This article examines the complexity and diversity of women's informal financial practices using data from surveys conducted in Senegal. It suggests that these practices are at the centre of a constant dialectic between short‐term and long‐term horizons, between the requirements of daily survival and the demands of community solidarity, and between personal aspirations and collective constraints. These practices also clearly illustrate a desire among the women in Senegal to impose a form of financial self‐discipline, and to create situations that will oblige them to earn income. The socio‐economic diversity among these entrepreneurs is also underscored. Informal financial arrangements are both a product and producer of gender inequalities and inequalities among women, as reflected in the research. This has direct policy implications, especially for microfinance products. If they are to be effective, microfinance services must develop beyond a standard, one‐size fits all model and become more innovative and adaptable to the diverse demands of women. They must be combined with complementary measures that challenge the systemic causes of inequality. Microfinance programmes should draw on informal financial arrangements while challenging their tendency to perpetuate inequality.  相似文献

This article deals with the politics of revenue collection in a framework of decentralization, democratization and multiparty politics as experienced in the small village of Barkedji in the pastoral region of Senegal. In Senegal, revenue collection has recently been transferred from state administrators to locally elected councillors. Contrary to the assumption of the ‘good governance’ doctrine, this transfer of responsibility has not resulted in a strengthening of democratic structures where taxpayers demand (and gain) public services and more political representation in exchange for increasing taxes. In Barkedji, as elsewhere in Senegal, tax‐compliance hit rock‐bottom after tax collection became the responsibility of local councillors. Meanwhile other types of local institutions, with less clear state relations, are able to mobilize large amounts of revenue outside the normal tax channels for the provision of goods and service. These non‐state institutions seem to have taken over as providers of political representation as well as suppliers of public goods and of access or rights to crucial local resources. The article explores the motivation among first‐comers and newcomer populations to adopt or reject tax requirements to different types of organizations, and discusses the implications of this parallel tax collection for the exercise of public authority and the crafting of state and citizenry.  相似文献

The study of the Palaeolithic in Senegal has made considerable progress in the last decade and has provided a renewed vision of the behavioral evolution of prehistoric populations in West Africa. The cultural trajectories within the region seem to be highly variable and bear witness to strong behavioral dynamics, the mechanisms of which still need to be better understood. However, the number of reliable, dated, and stratified sites, as well as the palaeoenvironmental data providing a context for populations in their palaeolandscapes, is still scarce. In order to provide new and solid data, we conducted new archaeological survey in the Niokolo-Koba National Park in south-central Senegal, aiming at a preliminary identification of Pleistocene and early Holocene sedimentary deposits. Here, we report an overview of the newly discovered industries found in different contexts. Most of the 27 identified sites show surface and out-of-context assemblages, but other sites are stratified and have all the criteria to justify the development of a long-term archaeological, geochronological, geomorphological, and palaeobotanical project. The Niokolo-Koba National Park, through which the Gambia River flows, is characterized by an abundance of sources of knappable material and by well-preserved sedimentary sequences. Therefore, archaeological research in the Niokolo-Koba National Park has the potential to provide major milestones in our understanding of the evolutionary dynamics at work in West Africa during the early periods of occupation of the region.

ABSTRACT. In the 1960s, Senegal's first national leaders narrowly defined how artists should practise nationalism through their work, particularly in the weaving craft, and enforced this definition through selective state patronage. This ideological and stylistic control echoed state control over economic markets. As subsequent administrations have restructured the economy, leading to a powerful informal business sector, so have independent contemporary weavers redefined artistic nationalism. Using ethnographic and archival interviews, this article examines nationalism in Senegalese weaving, placing the perspectives of contemporary weavers alongside those of two arts administrators who helped to develop state‐sponsored programmes in the 1960s and 1970s. I argue that contemporary weavers find inspiration from Senegalese nationalism of the mid‐twentieth century, yet have modified it to encompass individual expression. Because definitions of artistic nationalism in Senegal have shifted, it remains a significant ideology within the national arts scene.  相似文献

