In this paper I develop an argument for the specific contribution which archaeology might make to the study of the ‘classic’ welfare state in Britain (c. 1945–1975) and its aftermath (c. 1976 to present). This period saw massive state investment in infrastructure which transformed both the material and social worlds of its citizens, through new state policies, new networks of political and social control, the centralisation and nationalisation of a range of existing aspects of civilian life and the construction of housing on a monumental scale. While this is a topic which has been studied in detail by historians and sociologists, despite the massive investment in construction and the accompanying effects on the physical landscape of Britain, there has been relatively little work on the ‘material worlds’ of the welfare state. In developing this argument I focus particularly on public housing, an area which has been the subject of some previous archaeological comment and which provides a clear case study in the contribution which such an approach might make. State subsidised housing policy developed as a brave utopian socialist experiment during the interwar period in Britain, reaching its zenith in the mid-1970s, at which time the state supplied almost a third of the nation’s housing. Public housing projects became an area of experimentation in the realisation of modernist ideals of high density private accommodation and in the use of new building technologies and materials. However, following the demise of the classic welfare state, for various reasons high density public housing has come to be viewed as part of a dystopian social cycle, the buildings and associated landscapes themselves becoming a symbol of poverty, substance abuse and violence. From an early history associated with slum clearance and the development of idealised homes for the nation’s poor, many high rise/high density public housing developments from the classic welfare state are now more often viewed themselves as slums, their design and ‘materiality’ perceived as contributing to, or even creating, a series of social problems. I suggest, following earlier work by Miller (Man (New Series) 23(2):353–372, 1988), Buchli (The Archaeology of Socialism, Berg, New York, 1999) and Buchli and Lucas (Archaeologies of the contemporary past. Routledge, London, 2001) that an archaeological approach to the material world of public housing has the potential to reveal not only the ways in which changing state ideologies are expressed through their design, but also the ways in which individuals have (and continue to) engage with their spaces and material culture to manage the conditions of everyday life, and how such places exist within counter-discursive urban and suburban worlds. I also suggest that part of the role of an archaeology of the welfare state is to consider the circumstances under which the welfare state fails through a focus on the archaeology of poverty and homelessness.  相似文献

Abstract

This paper investigates the use of public–private non-financial compensation in urban planning, aimed at achieving social housing goals. In so doing, it aims: first, to explain the current situation of housing policy in Italy and how it relates to the planning system; second, to explore how non-financial compensatory tools can be included in urban plans and third, to investigate successes and failures of selected case studies, in order to clarify the opportunities and threats of these innovative public–private tools. Drawing from qualitative empirical analysis of three case studies, the paper concludes that public–private non-financial compensatory tools may help to achieve public benefits, including social housing goals; however, it is essential to incorporate them into the ordinary planning instruments, in order to provide them with the appropriate framework through which to control sustainability and urban design quality.  相似文献

This paper serves as an introduction to this special edition of the International Journal of Historical Archaeology on the theme of archaeology, memory and oral history. Recent approaches to oral history and memory destabilise existing grand narratives and confront some of the epistemological assumptions underpinning scientific archaeology. Here we discuss recent approaches to memory and explore their impact on historical archaeology, including the challenges that forms of oral and social memory present to a field traditionally defined by the relationship between material culture and text. We then review a number of themes addressed by the articles in this volume.  相似文献

