Issue definitions, the way policy issues are understood, are an important component for understanding the policymaking process. Research on issue definitions has been divided between a macro level that examines collective issue definitions and a micro level focusing on the ways in which policy actors frame policy issues. This article develops a model of issue definitions that assumes issues are multidimensional, competition exists among policy actors in defining issues, and that collective issue definitions can be understood as the aggregation of individual issue definitions. This model is then estimated using quantitative text analysis. While various approaches to text analysis and categorization have been used by scholars, latent Dirichlet allocation (LDA), a specific type of topic modeling, is used to estimate issue definitions. Using LDA, witness testimony taken from Congressional hearings that occurred from 1975 to 2012 about the issue of used nuclear fuel (UNF) is examined and seven distinct dimensions of the UNF debate are estimated. The construct validity of these dimensions is checked by testing them against two major policy changes that occurred in the UNF domain. I conclude with a discussion of the strengths and weakness of topic modeling, and how this approach could be used to test hypotheses drawn from several of the major policymaking theories.  相似文献

Public policies increasingly address complex problems such as climate change mitigation and climate change adaptation that require forging connections across existing areas of policy activity. Despite the emerging prominence of these types of policymaking challenges, more research is needed to understand policy responses to them. In this paper, I use survey responses from 287 cities and a hurdle model to comparatively examine the factors that underlie the adoption of climate change mitigation and adaptation as issues influencing city policymaking and their extension across areas of city policymaking. I find evidence that while social change, crisis, and conditions supporting nascent coalitions were associated with adoption, extension across areas of policymaking was associated with the city?s prevailing political economy as well as the resources for expanding communities of interest. In the process, I offer empirical evidence for existing similarities and differences in cities? considerations about climate change mitigation and adaptation; particularly that the number of policymaking areas influenced by mitigation was associated with financial factors while the number influenced by adaptation was associated with socioeconomic ones.  相似文献

The tremendous fluctuations in public mobilization against United States nuclear weapons policy, a relatively stable policy over four decades, present a difficult riddle to social scientists. Since the dawn of the nuclear age small groups of activists have consistently protested both the content of United States national security policy and the process by which it is made. Only occasionally, however, has this protest spread beyond a handful of relatively marginal groups, generated substantial public support, and reached mainstream political institutions. This article examines the political cycles of peace movement engagement and quiescence, and their relation to external political context, particularly public policy. I begin with a brief review of the relevant literature on the origins of the movements, noting parallels in the study of interest groups. Building on recent literature on political opportunity structure. I suggest a theoretical framework which emphasizes the interaction between activists choices and political context. I then describe the cycles of peace movement activism and quiescence on nuclear weapons issues in the United States using mass media sources to delineate periods of mobilization. I outline a number of policy variables which may help explain protest mobilization. My conclusions address the importance of policy and political context in explaining movement cycles and the potential influence of protest movements on policy.  相似文献

The politics of American public policy recently have transformed in response to changing power relationships between levels of government in the United States. Certain policy choices now are made in different arenas–for example, state and local government institutions often make policy decisions that previously had been within the jurisdiction of America's national government. At the same time, new policy relationships between states also are altering previous political patterns. This article highlights and explains this phenomenon, and focuses particularly on the changing power relationships between levels of government in the United States–national, state, and local–and the resulting policies and politics. More specifically, it closely examines two 20th century innovations in government and public policymaking within the context of a discrete case study. One of these innovations is institutional–the rise of public authorities or public corporations as highly insulated, governmental entities. The other is procedural–the environmental impact statement process. Together, these innovations, in concert with broader international and global trends, have played a large role in the shifting power structure and politics underlying American public policymaking activities.  相似文献

Scientific uncertainty characterizes policy/making in many environmental issue areas. Policymakers must rely on scientists to bring environmental problems to their attention, design and prescribe policy solutions, and to define and evaluate policy effectiveness. An important theoretical question is: What role does organizational learning play in amelioration of scientific uncertainty and shaping environmental policy. This study examines the political processes and policy outcomes associated with European Union policymaking to revise water quality directives and deal with climate change to ascertain and describe the role played by organizational learning. The evidence suggests that organizational learning is occurring as an integral part of the political dynamics of policymaking in these two issue areas.  相似文献

