The Times was a mid-nineteenth-century newspaper phenomenon, defeating rival London newspapers through its skilful management, advanced technology, greater editorial resources and access to powerful politicians. Its authority enabled it to make and break governments. However, the uniqueness of The Times limits its usefulness as a historical source. This article begins with a brief history of The Times, before analysing how the newspaper remains centre stage in the historiography of journalism and of nineteenth-century culture more broadly, despite the digitization of provincial and other London papers. Over-dependence on The Times, it argues, has exaggerated the significance of London daily newspapers and underplayed the importance of weekly papers, particularly those published outside London. The Times was unusual because it was a metropolitan rather than provincial paper, with a focus on political news and a dearth of lighter, broader content, or news of events around the UK. Using quantitative analysis of recent scholarship, the article demonstrates that unwarranted conclusions are still drawn from over-use of this source and from a wider view that it was representative of nineteenth-century newspapers in general. The conclusion urges a more geographically and culturally nuanced approach to Victorian newspapers, beyond a metropolitan-focused political and cultural history.  相似文献

This article examines the perspective of two major Islamic nations—Saudi Arabia and Indonesia—toward the United States' War on terror and how this war shaped and influenced the behavior of the two Islamic governments toward domestic challenges and their partnership with the United States, as they have declared their support of the United States. Indeed the war against terror has developed several security concerns for both Saudi Arabia and Indonesia. However, each state has followed different methods to fight Islamic radical movements as well as a different framework of partnership with the United States on its war against terrorism.  相似文献

This article analyzes the process of how the Government of Saudi Arabia determines oil policy. It focuses on oil production because it accepts that the Saudis are “price takers” rather than “price setters.” It applies economic and political explanations as determinants of how much oil is produced. Two periods of Saudi oil policy are compared—1987–1991 and 1997–2001—using open‐source data from various newspapers and newsletters. The article concludes that oil production in Saudi Arabia is, in large measure, a function of Saudi Arabian estimates of how its oil reserves may provide long‐term revenue and political stability at the risk of short‐term economic gains.  相似文献

Since the mid-1980s, Saudi Arabia has required that a percentage of all defense contracts awarded to foreign suppliers be reinvested back in the kingdom into new technology companies. The result has been three “economic offset” programs, encompassing Western defense producers and their home-country governments in the world's largest example of planned international technology transfer. This paper reviews the three main Saudi offsets—attached to the Peace Shield (United States), al-Yamamah (United Kingdom) and Sawari (France) arms deals—for their genesis, operations, achievements, and problems, using interviews with participants and statistical data on companies formed. It then attempts some evaluation of them against their own original explicit and implicit goals, and draws out some lessons and implications.  相似文献

This article discusses the coverage of Saudi Arabia in “introduction to sociology” textbooks in the context of two variables — the September 11, 2001 attack, and globalization. The study covers 24 major textbooks, all published between 2001 and 2015. The textbooks were chosen with the help and consultation of many colleagues in numerous sociology departments throughout various parts of the United States. Also, the publishers of sociology textbooks were consulted throughout the process of selection. The method of investigation was content analysis which relied heavily upon studying the content of the text. The findings were organized in the following subsections: Islam; the Wahhabi version of Islam; Politics; September 11th and Bin Laden; Women in Saudi Arabia; Human Rights and Civil Rights Abuses; Social Media; Miscellaneous Positive or neutral comments on Saudi Arabia; Visual Sociology; and closing remarks. The finding of the article is more or less negative, as textbooks rarely mentioned positive things about Saudi Arabia.  相似文献

