The reform of the East India Company following its acquisition of vast territories in Bengal in the mid 1760s raised hopes that it could provide Britain with a fund to alleviate the burdens of the national debt in the wake of the failure of American taxation. Concomitantly, it elicited genuine fears that the acquisition of such revenues and patronage by the state would radically augment the already overgrown ‘influence of the crown’. Studies of the parliamentary debates surrounding East India reform have consistently emphasized the house of commons as the principal scene of action. Inspired by the work of Clyve Jones in reasserting the centrality of the house of lords as a ‘pillar’ of the 18th-century constitution, this essay seeks to redress the balance, arguing that the Lords was a key arena through which co-ordinated parliamentary and extra-parliamentary activities and press campaigns altered the trajectory of the regulation and reform of the East India Company. Through the use of its distinct privileges, such as the right of opposition lords to protest any vote of the House and the right of peers to an audience with the monarch, as well as its determination to uphold its status as a mediator between the powers of the crown and the Commons, the upper chamber played a crucial role in shaping debates in the 1770s and 1780s over the future of the East India Company and its place in a burgeoning British Empire.  相似文献

Very few NATO decisions may have entailed for the Alliance as much a laborious political and diplomatic process as that taken in December 1979. After its adoption, under Carter, the dual-track decision had to be implemented over the early years of the Reagan administration, when the US President’s abhorrence of détente was so deep and vocal to jeopardise the arms control progress upon which the fulfilment of the negotiating track of that NATO decision depended. The analysis carried out in this article focuses on the US government’s deliberations and choices. Its aim is to discuss how and to what extent the US Cold War security priorities did need to be complemented with those singled out by European NATO allies, especially when those allies were able to convey to Washington the message that arms control remained a political necessity for them.  相似文献

This paper examines an attempt to introduce a male administrator at a Benedictine women's monastery in Catalonia in the fourteenth century. It argues that records from the monastic and episcopal archives indicate the existence of a complex and dynamic interplay between the nuns and their abbess and the bishop. Due to this complicated process of negotiation, the bishop did not succeed in imposing a new male authority figure over the traditional leadership of the community. Over the next fifty years, the abbesses reasserted themselves and redefined the procurator's role as one subordinate to themselves. The episode illustrates that nuns could employ varied tactics to resist attempts to change their traditional administrative structure.  相似文献

George Sarawia, ordained in 1873 as the Melanesian Mission’s first Indigenous priest, was a pioneering figure in the mission’s plans for an Indigenous-led Anglican Church in the region. Sarawia founded Kohimarama, a mission station on Mota in the Banks Islands, Vanuatu, where he taught Mota Islanders and hosted visiting teachers and clergy. By the 1890s, some of the European missionaries had become critical of Sarawia and his flock on Mota, underlining their ‘natural, sleepy condition’ and recommending more intensive European supervision. This article will explore the role of epidemic and endemic disease, as well as the shortage of water on Mota, in creating substantial challenges for Sarawia and his mission. As he grew more incapacitated in later life, these challenges were insufficiently acknowledged by Sarawia’s critics.  相似文献

Traditionally a commitment to an active public sector has been a centrepiece of Labor's official thinking. Rhetorical conflict between Labor and non‐Labor has always focused upon the role of the State. The most recent instance of this was the debate between Labor and non‐Labor over the Fraser Government's Review of Commonwealth Functions (commonly known as the ‘Razor Gang').

Traditions have been changing and developing on both sides. The changes made by E. G. Whitlam have been widely discussed. Three years and as many months after the election of the first Hawke Government Labor traditions themselves are being rewritten.

In this paper I shall use the policy area of the function and administration of public sector enterprises in order to demonstrate the depth and significance of this change. It has been said also that the Hawke Government has reduced politics to pronouncements from the Kirribilli Cabinet and non‐productive factional squabbling. The ‘fourth graders’ of the Hawke Government, which apparently includes members of the outer Cabinet as well as the backbenchers, have been excluded from the policy‐making process. This is notwithstanding the firm intentions of the Report of Task Force on Government Administration.

The public sector area can be used to demonstrate shifts along four axes, (i) Significant frontbenchers have been bent upon changing the rhetoric, so that the activities of public sector enterprises are assessed in terms like ‘efficiency’ and ‘dollar rationality’. Change in rhetoric is part of a wider tendency to reject appeals to traditional Labor imagery (such as equality, welfare, the public sector as a good in its own right and other social as opposed to economic goals).

