Neoliberalism is a term most often used by those working in the field of political economy, including human geographers, to refer to the new political preference for market mechanisms as a way of ensuring social and economic wellbeing. To date, however, analysts of neoliberalism have focused on the decline of the national economy, and on the erosion of universalist conceptions of social welfarism. Much less attention has been paid to the complex and contested processes through which new spaces, socialities and subjectivities are being constituted. Through a case study of the Stronger Communities Action Fund, this paper examines these new spaces, socialities and subjectivities of social policy, including the shift towards heterogeneous conceptions of community, the rise of community based expertise, and the centring of ‘etho‐politics’. It concludes that neoliberalism is a more contradictory phenomenon than is often recognised. If analysts continue to portray neoliberalism as a monolithic project, and to emphasize what has been lost, rather than examining the complex trajectories of the new, they are much less likely to be sensitive to the different political possibilities offered in the current context.  相似文献

Abstract: This article investigates the ways in which New Zealand local authorities respond to homelessness. It finds that while some punitive bylaws targeting homeless people exist, they are not widespread, and in three case study cities are accompanied by efforts to support social service providers. This indicates that New Zealand local authorities are prepared to look at alternatives to address homelessness, as opposed solely to following trends towards the increasing persecution of homeless people. However, cities' attitudes are subject to political whim, and on occasion they articulate an exclusive vision of public space linked to concerns for public safety and city image. Such thinking has led, for example, to homeless people being served with trespass notices by local authorities asserting “ownership” of public space. Nevertheless, the actions of New Zealand cities depart significantly from the dominant approaches seen elsewhere. This may be explained in part by the relative invisibility of homelessness in New Zealand, and by a popular distinction between “good” and “bad” homeless individuals. The net result is a generally positive approach to reducing homelessness by providing appropriate housing and support to those on the streets, complicating any direct application of the critical geographical literature on this issue to the New Zealand context.  相似文献

View all notes investigates public opinion on New Zealand's foreign policy, drawing on the findings of a comprehensive poll of general public and elite opinion conducted in 2008. It analyses what New Zealanders think about a range of foreign policy issues and whether public opinion matches actual foreign policy. It argues that the majority of the public support the broad parameters of official policy, but that there are significant differences of opinion in some specific areas, particularly trade agreements and defence. These differences correspond in particular to political orientation and age, gender and income level. The article also outlines the key differences between public opinion and the opinion of the positional elite. Overall, it is argued that the New Zealand public does have clear opinions on foreign policy issues and that these are generally consistent. The article proposes more frequent polling and more public debate over foreign policy.  相似文献

There is increasing interest in the role that business networking can play in regional and national economic development. While networking is an acknowledged characteristic of successful industrial districts, there is uncertainty as to how networking can be stimulated effectively in less favoured regions. This article reports New Zealand evidence from a survey of small-firm network behaviour and the impact of an intermediary agency - the Canterbury Business Advisory Agency - in seeking to assist network development. Small businesses were found to engage in various types of networking including information sharing, resource sharing and subcontracting. Little evidence of deliberate strategy about networking was found, however, and most respondents relied on a narrow range of contacts. Network promotion is identified as a way of assisting small-firm development and several ways assistance can be delivered are identified.  相似文献

SUMMARY: In 1842 the former first government house located at Okiato, New Zealand, burnt to the ground and the site was abandoned. A well on the site was excavated in 1994–95, revealing a base layer of burnt timbers, a Maori digging stick and ceramic sherds with an estimated manufacture date range of 1823–41. We argue that this deposit is derived from the 1842 destruction of the Okiato government house building. An analysis of the wood identified kauri (Agathis australis) and kahikatea (Dacrycarpus dacrydioides), confirming that the building was not a prefabricated imported structure, but rather was constructed on site from locally available timber.  相似文献

Simulation games have a long history in education and are well suited to learning about negotiation, power, relationships and uncertain outcomes. This paper reflects on the experience of using a semester-long simulation game to introduce postgraduate students to development policy. It focuses on three issues identified in the literature—realism, the role of staff and assessment—and maintains that the risks and uncertainties associated with simulation games are beneficial in ensuring effective learning about policy.  相似文献

In this paper we trace one pervasive expression of hegemonic New Zealand national identity that developed around the sport of mountaineering from the 1880s, culminating in Sir Edmund Hillary's historic first climb of Mount Everest in 1953. The image of the masculine mountaineering hero, developed on and around New Zealand's highest peak, Mount Cook, is, however, inherently unstable, and we focus on two sites of potential disruption. First, we examine the experiences of white mountaineering women on Mount Cook. These women both embraced the masculinist identity of hero and destabilized it. Women's mountaineering points to the active and complex construction (rather than simple reproduction) of imperialisms, nationalisms and masculinities. Second, we examine the role played by the Hermitage Lodge situated at the base of Mount Cook. Narratives about mountaineering too often ignore the huts, lodges, the places of staying behind. The roles performed by women (and some men) who never had the opportunity and/or the desire to climb but instead 'kept the home fires burning' and supported the efforts of others can be examined as a way of productively challenging the entrenchment of national identity around the masculine mountaineering hero.  相似文献

