The expansion of NATO and the enlargement of the EU will produce outside states in which perceptions and policies will be influenced by feelings of exclusion and isolation. Building on an earlier article published in International Affairs (January 2000) on Russia and Ukraine, this article analyses two countries 'inbetween' in which these feelings are particularly strong. Belarus and Moldova, two classic borderlands, are small, new states with borders not of their own choosing and little sense of identity. Their economies are in dire straits and each has a large problem that hampers European integration. For Belarus the problem is its president; for Moldova it is the separatist regime controlling 12 per cent of its territory. Based on elite interviews, opinion surveys and the analysis of focus group discussions, this article compares and contrasts the attitudes towards NATO and the EU in these two countries.  相似文献

Russian President Vladimir Putin claims that his country's annexation of Crimea in March 2014 was partly in response to NATO enlargement. NATO leaders counter that eastern enlargement is not a cause of the Ukraine crisis, and they argue that enlargement does not threaten Russia, but rather it creates stability for all of Europe. This article examines the history of NATO–Russian tensions over enlargement, considers how NATO's enlargement policy factored into the Ukraine crisis, and reviews options for the future of enlargement. Drawing on diplomatic history and geopolitical theory, the article explains Russia's persistent hostility towards NATO's policy of eastward expansion and highlights NATO's failure to convert Russia to its liberal world‐view. The alliance's norm‐driven enlargement policy has hindered the creation of an enduring NATO–Russia cooperative relationship and helped fuel the outbreak of conflict in Georgia and Ukraine. In light of this, NATO should alter its current enlargement policy by infusing it with geopolitical rationales. This means downgrading the transformative and democratization elements of enlargement and, instead, focusing on how candidate countries add to NATO capabilities and impact overall alliance security. A geopolitically‐driven enlargement policy would prioritize countries in the Balkan and Scandinavian regions for membership and openly exclude Georgia and Ukraine from membership. Ultimately, this policy would have the effect of strengthening NATO while giving it more flexibility in dealing with Russia.  相似文献

At the end of 2002, NATO will again decide to enlarge its membership. This process of enlargement of the Alliance is driven by summit timetables; summits require commitments and grand gestures, and in Prague that could involve invitations to seven or more states to accede to the Washington Treaty. But there are three sets of issues into which this plays uncomfortably. First, there is an EU‐NATO and EU security agenda (also including enlargement) which is a significant and difficult set of issues. Second, NATO itself is undergoing change, particularly after the attacks of 11 September 2001 and enlargement complicates those reform processes. Third, the wide European agenda, and in particular relations with Russia, throw out complicating factors. Is there a way of managing all of these dilemmas?  相似文献

The progression from a European Security and Defence Initiative to a European Security and Defence Policy (ESDP) has not left Russian policy–makers indifferent. The Yeltsin administration greeted the emergence of the European Union as a new player in European security, seeing it as a potential challenge to NATO and American influence. President Putin's emphasis on developing trust and cooperation with the West has changed the Russian perspective on the ESDP. Russian interest in dialogue and functional cooperation with the ESDP now stems primarily from a wish to add substance to the still nascent EU–Russia partnership, which Putin has chosen as Russia's foremost external priority. In view of the imbalance between EU and Russian economic capacities, the security sphere appears as the most promising area of cooperation on which to found a meaningful long–term partnership. This article traces the evolution of Russian perceptions of the ESDP since it was first launched in June 1999 and outlines the development of EU–Russia relations in this field, which has given Russia the most advanced mechanism for interaction with the ESDP available to a non–EU country. It explores prospective areas of cooperation, as they are viewed by each side, and looks into issues of potential discord. Finally, the article considers the future of Russia–ESDP cooperation in the light of Russia's revitalized partnership with NATO.  相似文献

In his reply to Jonathan Haslam's article published in the January 1998 issue of International Affairs , William Odom outlines his vision of NATO and its origins and purpose, and discusses the American strategic view of the post-Cold War world against which the decision to expand NATO should be seen. Russia will, he maintains, remain a problem for the West, but its importance and power should not be overemphasized. The danger facing the Western security order is not one of Russia's exclusion but of US power ebbing out of Europe—a distinct probability unless NATO expands.  相似文献