The 67-ha site of Sincu Bara was discovered and extensively excavated in the 1970s. Three primary aspects of its archaeological interest were its vast size, its location in the Middle Senegal Valley, where some of the earliest regional polities in West Africa arose, and the extensive and diverse assortment of copper-based metal artifacts it produced. Deposits with brass appeared to be associated with radiocarbon dates as early as the fifth century AD. It appeared that most of the deposits related to a single, long-lasting occupation by people who arrived with sophisticated copper-based metallurgy in the fifth century and remained at least until the eleventh century, without discernible modification in their material culture. Results of new excavations in 1991–1992 indicate that this interpretation must be substantially modified, since considerable change in material culture, including the introduction of copper-based metals between AD 800 and AD 900, has now been documented. This article summarizes the data from these new excavations and suggests that earlier interpretations were based largely on material from disturbed, severely mixed deposits, which gave a false picture of homogeneity through time.Les soixante sept héctares constituant le gisement du Sincu Bara étaient découverts et fouillés dans les années soixante dix. Son intérêt archéologique est lié aux trois aspects: sa grande superficie, sa location dans la vallée moyenne du Sénégal où les premières unités politiques de l'Afrique de l'Ouest existaient, et finalement, la diversité des objets métalliques en cuivre que le site a livrée. Il apparaît que la plupart des dépôts appartient à une seule occupation de longue durée par un peuple qui est arrivé pendant la cinquième siécle AD, en possession de la connaissance de métallurgie à base de cuivre et qui montrait au moins jusqu'au onzième siécle peu de modification dans leur culture materielle. Les résultats des fouilles de 1991–1992 montrent que cette interpretation doit être modifiée, car il y a eu du changement considérable dans le matèriel, comme l'introduction des métaux à base de cuivre entre AD 800–900. Dans cet article, nous avons résumé les résultats des nouvelles fouilles et nous suggérons que les anciennes interpretations ont été largement fondées sur du matériel perturbé, des dépôts mixtes qui donnaient une image fausse de l'homogenité pendant cette période.  相似文献

This paper looks at the self-representation of contemporary or revival storytellers claiming “Celtic” identity for themselves as storytellers, largely based on imagined traits of generic “Celtic” storytellers and storytelling styles, and content, which are conveyed via commercial images, suppositions about the Romantic era, and other mediated, second-hand or even erroneous sources. Thousands of earthen mounds of varying sizes, presumed to be funerary monuments, occur throughout a 32,000 km2 area of western Senegal. Previous inventory work and extremely limited excavation have not adequately addressed basic questions such as the relation of tumulus sites to habitation sites, the relative chronology and cultural affinities of the tumulus phenomenon in the northern and southern parts of the tumulus zone, and the temporal and cultural relationship of the southern tumuli to the megalithic monuments whose distribution they partially overlap. We describe here the results of a field survey designed to provide preliminary data relevant to these questions. In addition to locating previously unreported habitation sites in several sectors, analysis of surface pottery has permitted recognition of several temporally differentiated assemblages associated with different types of sites encountered during the survey. The distinctive assemblages of the northern and southern tumulus zones indicate that mound construction should not be considered a unitary, homogeneous phenomenon in Senegal.
Résumé Des milliers de monticules de terre de dimensions variées, que l'on suppose être des monuments funéraires, sont éparpillés dans une zone de 32.000 km2 à l'ouest du Sénégal. Auparavant, des travaux d'inventaire et d'excavation extrêmement limités n'avaient pas suffisamment tenté de répondre aux questions fondamentales telles que le rapport des sites de tumulus aux sites d'habitation, la chronologie relative et les affinités culturelles du phénomène des tumulus au nord et au sud de la zone des tumulus, et le rapport temporel et culturel des tumulus du sud avec les monuments mégalithiques dont ils recouvrent partiellement la zone de répartition. Nous décrivons ici les résultats d'une étude sur le terrain conçue pour fournir des données préliminaires ayant trait à ces questions. En plus de déterminer des sites d'habitation non-signalés auparavant dans plusieurs secteurs, l'analyse d'objets en terre cuite trouvés en surface a permis de reconnaître plusieurs assemblages temporellement différenciés, associés à différents types de sites rencontrés au cours de cette étude. Les assemblages distinctifs des zones de tumulus au nord et au sud indiquent que la construction de monticules ne doit pas être considérée comme un phénomène unitaire et homogène au Sénégal.

This article outlines how a theoretical approach that explores gender as ‘emplaced performance’ can improve the analytical value of gender by drawing attention to (1) the ways in which gender, as a socially and spatially contingent performance, is enrolled in the relationships that create the city, and (2) how the city, as a constantly evolving and dynamic field of interaction for economic, social, and political processes, (re)configures gender. Drawing on qualitative research carried out in M'Bour, Senegal, and through a case study of a form of urban cultivation called micro-gardening, this analysis explores gender as a socially and spatially contingent performance that produces, and is produced by, the city. The analysis brings together performativity studies with scholarship on place to fashion the analytical approach, and specifically draws attention to emplaced performances of well-being and power. Such an approach, because it draws attention to the contingent dimensions of gender, as well as the effects of gender on material worlds, has an improved analytical potential to inform locally relevant development interventions that recognize and consider the multiple ways in which men and women experience and create the city.  相似文献