On the basis of well-preserved nearly complete specimens, two new genera and species Sinosepididontus chifengensis and Megasepididontus grandis, both closely related to the Early Jurassic geinitziid genus Prosepididontus, are described. The new material was collected from the Middle Jurassic Jiulongshan Formation near the Daohugou Village, Ningcheng County, Inner Mongolia, northeast China. New body and leg structures are described for these Chinese taxa. They were previously unknown in other Geinitziidae. The new data indicate that the extinct ‘Grylloblattida’ contained heterogenous groups.  相似文献

This paper explores the themes and tensions of class and propriety at one of New Zealand’s early European settlements, a Church Missionary Society mission in the Bay of Islands. Archaeological investigations at the site of the Te Puna mission house revealed a cellar containing, among other articles, items connected with domesticity and feminine concerns, demonstrating the presence of women and their daily activities. The interweaving of the archaeological and historical record sheds light upon the replication of class and culture through themes such as the “cult of domesticity” at this remote location, a decade prior to British colonization.  相似文献

With acceptance of the responsibilities of a founder member of the League of Nations - including assuming an international mandate in the Pacific - the prospect of a distinctive New Zealand international role and awareness emerged, thus laying the foundation for a local version of international studies. The early figures in the field were a group of intellectuals trained in history, law, or economics, often with experience of British higher education. Members of the League of Nations Union, the Institute of Pacific Relations, and later the New Zealand Institute of International Affairs, their activities and publications sometimes challenged the boundaries of Empire-centric discourse. An avowed Internationalism - though sometimes compromised by racial anxieties - was a strong theme in their work; the impact of US foundations especially stimulated a knowledge of the importance to New Zealand of extra-Imperial issues in the Pacific and Asia. Although only intermittently engaged with policy, their influence is nevertheless discernible, especially from 1935.  相似文献

Could it be that despite a huge literature spanning decades from many disciplines, a corpus of writing that examines seemingly every twist and turn of a complex situation, we still are missing something basic and fundamental to a proper understanding of contemporary cultural politics in Aotearoa New Zealand? A thing so obvious and omnipresent, that it was characterized long ago in the anthropological literature as the fundamental dynamic of Polynesian culture, and acknowledged even further back by Maori in their ancestral sayings? He tauranga uta, he toka tu moana (a resting place ashore, a firm rock at sea). ‘This metaphor describes the chief whose influence is unchallenged in his territory which extends from the land to the sea’ (Mead and Grove 2003:125). But surely real chiefs, those solid anchoring points, no longer exist as they did before the coming of the Pakeha. Be that as it may, the elements of social organization and associated cultural values of chiefly status continue to resonate in contemporary society. This paper argues that Goldman's concept of status rivalry is that crucial overlooked aspect of cultural politics necessary to a full understanding of what is happening today in the Waitangi Tribunal, Parliament, and so many other places where biculturalism and multiculturalism are debated and discussed, and that it is an aspect of Polynesian culture that has been part of the interrelationship between the Crown and te tangata whenua (the indigenous people) since their first encounters.  相似文献

Over the last 50 years, the area of New Zealand has been expanded to include territorial seas, an Exclusive Economic Zone, marine protected areas, an extended continental shelf, the Ross Sea, and a wedge of the Antarctic continent. While New Zealand’s territory is now significantly more marine rather than terrestrial, the country is often imagined as a series of isolated islands floating adrift in the Pacific. In this paper, we consider how the space of the nation-state can be reimagined to create a more relevant sense of place and identity. We argue that the perception of New Zealand as “100% pure” and “clean green” can be developed into a “clean, blue, green” image that better reflects the country’s expansive and diverse “arc of influence” through conservation values. We focus on the role of mapping within this issue; critiquing existing maps of New Zealand’s marine territory while also presenting our own speculative maps.  相似文献

