Given the social and spatial dynamics of the electoral college, small groups of voters can profoundly shape national outcomes. This paper examines the 2000 election in Florida in three ways. First, it offers historical depth by comparing and contrasting the 2000 and 1876 presidential elections. Second, it portrays the spatial distribution of votes across the state. Third, it applies a combinatorial analysis of the power of small groups of Florida voters to influence the 2000 presidential election to demonstrate the discrepancy between their influence compared to those of voters nationwide.  相似文献

Abstract

As well as marking 60 years since the signature of the Treaty of Rome, 2017 will see the 10th presidential election of France’s Fifth Republic. The overlap between the question of Europe and the election to France’s highest office provides the framework for this article to explore the development of the European debate in France. Prior to 2012, and despite the increasing and undeniable salience of it for French domestic concerns, the question of Europe is widely considered to have been a secondary issue in presidential elections. Focusing in particular on the period since the pivotal debate and referendum on the Maastricht Treaty and the intervening transition from ‘permissive consensus’ to ‘constraining dissensus’, this article will explain how and why Europe has seemingly defied logic to remain on the margins of successive election campaigns, before presenting the 2012 presidential elections as a game-changer on how the question of Europe featured. The conclusion offers a discussion on the ramifications for future presidential elections, starting with that of 2017.  相似文献

The accurate counting of ballots is essential for a functional democracy. In recent elections, particularly the exceedingly narrow presidential one in 2000, widespread concerns surfaced that votes were not being counted accurately. This paper examines major voting technologies, their advantages and disadvantages, and the significance of residual ballots (overvotes and undervotes) across U.S. counties in the presidential elections of 2000 and 2004. In the 2000 election, 1.9 million ballots were voided, as were more than 2.3 million in 2004. The analysis explores three fundamental questions: (1) Do voting technologies tend to favor one political party over its rival? (2) Do voting technologies tend to favor one ethnic group over another? (3) Do voting technologies favor urban areas over rural ones? The empirical results consistently deny the existence of any of these biases at the national level, although the possibility of local bias remains an open question. The conclusion links these issues to the on-going debate about voting technology reform.  相似文献

This research examines factors that have influenced state choices about methods of voter identification practices in the current environment of election administration reform. State voter identification practices have been an active area of state policy action since 2000. Rival explanations for state adoption of voter identification requirements are analyzed for three national election cycles following the 2000 presidential election. State voter identification practices are classified according to levels of relative stringency and in terms of variation from federal requirements for voter identification under the Help America Vote Act of 2002. State decisions to adopt more stringent forms of voter identification are significantly influenced by intrastate factors including Republican Party control of state government, traditionalist state political culture, and greater levels of racial/ethnic diversity. Federal review of election practices under the Voting Rights Act is positively associated with more moderate approaches to voter identification but is not significant over this time period.  相似文献

The election outcomes of a place hinge largely on what is within its political boundaries: economic, social, cultural, and other compositional factors facing voters. Yet, it is also important to investigate geographic context, both within and between places. This study presents renewed emphasis on two geographic factors that relate to electoral outcomes while controlling for compositional attributes: sectional distinctions and population density. Within different regions of the United States and across different locations (urban, suburban, and rural residents), there exist notable differences in presidential voting. Using survey and county-level data on the 2000 and 2004 U.S. presidential elections, this study evaluates the partisan preferences of voters from a regional perspective, and from a density perspective. The findings demonstrate independent relationships between section and voting, and location and voting. A major consequence of the distinctiveness of section and location in the face of migration effects (as noted by others) is the increased spatial polarization of the electorate's political preferences in these recent presidential contests.  相似文献

Counties identified as anomalous in the 2004 US presidential election - large metropolitan counties and majority-minority counties that voted Republican and non and small-metropolitan counties that voted Democratic, are the subject of a qualitative analysis to assess why they were exceptions to the conventional wisdom of a Red and Blue America polarized along metropolitan-non-metropolitan and modern versus traditional dimensions. Contacts with professional colleagues, and with media and partisan representatives, and visits to selected counties provided valuable insights and helped us to assess the extent to which the county votes in 2008 reinforced or changed the broad Red and Blue dimensions derived from 2000 to 2004.  相似文献