The conjunction of two seemingly disparate fields of research such as disability studies and political science creates the potential of yielding results that are either familiar or unexpected. On the one hand, it is probable that the merger of these subjects might contribute insights that could expand the scope of investigations about disability and add one more important element to policy analysis. On the other hand, it is also possible that the reciprocal impact of these areas of research could expose significant anomalies in the dominant paradigms of either or both fields that might have a lasting effect. The first portion of this paper examines the impact of political science on disability studies; the second part assesses the potential effect of disability studies on political science; and the final segment explores the prospects for a new paradigm in political science that would permit an increased analysis of social movements and political identity, theories of social change, the phenomenon of paternalism, and the implications of differences in physical appearance.  相似文献

While it is recognized that disability policy is a subset of broader public policy, the relationship between disability issues and other public policy issues is not well understood. Insight into this relationship can be gained through a greater understanding of the concept of "handicap," as distinguished from the concepts of "impairment" and "disability." In everyday conversation, these terms typically are used interchangeably and erroneously. However, when applied correctly, their important differences help us to focus on the appropriate level for analyzing disability and other policy issues. When ignored for reasons concerning the "political unacceptability" of handicap as a term or concept, we risk focusing on the wrong level and possibly holding individuals with disabilities responsible for circumstances beyond their control.  相似文献

States have increasingly taken leading roles in U.S. environmental policymaking over the past two decades. As laboratories of democracy, states have developed different levels and mixes of policies to address climate change, nonpoint source pollution, alternative energy, and other challenging environmental issues. Policy scholars have sought to explain variation in state environmental policy through two primary theoretical lenses: internal determinants and regional diffusion. While our understanding of state environmental policy adoption has grown to identify which variables are most important, less is known about how these variables interact in particular states to influence policy adoption. This study examines the interactions of variables from both theories to explain how state policies for small‐scale wind energy promotion were adopted in three U.S. states. Our results highlight the nuanced role of citizen ideology, which may be important in contexts at either end of the ideological spectrum but less important in the middle—where economic development is more critical. Results also indicate that interstate competition may be over environmental as well as economic leadership. Interestingly, strength of the wind resource is not necessarily correlated with policy adoption for small‐scale wind energy promotion.  相似文献

Environmental policymaking has remained an important issue in American public policy for many years. While many individuals have proenvironmental attitudes, they remain unwilling to take the actions necessary to achieve environmental goals. Many variables have been used to explain support for environmental policymaking. This study looks at the effect of uncertainty about environmental quality, perception of risk from environmental hazards, and trust in government and university scientists on willingness to take environmental action. The study examines the impact of these three variables on two environmental issues—tap water and nuclear power. The data were collected from a national sample of 400 individuals. This article presents the results of this research and examines the complex relationships among risks, trust, uncertainty, and willingness to take environmental action. The conclusions improve our understanding of environmental attitudes as well as have practical implications for policymakers who need to build public support for policies designed to improve the environment.  相似文献

This article presents a brief history and legislative record of the disability movement, along with their political implications. Beginning with the mid-nineteenth century efforts of Samuel Gridley Howe, the history of disability policy is reviewed. The impact of the field of eugenics is assessed. Notable achievements of the disability movement over the last two decades are presented, culminating in the Americans with Disabilities Act. The basic paradigm of disability policy is presented. There is a growing movement toward collaborative stakeholder participation in environmental policy. Rather than calling for a reliance on government officials to solve environmental problems, this approach calls for empowering a community of stakeholders to contribute meaningfully. Scholars examining citizen participation have investigated the performance of such efforts. This study examines one important aspect of performance, the impact of stakeholder participation on policymaking at the local level. A multiple‐case analysis of county‐level, community‐based task forces working on farmland preservation planning in Ohio, U.S., reveals patterns of policymaking processes and the near‐term impacts of collaborative planning. These patterns are linked to scholarship using prior empirical studies as well as the Institutional Analysis and Development framework, which integrates physical, social, and institutional variables to examine collective decision‐making related to natural resources. Results indicate that the degree of policy change is associated closely with local contextual factors, rather than internal group factors often emphasized in studies of citizen advisory committees and collaborative groups.  相似文献

