内蒙古自治区农村人口多维贫困特征测算与分析

针对国家精准扶贫需求,构建基于A-F双临界值法的多维贫困度量模型,进行内蒙古自治区农村人口多维贫困特征的总体测算与分析,并分别分析多维贫困的空间集聚效应及不同分类体系下的贫困分异特征。结果显示:①研究区西部存在大面积高度贫困县单元,中部存在呈东西条带状分布的中度贫困县单元,东部地区贫困程度呈现"南高北低"状态;②研究区主要致贫因素为:人均纯收入、家庭健康、平均教育年限,一般致贫因素为燃料类型、资产、房屋结构,次要致贫因素为:饮水情况、通电情况、儿童入学率;且大部分贫困指标呈显著空间集聚效应;③研究区西部县际贫困特征差异较小,东部存在显著的南北分布差异;④不同类型县各贫困指标差异不同。     

THE VIETNAM WAR

This article investigates the role of the Vietnam War in Danish and Norwegian politics. We argue that Danish and Norwegian membership in NATO and an unstable parliamentary situation may explain why these countries, unlike Sweden, did not take on the lead in the international protest against the war. Non‐socialistic coalitions came to power in Norway and Denmark in the latter half of the 1960s which to an extent explains why the social democratic parties in both countries became more critical of the US. By the end of the 1960s, foreign policy as well as public attitudes towards the war converged in Denmark, Sweden and Norway, and in all three countries powerful protest movements emerged that were remarkably similar. The Vietnam War strengthened the left in general and promoted a leftist politics of solidarity that influenced Swedish, Danish and Norwegian foreign policy‐making of the 1970s.     

面临新城市贫困我国城市发展与规划的对策研究

文章论述了我国新城市贫困的基本特征及其对城市发展的影响,指出新城市贫困已经对我国城市的经济、社会、空间发展以及城市管理产生了前所未有的冲击,社会公平问题已经成为关系到我国城市持续健康发展的重大问题。面临新城市贫困的严峻现实,我国城市发展必须兼顾效率与公平,扩大就业应当是我国城市健康发展的重要保障,也是解决新城市贫困问题的最终手段;而城市规划必须关注城市的社会发展,以促进城市可持续发展为终极目标,要在城市规划的指导思想、方法、内容以及规划实施的管理上进行深入反思并作出相应改进。     

THE EFFECT OF YOUTH POVERTY RATES AND MIGRATION ON ADULT WAGES

We created a migration and earnings history from the National Longitudinal Survey of Youth to analyze the effects of youth county poverty rates on the adult earnings of white male migrants. We estimate a log wage equation that includes human capital measures, migration types, county poverty rates, and a rural–poverty rate interaction variable. Growing up in a rural county has a negative impact on adult wages independent of youth county poverty rates, but the rural effect is significantly greater for those who grew up in high poverty counties. Youth county poverty rates indirectly affect wages through the returns to migration.     

THE BODY AT WAR

This book is one of the truly original contributions in historical writing to appear during the centenary of the outbreak of the war in 1914. The authors' central argument is that at the time of the Great War, scientists and physicians reconfigured the human body as both a living organism and a site of meaning. They developed the notion that the body was an integrated set of self-regulating systems, the precariousness of which threatened all of us with death every single day. The authors term this the “integration–crisis duet.” Although the origins of this formulation long antedated the war, the problem of treating thousands of men who suffered from various forms of shock—wound shock, surgical shock, shell shock—brought this new configuration of the human body into high relief during and in the decades after the war. The metaphor of homeostasis, or self-regulation, Geroulanos and Meyers claim, was so powerful that it spread well beyond the domain of physiology and medicine to facets of psychoanalysis, political thought, cybernetics, philosophy, and anthropology.     

THE POLITICS OF MEASURING POVERTY AMONG THE ELDERLY

We discuss the special problems associated with efforts to measure poverty among the elderly. Income measures must be adjusted for a variety of non-income sources of well-being such as net worth, human capital, and in-kind, transfers. While such adjustments are needed, efforts to date are problematic to the extent that new sources of error are introduced. A close analysis of official government measures of poverty reveals that they reflect a variety of political assumptions and compromises. Examination of the eligibility criteria associated with various government social programs for the elderly reveal implicit poverty lines that differ from the official poverty lines. The importance of these operational poverty lines cannot be overestimated.     

试论宁南山区环境、资源、人口协调发展的扶贫开发政策选择

环境资源,人口与经济社会的协调发展,是邓小平发展理论的一个重要观点,也是在西部开发中宁南山区反贫困的重要政策选择。宁南山区长期以来既是一个生态条件如植被、水系、气候、土壤等多次发生改变的地区,又是一个屡经社会战乱及人口频繁迁移的地区。对于这样一个大面积的贫困山区,不应仅仅看成是农业的失败,而更应看作是长期以来人与环境关系的错位。本文将从引导区域环境正向变迁,以人的全面发展为中心的资源与人口的协调发展,及控制人口规模,提高人口素质等方面探讨宁南山区建立在可持续发展基础上的反贫政策选择。     

怒江大峡谷旅游扶贫研究

旅游扶贫是解决旅游资源丰富型地区贫困问题的有效途径。怒江峡谷区是个区域性的特困少数民族地区,山高坡陡、生态环境脆弱的地理环境决定传统的农业难以改变其贫困面貌。而其丰富的民族文化资源、生物多样性资源和独特的峡谷自然景观等旅游资源,使怒江旅游扶贫成为可能。文章分析了怒江峡谷旅游扶贫的优势、劣势资源和机遇,提出怒江旅游发展应以乡村生态旅游为目标,开发特色旅游扶贫产品,发挥政府引导和扶持作用。     

THE FIRST WORLD WAR AND THE REGULATORY STATE

It is well-established in various strands of historiography that the First World War was a formative phase in the evolution of the modern state. This article deals with the Danish case, in which the politics of neutrality made a previously unseen kind of economic regulation necessary. This led to a heated debate about the functions and role of the state, especially its role in economic life. On the one hand, the Social Liberals in government saw the great potential of economic regulations, and their experiences during the war confirmed their beliefs in the importance of a strong state in dealing with the problems of capitalism; on the other, liberals and conservatives began to voice strong criticism of this slide towards stronger state control. Hence different visions of the role of the state came to be the dividing line between Left and Right, and the ideologies of the liberal and conservative Right were redefined in direct opposition to socialism and economic regulation.
