China's foreign policy has been long committed to a principle of non-interference in the internal affairs of sovereign countries. While one could easily point out past and present-day inconsistencies in its implementation, this article argues that defenders and critics of the principle both rely on a limited interpretation of ‘interference’ or ‘intervention’ based on an ideology of Westphalian sovereignty. Particularly problematic is the conceptual distinction between the ‘political’ or ‘diplomatic’, on the one hand, and the ‘economic’, on the other. As Polanyi's concept of embeddedness reminds us, markets, society and politics occur simultaneously, and can only act as discrete realms in epistemological abstractions. It is thus argued that non-interference is a semi-formal institution that governs China's diplomatic engagements and affects its economic activities. While the totality of China's interactions with the world has diverse and sometimes contradictory impacts on global governance, non-interference itself has apparent consequences for the rescaling of regional economic governance. Specifically, this article contends that Chinese non-interference results in the empowerment of political elites at national levels, and thus in the (re-)emergence of the nation state as a gatekeeper and facilitator of the advancement of capitalist enterprises. As a result, through non-intervention, China's foreign policy undermines supranational regulatory approaches and fosters state-based regional architectures.  相似文献

China's release of a White Paper to document its Arctic Policy in 2018 has attracted widespread academic and popular commentaries. In particular, Beijing's ambition to build a “Polar Silk Road” (冰上丝绸之路) in the Arctic so as to link Asia and Europe via logistic and transportation networks have garnered intense ‘external’ speculations about whether China is using the initiative to gain geopolitical power and domination in the region. This paper however focuses on the under-researched dimension of how the idea of the Polar Silk Road is understood, debated and portrayed in the Chinese scholarly community. Specifically, by hinging on the conceptual and methodological tenets offered by framing theory, I seek to critically examine the representational themes and tropes that are mobilized by Chinese scholars in their discussions of the Polar Silk Road amidst China's increasing forays into the Arctic. Indeed, I argue that Chinese academic discourses about the Polar Silk Road evoke positive frames broaching a diversity of concerns (economic, environmental, diplomatic and so on) to not only justify but also defend China's ongoing interests and interventions in the Arctic region. By engaging in this study, this paper responds to critical geopolitics' call to pay nuanced attention to under-represented ‘non-Western’ geopolitical ideas, philosophies and traditions. Moreover, given the claim that the academic and foreign policy realms in China are intertwined in intimate and complex ways, the viewpoints of Chinese scholars thus becomes critical and relevant to understand insofar as they help to signal to the possible future developmental trajectories of China's approach in the Arctic (and beyond).  相似文献

The United Nations Security Council has often been identified as a key actor responsible for the uneven trajectory of the international Women, Peace and Security (WPS) agenda. It is, however, the Council members—who also seek to advance their national interest at this intergovernmental forum—that are pivotal in the Council's deliberations and shape its policies. Yet, little attention has been paid to this aspect of deliberative politics at the Council in feminist scholarship on WPS. This article seeks to address this gap in the literature. It notes that gender has increasingly become part of foreign policy interests of UN member states, as evidenced by practices such as invocation of ‘women's rights’ and ‘gender equality’ in broader international security policy discourse. The article demonstrates that this national interest in gender has featured in WPS‐related developments at the Security Council. Using specific illustrations, it examines three sets of member states: the permanent and non‐permanent members as well as non‐members invited to take part in Council meetings. The main argument of this article relates to highlighting member states’ interests underpinning their diplomatic activities around WPS issues in the Security Council, with the aim to present a fuller understanding of political engagements with UNSCR 1325, the first WPS resolution, in its institutional home.  相似文献

In 2011, the concept of the Indo-Pacific began to appear in India's foreign policy discourse. This article argues that rather than signalling a dramatic shift in India's foreign policy, however, the way in which the Indo-Pacific has been interpreted by the Indian leadership suggests significant continuity as well as change, which is contrary to the goals of the concept's most fervent proponents in India. The article seeks to develop a framework for understanding ideational change and continuity in foreign policy by theorising the interplay between ideas, political and economic flux, and social expectations related to effective and legitimate state-building. It is argued that the Indo-Pacific concept has instigated a new emphasis on regional architecture-building to manage the ongoing regionalisation in the area between the Indian and Pacific Oceans as a result of heightened trade flows and production and investment linkages. Yet, the Indo-Pacific concept, like the new policy ideas on regional engagement that preceded it—the Look East policy and the ‘extended neighbourhood’—has been articulated in ways that are also compatible with long-standing ideas—such as non-alignment—about what constitutes appropriate international behaviour. This reflects the nature of the broader state project that has emerged since 1990, which, while encompassing a new focus on economic growth and competitiveness as being essential to effective state-building, continues to prioritise older ideas about what constitutes effective and legitimate state-building.  相似文献