The existence of the tutela mechanism and the endemic weaknesses of the legislative and executive branches of the Colombian state have led to a de facto judicialization of health policymaking. The objective of evidence‐informed policy is to identify effective policy approaches and legitimize policy decisions. Questions arise about the basis on which judges take decisions with significant policy and budgetary consequences, and the forms of evidence they use to inform these. This article focuses on the extent to which courts take account of research evidence in judgements and assesses the implications for health policy in Colombia. We place these discussions in the context of a broader analysis of the ongoing reforms to the Colombian health system and the most recent literature on evidence‐informed policymaking. The judicialization of health policymaking offers a suboptimal means to achieve the objective of evidence‐informed policymaking. The emergence of a range of evidence advisory bodies in recent years is an attempt to address the issue of judicialization alongside the other constitutional and political weaknesses Colombia faces.  相似文献

This article examines the potential political influences on European Union (EU) external trade policymaking. Given the EU's volume of international trade and its extensive involvement in bilateral and multilateral trade arrangements, a better understanding of how the EU makes external trade policy is increasingly important. It is an extremely complex process—involving the EU public, the 25 member states' parliaments and governments, and the institutions of the EU, including the Council of Ministers, the European Parliament, and the European Commission. It is a system of multilevel governance with overlapping jurisdictions with numerous potential access points for societal interests to influence European external trade policy. In this article, we evaluate the probable political channels that societal interests could use to influence EU external trade policy. We employ the principal–agent (P–A) framework to examine five of the more important P–A relationships that are likely to influence EU external trade policymaking. We conclude that EU policymaking as it pertains to external trade is quite insulated from general public pressures. The primary institutions involved in external trade policymaking are the EU Council of Ministers and the Commission—both of which are largely insulated from the public. Future empirical work should focus on this relationship between the Council of Ministers and the Commission.  相似文献

Uncertainty is a distinct feature of environmental policy and environmental issues. This article explores the potential of strategic and comprehensive environmental planning for dealing with these uncertainties. First, four types of uncertainty and their specific impacts on environmental policy are distinguished. Strategic environmental planning could be a promising approach for dealing with these uncertainties. Based on an empirical analysis of national environmental policy plans and sustainability strategies in Organization for Economic Cooperation and Development countries, this article comes to the conclusion that although only few of the existing green plans fully explore the theoretical potential of this new approach to environmental policymaking, it has proven an effective mechanism to deal with and reduce at least some of the uncertainties with which environmental policymakers are confronted. The greatest potential of strategic planning lies in increasing the political system's capacity to deal with those problems of long-term environmental degradation, which in spite of the past successes of environmental protection remain largely unsolved.  相似文献

State subsidy for the arts in Britain has been determined by a variety of political and social factors over the last two hundred years. This article examines the recent emergence of a therapeutic ethos that has come to shape arts policy in the United Kingdom. It begins with a survey of existing literature describing a shift in Britain’s arts policy since the 1970s. It examines the limitations of existing explanations and suggests another explanatory factor – the growing valorisation of the arts as a therapeutic tool to address social problems. This can be seen in two historically convergent trends: the challenge to cultural authority through the emergence of a therapeutic understanding of creativity, and the reorientation of political activism around issues of culture and wellbeing. Finally, the article considers how and why these ideas became institutionalised in Britain’s main arts policy body – the Arts Council.  相似文献

