There is significant confluence in the literature that leads one to expect groups of haves and groups of have nots in socio‐economic systems within common spatial contexts. Several economic theories suggest economic activity to be concentrated in a few core areas with geographically large ‘peripheries’ relying on one or two industries for employment and income. In the context of the north of Australia, issues of disparities in socio‐economic status between the region and elsewhere in Australia, and also within the region have been highlighted in the literature for some time. This paper discusses the contemporary situation using customised data collected and analysed for 55 river‐basin catchments in the Tropical Rivers region of northern Australia to highlight the extent of the haves and have nots problem. A range of spatial economic theories are discussed as theoretical bases for the present day situation and as pointers to revisionist approaches which may address it. Transforming the have nots to improved states of well‐being will be a costly and difficult process. Consequently, we argue that factors other than raw incomes and economic production should be reconsidered and re‐prioritised by governments as redress to the ongoing ‘problem’ of the North.  相似文献

Abstract: This paper develops multi‐dimensional analyses of socio‐spatial relations. Building on previous research, we identify some tensions associated with different dimensions of socio‐spatiality and introduce the theme of compossible and, more importantly, incompossible socio‐spatial configurations. Two short studies are deployed to highlight the socio‐spatial implications of the principle that not everything that is possible is compossible. The first shows the power of thinking varieties of capitalism compossibly (via the concept of variegated capitalism) and then examines the successive strategies adopted by the European Communities and European Union to address the significance of changing patterns of variegation for approaches to European integration, spatial strategies, and economic and social policies. The second case discusses some related problems for state spatial projects, starting in the 1980s with spatial planning, promotion of a Europe of the Regions and/or of Europe and the regions, and then turns to examine city‐regional development strategies.  相似文献

This study uses GIS and spatial modelling to relate voting outcomes at the 2001 federal election for polling booths across Australia with the socio‐economic characteristics of polling booth catchment areas. The data and analysis used are more detailed and comprehensive than previous studies. It is conducted at a fine level of spatial disaggregation across the whole nation to examine voting outcomes for both major and minor political parties. Because the aim of the paper is to distinguish voting outcomes between political parties rather than to predict voting outcomes for particular political parties, a discriminant analysis is used rather than regression analysis. The statistical discriminant analysis identifies two main socio‐economic dimensions that are able to predict polling booth outcomes with a relatively high degree of accuracy. That analysis shows how, at the 2001 federal election, the middle ground, in terms of socio‐economic characteristics, was being claimed by the Liberal Party, Country Liberal Party, The Greens, and, to a lesser extent, by the Australian Labor Party. However, the Australian Democrats, National Party and One Nation had more distinctive constituencies, with the National Party and One Nation Party competing for areas with similar socio‐economic characteristics. Using GIS mapping tools, examples of actual and predicted polling booth voting outcomes are given, along with selected socio‐economic characteristics of booth catchments.  相似文献

Current decision‐making in natural resource use and management aims at delivering ecologically‐sustainable development to achieve conservation and economic benefits. The process of guiding natural resource use requires the integration of social, economic and biophysical information on which to base management decisions. This paper discusses the integration of socio‐economic information for natural resource management (NRM) planning and decision‐making in the Australian context. A comprehensive resource of socio‐economic data is the Census, which is undertaken every five years by the Australian Bureau of Statistics (ABS) for the whole of Australia. Unfortunately there are qualitative and quantitative issues stemming from the use of ABS census data maps for NRM decision‐making, as they are at a different scale to and the boundaries do not coincide with biophysical information. These issues include the variable shape of collection districts, the use of enumerated data for population‐based statistics, the large size of collection districts in low populated areas, and the averaging of socio‐economic information over the collection districts. Examples highlight these issues and show a way forwards in improving data integration, which includes simple spatial overlay methods and regression modelling.  相似文献

ABSTRACT. This article relies on cases from new EU member states in postcommunist Europe to integrate two overlapping debates about majority–minority relations. Since the Second World War, political theorists and international institutions have tended to discourage group‐rights approaches in favour of individual rights; meanwhile, policy‐makers who achieved interethnic peace in postcommunist Europe have often opted for group‐rights approaches. On the basis of political theory, international norms and the conduct of political elites in this region, we argue that both the individual‐rights and group‐rights approaches can be differentiated internally along the dimension of pluralism – that is, their willingness to accommodate multiple processes of cultural reproduction. Moreover, both group‐rights and individual‐rights approaches can offer justifications for restricting minority cultural opportunities; furthermore, restrictive group‐rights approaches sometimes cloak their efforts behind ‘Western‐sounding’ individual‐rights rhetoric. Likewise, both group‐rights and individual‐rights approaches can permit group accommodation that can lead to political integration. We find that de facto pluralist approaches to minority accommodation – often spearheaded by moderate parties of the majority in coalition with minority‐group parties – encourage ethnic peace, regardless of their foundation in individual or group rights.  相似文献