The war in Ukraine is revelatory of a malaise in Europe's security order created by Russia's resistance to western institutions on the one hand and the western desire to maintain these institutions while partnering with Russia on the other. Absent a sense of priorities, western policy risks contributing to the erosion of Europe's security order that Russia seeks in opposition to western ambition. Europe's order is premised first and foremost on a distinctively western concert of nations—whereby Euro‐Atlantic states coordinate policy according to a common purpose layered into both NATO and the EU—that forms part of a wider balance of power between Russia and the West. Western policy should aim to strengthen the concert and clarify the balance. However, the prevalent desire to include Russia in the concert confuses matters in a major way, eroding both the underlying sense of priorities and the foundation for order. This article examines this threatening erosion and traces it to three underlying trends: political contestation with regard to the meaning of ‘restoration’ post‐1989; military instability following from the unpredictability of ‘hybrid war’; and moral equivocation on the part of the West when it comes to defending the Euro‐Atlantic security order. The article concludes that given the depth of contestation, western allies should learn to distinguish concert from balance and act on the condition that the former, a vibrant western concert, is a precondition for the latter, a manageable continental balance.  相似文献

European security depends on the effective collaboration of the five major powers; it will be undermined by the extension of NATO, a policy driven by US domestic politics. The main threats to security are: the breakdown of political and economic stability; unintended nuclear proliferation and/or failure of the START process; Russia's evolving political and territorial aspirations. All three will remain marginal as long as Russia is constructively engaged with the West. NATO expansion threatens that engagement. It is seen by all strands of Russian opinion as violating the bargain struck in 1990 and will likely lead to the withdrawal of cooperation. Invitations to Poland, Hungary and the Czech Republic cannot be rescinded, but the consequences can be mitigated by refraining from integrating them into NATO's military structure, by ceasing to insist that NATO membership is open to all, and by perpetuating the de facto nuclear‐weapons‐free zone that presently exists in Central and Eastern Europe. Both the European Union and NATO are now committed in principle to substantial enlargement. It remains doubtful, however, how far member governments are making a success of further enlargement, let alone thinking through its strategic implications. Yet the process of dual enlargement will define the future security, political and economic structures of the European region. During the past year west European governments have extended promises of eventual membership to the western Balkan states and to Turkey; while the future positions of Ukraine, Russia, the Caucasus states and the southern Mediterranean associates all raise delicate policy issues. Hard choices remain to be made about the adaptation of these organizations to eastern enlargement, and about the management of relations with the near neighbours who will remain outside.  相似文献

NATO moves toward its next summit (to be held in Newport, Wales in September 2014) in a mood of anxiety and uncertainty. This is not simply because telling questions are being asked of the alliance in relation to Afghanistan and Ukraine, but because the twin motors which have sustained NATO now show signs of considerable wear and tear. The first of these motors relates to principles of purpose. This encompasses the activities (or purposes) which NATO has consciously pursued in the last 25 years: namely, operations, enlargement, partnership, transatlanticism and security. The second is principles of function: the means, in other words, by which NATO is kept in motion. Here, American leadership, cohesion and trust, burden‐sharing and credibility all matter. These motors are not about to completely break down (NATO has underlying strengths which make that unlikely) but they do need attention. NATO's good health requires it to focus on a series of core tasks—what this article refers to as readiness, reassurance and renewal. These three tasks speak to an agenda of consolidation and preservation, rather than one of task expansion. But this is not a conservative agenda; grasping the nettle of prioritization and focus requires, in itself, a certain foresight and enterprise. Managed successfully, it is an agenda that will preserve and strengthen NATO in what are increasingly troubled times.  相似文献

Equivocation by Western governments about the place of Russia in Europe in the context of the enlargement of NATO and the EU leaves a critical issue unresolved. In effect, Russia has been excluded from the Euro-American ambit. Russia's present weakness has enabled its own reservations about these developments to be sidelined; but an economically rejuvenated Russia could pose a threat of dominance in eastern and central Europe every bit as substantial as the military dominance of former times. A way needs to be found to incorporate Russia into a modified European system to avoid its retreating into a potentially dangerous isolation.  相似文献