(ii) This, in turn, is related to a rejection of the traditional Labor practices whereby the Labor Party Platform (which could broadly be seen as a pro‐public enterprise document) is no longer seen by significant members of the Labor front‐bench as the most important guide to policy, (iii) Other sources of policy have become more salient, in the case of public sector enterprises, the rhetoric and ideas of the Department of Finance have become prominent (iv) The changing tone of the rhetoric has reflected to a small extent changes being made to official party theology as expressed in the Party Platform. Key individuals have successfully opposed left‐wing challenges to maintain and to shore up the role of the public sector and of public sector enterprises. To the extent that the Platform will retain its traditional symbolic role these activities are significant.

Policy‐making has been about domination from above and the ‘crowding out’ of traditional ideas and their sources. Control, however, has not always been successful. Sources of objection have included the Left Faction of Caucus, key Ministerial Departments (viz. Transport and Communications) dealing with public sector enterprises, and the Ministers themselves.  相似文献

This article offers a reinterpretation of the origins and character of the so-called ‘Cambridge School’ in the history of political thought by reconstructing the intellectual background to J.G.A. Pocock's 1962 essay ‘The History of Political Thought: A Methodological Enquiry’, typically regarded as the first statement of a ‘Cambridge’ approach. I argue that neither linguistic philosophy nor the celebrated work of Peter Laslett exerted a major influence on Pocock's work between 1948 and 1962. Instead, I emphasise the importance of Pocock's interest in the history of historiography and of his doctoral supervisor, Herbert Butterfield. By placing Pocock's intellectual development in these contexts, I suggest, the autonomy of diverse versions of the ‘Cambridge’ approach can more readily be perceived.  相似文献

On the night of 14 November 2012, a police officer of the New York Police Department encountered a homeless person while performing his duties around Times Square. He gave him a pair of boots and while doing so, he was photographed by a tourist. The photo was posted on Facebook, receiving in a few days more than 1.6 million visits. The paper unfolds the reasons why this particular image and story have gone, as the media has put it, ‘viral’. The paper investigates the spaces that have emerged in the media elongation of DePrimo's practice of care and, introducing the notion of ‘spectacle of the poor’, it argues that this specific case simplifies the dominant western framings around matter of ‘caring for the poor’. The political and cultural consequences of these framings are investigated, and reflections on how to tackle them provided.  相似文献

This article addresses a controversial debate raised by an asado-party, which was celebrated by the end of 2012 at the former Navy Mechanics School (ESMA), the main clandestine detention centre where almost 5,000 people were held captive and tortured during Argentina’s last dictatorship (1976-1983). In 2004, the former school was transformed into a “space of memory”. Drawing upon the asado episode, I consider which kind of practices of re-occupation former landscapes of death may allow.

I first provide an overview of the interventions that took place at ESMA within the Kirchnerist period (2003-2015). Second, I bring into play some cultural productions of the new generations, as well as performances and philosophical ruminations regarding the asado as a main theme in the local culture. Finally, I put these materials in the larger context of memory politics to explore how food-reunions – and expanded tables might work as a public pathway for a collective digestion of grief. The question that is ultimately at stake is how to kindle alternative hospitalities and dialogues in landscapes marked by loss. Might the spectrum of activities that took place at the former ESMA during the Kirchnerist years suggest a new conviviality for the aftermath of violence?  相似文献

The emergence of new historiographical approaches to the study of British imperialism over the past two decades, has begun to challenge the trade-to-empire narrative which continues to dominate the way historians understand the English East India Company's presence in Asia, anchoring the beginnings of empire there to the mid-eighteenth century. However, as this article argues, Company servants operating on the West Coast of Sumatra sought imperial expansion through political hegemony and territorial acquisitions as far back as the late seventeenth and early eighteenth centuries. Indeed, Company servants, distinct from the directors in London, formulated these imperial, expansionist policies on the West Coast in support of a private, patriarchal authority which they had developed to rule over the people they encountered there.  相似文献

ABSTRACT

Using Jeffrey C. Alexander’s theory of cultural trauma, this article focuses on the three major types of narratives of suffering which appeared in Polish fiction, after Poland regained political independence in 1918, outside the strong myth-creating narrative of the Polish Legions’ role in the war for independence. It argues that Polish post-1918 fiction developed these three major paths in the face of suffering inflicted on Polish lands, during WWI and Polish-Soviet War. These paths were to: 1) continue the narrative of Polish suffering within the framework of heroic, and selfless, sacrifice for Poland that has been well established since Romanticism; 2) present suffering as the universal fate of humanity outside the notion of national identity, due to the monstrosity of modern bureaucratic systems wherein human beings are treated as objects; and 3) present suffering as the result of modern warfare, but told outside of “patriotic phraseology” – thus suggesting a growing need as to finding a solution to national conflicts outside narrowly defined identities.  相似文献
