This essay, delivered at a conference that commemorated Primo Levi, asks about the continuing status of witnesses' testimony about the Holocaust and genocidal murder as their generation disappears. It finds their particular contribution to lie less in what they report than their claim to moral authenticity, as confirmed by their own suffering; and it points out the problematic aspects of subjective identification this may raise, especially by comparing witnesses' accounts with the alleged authenticity of Holocaust fiction. On the other hand, the limits of archival evidence, which are manifested almost as retrieved archaeological artefacts, are also highlighted, as are the difficulties of history centred on victims as collective protagonists. In the end, it is proposed, keeping witnesses present through continued re-examination and reading forms the historian's only recourse against the inevitable dilemmas of writing the history of mass atrocities.  相似文献

Neoinstitutionalists applying the logic of rational choice institutionalism have leavened our understanding of public agency design and evolution in the domestic and national security policy domains. This paper seeks to advance theory building in empirically grounded ways by assessing the explanatory power of an important theoretical perspective (rational choice institutionalism), in an understudied "hybrid" policy domain where domestic and national security aims interact (domestic environmental policy and national security policy), and in an organizational type (the U.S. military) that has drawn scant attention from students of bureaucracy in political science, public administration, or public management. Analysis of three major efforts to green the U.S. military suggests that the patterns of politics accompanying agency evolution involving hybrid policy domains differ from domestic and national security domains in ways that limit the generalizability of rational choice institutionalism.  相似文献

Under what conditions will politicians strengthen state capabilities through bureaucratic reform? This article presents a principal–agent model of state capacity that shows that unless competition to influence policy is largely confined to a single dimension, politicians have no incentive or ‘political will’ to adopt bureaucratic reform. The validity of this model is tested using the experience of the Philippines in the period 1946–72. It is found that politically relevant groups in the Philippines were competing to influence policy over issues of social welfare, economic nationalism and control over public spending, and that groups' demands over these issues failed to align along a single dominant dimension. Consistent with expectations derived from the principal–agent model, there were numerous calls for and attempts to improve bureaucratic performance, but the calls went unheeded and the attempts failed miserably. The study highlights a lesson of potential use to countries currently undergoing democratization. It argues that state capacity is not a function of insulating the state from societal forces, but rather of clarifying lines of authority and accountability in the hierarchy of principal–agent relationships between society, politicians and bureaucrats.  相似文献

ABSTRACT. This essay focuses on the process of ‘rebuilding’ the Armenian nation in the newly constituted states of the Middle East (Syria, Lebanon, Palestine, and Iraq) in the immediate aftermath of World War I. These efforts were centred on the two largest sectors of the population to have survived the Catastrophe, orphans and familyless (or widowed) women. The essay examines the ideology of ‘national reconstruction’ and some of its internal contradictions. It pays particular attention to both Armenian women who married Muslims during the deportations and the children born of these marriages, as well as to Armenians who turned to prostitution to survive in the complex conditions prevailing in this period. The author makes use of extensive, previously neglected archival material: for example, correspondence by some of the principal actors, reports written during the process of locating and rounding up Armenian orphans, and documents that shed light on life within the walls of orphanages and women's shelters. The author assembled this archival material in Paris, Beirut, Aleppo, and Cairo, after surveying the contents of various archives.  相似文献

At a time when the historical experience of the Rwandan genocide continues to be invoked to imagine and affirm international responsibility for the suffering of others, this article examines one way in which this event has been made to mean. Through a critical reading of Hotel Rwanda (a feature film) and Shake Hands with the Devil (a memoir), the article examines how the Rwandan genocide has been framed as an event of ‘white’ Western racism towards ‘black’ African injury. Without disputing the veracity of this explanatory framework, this article interrogates its representational politics and ethics. I problematise its continued use of inherently discriminatory racial categories, demonstrate its Eurocentric nature and call for a mode of understanding the ethical significance of the Rwandan genocide that is not limited to an already existing global relation between suffering ‘black’ bodies and potential ‘white’ saviours. In critiquing these texts and this discursive framework, my aim is to enable ways of coming to terms with the genocide that can accommodate the complex connections that do and may exist between non-Rwandans and the 1994 Rwandan genocide.  相似文献

In the field of conflict economics there is surprisingly little research on genocide and mass killing relative to war and terrorism, which I call the ‘genocide gap’. This article critically evaluates the potential for scholarship in conflict economics to help fill the gap with new research on economic aspects of mass atrocities. The article begins with an overview of the principal subject matter and methodologies of conflict economics and key interdependencies between economics and conflict. Relatively new civilian atrocity datasets and trends are then evaluated followed by a critical assessment of empirical economic risk factors for mass atrocities. The remainder of the article points to how three richly researched areas in conflict economics can serve as signposts for new quantitative research on economic aspects of genocide and mass killing. The three signposts critically assessed are: (1) empirical study of economic risk factors for civil wars; (2) promise and limits of rational choice theory; and (3) economic consequences of civil wars. This analysis is complemented by a tentative discussion of economic insights derived from a foundational work in genocide studies, Raphael Lemkin's Axis rule in occupied Europe, that could profitably serve as the foundation for future research on the economic study of genocide.  相似文献

Can we predict when and where violence will likely break out within cases of genocide? I present a theoretical model to help identify areas susceptible and resistant to violence during genocide. The model conceptualizes violence onset as a function of elite competition for control of the state from above and the ethnic segregation of society from below. First, in areas where extremist elite control is weak, violence is delayed or averted because a contest for control between pro-violence elites and anti-violence moderates arises and the competition takes time to resolve. Where control is strong, violence is immediate or early because extremists face little competition and can rapidly deploy the state's coercive resources against targeted groups. Second, in areas where the integration of ethnic groups is high, violence is delayed because it takes time to break existing interethnic bonds and destroy bridging social capital. Cohesive communities resist elite attempts to divide them through interethnic trust and cooperation. I test the model by examining sub-national variation in genocide onset across Rwanda's 145 communes using new data and duration analysis. I additionally explore causal mechanisms by within-case analyses comparing early and late onset in two communes. The findings have implications for international policy makers as they respond to genocides and strategically prioritize limited intervention resources.  相似文献

ABSTRACT

This paper presents a meditation on how memory and repetition are played out when experienced as both a historical event and an ongoing and returning possibility. Amongst the Armenian community in Lebanon repetition takes on a particular salience in the form of a haunting from the foundational genocide of 1915, a genocide that in recent years has been brought back with the events in Syria where family and kin have faced severe hardships, random killings, and destruction of entire villages. In this paper I over various fieldworks in Lebanon return to the incident of the cleansing of Kessab, an important Armenian village in Syria, and how such an event in today’s Syria points to past, present, and future forms of haunting but also the reconfiguration of affect. The same event draws different landscapes of the imagination, landscapes of fear, haunting, return, but also of resilience and responsibility in the meeting with the time to come.  相似文献

Abstract. Little attention has been paid by those seeking to understand nationalism to Weber's writing on class, status and party. These concepts can be used to analyse the groups which carry the nationalist idea outside the narrow circle of intellectuals and we use the example of Welsh nationalism to illustrate how this can be done. In our example the group in question is a status group which has a basis in class. The character of Welsh nationalism reflects the character of this status group – the ‘Welsh class’– and the changes (for instance in public policy and in the law) produced by nationalist agitation have been of most benefit to members of this status group. In terms of Weberian theory this nationalist activity can be understood as the activity of a status group which is monopolising resources through social closure.  相似文献