This article is the first systematic attempt at estimating the size of Taiwanese foreign aid and, thus, the cost of Taiwan's aid diplomacy. It questions the Republic of China (ROC) President Ma Ying-jeou's justification of his ‘diplomatic truce’ with China as necessitated by an ineffectiveness of his predecessor Chen Shui-bian's costly aid diplomacy. Deriving its evidence from the ROC governmental budgets, local media reports and interviews with Taiwanese officials involved in foreign aid implementation, the article argues that President Chen did not engage in ‘generous financial aid’ and proposes that this parsimony, rather than futility of aid diplomacy as a strategy to expand Taiwan's international space, should be considered as contributing to Taipei's diplomatic failures from 2000 to 2008.  相似文献

ABSTRACT

Humanitarian diplomacy has always been a crucial element of humanitarianism, however it is now becoming a more prominent element of states’ foreign policies. It holds many attractions and much promise. It provides states with a way of expressing important qualities of international empathy and solidarity and can also enhance a state’s international reputation and provide valuable means for building relationship of trust and cooperation. This can in turn can be conducive to a state’s broader foreign policy objectives. However, there are also perils to the incorporation of humanitarian diplomacy into a state’s foreign policy. It can generate ambiguity and even conflict within a state’s diplomatic endeavours due to tensions between humanitarian and broader national interests. In exploring these issues it is useful to distinguish between humanitarian diplomacy and humanitarianism as diplomacy. This article explores these issues in relations to Australia’s diplomacy. It argues that Australia has actively engaged in humanitarian diplomacy and humanitarianism as diplomacy. Whilst the two are often complementary, there are areas in which they have been in tension and even at odds. This has implications for Australia’s international reputation but also for its capacity to undertake genuine and effective humanitarian action.  相似文献

As a case study, Canadian diplomacy during the Falklands War is emblematic of the confused, and at times contradictory, components of Canadian Prime Minister Pierre Trudeau's utopic and idealistic foreign policy. Canada's diplomatic actions during the war were based on four principles. The first, and most significant, was the safeguarding of what were deemed to be Canada's economic interests: chiefly nuclear exports. The second was Trudeau's ‘Third Option’ policy and the belief of ‘the vital importance of the North-South dynamic to Canada’. Third was the desire to distance Canadian foreign policy, economics, and military commitments from those of both the United States and Great Britain. Trudeau had mixed feelings about the Commonwealth and disliked both President Ronald Reagan and Prime Minister Margaret Thatcher. Lastly, during the war Canadian politicians and diplomats took the position of an ambiguous neutrality to protect and promote what they perceived to be Canadian interests. Many of the political and economic decisions made by Canada during the Falklands War were met by harsh criticism nationally and internationally in both public and political spheres.  相似文献

In the past few years, foreign policy tensions between China and Australia have become especially fraught. In some cases, this political situation manifests in the very diplomatic initiatives that were funded to help ease relations. This article considers a case study of a theatrical collaboration in the context of contemporary Australia–China relations to interrogate the value of our understandings of and evaluation frameworks for public diplomacy. This article argues that theories of cultural diplomacy and assessments of initiatives need to consider the multiple and competing objectives, diverse publics and controversial receptions that may be the outcomes of cultural diplomatic initiatives. It demonstrates this complexity in relation to Australia–China relations. Taking a cultural diplomatic initiative that sought to increase positive association for Chinese culture in the Australian public as a case study, it illustrates the range of differences that can be found amongst stakeholders, and the different roles that may be ascribed to cultural diplomacy. These interests, including those of different artistic and political stakeholders, as well as differences in the publics involved, are best segmented not only according to nation but also to subculture.  相似文献