A persistent reality of constitutional government in the United States from practically the beginning of the Republic has been the close link between the Constitution itself and the Supreme Court. Oddly, this link derives more from the Constitution's impact on the American political system than from what the Constitution itself actually says or contains. True, Article III included cases “arising under this Constitution” in describing the proper reach of the federal judicial power, and Article VI specified that “[t]his Constitution and the Laws of the United States which shall be made in pursuance thereof; and all treaties made, or which shall be made under the authority of the United States, shall be the supreme Law of the Land … ” 1 But the document not only provided scant means for enforcing that supremacy, but also failed even to specify how this “supreme Law” should be interpreted. It soon became clear, however that the task of interpretation would fall upon the Supreme Court, as illustrated by Chisholm v. Georgia. 2 In the face of assurances made by Alexander Hamilton, James Madison, John Marshall, and others during the ratification debates in 1787–1788 that a state could not, without its consent, be made a defendant in the federal courts by a citizen of another state, 3 the Justices in 1793 construed the language in Article III conferring the federal judicial power in suits “Between a State and Citizens of another State” to encompass a suit brought by a South Carolinian against the State of Georgia. The uproar that ensued prompted swift ratification of the Eleventh Amendment, which reversed the Court's first excursion into the realm of constitutional interpretation. Despite this rebuke, it was only a short time before Chief Justice Marshall insisted that the judicial power encompassed the authority “to say what the law is.” 4 Thus, from the assumed role of expounding of the Constitution evolved the companion duty of guarding it as well.  相似文献

Europe and the United States—the West—urgently need political leadership, economic fortitude and a clear vision of the future if they are to contend with the challenges posed by emerging regional powers and to resist the downward pressures of ‘relative decline’, the central focus of David Marquand's book, The end of the West: the once and future Europe. Central to this goal will be the West's ability to ‘rebalance’ between its institutions and democracy; its power and commitments; and its political and moral authority. Europe must ‘rebalance’ on issues related to ethnicity and identity, governance and authority, and civilization and territory. EU enlargement and its institutional reform processes have exacerbated this imbalance. American foreign policy objectives currently exceed its resources and are hampered by lack of strategic clarity and intellectual vision which keeps the United States from achieving an adaptive leadership model more capable of successfully operating in an increasingly complex and multipolar world. For Europe to become internally healthy and externally productive—both politically and economically—it needs to regain balance between its utopian, institutional objectives and democratic support for its future ambitions and policy course. Strong leadership and a powerful vision of prosperity from the West will be vital to return the transatlantic partnership to global economic and political advantage.  相似文献

The U.S.–Saudi relationship is often seen as an oxymoron. These allies have differed in their foreign policy interests — varied in the need, one for the other — but never severed ties. When the 9/11 attacks are added to the mix, questions are raised about why these ambivalent allies continue to tolerate each other. This study argues that although the United States is the preponderant power, Saudi Arabia has primacy in the energy market. This has caused both countries to remain allies through the different oil crises, the 9/11 attacks, and in spite of the Arab‐Israeli conflict. This contravenes the hegemonic stability theory about alliance formation and duration. Saudi Arabia's roles in the 1973, 1979, 2008, and 2012–2015 oil crises all demonstrate its ability and willingness to act independently of the United States. The fact that it can do this and still maintain its strategic partnership with the United States is incredulous. This invites a revision of the hegemonic stability theory since strong and persistent defection from the hegemon's wishes should catalyze some comparable form of punishment or a severance of the relationship.  相似文献

Millions were reminded on January 20, 2009, that the inauguration of an American President is as remarkable as it is routine. In this distinctly republican rite, the chief executive publicly subordinates himself to the fundamental law of the land. As the Constitution dictates, “[b]efore he enters on the Execution of his Office, he shall take the following Oath or Affirmation: ‘I do solemnly swear (or affirm) that I will faithfully execute the Office of President of the United States, and will to the best of my Ability, preserve, protect and defend the Constitution of the United States.’” 1 This display of constitutional fealty was remarkable because the variety of political systems, experiences, and cultures across today's globe graphically illustrates that the seamless and peaceful transfer of authority from one political party or individual to another, as was witnessed at President Barack Obama's inauguration and at President George W. Bush's inauguration in 2001, is not always a foregone occurrence everywhere. January's event was routine in that, from the outset of government under the Constitution and with the notable and tragic exception of 1860, the defeated party or individual has accepted, if not welcomed, the verdict rendered by the electoral process. That was the outcome even in 1800, when the notion of a violence‐free shift of control in a country founded on the principle of government by the “consent of the governed” 2 was first put to the test at the presidential level. The assumption of authority by Thomas Jefferson and the Democratic‐Republicans from John Adams and the Federalists marked the world's first peaceful transfer of power from the vanquished to the victors as the result of an election. 3 Given the stark national partisan differences that had crystallized in the short time since ratification of the Constitution and the fact that finalization of the election required extraordinary intervention by the House of Representatives to break an Electoral College tie, this outcome was a greater achievement than is sometimes acknowledged. “Partisanship prevailed to the bitter end and showed no signs of abating,” according to one historian who has recently revisited this critical and precedent‐setting election. “Over the campaign's course, George Washington's vision of elite consensus leadership had died, and a popular two‐party republic … was born.” 4  相似文献

