‘science’, and ‘transparency’, respectively. More specifically, I develop three arguments: first, that the discourse of conservation serves to express deeply held conceptions of the ties between Cofán culture, Cofán territory, and Cofán politics; second, that the discourse of science functions as an instrument that Cofán activists use to ground a political‐economic exchange with outside powers; and third, that the discourse of transparency stymies Cofán collective action and is neither locally meaningful nor politically useful. By analyzing the social life of these terms and concepts in Cofán activism, I argue for a more nuanced understanding of discursive power, which always exists in tension with the cultural sensibilities and political perspectives that it supposedly transforms.  相似文献