Abstract

Military action undertaken by the Russian Federation against Ukraine in 2014 has had enormous geopolitical ramifications. This resulted in what is almost certainly a permanent change in sovereign territory, with the former gaining and the latter losing the strategic Crimean peninsula. But Russia’s moves also set in motion a violent conflict in the Donbas region of eastern Ukraine. Although the United States and the NATO alliance have advocated a geopolitical storyline that attributes blame for this to Russia, close scrutiny of the evidence they have adduced in this regard fails to establish this culpability conclusively. However, by utilizing data collected and analyzed in the public realm, it is possible to determine with more certainty that, in certain places and at given times, Russia was indeed the aggressor. The rapidly increasing amount of public-sourced information globally and the growing sophistication of analytical methods by non-governmental groups presages more complete understanding of such conflicts without reliance on official information.  相似文献

In this article the author discusses the projected enlargement of NATO, focusing on the candidacy of the three Baltic states. He examines the factors that have induced the Baltic governments to seek NATO membership, the steps the alliance has taken in the lead–up to the Prague summit in November 2002, the evolution of US policy with regard to the potential entry of the Baltic states into NATO, and the arguments that have sometimes been raised against Baltic membership. He argues that the admission of the Baltic states into NATO will be a step forward both for the alliance and for European security, but he believes that it should be accompanied by a restructuring of the alliance that would give much greater weight to its political dimension. One key objective of this restructuring would be to establish a closer relationship with Russia, moving beyond the NATO–Russia Council that was set up in May 2002. The way to do this is not by treating Russia as a special case, but by encouraging the Russian government to apply for NATO membership (as other countries have) and then helping Russia to carry out far–reaching political and military changes that would eventually qualify it to enter the alliance.  相似文献

The article focuses on the interplay of the narratives of ‘exclusion’ and ‘self-exclusion’ in the Russian discourse on EU–Russian relations. Since the late 1990s, this discourse has acquired an increasingly conflictual orientation, whereby the official foreign policy objectives of ‘strategic partnership’ with the EU and Russia's ‘integration with Europe’ are increasingly problematised across the entire Russian political spectrum. In the analysis of the Russian conflict discourse we shall identify two at first glance opposed narratives. Firstly, the EU enlargement has raised the issue of the expansion of the Schengen visa regime for Russian citizens, travelling to Europe. Particularly acute with regard to Kaliningrad Oblast', this issue has also generated a wider identity-related discourse on the EU's exclusionary policies towards Russia. Secondly, the perception of Russia's passive or subordinate status in EU–Russian cooperative arrangements at national, regional and local levels resulted in the problematisation of the insufficiently reciprocal or intersubjective nature of the EU–Russian ‘partnership’ and the increasing tendency towards Russia's ‘self-exclusion’ from integrative processes, grounded in the reaffirmation of state sovereignty that generally characterises the Putin presidency. This article concludes with the interpretation of the two conflict narratives in the wider context of debates around the project of European integration.  相似文献

The Kosovo war of 1999 brought the checkered legacies of Russian and Western geopolitics back to the forefront of international relations. Central to the discussions of the Balkans is its century-old legacy as a Shatterbelt or Crush Zone. Though not identified by Saul Cohen as a Shatterbelt during the Cold War, the region is now located where the maritime (Western) and land power (Russian) geostrategic realms come into contact. NATO expansion and Russian insecurities about the region’s future have revised interest in geopolitical linkages and historical antecedents. The tradition of pan-Slavism, linking Russia to the Balkans cultural and political networks, has been uneven and is now subject to intensive debate within Russian political circles. In 1999, public opinion surveys showed consistent support in NATO countries for the bombing of Yugoslavia but strong opposition in Russia and other Slavic states. The surveys also question many stereotypes, especially the geopolitical visions of Russian citizens. Modern geopolitics is differentiated from classical geopolitics by the insertion of public opinion into the formation of geopolitical codes and foreign policy, in both the western countries and in Russia. In such an environment, the Balkans will remain central to the strategies of the great powers but public opinion, modifying geopolitical cultures, will ameliorate confrontations.  相似文献