Literature on therapeutic landscapes has not sufficiently explored the relational dynamics that contribute to shaping therapeutic landscapes. In particular, not enough attention has been paid to the patient–healer relationship and its role in producing well-being, especially in non-western settings. This article is a first attempt to address these deficiencies by exploring the role of the patient–healer relationship in shaping therapeutic landscapes especially as regards traditional healing in the city of St. Louis in Northern Senegal. By exploring the understandings of health and well-being of 160 people (including patients, herbalists and traditional healers), this article will show how therapeutic landscapes of traditional healing are built relationally in the patient–healer encounter; it will also underscore the strong link between the herbal component of traditional healing, the cognitive component of dialogue with the healer and the spiritual and sociocultural elements associated with rituals. The findings have relevant policy implications. This article takes a stand in the debate on integration between ‘traditional’ and ‘western medicine’ in Africa by stating that integration should give more serious consideration to the ability of traditional healing systems to create well-being because, as the case study shows, the latter strongly relies on the relational dimension of healing.  相似文献

The Sincu Bara site in Senegal is one of the most famous archeological sites in Western Africa. Here we present the results of a multi-proxy study that combined microscopic analyses, carbon content, stable carbon isotope (δ13C) and radiocarbon (14C) measurements. This investigation exhibits a chronological framework in two phases: from 400 yr AD to 650 yr AD and 650 yr AD to 900 yr AD. Furthermore, it shows that besides basic potteries, some potsherds are notable for a temper exclusively made with human-harvested C4 plants. Finally, the 14C analysis performed on the organic slip strongly indicates the use of bitumen or bitumen-derived products for red slip preparation. This suggests the establishment of trade relationships with Nigerian and/or Trans-Saharan populations as early as 400 yr AD.  相似文献

Although women’s land rights are often affirmed unequivocally in constitutions and international human rights conventions in many African countries, customary practices usually prevail on the ground and often deny women’s land inheritance. Yet land inheritance often goes unnoticed in wider policy and development initiatives to promote women’s equal access to land. This article draws on feminist ethnographic research among the Serer ethnic group in two contrasting rural communities in Senegal. Through analysis of land governance, power relations and ‘technologies of the self’, this article shows how land inheritance rights are contingent on the specific effects of intersectionality in particular places. The contradictions of legal pluralism, greater adherence to Islam and decentralisation led to greater application of patrilineal inheritance practices. Gender, religion and ethnicity intersected with individuals’ marital position, status, generation and socio-ecological change to constrain land inheritance rights for women, particularly daughters, and widows who had been in polygamous unions and who remarried. Although some women were aware that they were legally entitled to inherit a share of the land, they tended not to ‘demand their rights’. In participatory workshops, micro-scale shifts in women’s and men’s positionings reveal a recognition of the gender discriminatory nature of customary and Islamic laws and a desire to ‘change with the times’. While the effects of ‘reverse’ discourses are ambiguous and potentially reinforce prevailing patriarchal power regimes, ‘counter’ discourses, which emerged in participatory spaces, may challenge customary practices and move closer to a rights-based approach to gender equality and women’s land inheritance.  相似文献

This article examines the influence of migration and transnational social networks on female entrepreneurship. It interrogates shifting patterns of market development, juxtaposed to the lure of new economic opportunities for women entrepreneurs located at the periphery, Senegal. I critically analyse how a distinct and classed category of Senegalese women entrepreneurs navigates international spaces and legal restrictions in attempts to launch profitable economic ventures in metropolitan centres such as New York City and negotiate new forms of representation and agency in contentious socio-economic spaces. By interrogating the complex interplay between women entrepreneurs and diasporic communities, I weave an often-missing gender perspective into the analysis of the emergence of female transnational entrepreneurship and diasporic social networks. This article demonstrates that diasporic social networks, transnational markets and spatial interconnections, while contributing to market revitalisation and expansion, are nonetheless fraught with tension. Diasporic social networks embody paradoxical positions. They represent an enabling economic transactional space, while embodying an informal social space that nonetheless remains sites of power struggles deeply embedded in gendered, sociocultural and economic dynamics that transfer from local to transnational contexts.  相似文献

Based on comparative research on the mechanisms and representations of petty corruption in West Africa, this article analyses the principal figures of administrative brokerage within the justice system, the customs and the local Senegalese fiscal services. Contractual, voluntary or informal staff mitigate the difficulties of access to bureaucratic institutions, while at the same time being used as a conduit for corrupt transactions. In the context of an opaque, under‐equipped administration, barely‐controlled and with disproportionate discretionary powers, these auxiliary staff contribute both to the daily functioning of the Senegalese post‐adjustment state, and to its circumvention. Through an ethnography of the relationships between the public services and their users, this article describes the important operational logics of the local government, which lay the foundation for the practices of intermediation and brokerage. It also evokes the emergence of new forms of informal privatization and the progressive institutionalization of the ‘informal’ as a management mode of the state in everyday life.  相似文献