In retirement, Sir Anthony Eden, seeking to safeguard the anti-appeaserimage cultivated following his resignation as Neville Chamberlain'sForeign Secretary in 1938, proved extremely sensitive to theway in which his political career was presented in memoirs,biographies, and histories. Eden, who accepted the earldom ofAvon in 1961, saw himself as refighting old politcal battles,except that by the 1960s his attack was directed increasinglyagainst what he described as ‘lament-ably, appeasement-minded’history professors rather than former politicians. During 1966–7objections to Frederick Northedge's The Troubled Giant evenled him at one stage to consider legal action for defamationof character. Visible homelessness in the Northwest Territories, Canada is often described as a recent phenomenon by policy makers and the popular media alike. Indeed, since the late 1990s, homeless shelters in Yellowknife and Inuvik report a steady increase in demand for beds and other support for homeless people. Homelessness in these two communities disproportionately affects Aboriginal northerners, however little is known about their individual pathways to homelessness. Moreover, homelessness in the Northwest Territories is often portrayed as an issue confined to larger “urbanizing” regional centres, yet many homeless Aboriginal northerners have originated from small, rural settlement communities. Despite this, little concern has been paid to how factors at the small community level intersect with more visible forms of homelessness in larger, urban centres, not to mention how these intersections shape a territorial geography of homelessness. In this article, I aim to uncover and explore the often hidden factors at the northern rural settlement level that ultimately contribute to more visible forms of homelessness in northern urban centres. I suggest that uneven and fragmented social, institutional, and economic geographies result in a unique landscape of vulnerability to homelessness in the Northwest Territories. This geography emerges through the production of particular dynamics between rural settlement communities and northern urban centres. In particular, four main factors represent these rural‐urban dynamics: 1) the attractions of opportunity in northern urban centres; 2) rural settlement‐urban institutional flows; 3) chronic housing need in the settlements; and, 4) disintegrating social relationships in the settlements. I explore the particular ways in which these factors influence rural‐urban migration among the homeless population and what roles this mobility plays in individual pathways to homelessness.  相似文献

Four China-, U.S.-, and UK-based senior specialists on the urban geography of Beijing team up to present the results of their investigation of the change in the city's social landscape on the basis of restricted subdistrict-level data covering the period from 1982 to 2000. Adopting a factor ecology approach, the authors seek to identify the extent to which factors that shape urban social landscapes in Western countries have played a role in Beijing during a period of economic transition (e.g., from administrative toward market allocation of housing). Similarly, they investigate the relative strength of processes of social differentiation vis-à-vis mixing accruing from the restructuring of Beijing's physical space (e.g., housing cost differentiation and accelerated in-migration that lead to the emergence of concentrated areas inhabited by migrants and/or minorities, and of relatively low density suburbs) revealed by the 2000 Census. The paper includes a section on developments since 2000, citing data (through 2006) on population, scarcity of affordable housing, traffic congestion, and industrial and residential relocation, relating in part to the forthcoming Olympic Games in 2008. Abstract

The article examines the role of housing cooperatives for social cohesion in the city by introducing linking social capital which grasps the vertical dimension of social capital. Housing cooperatives represent a crucial intermediate level between residents and urban housing policy, thus providing opportunity structures for bottom-linked citizen participation. Drawing on the case of Vienna, a large-scale household survey and interviews with key informants provide empirical evidence on the importance of a form of social capital which links actors at different levels in the spatial hierarchy: residents, housing managers and political decision-makers. The findings add to our understanding of the opportunities and problems with resident participation in a policy field structured by multi-level governance. Our two-level analysis shows that the dominant model of governance, top-down as well as neoliberal, has structurally limited the room for participatory practices in cooperative housing. Nevertheless, we argue that professional housing cooperatives have a potential to give residents a voice beyond the neighbourhood. Their strong linkages with public decision-makers at different scales can help leverage ideas and resources of residents.  相似文献

ABSTRACT

This article assesses the defining features and cultural significance of the haunted history tour as it has come to be practiced in American urban spaces. A distinctive cultural form that has risen to prominence in the U.S., Canada, the U.K., and other places, haunted history taps into public fascinations with “dark” history and ghosts, but does so to engage unresolved and troubling elements of local history and memory. Practitioners engage creatively with problematic histories that otherwise might be forgotten or suppressed, attending especially to their material-folkloric traces. Drawing on participatory and analytical research in several U.S. cities, in particular St. Louis, New York, and Savannah, the article moves from a characterization of the defining modes and interpretative conventions of haunted history, which are drawn from mainstream tourism and others from more-activist public history, to an analysis of its preoccupation with haunting “remainders” of the past, which, I contend, form an unacknowledged narrative and epistemological core of an experimental memory project whose primary quarry is the domain of “negative heritage”.  相似文献