In recent years, the role of presidential candidates in constructing their own coalitions to secure both the nomination and election has increased as their reliance on their own party organization has decreased. Recent presidents also have devoted more of their energies to building coalitions crucial to the adoption of their program and its policies. Yet in this era of entrepreneurial candidacy, presidential effectiveness has varied considerably. This article suggests that the extent of convergence and divergence of presidential selection and governing coalitions determines presidential effectiveness. It is also suggested that the roots of presidential governing effectiveness lie in the electoral core coalition, the product of the nomination and general election coalitions that supported the presidential candidate. The article (1) describes the developments that make this theory of presidential coalition-building pertinent to the recent presidency, and (2) sketches the theory and illustrates its applicability to Richard Nixon's sponsorship of the Family Assistance Plan.  相似文献

Although the first presidential election where both major party candidates (William Howard Taft and William Jennings Bryan) hit the campaign trail, the election of 1908 is a neglected election. When scholars do address it, they typically focus on retiring incumbent president Theodore Roosevelt and his role therein. This article turns the focus away from Roosevelt, and also Bryan, and places it firmly on Taft, a reluctant candidate. Taft's role in 1908 is important because his very reluctance to embrace the changing expectations of the presidency helps to highlight the tensions between the old and new ways of campaigning and, more broadly, the traditional and modern presidencies.

The article first addresses Taft's decision to abandon his “front-porch” campaign. Taft's initial inclination toward a front-porch campaign reveals well his more traditional approach to the election and to the presidency in general, just as his decision to abandon this plan and “stump” for votes reflects his submission to developing trends and expectations. Second, the article examines the changing role of technology, this election being the first to feature phonograph recordings of the candidates, which would then be sold—and played—across the country. Third, the tours and speeches of Taft in the 1908 general election take center stage. The spectacle of these tours offers further evidence of the changing contours of American politics and presidential leadership, especially in elevating the personalities of the candidates. Finally, the 1908 election is examined from the standpoint of American political development and presidential history.  相似文献

Much has been said since the 2000 presidential election regarding the administration of elections in the United States, particularly about how election administrators are selected and to whom they are responsive. Unfortunately, there has been little research on the different administrative structures that are possible and the preferences of Americans regarding these different administrative options. In this article we present the results from a national survey of American adults in which we asked them their preference for whether elections should be run by partisan or nonpartisan officials, whether the officials should be elected or appointed, and whether the administration of elections should be by a single unitary executive or by an election board. In addition to eliciting the basic preferences of Americans about these administrative choices, we also undertake a deeper analysis of these data to determine the underlying patterns in support for the different administrative options.  相似文献

This article examines the roles of spin, the media, and race (and ethnicity) in influencing voter behavior in the 2008 US presidential election. It invokes the concept of cognitive dissonance to explain how political strategists effectively propagandize – i.e., “reinvent their candidates” and “reinvent their opponents' actual record” – in order to successfully garner votes for their candidates. In particular, it considers spin and how spin and the media are used to shape public opinion by causing voters to distrust the veracity, credentials, and records of opposing candidates and to set the policy agenda. It also discusses how race, ethnicity, gender, and policy issues were used in the 2008 US presidential election campaign, and describes the impact of “spinning” on voter behavior and the election outcome. Equally important, it discusses the implications of the Obama victory for Canadian governance in two pivotal areas: domestic race relations and direct parliamentary representation of minorities. The article closes with a brief discussion of the symbolism attributed to Barack Obama's electoral victory by both American and Canadian voters.  相似文献

The United States is one of few contemporary democracies that does not choose its chief executive officer through direct popular vote. Rather, the President of the United States is formally chosen by the Electoral College, and a majority of votes in the Electoral College is required to secure election to the Presidency. In 2000, Republican George W. Bush won a 271–266 majority in the Electoral College despite the fact that his opponent, Al Gore, won about half a million more popular votes.The Electoral College system can be conceptualized as a mechanism by which the results of separate elections in each state and, since 1964, the District of Columbia, can be aggregated to produce a nationwide outcome. It has not experienced major reform since 1804, despite the fact that many critics have regarded the system as archaic, outmoded, and essentially undemocratic. Since the early nineteenth century, more than 600 proposed constitutional amendments concerning the Electoral College system have been proposed and debated in Congress. Some would eliminate the Electoral College system altogether and replace it with direct popular vote. Others would retain the Electoral College system but change the way electors are selected or affect the relationships between popular and electoral votes in each state.Because the popular vote in Florida was very close, and because the remaining states were so closely divided, Florida proved to be the pivotal state in the 2000 presidential election. The closeness and controversy surrounding the Florida outcome has renewed efforts on the part of critics to eliminate or reform the system. However, analysis of the 2000 campaign underscores the fact that both sides based decisions concerning their campaign strategies and allocations of human financial resources in an effort to win an electoral college majority, within the constraints of the present system. It is unlikely that there will be sufficient support to overturn or reform the system through constitutional agreement in the foreseeable future.  相似文献