For many scholars, the Arab Spring was actually an Islamic Winter, especially when ISIS rose up in Iraq and Syria, and the Muslim Brotherhood won democratic elections in Egypt and took control over the state. But in other unshaken regions in the Middle East, like Saudi Arabia and the GCC states, the Arab Spring or the Islamic Winter led to something different, which I will call “rethinking nationalism.” This article asserts that since Saudi Arabia's independence in 1932, the royal family has succeeded in forming Wahhabi nationalism, meaning that despite the fact that all Saudi civilians enjoy Saudi citizenship, only those who ascribe to the Wahhabism creed can be part of the nation in terms of political participation and policy decision‐making. Although some steps in affirmative action have been taken in recent years — also as a Saudi response to the Arab Spring — toward women and the Shi'a minority, these groups or sectors still are not perceived by the royal family as part of the nation, and probably not as equal citizens, for religious reasons that over the years have distinguished between real Saudi nationalist groups and Saudi civilians.  相似文献

This paper contends that unfree Indigenous student labour at residential schools was a key—and underappreciated—component of settler colonialism in Canada. Colonial administration and the churches attempted to “civilize” and assimilate Indigenous people—and prepare the frontier for white settlers—through residential schooling. Labour, in accordance with Euro-Canadian gender norms, was expected to usher Brandon Industrial Institute (later Brandon Residential School) students from the “backwardness” of traditional lifeways to the industriousness and assimilation necessary for their roles in the serving classes of modern society. I use archival sources—newspapers, unpublished reports, Department of Indian Affairs documents, and United Church correspondence and photographs—and employ a version of Norman et al.'s “settler-colonial grid of recognizability” to examine student labour. This paper argues that the Department of Indian Affairs and church officials at Brandon Residential School sought to make Indigenous youth “legible” under the settler-colonial grid of recognizability through agricultural and manual work for boys and domestic labour for girls, both of which ensured the school's financial viability. I propose that this under-explored aspect of settler colonialism could be understood through three main themes—imperial settler-humanitarianism, the logic of containment, and productive bodies—that are traced across the lifetime of the school.  相似文献

This article opens and ends with reference to two interlinked studies: Charles Taylor's 2007 A Secular Age, and his 2011 Dilemmas and Connections: Selected Essays. These are often magnificent but sometimes flawed works. This article aims to explore the implications and ramifications of Taylor's failure to discuss, in either study, nineteenth‐century provision for secular instruction by government elementary schools in Ireland, Great Britain, and the Australian colonies. What these did or did not mean should have been grist to Taylor's mill, especially since, in these places (and other English‐speaking countries, such as the United States, Canada, and New Zealand) “secular instruction” provisions soon attracted energetic imputations of infidelity and atheism, as well as support. “Secular Instruction” Acts in two Australian colonies (Victoria in 1872, South Australia in 1851 and 1875) are here considered in detail, for these, especially the Victorian, were interpreted by some then and more recently as emphatically secular (in the sense of “Godless”). My argument is that this emphatic secularity, for emphatic it often was, mostly should not be read as “Godless” but as an often Protestant‐inflected statutory expression — of the kind usefully defined — by reference to an ideal type — as “Civic Protestantism.”  相似文献

