Development Imperative,Terrae Incognitae: a Pioneer Soil Scientist 1912–1951

James Arthur Prescott was a prominent soil scientist whose career responded to an increasingly complex, recognisably Australian web of interpenetrating spatial scales, served to promote revolutionary global advances in his chosen field, and in the process negotiated the blurred boundaries between ‘pure’ and ‘applied’ research. Encounters with this instructive life suggest that, while resolutions of pivotal anxieties might turn on ineluctably personal qualities, they also reflect a dynamic interplay between international, imperial, national and state contexts. Prescott's innovative contributions to soil science, fruits of a tenaciously consolidated career, influenced resource appraisal and environmental management across a prodigious continental expanse. A sustained focus on local and regional development brought him into contact with a wide range of contemporaries, including pioneering geographers, and culminated in his election to a Fellowship of the Royal Society.     

Continuity and transformation: the institutions of the Beijing government, 1912–1928

The period of the Beijing government of Republican China (1912–1928) occurred after the 1911 Revolution that toppled the imperial system and before the rule of the Nanjing Nationalist government. For modern China, it was an era of frequent trial and error in implementing political systems, as well as a significant phase of institutional transition following the New Policy reforms of the late Qing. Many twists and turns during this period of historical evolution stemmed from problems of the late Qing political reform. The three major issues occurring during the 1912–1928 era, namely the legitimacy of the government, the relationship between its legislative and executive branches, and the relationship between the central government and the provinces, were all dominated by the profound influence of traditional Chinese political and cultural frameworks. All of this made the 1912–1928 era more complicated than the late Qing period, increased the difference between one stage of institutional change and another, and accelerated the change in political systems while also broadening the choices available. Therefore, we should not only focus on the complex contention among all parties, but also acquire a deeper understanding of the limits imposed upon institutional renovation by tradition and circumstances through examination of the institutional adaptations behind the chaotic partisan politics.     

Jazzing Sheiks at the 25 Cent Bram: Panama and Harlem as Caribbean Crossroads,circa 1910–1940

Both Harlem and Panama were, in the early twentieth century, crossroads of the Caribbean. This essays traces the musical echoes of that fact, arguing that British West Indians had a central but often unrecognized role in the exchanges driving Black cultural innovation in the interwar metropoles. Hundreds of thousands of British West Indians came to and through Panama at the start of the twentieth century, creating a Pan-Caribbean space where the rhythms of son, tango, mento, cumbia, and ragtime rang out. From there many would travel onward. The lives of Panama-born, New York-based performers like Vernon Andrade, Luis Russell, Teófilo Alfonso ‘Panama Al’ Brown, and Estelle Bernier show how British West Indians shaped by the Greater Caribbean’s borderlands crossed boundaries within New York as well. Multilingual and multicultural, they moved easily within Harlem’s ‘Latin Quarter’ of Puerto Ricans and other Spanish-speakers, helping to bring rhythms and styles from the Hispanic Caribbean to the Afro-American listening and dancing public. Stories of the working-class dance halls of 1920s Panama and of the Latin connections of British Caribbean performers in New York together point to tropical circuits of music and moves rarely recognized as part of the metropolitan Jazz Age.     

Citizenship,the Nation and the Race: China and the International Opium System, 1912–1931

This article analyzes China’s attempts to participate in and use the negotiations about reforming the international opium control system in the interwar period. China had a contentious relationship with the international opium control system from its creation in the International Opium Convention of 1912 through the League of Nations opium control system of the 1920s and 1930s. The Chinese government wanted to gain acceptance for China as a modern state no longer in need of tutelage from the international community. They also wanted to portray the Chinese people as a modern race as a way of undermining colonial opium monopolies, which made a disproportionate amount of their profits from sales to Overseas Chinese. While they were not fully successful in either of these efforts, China did manage to win some support, drawing the United States into closer agreement with China’s positions. Engagement with the international system also had a considerable impact on China’s domestic opium politics and its broader diplomatic relationship with the major powers.
