Shadowing the White Man's Burden: U.S. Imperialism and the Problem of the Color Line

Abstract

Travel lectures were a popular part of the American self-culture movement of the mid-nineteenth. Audiences enjoyed travel lectures because they possessed analogical potential rooted in narratives of self-discipline and mastery to aid in the adaption to the socio-economic changes of the market and consumer society. Audiences viewed the lecturer Bayard Taylor as a model of liberal/republican masculinity. His career also reveals the role that metaphors of mobility served in the transformation from the ethos of character to the later outer-directed, “personality” driven, pursuit of personal self-realization.

美国学界的“非西方中心”史观

萨义德的《东方学》揭示了西方的东方学中长期存在的“帝国主义真相”．这就是通过对中国“特殊性”的考察来证实西方的“普遍性”和“中心位置”。以后,在美国的中国史研究领域相继出现了被柯文称之为“中国中心观”的研究取向。本文认为,尽管有的学者受国际反西方中心主义思潮的鼓舞,试图建立一个非西方中心的历史研究模式。但他们在力图把西方经验局限于“地方性”的同时,也否定了人类社会发展的一些共同规律。因此。要真正摆脱“西方中心论”和各种形式的“地方中心主义”,必须克服各种偏见,培养一种“非中心意识”。     

Agency Evolution, New Institutionalism, and 'Hybrid' Policy Domains: Lessons from the 'Greening' of the U.S. Military

Neoinstitutionalists applying the logic of rational choice institutionalism have leavened our understanding of public agency design and evolution in the domestic and national security policy domains. This paper seeks to advance theory building in empirically grounded ways by assessing the explanatory power of an important theoretical perspective (rational choice institutionalism), in an understudied "hybrid" policy domain where domestic and national security aims interact (domestic environmental policy and national security policy), and in an organizational type (the U.S. military) that has drawn scant attention from students of bureaucracy in political science, public administration, or public management. Analysis of three major efforts to green the U.S. military suggests that the patterns of politics accompanying agency evolution involving hybrid policy domains differ from domestic and national security domains in ways that limit the generalizability of rational choice institutionalism.