This paper maps and analyses ethnic and socio‐economic residential segregation in two small post‐Soviet mining and enrichment cities in Eastern Kazakhstan, Leninogorsk and Zyryanovsk. The study is based on data collected by the author in collaboration with the Eastern Kazakhstan oblast' statistical authority in an extensive questionnaire survey carried out during January 2001. The paper investigates the linkages between the physical spatial structure of small post‐Soviet cities and the socio‐spatial landscape that has unfolded in their context, and attempts to identify the principal factors that underlie the observed segregation patterns.  相似文献

ABSTRACT This original study examines the potential of a spatiotemporal autoregressive Local (LSTAR) approach in modeling transaction prices for the housing market in inner Paris. We use a data set from the Paris Region notary office (Chambre des notaires d’Île‐de‐France) which consists of approximately 250,000 transactions units between the first quarter of 1990 and the end of 2005. We use the exact XY coordinates and transaction date to spatially and temporally sort each transaction. We first choose to use the STAR approach proposed by Pace et al., 1998 . This method incorporates a spatiotemporal filtering process into the conventional hedonic function and attempts to correct for spatial and temporal correlative effects. We find significant estimates of spatial dependence effects. Moreover, using an original methodology, we find evidence of a strong presence of both spatial and temporal heterogeneity in the model. It suggests that spatial and temporal drifts in households socio‐economic profiles and local housing market structure effects are certainly major determinants of the price level for the Paris Housing Market.  相似文献

Age‐dependent cortical bone loss was studied in two mediaeval Polish populations differing with regard to socio‐economic status, as well as the intensity of the occurrence of skeletal indicators of living conditions in the early stages of ontogenesis (compression of the skull base and the narrowing of the lumbar vertebral canal). Cortical bone loss was analysed on the basis of the radiographs of the second metacarpal. Cedynia population (better living conditions) is characterized by higher arithmetic means for the height of the skull base in comparison with Słaboszewo group (low socio‐economic status). In the case of the vertebral canal index, significant interpopulation differences apply only to men. Similar patterns of difference between groups under study regarding bone loss was also found. It turned out that males from Cedynia had more bone mass in adultus and maturus age categories; in females, these differences concern only adultus category. The study involved an analysis of a relationship between the characteristics measuring reactions to environmental stress in early stages of growth and the intensity of bone loss in adult life. We believe that the results presented justify a conclusion that both phenomena may be interrelated to a considerable degree. Copyright © 2001 John Wiley & Sons, Ltd.  相似文献

Structured around the case of South–South cooperation in the construction of “complementary economic zones” among the member states of the ALBA‐TCP, Petrocaribe, CARICOM and MERCOSUR, this article argues for a socio‐spatial approach to the study of the Latin America–Caribbean integration and development. Two interrelated arguments are developed: first, in contrast to methodologically nationalist approaches, which typically view the regionalisms that are to form the complementary economic zones as ideologically separate, incompatible or conflicting projects, a socio‐spatial approach in conjunction with a South–South cooperation analytical lens explains their commonality and, subsequently, their interrelatedness and convergence. Second, while this South–South cooperation space is not per se non‐capitalist, a socio‐spatial analysis also facilitates “seeing” the production of a socialist “counter‐space” within this South–South cooperation structure.  相似文献

This article analyzes the mechanisms through which metropolitan governance is established in Montreal's aeronautics sector, one of the most important and innovative industries in the region. The article also examines the role of lead firms, socio‐economic actors, and public agencies from a territorial point of view. It is established that on the one hand the existence of a small number of prime producers at the local level facilitates productive linkages among businesses through subcontracting, and on the other hand, the intensive participation of intermediate socio‐economic agencies and organizations ensures a metropolitan anchoring of the sector and creates a strong territorial identity among the players.  相似文献

Abstract: Subsequent to the Brundtland Report (World Commission on Environment and Development 1987, Our Common Future), sustainability has been set up in many countries as a mission statement of cross‐sectoral policies. Sustainable development carries the normative notions of equity, empowerment and environmentally sensitive economic development. Thus, it seems to suggest a fundamentally different vision to neoliberal dogma, which is at the same time described as dominating all socio‐political processes. This paper intends to explore the relation between these two discursive framings of contemporary policies through the example of German spatial planning guidelines. More precisely, it addresses social justice as one pillar of sustainability and how it is operationalised in spatial planning policies in Germany. This may exemplify how the seemingly opposing discourses interact in policy practices. The empirical analysis suggests that the ways in which the German spatial planning report focused on social space in territorial terms promotes an economistic and truncated view of social justice, one which fosters the neoliberal idea of regional competition for global capital and reduces socio‐spatial justice to territorially equally distributed economic inclusion.  相似文献