以城市社会生活空间质量观理念为研究框架,运用核密度、缓冲区分析等方法从社区物质环境以及居民对社区感知两个维度对城市公租房社区的生活空间质量进行评价。研究发现:西安市公租房社区空间布局较为偏远,集聚特征明显;除教育资源外,医院、商业以及游憩等资源均处于低可获性状态;社区居民对公租房社区房屋面积、房屋质量、物业管理、社区绿化等方面满意度较低,社区归属感及长期居住意愿不强。西安市公租房社区在社区资源可获性方面存在一定的空间剥夺现象,社区整体生活空间质量水平不高。  相似文献

Abstract In 1965, New Kent County, located just east of Richmond,Virginia, became the setting for the one of the most importantschool desegregation cases since Brown v. Board of Education.Ten years after the U.S. Supreme Court declared "separate butequal" unconstitutional, both public schools in New Kent, theGeorge W. Watkins School for blacks and the New Kent Schoolfor whites, remained segregated. In 1965, however, local blacksand the Virginia State NAACP initiated a legal challenge tosegregated schools, hoping to initiate desegregation where theprocess had yet to begin and to accelerate the process in areaswhere token desegregation was the norm. In 1968, the U.S. SupremeCourt decision in Charles C. Green v. the School Board of NewKent County forced New Kent County and localities across thestate and nation to fulfill the promise of Brown. While thecase has been part of the court records since it was decidedin 1968, it has remained largely unknown to the general publicand many scholars of the era. This article is an attempt touse the tool of oral history to present the people and the storybehind Green v. New Kent County and to add another piece tothe puzzle that was school desegregation in this country.  相似文献

Scholars studying social memory have identified a priority for future work: using the study of documented social memories to understand constructions of the past and social identities in the present. Recovering such lived, individual engagements with social memory is challenging when those engaging the memory are deceased, yet that is what this article attempts to do: Through fine‐grained study of archival traces, I explore the lived practices of tourists in an attempt to understand how the immensely popular 1884 novel Ramona changed the way people thought about southern California's past, creating a new, Ramona‐inspired social memory for the region. In so doing I suggest that those interested in recovering social memories (like these) from the past use such detailed analysis, paying close attention to even the tiniest of details.  相似文献

Before the Food and Drug Administration approved in 1960 the distribution of oral contraceptives, the most popular form of birth control in the United States was the condom. Scholars have often downplayed men's involvement in the history of birth control, relegating knowledge and use of contraceptive technology to a separate "female domain." This article explores the role of condoms in the evolution of the American birth control business, attitudes toward public health, and everyday sexual behavior, and suggests why the full complexities of the history of birth control are best captured by an approach that is attentive to broad gender dynamics as well as to the diversity of technological change.  相似文献

A team of Russian and American urban specialists examines variations in living conditions across 26 microrayons of a medium-sized West Siberian city (Tomsk, 2002 population of 487,700) deemed to be fairly typical of urban settlements in that size class. Detailed information derived from the mapping of intra-urban variations in housing type and age, health facilities, schools and other educational institutions, and access to public transportation is used to construct three public service indices representing the relative level of deprivation of urban residents. This paper examines an international oral history collaborationinvolving the "translation" of the American book, Atomic Fragments:A Daughter's Questions, by Mary Palevsky, into the Japanesedocumentary film, Memories of the Trinity Bomb, directed byYoshihiko Muraki. The author utilized oral history and personalnarrative to chronicle her inquiry into the legacy of the atomicbomb in the lives of its creators. Japanese scholar, KayokoYoshida, translated Palevsky's summary of Atomic Fragments intoJapanese for Muraki, working with the filmmaker throughout theprocess. For the film, the author conducted interviews withManhattan Project scientists and was interviewed in sites ofpersonal and historical significance.