Christopher Hill's National History and the World of Nations reminds us of the conjunctural moment of an emerging world market in the latter half of the nineteenth century and the promise it offered for vitalizing a “world history” yet to be written. More importantly, it supplies the silhouette of a radically different interpretive approach, formed by the force of a centrifugal perspective that—through its concentration on how France, the United States, and Japan were simultaneously motivated to construct representations of self‐identity in national narratives—converged to disclose the possibility of a wider world no longer held hostage to the geopolitical category of the “West.” Hill's account shows that the impulse behind the formation of national history employed different strategies to imagine a singular linear historical narrative of national identity that aimed both to remove the spectacle of coexisting, different, multiple temporalities and to weld large and regionally disparate populations into a single people who, in a new time, would be instructed to recognize themselves in the nation's story. In Hill's reckoning, national history in France, the United States, and Japan appears simply as another name for historical necessity that sought, through processes of naturalization and nationalization, to overcome the unstable and uneven relationship between state and capital but that failed to conceal the deeper reality of determinations demanded by the relations of capital at the local and international levels.  相似文献

Locke's conceptualization of sovereignty and its uses, combining theological, social, and political perspectives, testifies to his intellectual profundity that was spurred by his endeavour to re-traditionalize a changing world. First, by relying on the traditional, personalistic notion of polity, Locke developed a concept of sovereignty that bore the same sense of authority as the “right of commanding” attributable only to real persons. Second, he managed to reconcile the unitary nature of sovereignty with the plurality of its uses, mainly through a conception of the dual, vertical separation of functions, which implied degrees rather than kinds of sovereignty. While absolute sovereignty belongs to God, Locke argued, relative sovereignty, separated into “potential” and “actual” sovereignty, is vested in the community on the grounds of the Edenic testament with God. The community, established by a fundamental, single contract, is divided into “society”—to fulfil the function of legislation, which signifies the potential sovereignty of the community, so as to cultivate common law, and into “government”—to undertake the execution, which signifies the actual sovereignty of the king, of common law so as to procure common wealth.  相似文献

Kevin Starr's Golden Dreams is the culmination to some forty years of scholarship on the unfolding theme of a “California Dream,” that imaginal component to the growth of the self‐identity and increasing international economic power of the most populous state in the American Union. Indeed, the period 1950–1963 that the book meticulously covers forms in many ways the most imposing manifestation of that Dream. This essay reviews the central features of Starr's account, particularly the infrastructural foundations in transportation, water supply, and higher education realized by a triumvirate of California governors, both Republican and Democrat, who regarded themselves as nonpartisan members of the “Party of California”; the expansion of California's major cities: Los Angeles, San Diego, and San Francisco; the characteristics of the Silent Generation and the culture of “cool Jazz” that dominated the period; as well as the rise of dissident elements among environmentalists, minorities, and Beats, that foretold the protest period of the 1960s. This essay then asks whether Starr has avoided the larger implications of his own narrative that California from this period on had become in most respects a putative nation‐state in its own right. From the global impact of its major media industry—Hollywood—to the continued advances of its economic clout throughout the rest of the century as at times the fifth largest economic entity in the world, California may need to be increasingly regarded as a world civilization in itself rather than as a regional civilization to which Starr's historical narrative has so far constricted it.  相似文献

This article assesses the locally varying effects of gun ownership levels on total and gun homicide rates in the contiguous United States using cross-sectional county data for the period 2009–2015. Employing a multiscale geographically weighted instrumental variables regression that takes into account spatial nonstationarity in the processes and the endogenous nature of gun ownership levels, estimates show that gun ownership exerts spatially monotonically negative effects on total and gun homicide rates, indicating that there are no counties supporting the “more guns, more crime” hypothesis for these two highly important crime categories. The number of counties in the contiguous United States where the “more guns, less crime” hypothesis is confirmed is limited to at least 1258 counties (44.8% of the sample) with the strongest total homicide-decreasing effects concentrated in southeastern Texas and the deep south. On the other hand, stricter state gun control laws exert spatially monotonically negative effects on gun homicide rates with the strongest effects concentrated in the southern tip of Texas extending toward the deep south.  相似文献
