Abstract

Famines in the years immediately after World War II occurred during a period of global flux, as international famine response evolved from its ambitious, early twentieth century goals toward more modest, technocratic objectives during the second half of the century. For economists, social scientists and politicians immersed in the world of emergency food aid, these were uncertain, awkward years for famine relief. Herbert Hoover’s idealistic large-scale projects of famine relief that had dominated the first three decades of the century had been proven to be expensive and of limited efficacy, but Cold War loyalties had not yet taken over as the primary logic behind large-scale humanitarian assistance projects. Ultimately, when faced with famine conditions between 1944 and 1947, states and experts balanced a call to action against pragmatism that recognized famines were also politically expedient events that could weaken rural resistance to governance and simplify wartime and postwar administration. Ultimately, both science and humanitarian concerns learned to orient themselves toward economic expediency in these awkward years.  相似文献

Scholars have routinely overlooked Harry Truman in analyses of presidential position votes in Congress. The principal data source for longitudinal studies of executive-legislative relations, Congressional Quarterly, did not regularly begin compiling presidential position votes until 1953. Yet position votes for the Truman administration do exist. Archival research at the Harry Truman Presidential Library and Museum in Independence, Missouri, revealed that the president commissioned his White House staff to undertake an analysis of position votes spanning the 80th, 81st, and 82nd Congresses (1947–52). This research note analyzes Truman's success rate on this set of domestic and foreign policy votes and provides details on the 83 House and 99 Senate position votes for future use by researchers.  相似文献

Abstract

WIDE-RANGING, STIMULATING, AND debatable interpretations of the enforced black diaspora from Africa to the New World are the hallmarks of all of these books, even though they differ in focus and are written by historians at various stages of their careers. Two books contain reflections on slavery and abolitionism by renowned historians of slavery, Gary B. Nash and David Brion Davis. Nash, in an elegant, slim volume (originally the Nathan I. Huggins lectures at Harvard University in 2oo4), returns to a theme he has addressed before, namely the reasons why the founding fathers did not eradicate the blot of slavery from the United States. He argues that action could, and should, have been taken. Davis offers a set of essays - some previously published, some appearing for the first time - that examine the inhumanity of slavery in North America, primarily in the eighteenth and nineteenth centuries, but with a broader contextual and chronological canvas. Tlle three other books are revisions of doctoral dissertations. Eric Robert Taylor and Stephanie E. Smallwood are both concerned primarily with the Middle Passage as a crucial phase of the Adantic slave trade. In Taylor's case, the emphasis falls upon shipboard revolts by slaves during the crossing from Africa to America. Smallwood focuses on the process by which people from the Gold Coast were captured, transported, and fashioned into slaves in the English slave trade of the late seventeenth century. Robert Pierce Forbes's book brings the focus back to the United States and the significance of the Missouri Compromise (a set of congressional acts passed in 182o and 1821) for the political history of American slavery.  相似文献

In 2011, the Russian government, in order to mark the 100th anniversary of Swedish Diplomat Raoul Wallenberg, decided to allow one Swedish researcher to go through the diplomatic correspondence in cipher between the Soviet Embassy in Stockholm and the Soviet Foreign Ministry during the years 1944–1947. This article presents some of the major findings on Wallenberg and discusses whether parallel paths of Soviet encrypted communication between Moscow and Stockholm may still be harbouring additional information on his case. The ciphers cannot provide us with any conclusive answers on the Soviet motives for arresting Wallenberg, or his ultimate fate. They do, however, provide us with unique insights into how the matter was handled on both the Soviet and Swedish sides.  相似文献