The concept of emerging powers presupposes several features shared by the states in question including regional preponderance, aspiration to a global role and the contesting of US unipolarity. This article assesses the role of Russia as an emerging power. It asks how Russians interpret the international system, what kind of system they would prefer, what they are trying to do in the current system and why, and how these considerations affect their relations with the US hegemony, other centres of power such as the EU, and other emerging powers. The author discusses the structural, liberal and regional interpretations of state behaviour and how they relate to the Russian model, arguing that Russia's policy is strongly affected by its domestic economic and political context. Russia is highly responsive to trends in the former Soviet Union and regions it perceives to be in its own space (e.g. EU and NATO Europe and north-east Asia). In the larger international system, Russia's approach is a mix of partnership or acquiescence on matters of vital interest to the hegemonic power, and more competitive behaviour on issues deemed central to Russian but peripheral to US interests. The article concludes that Russia is not an emerging power in the conventional sense. Its foreign policy is dominated by efforts to reverse the decline of the 1980s and 1990s. This entails fostering international conditions conducive to allowing reconsolidation without external hindrance. Its second major priority is regional: to restore Russian influence over the former Soviet states. In essence, Russian policy aims to limit further losses and promote conditions that will allow it to re-emerge as a great power.  相似文献

NATO's future is again the subject of speculation and debate despite its having fought a recent and apparently successful war in Kosovo. This article proposes that there are three aspects to this challenge. First, NATO is facing a series of dilemmas in its relations with non‐members: how should it manage relations with Russia, and with the applicants for membership? The authors argue that NATO should seek to develop a consolidationist posture. The second challenge is that of developing an EU–NATO partnership in the light of the Helsinki Headline Goals. This, it is proposed, can be developed through a division of labour. The third task, that of military restructuring, is overshadowed by the complexities of processing a working European military structure. In conclusion, the authors suggest that a strategy for the alliance, a key component of the Cold War, but subsequently lost, can be refashioned from the above elements.  相似文献

This article examines the evolution of the nuclear enterprises in Russia and Ukraine after the break-up of the USSR in 1991 to the present and contributes to better understanding of interrelation between large-scale technologies and politics. It compares how economic crises and recovery, political considerations, and nuclear imaginaries – visions of the role that nuclear power will play in conceptions of a national future – have determined the direction of nuclear energy policy. It explores institutional, legal, and other developments surrounding the 34 operating power reactors in Russia and 15 in Ukraine including promotion and regulation; operation; license life extension; decommissioning and spent fuel and waste handling. Russia and Ukraine are connected by history, Soviet reactor technology, and nuclear fuel and waste disposal agreements that shape and constrain the countries’ behavior, and leave great uncertainty for the future given the ongoing conflict between the two nations. Yet both nations hope for some grand nuclear ‘renaissance.’  相似文献

Russia's military incursion into Georgia in August 2008 and formal recognition of South Ossetia and Abkhazia raise fundamental questions about Russian regional policy, strategic objectives and attitudes to the use of armed force. The spectacle of maneouvre warfare on the periphery of Europe could form a watershed in post‐Cold War Russian relations with its neighbourhood and the wider international community. The speed and scale with which Russia's initial ‘defensive’ intervention to ‘coerce Georgia to peace’ led to a broad occupation of many Georgian regions focuses attention on the motivations behind Russian military preparations for war and the political gains Moscow expected from such a broad offensive. Russia has failed to advance a convincing legal case for its operations and its ‘peace operations’ discourse has been essentially rhetorical. Some Russian goals may be inferred: the creation of military protectorates in South Ossetia and Abkhazia; inducing Georgian compliance, especially to block its path towards NATO; and creating a climate of uncertainty over energy routes in the South Caucasus. Moscow's warning that it will defend its ‘citizens’ (nationals) at all costs broadens the scope of concerns to Russia's other neighbour states, especially Ukraine. Yet an overreaction to alarmist scenarios of a new era of coercive diplomacy may only encourage Russian insistence that its status, that of an aspirant global power, be respected. This will continue to be fuelled by internal political and psychological considerations in Russia. Careful attention will need to be given to the role Russia attributes to military power in pursuing its revisionist stance in the international system.  相似文献
