Abstract

After a brief historical review of previous proposals to erect a tidal power station in the Severn estuary, the work of the 1978 Severn Barrage Committee is described in detail, based on its 1981 report. More recent information about the benefits and risks of the proposal are reviewed. Construction, including turbines, benefits, including employment, tourism, and economics are all dealt with in detail, as are environmental aspects. The recommendation of the committee, for an immediate start of a major design and acceptability study, was not accepted.

This essay discusses the question: is Napoleon Bonaparte in any significant sense the predecessor of Adolf Hitler? Is this simile a good heuristic device for bringing out hidden qualities or dimensions which we would not otherwise perceive in Napoleon? Or, at the end of the day, was Hannah Arendt right in explicitly repudiating the notion that Napoleon was comparable to Hitler? And the essay concludes that for a host of reasons—structure, politics, ideology, personality, posterity—she is correct. It argues that the simile should be withdrawn from serious conversation.

This paper examines the way in which the Jewish question washandled by the Ordre des Médecins, a representative institutionfor the medical profession created by the Vichy government. It discusses the historiography of Vichy anti-Semitism generallyand goes on to analyze the background of anti-Semitism in theFrench medical profession in the 1930s, comparing it with anti-Semitismin other professions such as Law. The paper then discusses thereactions of the Ordre des Médecins and its governingbody, the Conseil Supérieur, to the Vichy anti-Semiticlegislation which affected the profession and compares its brandof anti-Semitism with the official Vichy policy. It focuseson the unequal battle between the Conseil Supérieur, whose members were typically traditional nationalistic and protectionistanti-Semites, and the Vichy government, where quasi-racial anti-Semitismwas official policy. It explains the inevitable defeat of theConseil Supérieur.

Between 1880 and 1900, the conjunction of the development of higher education in France with the renewal of colonial expansion resulted in the creation of the ‘colonial sciences’. ‘Colonial geography’ played a key role in the development of these new disciplines, alongside ‘colonial history’, ‘ethnology’, ‘colonial economics and legislation’ and ‘colonial psychology’. This paper considers the social history of this field and of the institutions in which colonial geography was formed. This involves examination of the study of the teaching of ‘colonial geography’ in the universities and French grandes écoles, the gradual professionalisation of scholarship, and the increase in the number of doctoral theses and book publications, which all serve to demonstrate the vigour of the subdiscipline, leading to the emergence of a veritable research community. Under the Third Republic, ‘colonial geography’ in the universities was characterised by great diversity, irreducible to a single or homogenous ‘colonial discourse’.
