While foreign policy featured prominently on the Australian political agenda in late 2014, the manner of Australia's engagement with the world challenges the idea of a ‘pivot’ from domestic politics to foreign policy. In particular, the government demonstrated a tendency to prioritise domestic political considerations, in particular public opinion, in its dealings with the outside world. This was evident across a range of issue areas: from the ‘internationalist’ agenda of asylum, climate change and aid to more traditional concerns such as bilateral relations with Indonesia and international security. This article explores these dynamics and asks what implications this has for both Australian foreign policy and theoretical accounts of the role and desirability of public engagement with foreign policy in international relations thought.  相似文献

Historians of the French Revolution and the revolutionary warshave tended to pay relatively little attention to the centralrole played by the Habsburg Monarchy during this era. This articleseeks to reassess both Austria's importance as the continentalcorner-stone of the anti-French coaliton and, conversely, theimportance of the French Revolution for the history of the HabsburgMonarchy. The author argues that Vienna assessed the Revolutionand its impact almost exclusively from a foreign-political pointof view, seeing the international turmoil as a chance to realizelong-standing plans of territorial streamlining that would makethe Habsburg Monarchy into a stronger and more self-sufficientgreat power.  相似文献

Questions have been posed about the lack of knowledge of the role public managers play in the policy process. In this study, following on the suggestions of Hicklin and Godwin and Meier in this journal, we identify different dimensions of the analyst–manager divide among professional policy workers. Using the results of several recent large‐N surveys of Canadian federal, provincial, and territorial policy workers, we explore the roles each group plays in the policy analytical process and the variations in their behavior in terms of duties and tasks, attitudes, and interrelationships. We also examine these to see the impact of federalism on professional policy practices. The study uncovers three groups of policy workers and policy managers—coordinator‐planners, research‐analysts, and director‐managers. Differences between groups of policy workers are found for their policy‐related work and their perceptions of tools of policy effectiveness, and differences between levels of government are identified for issues of time demands and coordination and tools of policy effectiveness. The implications of these findings for the study of public managers in the policy process are considered in conclusion.  相似文献

Several scholars have suggested that the Howard government took a Realist approach to foreign policy, and others have claimed that it made important deviations from Realism. This article constructs a template of a Realist foreign policy and examines the Howard government's policies against it. It finds that the government scores highly on two of the indicators of Realism – emphasis on military power and lack of enthusiasm for multilateral institutions – and scores fairly well on the third, the subordination of values promotion to the advancement of interests. The Howard government, however, promoted democracy and human rights in situations in which no other Australian interest was involved, so its Realism was somewhat modified.  相似文献

This article proposes a new method of mapping domestic preferences and their effect on Australian foreign policy from the perspective of three distinct ‘currents of thought’s flowing through Australian society and policy makers about Australia and the world. Traditionalism prioritises security relationships with ‘great and powerful friends’s; Seclusionism stresses autarky and minimal international involvement; Internationalism advocates a creative, multilateralist role in building international stability and prosperity. A currents of thought approach, by looking for an underlying motivation for Australian foreign policy actions, assists in understanding the policy's intent, identifying its supporters and detractors, and in anticipating what types of policy responses will be motivated by different international stimuli. It is also useful for further understanding the underlying processes behind the broad changes of direction in Australian foreign policy.  相似文献

Abstract

The article analyses the concepts of national specificity and the national past in Romania, Bulgaria, and Hungary; focusing on debates in the inter-war period. It seeks to discern the common features, as well as the considerable divergence, between the local versions of this characterological discourse, while also placing them into a wider European cultural context. It concentrates on the use of history and the category of historicity, which became an important question in the inter-war period as nineteenth-century evolutionary narratives encountered challenges. To explain the differences between the characterologies, it goes beyond a monocausal scheme. It provides a contextual analysis of the symbolic resources and available ideological references that were used for creating these discourses in the respective countries. In the light of the three case studies, it also seeks to contribute to discussions of the problem of modernism and anti-modernism in twentieth-century political thought.*

A noted British economist and analyst of current developments in Russia investigates that country's competitiveness in global merchandise export markets by seeking to determine its trade specialization and comparative advantage in a global context. In search of consistent trends, the author compares Russia's scores in 2000 on the Balassa Index of Revealed Comparative Advantage with those of 2004, and also for that year with a selected list of international competitors (Brazil, India, China, Turkey, and the United States) as well. He then discusses recent (through June 2006) government efforts to stimulate export growth in sectors currently underrepresented in Russia's trade profile and assesses prospects for improvement in the balance of Russia's export profile. Governments, upon assuming office, most often seek to refocus foreign policy according to the preferences of the new prime minister and the primary means of accomplishing this has been to release a white paper outlining the priorities of the new government. This article will demonstrate that discussions of trade issues reinforce existing studies questioning the innovation and impact of white papers. The purpose of this analysis, however, is not to dwell on the utility of white papers and foreign policy reviews but instead search for a deeper understanding of why trade policy is discussed in an unoriginal and superficial manner. This article uses a detailed examination of British policy towards the occupation zone in Germany after World War II as a lens through which to illuminate enduring elements of structural and functional continuity in British foreign policy-making. Many of the problems facing British policy-makers in the post-World War II era replicated those relating to the occupation of the Rhineland and Ruhr in the early 1920s. Analysing the response of British policy-making to these resonances highlights underlying thematic trends in overall British foreign policy. The areas of continuity revealed challenge traditional historiographical views that foreign policy was shaped by elite group thinking in the Foreign Office. This article also evaluates British foreign policy in the light of recent developments in the historiography of the Cold War. Recent scholarship emphasises the multi-faceted and organic nature of the Cold War and highlights the difficulties involved in approaching issues such as ideology when the states involved were varied and had different infrastructures, cultures and foreign policy traditions and systems. By drawing out deeper resonances in foreign policy-making, this article contributes to a deeper understanding of the culture and tensions through which British policy was generated in the post-World War II period.  相似文献