China’s declared foreign policy of ‘non-interference’ is contradicted by its actions in recent times. Beyond activities in the East and South China Seas, the involvement of China in negotiations on the Korean Peninsula, the evacuation of Chinese citizens from various crises, and the deployment of Chinese combat troops to peacekeeping missions in Africa have indicated China’s growing interests in the shape of world affairs, coinciding with a growing economic and military capacity to influence them. Much attention has been given to the potential consequences of great-power competition between the USA and China, but little focus has been given to the impact these trends may have in the outlying regions of Chinese foreign policy. One such place is Melanesia in the South Pacific—a subregion where a small influence from a Chinese perspective can have a significant impact on Pacific Island Countries. This article postulates that, over time, there is potential for the consequences of Chinese interests to lead to accidental friction, and suggests that this risk can be mitigated through increased cooperation.  相似文献

Events in Ukraine in 2014 are likely to transform the presence and role of western institutions such as NATO in the post‐Soviet area. The crisis has starkly revealed the limits of their influence within Russia's ‘zone of privileged interest’, as well as the lack of internal unity within these organizations vis‐à‐vis relations with Moscow and future engagement with the area. This will have long‐term implications for the South Caucasus state of Georgia, whose desire for integration into the Euro‐Atlantic community remains a key priority for its foreign and security policy‐makers. This article examines the main motivators behind Georgia's Euro‐Atlantic path and its foreign policy stance, which has remained unchanged for over a decade despite intense pressure from Russia. It focuses on two aspects of Georgia's desire for integration with European and Euro‐Atlantic structures: its desire for security and the belief that only a western alignment can guarantee its future development, and the notion of Georgia's ‘European’ identity. The notion of ‘returning’ to Europe and the West has become a common theme in Georgian political and popular discourse, reflecting the belief of many in the country that they are ‘European’. This article explores this national strategic narrative and argues that the prevailing belief in a European identity facilitates, rather than supersedes, the central role of national interests in Georgian foreign policy.  相似文献

This article explores the utility of a constructivist-media communications approach to understanding the production of national identity in Australia through a case study of the Australian Labor Party's 2011 decision to allow uranium sales to India. The decision came at a time when Australian foreign policy, political debate and news media discourse were increasingly concerned with India and China, as ‘rising’ superpowers whose prominence offered opportunities for economic prosperity even as it undermined settled regional power balances. This article finds that, rather than a matter of rational strategy, the decision was made in a context of considerable anxiety about the ‘Asian century’ as the Australian public, politicians and policymakers struggled to comprehend geopolitical change. It further argues that the constructivist project in international relations can benefit from engaging with insights from media and communications methodologies and by taking a less hierarchical approach to ‘elite’ and ‘non-elite’ discursive agency.  相似文献

This contribution assesses the ‘converging divergence’ thesis that global inequality is falling and national inequality is rising. The article argues that falling global inequality is primarily due to China's development and that national inequality has risen in some developing countries and fallen in others. In light of the dominance of China's development in the global picture, questions arise as to what has changed and what has not changed outside of China. A set of changes and continuities is presented. It is then argued that these changes and continuities provide for the contemporary relevance an older conceptual lens — that of ‘late development’.  相似文献

Indian historiography has largely overlooked the contribution of Indian Liberals in the pre-independence era. It is worse in Indian diplomatic history where studies on pre-independence are few and far between. Responding to this double excision, this article traces the emergence of a new Indian narrative of foreign policy around the issues of equality and justice in the immediate aftermath of the First World War. Anchoring their argumentativeness in diplomatic finesse, Indian Liberals such as Satyendra Prasanno Sinha, V. S. Srinivasa Sastri and Tej Bahadur Sapru relentlessly campaigned for racial equality and predominance of the rights of people over the rights of states at the Imperial Conferences. In the articulation of these views, South Africa, a country where ideas about the status of Indians and Indian civilisation were most contested, emerged as the singular foreign policy ‘other’ around which India’s foreign policy narrative was constructed.  相似文献

Caricatured images of European ‘colonists’ abound in histories of colonial rule. Through a case study of the foreign staff of the Chinese Customs Service, this article offers a reassessment of the type of person who sought work overseas and their motivations for doing so. In outlining the recruitment experiences and socio-economic profile of the foreign staff of the Customs, it argues that the vast majority of European recruits were not motivated by a steadfast commitment to furthering their home countries' interests in China. Their concerns were rather more complex, opportunistic and prosaic; of particular importance was the promise of a reliable career. In exploring the very different experiences and socio-economic circumstances of recruits to the ‘indoor’ and ‘outdoor’ branches, this case study also sheds more light on the sheer range of people for whom China and the empire world spoke of opportunity.  相似文献

