试论美国土著民族反对印第安人新政的原因

20世纪30年代的印第安人新政为了维护印第安人的利益、文化和传统,力图实现美国印第安人政策从同化到土著民族自治的转变。然而令人奇怪的是,印第安人新政却遭到美国土著民族的诸多强烈反对。究其原因可以归结为印第安人新政存在三大矛盾(1)印第安人新政的思想基础与被同化印第安人理念之间的矛盾;(2)印第安人新政的政策载体与印第安人传统习俗之间的矛盾;(3)印第安人新政的政策效果与印第安人的期望之间的矛盾。     

Three Forgotten Accessions: Gilgit,Hunza and Nagar

The August 1947 transfer of power in India brought to the fore questions regarding the future of the areas which had long been leased by the government of India from certain princely states. Focusing on the Gilgit Agency, parts of which were leased from the state of Jammu and Kashmir, this article traces the nature of the agency and the manner in which it ultimately became a de facto part of Pakistan while Kashmir acceded to India. Conflicting accounts exist as to who was actually responsible for the revolution in Gilgit which led it towards Pakistan. This article uses all available sources to relate clearly and analyse the actual course of events during the tumultuous months of October and November 1947. The article also assesses the status and then formal accession of the two small states of Hunza and Nagar, adjacent to Gilgit, which had been erroneously treated as being under the complete suzerainty of Kashmir.

Beyond the Local Trap: New Municipalism and the Rise of the Fearless Cities

The Fearless Cities summit, coordinated by Barcelona en Comú in June 2017, marked the first global gathering of the nascent “new municipalist” movement. Responding to the “imperative that geographers engage critically and creatively with the way localism is being articulated”, this paper argues that the new municipalist initiatives are developing urban political strategies that successfully avoid the Local Trap. Rather than essentialising cities as inherently progressive or democratic, the municipal is instead becoming framed as a “strategic front” for developing a transformative politics of scale. Given this critical awareness, this nascent movement demonstrates how local loyalties can be mobilised as part of a progressive scalar strategy without falling into the trap of a “particular localism”. What remains to be seen is whether these initiatives are able to develop a variegated scalar strategy of transformation that retains the democratic essence that underpins them.