Abstract: Arguing that resistance to the state is too narrow a conceptualization of a political project that challenges neoliberalism, we posit that there are latent, residual apparatuses of the state which can be activated as part of a systematic progressive politics. We examine Massachusetts’“Dover amendment”, a legal framework which governs group home siting throughout the state. Dover offers a powerful tool with which to resist a neoliberal socio‐spatial agenda, though it has been underutilized toward enabling an alternative landscape. We analyze how and why Dover has often remained latent as a tool for socio‐spatial resistance, and consider a provocative case in Framingham, Massachusetts that suggests how residual state apparatuses may be leveraged in support of an explicitly resistive, progressive agenda.  相似文献

The arrival of the Museum and Old and New Art (Mona) in the disadvantaged municipality of Glenorchy was heralded as the beginning of significant social change in Australia's island state of Tasmania. These expectations were premised on a local place discourse known as the “Tasmanian gothic,” and, in this article, our aim is to illustrate the importance of place specifications in culture‐led change, including in relation to how place discourse constitutes such change. To do this work, we illustrate a Mona effect that comprises a critical account of the Tasmanian gothic informed by an empiric of tourist movement to and from Mona. We demonstrate that tourist movements follow existing socio‐spatial patterns, with tourists from higher socio‐economic backgrounds bypassing Glenorchy and those from lower socio‐economic backgrounds more likely to stop in this disadvantaged municipality. This socio‐spatial account unsettles the characterisation of Tasmania and Tasmanians provided by the Tasmanian gothic and we conclude by observing (1) a lack of significant social change resulting from Mona, in part explained by well‐established socio‐economic patterns; (2) signs of more subtle change that warrant further investigation; and (3) how local place discourse can act to curtail culture‐led change by reinforcing existing socio‐economic patterns.  相似文献

While mainstream economic geography is doing increasing research on green manufacturing and services, with a few notable exceptions, its predominant conceptual approaches to emerging modes of economic orientation continue to examine economic transitions somewhat unreflexively within the context of traditional growth paradigms. The aim of this article is to explore and critically examine neoliberal discourses on the green economy and smart growth by exploring contributions to debates on green economics proposed by ideas linked to post‐growth economies. Based on studies by scholars such as Tim Jackson and Serge Latouche, the article examines the contours of debates on post‐growth, décroissance (de‐growth) and prosperity without growth. We begin by examining growth debates and existing contributions by economic and other geographers to the exploration of alternatives to conventional growth‐centred economics. We then identify some emergent spatial facets of post‐growth transitions and utilize these to explore potential research topics and opportunities for empirical and conceptual contributions by economic geographers to academic and societal debates on economic transitions and post‐growth paradigms. Particular attention is paid to approaches currently discussed in economic geography, such as socio‐technical transition studies.  相似文献

The Schelling model describing segregation between two groups of residential agents, reflects the most abstract, basic view of noneconomic forces motivating residential migrations: be close to people of “your own” kind. The model assumes that residential agents, located in neighborhoods where the fraction of “friends” is less than a predefined threshold value F, try to relocate to neighborhoods where this fraction is F or higher. For groups of equal size, Schelling's residential pattern converges either to complete integration (random pattern) or segregation, depending on F. We investigate Schelling model pattern dynamics as a function of F in addition to two other parameters—the ratio of groups' numbers, and neighborhood size. We demonstrate that the traditional integration–segregation pattern dichotomy should be extended. In the case of groups of different sizes, a wide interval of F‐values exists that entails a third persistent residential pattern, one in which a portion of the majority population segregates while the rest remains integrated with the minority. We also demonstrate that Schelling model dynamics essentially depend on the formalization of urban agents' residential behavior. To obtain realistic results, the agents should be satisficers, and the fraction of the agents relocating irrespective of the neighborhood's state should be nonzero. We discuss the relationship between our results and real‐world residential dynamics.  相似文献