The postauthoritarian democratisation process in the Philippines saw the rise of 'state feminism', which emphasised gender mainstreaming in government development planning. Various international development agencies, particularly the Canadian International Development Agency (CIDA), played an important role in harnessing the social capital of women's movements and nongovernmental organisations (NGOs) for gender and development (GAD) programs in the post‐Marcos era (1986–2002). This period was marked by a decline in the CIDA's direct assistance to women's NGOs in the Philippines and its shift to institutional capability‐building of government agencies, particularly the National Commission on the Role of Filipino Women (NCRFW). The article examines how local women's organisations have interpreted, engaged and negotiated transnational discursive practices on 'development', 'social capital', 'capacity‐building' and 'gender mainstreaming.' The CIDA‐funded Women NGOs Umbrella Project and Canadian aid to the Negros Occidental province are used as case studies to illustrate issues and problems in transnational linkages between Philippine women NGOs, national and local governments and Canadian development agencies. Such transnational linkages, embodied in the interesting mix of 'gender mainstreaming' and 'critical engagement' between states, donor agencies and women NGOs, show the interpenetration of the 'global' and the 'local' and the blurring of boundaries between 'state' and 'civil' societies in the course of gender advocacy. At the same time, transnational processes and demands may concurrently create better understanding, as well as conflicts and tensions between state machinery, NGOs and social movements, thus defeating the original intentions of development projects sponsored by international donor agencies.  相似文献

While state governments have enjoyed greater control over regulating local telephone service providers since 1984, movement toward efficiency-based policy reform (e.g., adoption of competitive markets) has proceeded slowly. We investigate this pattern by addressing how the degree of policy discretion held by state public utility commissions (PUCs) affects reform of local telephone exchange regulation. Using precise measures of both PUC discretion and state policy changes over time, we find that states with "stronger" PUCs (more policymaking authority) are significantly more likely to move toward efficiency-based policy regimes and away from traditional rate-of-return regimes. Greater PUC discretion systematically related to state adoption of efficiency-based reforms over time suggests that regulators are using updated information about policy impacts to inform their policymaking activities. Our findings contradict a common presumption that regulatory bureaucracies are simply motivated by a desire to increase their control over policymaking. Instead, state PUCs are a key source of telecommunications policy reform in the states.  相似文献

This article examines the populist turn through the lens of changing social policy by relating this to the question of whether or not conservative and far-right populism represent a break from, or a new mutation of, neoliberalism. Does this shift represent a conservative Polanyian double movement, or a mutation and extension of neoliberalism? This question is examined through a brief account of neoliberalism's failures, both before and after 2008, and how conservative populism challenged it, particularly around the question of liberal social policy. In then defining and discussing neoliberalism, the article shows how conservative populism in some respects challenges it, through its focus on re-politicization in the face of technocratic and economistic de-politicization and disenchantment. But the article then demonstrates important similarities and continuities in both neoliberal theory and populist practice.  相似文献

This article analyzes the role of social movements and environmental organizations in crafting contingent coalitions to advance renewable energies in Chile. Until recently, Chile presented several conditions predicting the continuation of an arm’s-length energy policy and a deregulated energy market heavily concentrated on environmentally and socially unfriendly sources. However, gradual but transformative policy change in the last decade has made the country a world leader in renewable energy development. Studying two key moments in energy policy reform, we argue that the contingency of the coalitions that social movements and environmental organizations forged was crucial to the advancement of renewable energy policy and the transformation of the energy sector in the country. The paper advances our understanding of policy change in contexts of high path dependency and status quo bias, and builds the concept of “contingent coalitions,” unifying similar but scattered and under-theorized notions that capture the fluid dynamics of coalition formation and policy change in environmental policymaking.  相似文献

In response to the poor working conditions suffered by domestics struggling to survive the Depression, middle-class women's organizations initiated various legislative reforms aimed at tackling the problems they believed plagued the occupation. Throughout these years, organized women debated three key pieces of reform related to domestic service: efforts to suppress street-corner markets, health requirements for prospective domestics, and state-level wage and hour reform. These reforms were united by the rhetoric of privacy, which clubwomen used both to oppose wage and hour reform and to support requirements that domestics have physicals before applying for work. This article examines the fine distinction that middle-class women's organizations drew between public and private in the appropriate application of government power and the resulting conflict between progressive women's gender ideology and their most deeply-held reform ideals. In doing so, it reveals organized women's struggle to reconcile their humane ideals with the reality in their kitchens.  相似文献