This paper examines the patterns of television news coverage of the political parties, their leaders and the issues they raised during the 2001 Australian federal election campaign. By focusing on some issues, parties and leaders, television has long been argued to constrain voters' evaluations. We find that television news coverage in the 2001 Australian election campaign focused primarily on international issues, especially terrorism and asylum seekers, and on the two major parties—virtually to the exclusion of coverage of the minor parties and their leaders. Within the major party ‘two-horse race’, television gave substantially more coverage to the leaders than to the parties themselves, thereby sustaining what some have called a ‘presidential’-style political contest. John Howard emerged as the winner in the leaders' stakes, garnering more coverage than Labor's Kim Beazley.  相似文献

In 2003, a presidential decree enacted legislation guaranteeing Italian voters overseas the right to postal voting as well as parliamentary representation within their respective electoral constituency. The electoral weight of the overseas-based constituent had a remarkable effect on the 2006 election results. In the tightest vote in the Republic's history, the vote of overseas Italians, which was one of the decisive features of the election, helped provide the winning centre-left coalition with a slender majority in the Senate. Election results notwithstanding, the question of whether to grant the vote to Italians overseas has faced challenges of a procedural, normative and political nature. What may have been initially seen as a democratic right may well be cast aside as it poses challenges to overseas electoral relationships with the Italian national polity, Italian citizenship and multinational allegiances, diasporic identity, electoral participation and political representation in homeland political institutions. The overseas vote for Italians may be contested further in the near future, which could translate into a radical rethink of its validity and democratic global extension.  相似文献

Abstract

The relationship between religion and the presidency impacts both the viability of candidates and the manner in which decisions are made in the voting booth. Today we are living in culture where religion is front and center in politics. This article examines the role of religion in political discourse with special attention to the 2012 presidential election. It focuses on the manner in which religion and politics have become inextricably interwoven in the past sixty years. It begins by establishing the role of religion in the broader political arena. The article then turns to the manner in which religious identity and participation influence voting patterns, and how religious affiliation shapes the office of the presidency. The conclusion offers some reflections on the future of religion in presidential politics, an issue that will continue to be a significant factor in how and why voters support and marginalize particular candidates.  相似文献

The 2008 American presidential election led some to believe that an era of possibility had finally dawned. But change remains elusive, and questions about how to advance social justice causes persist in the age of Obama. Critical examinations of past social movements help answer these questions, and to this end I offer research on Smithfield and North Elba, two New York towns imagined as utopias by reformer Gerrit Smith (1797–1874). While some have emphasized a narrative of utopia realized, research on the artifacts, landscapes, and texts associated with them has revealed past struggles and knowledge of what hinders future imaginaries.  相似文献

This paper aims to explore the unevenness of spatial development under the rule of the Democratic Progressive Party (DPP) of Taiwan, after the collapse of the one-party dominance of the Kuomintang (KMT) in the 2000 presidential election. In the late 1980s the KMT engineered the rise of big business groups and consortia with the introduction of its neoliberalization project. To remain in power, the DPP regime continued to implement this neoliberalization project to win the political loyalties and donations from emerging business groups and show a dedication to economic development, while resorting to the populist practice of transferring resources to the local society, particularly winning precincts, to consolidate its advantage and further crumble the KMT bastions. Consequently, Taiwan was a “vacillated state”, pulled and dragged between the pro-growth neoliberalization project and calls for a populist redistribution of resources. This resulted in a new political dynamic in which the urban regions were tied closely with the global economic growth while the rural regions were closely tied to domestic resource allocation. As the developmental model of state would predict, this contradictory co-existence of neoliberalism and populism led to a decline in state policy effectiveness.  相似文献

The changing role of Islam in the public life of Turkey is about to come under renewed scrutiny, the key issue being the potential candidates for the May 2007 presidential election. Erdoǧan, the Prime Minister and head of the first Islamist majority government in the republic's history, is likely to stand. Arguments already abound as to the legitimacy of such a move, with the opposition declaring that they will boycott the election if Erdoǧan becomes a candidate. Equally, Erdoǧan's own supporters are, in public, at least occasionally uncertain, conscious that when the late Özal moved to become president, his party suffered. Secularists grimly wonder whether they will be able to survive such an overt transfer to an Islamist figure, one whom they fear would be a great contrast to the pro‐Republican present incumbent, President Sezer. Yet, how should we face such a transition? What implications does it have for Turkey's politics, both internally in terms of the social life of the country, and in external affairs?  相似文献