Urban and regional planners tend to recommend spatial mix of socially diverse populations as an appropriate strategy to achieve social equity and improve inter‐group relations. However, the actual impact of such a mix on social relations in general, and inter‐ethnic attitudes in particular, has been subject to on‐going, yet inconclusive, debates among social scientists. This paper adds to the study of these issues by examining the inter‐ethnic attitudes of residents in Jewish ‘new settlements’ (elsewhere termed ‘community settlements’, or ‘mitzpim'), which were established some 15 years ago among the Arab villages of Israel's central Galilee region. We found that despite certain strands of ethnocentrism, most Jewish settlers hold significantly more moderate views on Arab‐Jewish issues than: (a) the general (non‐Galilee) Jewish public in Israel; and (b) the region's Arab population. The influence of the socio‐spatial mix on the moderation of hostile attitudes, at least among the Jews, is analyzed and explained by comparing our data with the findings of previous research on the topic. On the basis of that comparison we conclude that the Arab — Jewish mix in the Galilee, along with socio‐economic characteristics of the Jewish population and the existence of a ‘penetrating group phenomenon’, have combined to moderate Jewish attitudes in the study region. The socio‐economic relevance of domesticated animals during the Early Neolithic in the Iberian Peninsula is indisputable, yet we essentially know little about the way they were managed. Among domesticated animals, pig (Sus domesticus ) was a common food source, and previous studies have shown the potential of stable isotopes for assessing variability in pig diet in relation to husbandry practices. Nevertheless, this approach has never been applied to the earliest pigs in the Iberian Peninsula. We analysed the carbon and nitrogen stable isotope composition of pig bone collagen from several Early Neolithic sites in the NE Iberian Peninsula. While pig δ13C values were similar across different populations, there were significant differences in δ15N values between sites. These are attributed to different pig husbandry systems, which may reflect distinct social and spatial organisation and interaction with environmental conditions during the Early Neolithic in this region. ICP–ES analysis of the clay pastes of Postclassic (c. ad 850–1524) slipped pottery from the central Petén lakes region establishes chemical composition groups that provide information concerning manufacturing traditions and trading patterns. These data demonstrate that manufacturing traditions and trading patterns change throughout the Postclassic period, reflecting possible socio‐political alliances as different ethnic groups migrated to and from the Yucatán peninsula into the central Petén lakes region. The chemical composition groups also demonstrate that some manufacturing traditions imitate those from the Late Classic period and that some clay sources were used throughout the Postclassic period for multiple ceramic groups.  相似文献

Many cities around the world are redeveloping their neighbourhoods as arts and cultural precincts. Urban industrial zones and lower‐income residential areas have taken on new life as arts neighbourhoods in a bid to attract high‐yield visitors, propel their creative industry and brand themselves as attractive to investors and residents. This article has two aims. Conceptually it explores the notion of arts urbanization – the creation of arts spaces in cities and the socio‐spatial dynamics which they embody. Empirically, the concept is tested using the case of Singapore's Arts Housing Scheme. Under this scheme, historic ethnic precincts take on new roles as arts and creative belts. While the scheme has yielded some success by way of fostering spaces of identity and inspiration for artists, it has also generated social concerns and spatial challenges. Singapore's Little India offers an empirical setting to explore this concept. The paper argues that geography matters to the arts and that arts‐led urbanization creates distinct spatial configurations in cities. For this reason, a greater understanding of and research into arts neighbourhoods and their socio‐spatial dynamics are essential if we are to aspire to sustainable and sensitive development of cities and their creative communities.  相似文献

This article identifies spatial dimensions of educational outcomes using maps of the 2016 Grade 5 reading results for Australia's National Assessment Program–Literacy and Numeracy for all Australian schools. A geographical information system (GIS) was used to overlay schools' results onto suburbs' advantage or disadvantage to visualise spatial patterns. We then examined the extent to which school results “cluster” in socio‐economically advantaged and disadvantaged suburbs and considered the consistency of spatial patterns for results across major cities. That work illustrates both how GIS can foreground educational inequality and how “the spatial” is more than corollary for student socio‐economic status. Results show substantial differences between urban and remote areas and towns of different size. Maps of cities visualise spatial “clustering” patterns of school results, with most schools in advantaged suburbs having high results and almost no schools in disadvantaged suburbs having high results. Educational outcomes strongly align to local socio‐demographic characteristics, and parallel host communities’ levels of advantage or disadvantage. Differences between public and private schools are less significant than within‐sector differences for schools in advantaged or disadvantaged locales. Patterns in all cities are consistent—schools in advantaged suburbs predominantly have high results, whereas non‐government schools generally perform better than government schools in disadvantaged suburbs. Most concerning is the persistent and increasing trajectory of results in advantaged, and more so in disadvantaged suburbs, of all cities since the first National Assessment Program–Literacy and Numeracy in 2008. Ameliorating spatial inequality between primary schools is one of the greatest challenges for Australians.  相似文献
