The historic independence referendum that took place on 4 November 2018 in New Caledonia marks the beginning of a potentially four-year self-determination process that is, like the French territory itself, unique. It is the final stage of a series of agreements that ended civil war over independence, and that have overseen peace in New Caledonia for 30 years. The referendum has highlighted the real achievements under the peace agreements, but also areas of deep difference, creating new uncertainties and risks to stability. While the November vote saw majority support for staying with France, it exposed continued ethnic division, with a sizeable Indigenous Kanak vote for independence, despite years of Accord compromises. The referendum is only the first of potentially two more divisive votes by 2022, to be preceded by local provincial elections in May 2019. Whatever the voting outcomes, the majority loyalists must take into account Indigenous independence aspirations in considering the major issues left over after the Noumea Accord's completion, if peaceful governance is to continue. UN decolonization principles present three options: independence, independence in some kind of partnership with France, or continued integration with France. So long as the answer remains ‘no’ to independence, this final process will demand serious dialogue between bitterly opposed parties, at the least about expanded local powers, re-defining governance in New Caledonia beyond the Noumea Accord.  相似文献

The establishment of the Presbyterian Church of the New Hebrides in 1948 as an independent church was viewed by some participants as a step towards the independence of the nation, which occurred some 32 years later. This paper argues that the church was slow to promote an anticolonial perspective through the 1950s, though, as Indigenous clergy took on more senior roles in the church, there was a corresponding increase in political consciousness. The trans-colonial experiences of many young clergy – for education around the region or for meetings in the newly formed Pacific Conference of Churches in the 1960s – exposed participants to anticolonial theologies and the decolonising Pacific. When Indigenous clergy gained full control over the Presbyterian Church in 1973, they simultaneously demanded the end to the Condominium.  相似文献

Contemporary New England villages arose as nineteenth-century central places. The emergence of these commercial places reflected not the creation of something new out of whole cloth but an elaboration of an existing settlement system, a legacy of the colonial period and a manifestation of long-standing cultural habit. Town centers, more or less equally spaced and comprised of little more than a meetinghouse and a tavern, served as foci for town activities, as auxiliary central places. Most of the considerable localized economic exchange that characterized the colonial period occurred at dispersed places. The emergence of true central places about colonial town centers in the federal period marked a shift in scale or a general and widespread development of extra-local exchange, division of labor, and provision of centrality—the ability of a place to provide goods and services beyond the needs of its residents. Central places became accretions of full-time nonfarmers, of storekeepers, artisans, and professional people. Moreover, these places were interlinked to form a system of central places and, although a sorting process took place, the system was both a material manifestation of contemporary economic experience and an elaboration of the colonial settlement system.  相似文献

The reformed planning system introduced in England in 2004 weakens the position of counties and unitary authorities. Regional bodies and central government have a larger say on the future shape of localities under these arrangements. In particular sub-regional strategies have a much bigger role within the new Regional Spatial Strategies. This paper examines the prospects for the influence of this new tier of planning, based on government guidance about sub-regional planning and on the evidence on emerging practice, particularly in the southern regions of England. The balance of influence of different actors is changing, both between government tiers and in wider governance relations. The prospects for integrated action in spatial terms are changing, as are the relationships to implementation.  相似文献