Abstract:  In this paper, I frame immigrant \"illegality\" as a local-scale technique of neoliberal governmentality. Drawing on recent work of anthropologists, I present illegality as a racialized, spatialized social condition which operates as governmentality by marginalizing and criminalizing immigrants, loosening the US border and forcing it into local spaces, and impacting immigrants' everyday lives and mobility. The paper then draws on a case study of Leadville, Colorado, to illustrate the utility of this framework. In Leadville, we see how through illegality neoliberalism seeps through scales. Illegality disciplines immigrant labor in service of the neoliberal order, turns all residents into surveillers of immigrants' subordinate sociospatial position, and masks contradictions within neoliberalism that arise particularly at the local scale. I argue that conceptualizing illegality as a governmentality technique provides a powerful tool for understanding changing state spatiality, especially ways in which neoliberalism is diffused and embedded into local economic, political, and social processes.  相似文献

Museums in New Zealand are not a homogeneous group in terms of their level of incomegenerating activity or the nature of those activities. The gap of knowledge consequent on this situation led to the National Services unit of the Museum of New Zealand Te Papa Tongarewa, commissioning primary research into the revenue‐generation activities of the sector. This paper presents the results of that research, specifically the data gathered through a questionnaire. The results provide a profile of respondents in relation to their operating contexts, the sources of financial and non‐financial support they received (from the local community, local authorities and central government), and the types of income‐generating activities they undertook. The results contribute to a better understanding of both how organisations within the sector generate income (from traditional sources and new, more innovative activities) and what factors influence their ability to do so.  相似文献

A political economy of labour migration approach was initially developed to provide an explanation of the arrival of Pacific migrant workers in New Zealand in the 1960s and 1970s. The second period of non‐European migration (post‐1986) has occurred in a significantly different political and economic context. However, research, political debate and policy has remained focused on the nature of supply. This paper identifies some of the key silences in contemporary understanding, especially in relation to labour market outcomes for immigrants, and the need to develop an appropriate political economy of current labour migration.  相似文献

The availability and “readiness” of culture as a mode of governmental control makes cultural policy a matter of great importance in any contemporary society. This is true not only in liberal democracies with established arts councils or cultural policies, it is also proactively pursued by a technologically advanced yet illiberal regime like Singapore, eager to position itself as the global “Renaissance City” of the twenty‐first century. What this “renaissance” model entails remains highly cryptic, not least because cultural terms and political markers are often elusive, but also because the very concept of “cultural policy” shifts along with the political and economic tides in Singapore. Drawing on a rarely cited essay by Raymond Williams, this article offers an historical look at cultural policy in Singapore – from its first articulation in 1978 to its present standing under the rubric of “creative industries” (2002). It considers some of the problems encountered and the societal changes made to accommodate Singapore’s new creative direction, all for the sake of ensuring Singapore’s continued economic dynamism. This article contends that cultural policy in Singapore now involves extracting creative energies – and economies – out of each loosely termed “creative worker” by heralding the economic potential of the arts, media, culture and the creative sectors, but concomitantly marking boundaries of political exchange. In this regard, culture in Singapore has become more than ever a site for governmentality and control.  相似文献

In many African societies, children are not directly targeted when designing developmental objectives. It is usually assumed that the benefit of interventions will naturally trickle down to the children from the household, family or parents. This erroneous impression leads to the exclusion of vital inputs that should form the bedrock of a child's education. However, with children's theatre and theatre for children, young people are able to familiarize themselves with ideas and notions dealing with diverse aspects of life that present sundry learning environments in a practical fashion, through which the child becomes familiar with different concepts of life and living. This is what Zimbabwean theatre for young people strives to achieve through CHIPAWO (Children's Performing Arts Workshop) and others in the same tradition. With these theatrical activities, Zimbabwe is certainly building a crop of people who would be the mainstay and ambassadors of its tradition and culture in the foreseeable future. Theatre for young people is also capable of making a positive difference in the lives of Zimbabwean children and youths in ensuring a better tomorrow for the society.  相似文献

The relationship between strategic culture and defence policies has not yet been much explored. Australia and New Zealand provide some evidence of the impact of strategic culture on defence policy. Australia has a dominant strategic culture which is strong enough to prompt both the major political parties to adopt realist defence policies, even though Labor has a traditionally ‘idealist’ outlook. Until the 1970s, New Zealand had a similar dominant strategic culture which influenced both major political parties, but it was always less strong than Australia's. In recent years, the Labour Party has rejected that culture, and allowed an alternative strategic culture based on its ideology to influence its defence policies. The result has been that on the last two occasions when Labour has been in government, New Zealand's defence policy has changed dramatically.  相似文献

This article examines what might be included in a definition of Māori political participation that moves beyond a predominant focus on voting in New Zealand general elections. I suggest that the proliferation of Māori governance organisations in recent years means that Māori participation within these organisations must also be considered as part of wider political participation. In addition, I argue that Māori engagement with local authorities deserves further close examination to explore the multiple ways in which political participation occurs. Using a broader definition of Māori political participation and highlighting its many facets indicate that Māori engage in more varied ways in New Zealand politics than previously recognised.