This article examines the gender undertone of China's nationalist discourses, especially in familial metaphors of nationalism, and how such an undertone shapes people's understandings of state authority and state-citizen relations. Conventional nationalist discourse of the ‘motherland’ evokes the image of an insulted and raped mother as the symbol of national humiliation and calls for actions from patriots (masculinised in the discourse). In recent years, however, we have seen the emergence of a new discourse that depicts the nation-state as a rich, powerful and masculine ‘daddy’. Using discourse analysis and Foucauldian genealogical methods, this article argues that the discursive development has to be analysed against China's historical backgrounds, especially considering new standards of masculinity and femininity in the era of economic reform. Capital is equated to masculinity and righteousness, whereas femininity is shaped by the middle-class values of consumerism and political disengagement. The ‘daddy state’ discourse conjures strong paternalistic power from China's economic capacity that can be projected onto challengers of state authority, while also constructing the nationalist public as feminised consumers whose consumerist enjoyment relies on patriarchal state protection.  相似文献

How should ethics and values relate to the British national interest? The idea that ethical commitments to distant non‐citizens should occupy a position within British foreign policy was a controversial element of Labour's foreign policy during the early part of their 1997–2010 tenure. Rather than undermining traditional national interest concerns, one of the defining themes within Labour's foreign policy was that values and national interests were becoming increasingly merged in a globalized world. The post‐2010 coalition government has made distinct efforts to differentiate themselves from their predecessors, crafting a more pragmatic and national interest‐based foreign policy approach. Despite this, significant continuities with Labour's ‘ethical dimension’ are evident and many associated policies and practices have survived the transition. Moreover, the suggestion that British values and interests are interrelated and mutually reinforcing has been re‐asserted, with renewed vigour, by coalition policy‐makers. The article traces the ways in which values and interests have become increasingly merged in the language of recent British foreign policy and examines the implications for our understanding of the UK's national interest. It argues that the idea of an almost symbiotic relationship between values and interests is fundamentally unhelpful and makes the case for greater disaggregation of the two. Although a zero–sum game need not exist between core national interests and ethical obligations abroad, the suggestion that they are mutually reinforcing obscures the tensions that frequently arise between these different realms of obligation. Using the examples of failed state stabilization and UK arms trade regulation, the article demonstrates how uncritical acceptance of the values–interests merger risks producing unstable policy formulations.  相似文献

In recent years, the concept of diversity has become prominent in cultural policy, echoing community arts philosophies of the 1960s and 1970s that questioned the notion of universal artistic value and argued for greater recognition of the relationship between cultural identity and inequality. Cultural diversity policies today implicitly challenge the liberal‐humanist discourse of ‘the best’, and emphasise what is ‘relevant’ to particular communities. Official policy rhetoric can often hide contradictions that are only apparent in practice. How does ‘diversity’ shape the way organisations engage with audiences and does this contradict the still present discourse of ‘universalism’, with its emphasis on value judgements? This paper explores this tension through the study of Rich Mix, a multi‐functional arts centre in London's multi‐ethnic East End. It argues that Rich Mix is caught between discourses of universalism and diversity, leading to confusion over the project's rationale and ambivalence amongst artists about how their art is judged.  相似文献

This article focuses on Australia's response to the joint Anglo-American effort to expand military facilities on the island of Diego Garcia in early 1970s. The primary emphasis will be on the Whitlam government's rationale behind its diplomatic manoeuvre towards great power rivalries in the Indian Ocean and its supportive position towards the concept of building the Indian Ocean as a peace zone. It argues that the Whitlam government's policy towards the international diplomacy around Diego Garcia contributed to the shaping of a unique Australian foreign policy, one free from attachment to British and American considerations, although still mindful of the need to factor the interests of the UK and the USA into Australia's calculations of its own best interests.  相似文献

The material transformation of the Chinese economy is forcing a concomitant process of political adjustment—and not just in China. Other states are being forced to accommodate the ‘rise of China’. In this context, this article first presents a comparative analysis of China's impact on two countries, Australia and South Africa, which have little in common other than a wealth of natural resources and a possible status as middle powers; this is a particularly useful exercise because these states are geographically distant and have very different political structures and general developmental histories. Second, the authors consider how China's bilateral ties look from a Chinese perspective in these two very different relationships. Such an analysis serves as a reminder that resource dependency is a two‐way street. The article argues that underlying material realities are constraining and to some extent determining the domestic and foreign policies of three very different states that otherwise have little in common.  相似文献
